Ivy Frye's Answers To Interrogatories

I understand that it is alleged that the purpose ofMr. Branchflower's investigation is to

look into the events and circumstances surrounding the tennination of fonner Public
Safety Commissioner Walt Monegan.

Without waiving any legal issues regarding the legal authority for such investigation, I
will cooperate with the investigation, in view ofthe recent decision by the Superior
Court. I hereby provide answers to a series of questions, in writing. My answers are
accompanied by a certification that my answers have been given under oath, and under
penalty of perjury.

I understand that I may be asked to answer follow-up questions.

I understand that the questions ask for infonnation about my actions and
communications, as well as the actions and communications of others. I hereby submit
my answers to my best knowledge and belief. I reserve the right to supplement these
answers should I remember any additional infonnation but the answers that appear below
are my best answers as far as I can remember and ascertain at the present time, within the
limited time imposed by Mr. Branchflower's request that such answers be submitted by 5
PM on 8 October 2008.

I. What positions have you held in the Palin administration? Describe the date your
employment began and the dates of each position.

I understand that the next series of questions ask about'communications,' which is

defined here in its nonnal sense: the exchange of thoughts, messages, or information., as
by speech, signals, or writing. Communications include, but are not limited to,
infonnation either sent by me or received by me, whether in person, by telephone, or via
e-mail or other electronic means such as texting. The term also includes any written
document. The term also includes communication through or fTom third parties. For
example, "Tell the Governor that Walt Monegan is doing a good job," is a
communication both to the person to whom I was speaking, or e-mailing, or texting, etc.,
and it is also a communication to the Governor.

For each communication, I have described the content of the communication, and the
context, i.e., the date, time and place of the conununication. I have also described others
who may have been present or included in the conununication.
2. What communications have you had with Governor Sarah Palin regarding Walt
Monegan? None.

3. What communications have you had with Govemor Sarah Palin regarding Mike
Wooten? None.

4. What communications have you had with Todd Palin regarding Walt Monegan?
None.

5. What communications have you had with Todd Palin regarding Mike Wooten?
Todd shared with me his concerns for the safety of his family, and his frustration
in not receiving a response, or knowing who to talk to about the situation. He
showed me email complaints he filed with Col. Grimes of the Alaska State
Troopers regarding Wooten threatening him and his family, including those for
which Wooten received his 5 day suspension: tasering his 10 year old step-son,
shooting a moose out of season while enforcing wild life laws as a Wildlife
Trooper, and driving his patrol car under the influence of alcohol. It's important
to note, Wooten's "punishment" wasn't disclosed to me until Wooten released his
personnel file to the public.

Also, Todd and I discussed other complaints allegedly filed by others against
Wooten including: from a bartender who said he called to report a Trooper
(Wooten) leaving his bar and driving drunk, from a high school cross-country
coach who was threatened and berated by Wooten on school property in front of
the cross country and football teams, and from a Mat-Su Borough dump
employee who was pressured by Wooten to waive the dump fee because he was a
Trooper.

Very alanning to me, Todd shared with me an incident in which Wooten called
his oldest daughter a "fucking bitch" at a highschool football game in front of her
friends and those sitting in the bleachers. Todd also shared with me that when he
drops Piper off at school, Wooten drops his daughter off in his patrol car while on
duty. He showed me a picture of Wooten snowmachining while allegedly on paid
medical leave.

Todd also shared with me that he was happy MoJIy, his sister-in-law, was
awarded majority custody of her 2 young children she had with Wooten. I was
happy and relieved for Molly also.

Todd forwarded an email to me and Frank Bailey that was forwarded to him from
a friend, and that had originated with PSEA president Rob Cox. Todd forwarded
the email so the Department of Administration (which is the state agency charged
with negotiating collective bargaining contracts) could prepare a response to the
negative, false information being spread by the PSEA union, which appeared to
be part of an overall smear campaign of Governor Palin by the Trooper union.

