1.1

JalGram

Two villages, in every district preferably being a part of dark block or facing acute water
scarcity, shall be selected as Jal Grams An Integrated water security plan, water
conservation,watermanagementandalliedactivitiesshallbeundertakenforthevillagesto
ensureoptimumandsustainableutilisationofwater.

Thisisaconvergenceprogramme,therefore,therewillnoseparatefunds.Availablefunds
from various other schemes should be used,e.g.. MNREGA, IWRMP, Watershed Schemes,
etc.(fordetailsseesection6.0FundingArrangement)

SelectionofJalGram

DistrictlevelCommitteeshallidentifytwoJalGramforeverydistrict.ToselecttheJalGram,
decisionsupporttooluploadedbyCWConitswebsitewouldbeused.DistrictCommittee
wouldkeepStatelevelCommitteeinformedoftheselectedJalGram.

A Committee shall be formed at Village level & Block Level for implementation and
monitoringofworksunderJalGramYojanaforeveryJalGram.

KrantiAbhiyan.

1.4

ComprehensiveIntegratedWaterSecurityPlan

Acomprehensiveintegratedwatersecurityplanwouldbepreparedforsustainablemanner,
foreachJalGram.ThePlanwillbemadebyvillagelevelCommitteelookingattheneedsof
the village. Block level committees will provide technical inputs on the basis of available
dataregardingsources,quantityandqualityofwaterinthevillageaswellastheprojected
requirements.

Theplanwillincludeinformationonpresentsourcesofwaterinthevillage;itsavailabilityat
presentinbothqualityaswellasquantityterms;thegapsinrequirementandavailability;
andpossibleworkstobetakenupundervariousschemesoftheStateGovernment/Central
Governmenttoamelioratethesituation.

Local stakeholders particularly farmers & Water User Associations (W.U.As) will be
encouragedtoprovidesuggestionstowardspossiblesolutionstotheproblemsbeingfaced
bythem.Suggestionoflocalrepresentativeswillbedulyconsideredinpreparationofthe
plan. Provision for operation and maintenance of the work (on sharing basis) by
stakeholders will also be an integral part of the plan. The plan, once approved by District
Level Committee, will form basis for formulation of individual schemes by the concerned
linedepartments.

Representatives of Departments of State Government from Agriculture, Drinking Water &


Sanitation, Urban Development, Rural Development, New and Renewable Energy etc.,
wouldalsobeassociatedatbothdistrictandblocklevelforselectionandplanning.

For example, following activities can be taken up under integrated water security and
conservationplan:

Repair, Renovation & Restoration of existing and abandoned water bodies


(reservoirs,tanks,pondsetc.)alongwithitsdistributionsystemwithinitscommand.

Judicioususeofgroundwater

ConstructionofRainwaterharvestingstructureslikepercolationtanks,farmponds,
checkdamsetc.andArtificialrechargeofgroundwaterusingMGNREGA

Recyclingofwastewater

Massawarenessprogramforactiveparticipationoffarmers

Thelistgivenaboveisindicative.DistrictandStatelevelCommitteescanplandependingon
localneedsandavailability.

Thelinedepartmentswillprepareschemesintheirrespectivedomaininconsultationwith
BlockLevelCommittee.TheschemeswillbeappraisedbytheDistrictLevelCommitteefor
its completeness. Subsequently, the line department will obtain necessary approvals.
Effortswillbemadetosensitizeconcernedappraisalagencytoaccordnecessaryapprovals
onprioritybasis.Afternecessaryapproval,thefundforimplementationwillbearrangedas
describedinSectionFundingArrangementsofthisguideline.

The works will be implemented by the concerned line department on priority basis. The
progressofimplementationoftheworkwillbemonitoredbytheBlockLevelCommitteeon
a weekly basis. The same will also be monitored by the District Level Committee on a
monthlybasisandStateLevelCommitteeonquarterlybasis.

TheperformanceevaluationoftheworkswillbetakenupbytheDistrictLevelCommittee
on its completion. The situation of water problem in the village will be reviewed with
respect to the base line information collected towards the commencement of the
programme.Necessarycorrectivemarginalmodificationworkrequired,ifany,willbetaken
up.

Depending on the nature of works involved, necessary arrangement will be made for
handing over the its operation and maintenance to the Water Users Associations / PRIs
concernedafteritscompletion.

1.5

AdditionalactivitiesforeachJalGram

A cadre of local water professionals i.e. Jal Mitra shall be created by imparting
themsuitabletrainingtocreatemassawarenessaboutissuespertainingtowateras
wellasprovidingnecessaryguidanceintacklingwatersupplyrelatedroutineissues.

Associated woman Panchayat members shall be encouraged to become Jal Mitra.


Theyshallbenamed-

AconventionoftheseJalMitrasisproposedtobeheldatDelhiandattwoplacesin
Southern and Eastern region so as to have maximum participation of ground level
workersofJalKrantiAbhiyan

A card known as Sujalam Card (with the logo "Water Saved, Water Produced/
, ") shall be prepared for every Jal Gram which would provide the

yearlystatus/informationonqualityofDrinkingwateravailableforthevillage.
Similar activities can be taken up in the Jal Gram with approval of national committee in
consonance with objective of Jal Kranti abhiyan. It is however clarified that no separate
funding shall be made available for these activities and these shall have to be taken up
throughconvergencewithotherschemes.

2. ModelCommandArea

ThefieldOfficersofCentralWaterCommissioninconsultationwithStateGovernments
will identify those command areas which areunder implementation through schemes
of the Ministry of Water Resources like Accelerated Irrigation Benefit Programme
(AIBP), Repair, Rennovation & Restoration (RRR) of Water Bodies and Command Area
Development&WaterManagement(CAD&WM).
Out of the projects identified, a command area which is suitable for showcasing the
various concepts of water use efficiency more crop per drop, recycling of waste
water, use of nonconventional energy, etc. will be identified on priority. Thereafter,
identification of command area development schemes of Central/State Governments
willbecoordinatedwhichwillcertainlyincludethefollowing:

100%drinkingwaterandsanitation.
Water Users Associations involvement in implementation of the above issues will be
encouraged. If Water Users Association is not existing, efforts will be made to
formulate Water Users Associations in these areas and handover the command for
operation,maintenanceandmanagementtoWaterUsersAssociations.

Volumetric measure of water resources will also be started on an experimental basis


andwillbeextendedfurtherforcollectionofwatercessbyWaterUsersAssociation.

Maintenance of command will be the responsibility of the Water Users Associations


with the above aims and the required institutional and legal framework, etc. will be
createdforaparticularcommandarea.

6.FundingArrangements
6.1 Expenditure on various works proposed to be taken in each Jal Gram would be met
fromexistingschemesofCentral/StateGovernments,suchas:

themforcarryingoutsimilaractivities.