 Cox tells recipients in the email to ..encouragefamily.friends and fellow PSEA
members" to "demand" that Governor Palin add 150 more Trooper positions. He
also discusses the negative PSEA ads that were about to run in every statewide
newspaper and says "It would be a BAD thing for the ad to run and the
Governor's office to get no calls."
I sent a subsequent email to Frank Bailey and Todd Palin so they would know I
gave Monegan a ''heads Upll on the negative, untruthful PSEA ads that were
coming out.
My email to Monegan read:
"Commissioner Monegan,

I saw an email from Rob Cox to PSEA members saying ads are imminent. They
vvill be placed in every newspaper statewide with the exception of the AND. The
ads call for Gov Palin to provide 150 more troopers and apfo positions. Also, they
encourage members to encourage their friends and family to call the Governor's
office.

As you know, Gov Palin increased the DPS budget and increased Trooper
positions; the Legislature has reduced or eliminated increments. Also, as you
know, Gov Palin remains committed to public safety in Alaska. In addition to
increasing positions, she has introduced various legislation including the omnibus
crime bill.

"Ivy:
1was aware ofthe ads and advd COS. I am also aware of the 4 pct growth and

I forwarded Monegan's response to Todd Palin and Frank Bailey so they would
know Monegan was aware of the negative, untruthful PSEA ads.
6. What communications have you had with Mike Tibbles regarding Walt
Monegan? None.
7. What communications have you had with Mike Tibbles regarding Mike Wooten?
None.

8. What communications have you had with Annette Kreitzer regarding Walt
Monegan?
Some time in February or March, Commissioner Kreitzer expressed to me
verbally her frustration with Monegan trying to insert himself into PSEA contract
negotiations. She said that he was advocating for the PSEA instead of what was
in the best interest of the State. I recall she may have told him the State wanted to
add some accountability to the contract regarding Article 7 of the PSEA contract
regarding disciplinary measures. She said Monegan was opposed to tightening
disciplinary measures and adding accountability because it would "lower moral"
ofthe Troopers.
I found it very disappointing Monegan would attempt to pressure Commissioner
Kreitzer to not tighten and make more transparent the "integrity clause" of the
PSEA contract. Troopers wear integrity on their badge, yet Monegan and the
PSEA union didn't want it in the contract.
9. What communications have you had with Annette Kreitzer regarding Mike
Wooten? None.
10. What communications have you had with Brad Thompson regarding Walt
Monegan? None.
11. What communications have you had with Brad Thompson regarding Mike
Wooten? None.

I sent the following email to Frank Bailey and Todd Palin so they would know I
gave Monegan a "heads up" on the negative, ul1truthful PSEA ads that were
coming out.
My email to Monegan read:

I forwarded Monegan's response to Todd Palin and Frank Bailey so they would
know Monegan was aware of the negative, untruthful PSEA ads.

I also sent Frank Bailey an email asking if! had the correct email address for
Monegan. He responded that he thought I had the correct email address.

17. What communications have you had with Frank Bailey regarding Mike Wooten?
Frank expressed his concern for the safety of the Palin family due to Wooten's
history of violence and threatening behavior. I agreed with him and shared his
concern.

Also, Todd forwarded an email to me and Frank Bailey that he was forwarded
from a friend and that had originated with PSEA president Rob Cox. Todd
fornrarded the email so the Department of Administration could prepare a
response to the negative, false information being spread by the PSEA union,
which appeared to be part of an overall smear campaign of Governor Palin by the
Trooper union.

Cox tells recipients to "encourage family, friends and fellow PSEA members" to
"demand" Governor Palin add 150 more Trooper positions. He also discusses the
negative PSEA ads that were about to run in every statewide newspaper and says
"It would be a BAD thing for the ad to run and the Governor's office to get no
calls."

 Bailey responded to Todd and me in email, "Unbelievable. Yet this is the
organization that fights for Troopers like Spitzer, Osborn and Wooten." I don't
believe Todd responded to the email and neither did 1.

Note: Eric Spitzer is still a Trooper after being found guilty of excessive force in
Palmer. He was transferred to St. Mary's. He has cost the state over $700k in
lawsuit settlements.

Jesse Osborn is a fonner Trooper who shot and killed a disabled man in Kenai. A
suit for $310,000 was settled for Mr. Casey Porter's estate; a suit over the death is
still pending in federal court.

Wooten received a 5 day suspension for tasering his 10 year old step-sou,
shooting a moose out of season while enforcing the very wildlife laws he was
breaking as a Wildlife Trooper, and driving his patrol car under the influence of
alcohol.

18. What communications have you had with Randy Ruaro regarding Walt Monegan?
None.

19. What communications have you had with Randy Ruaro regarding Mike Wooten?

20. What communications have you had with John Glass regarding Walt Monegan?

21. What communications have you had with John Glass regarding Mike Wooten?

22. Wllat communications have you had with Audie Honoway regarding Walt
Monegan? None.

26. What communications have you had with Kris Perry regarding Walt Monegan?
After the media announced Monegan was blaming his being offered another
position because he resisted pressure to fire Wooten, Kris Perry and I commented
to one another that his claim was absurd. She showed me a DPS poster with
Wooten on it that Monegan had delivered as a gift for the Governor. It seemed
obvious that if Monegan had even looked into the Palin family's concerns offered
to him by Todd, which Todd was advised by the Governor's security detail to

 share with Monegan, Monegan would have known at the very least what Wooten
looked like and would have had the common sense and respect to not offer the
poster as a "gift" to the Governor.

27. What communications have you had with Kris Perry regarding Mike Wooten?
Kris Perry and r have shared our concerns to one another about the safety of the
Palin family because ofthe threatening behavior of Wooten towards his family
and the Palin family.

28. What communications have you had with Nicki Neal regarding Walt Monegan?
None.

29. What communications have you had with Nicki Neal regarding Mike Wooten?
None.

30. What communications have you had with Janice Mason regarding Walt
Monegan? None.

31. What communications have you had with Janice Mason regarding Mike Wooten?
None.

32. What conununications have you had with any other member of the Palin
Administration regarding Walt Monegan? None other than what's listed above.

33. What communications have you had with any other member of the Palin
Administration regarding Mike Wooten? None other that what's listed above.

34. What actions did you take involving Walt Monegan or Mike Wooten? None
except as set forth in my answers to questions 5, page 3, 16, 17, and discussions
referenced in answers to question 26 and 27.
The only other actions I have taken with regard to Wooten were the following:

I looked at him in amazement when he showed up off-duty at the governor's

picnic in July 2008 in Wasilla within a couple of days of Monegan's allegation he
was "pressured" to fire Wooten. I then thought to myself, "Why is he here if not
to try and exert some kind of authority and intimidate the Heath's, the Palin's and
their supporters?"
I've thought to myself on numerous occasions that Wooten is a harasser, an
intimidator, and abuser of power. He gives Troopers who uphold the law and
protect our safety and security every day a bad name.
I've also ~ myself, "How could Wooten still be a Trooper?" and, "How could
Wooten wear a badge that says integrity, honor, and courage on it when he
upholds none of the integral motto of being a Trooper?"

 I've felt disappointed and discouraged that a known harasser and intimidator such
as Wooten who tasers his 10 year old step-son, shoots a moose out of season,
threatens to kill his father-in-law, drives his patrol car drunk, and numerous other
offenses is still able to serve next to our upstanding Troopers.
I've felt empathy for the Palin and Heath families in having to endure harassment,
intimidation, threats and abuse from a former family member.
I've felt angry and frustrated that the Palin and Heath family continue to endure
such threats and harassment from Wooten as recently as July 2008 when he told
them "to get ready for the big show." Wooten's arrogant response to a member of
the family after Monegan's allegations came out two weeks after he quit.
35. Are you in possession of any other information" including the actions and
communications of others, regarding the events and circumstances surrounding
the tennination of Walt Monegan? If SO, describe that information in detail.
I observed in a cabinet meeting that Monegan was resistant to the task from
Governor Palin to find legitimate agency operating cuts. He was the only cabinet
member who said his department couldn't find any cuts-small or large, after the
other cabinet members said they were up to the task.
