The Hong Kong Standard Method of Measurement of Building Works, since its first Edition in 1962, has evolved to meet the changing methods of construction
and contracting procedures, through the second edition in 1966 and the third edition in 1979. This fourth edition, initiated by The Royal Institution of Chartered
Surveyors (Hong Kong Branch) was subsequently prepared under the auspices of The Hong Kong Institute of Surveyors. It includes sections for Building
Services, which were previously published as a separate document in its first edition in 1993.
The new tabulated format for this fourth edition is based upon the United Kingdom SMM 7, but the Elemental format used in SMM 7 has, by general consent,
not been followed and the Trade Section maintained as being more suitable for the Hong Kong Contracting and Sub-contracting procedures.
It is hoped that the systematic tabulated format will make for easy reference and facilitate the compilation of standard phraseology for libraries of descriptions
and for computerisation.

The vast development of the building industry in Hong Kong during the past decade has created a wide-spread realisation of the importance and usefulness of Bills of
Quantities. Local conditions have not justified the adoption of the English Standard Method of Measurement, which nevertheless has been followed in a general sense in
Government and private practice and adapted mainly by including most labours with the relative items. Adaptation, however, has been completely arbitrary, depending upon
the discretion or inclination of the individual surveyor. The Services have for some while had their own Rules of Measurement for the Far East which is restricted in general
use and application in Hong Kong. Building Contractors, while becoming more and more B.Q. conscious, have at the same time been faced with a growing diversity of
methods of measurement which has not only been deleterious to scientific estimating but has in fact resulted in the occurrence of serious errors.
The time, then, has clearly arrived for the introduction of a local standard method of measurement. To this end a meeting of Chartered Quantity Surveyors appointed a SubCommittee to consider ways and means of procedure. This Sub-Committee was subsequently joined by representatives of the local building industry to form a Joint Committee which has now produced this First Edition. In general the procedure was as follows:(a) the surveyor members prepared a preliminary draft to be handed trade-by-trade to the builder members for reference to their association for comment or amendment;
(b) the full committee met from time to time to discuss and agree progressively a secondary draft;
(c) the secondary draft was distributed to all interested parties for comment and suggestions;
(d) the full committee considered all suggestions received for adoption or rejection and agreed a final draft.
No attempt has been made to cover every possible item which could arise but rather to produce in the first instance a document ensuring consistency of measurement of those
items normally encountered in the Colony.
It is recommended by the Joint Committee that this document be reviewed annually to consider any revisions or addenda that may become advisable.

Preface to Second Edition 1966


The First Edition of this Standard Method of Measurement, published in January 1962, was very well received by quantity surveyors and building contractors and has done
much to foster a growing confidence in Hong Kong in the system of tendering on Bills of Quantities. The document has been adopted for use by all professional surveyors
throughout the Colony and has now been recognised by The Royal Institution of Chartered Surveyors as a basis for local professional examinations.
After the First Edition had been in use for some three years a Standing Joint Committee, comprising equal representation from surveyors and the building industry, was
appointed to keep under review possible amendments and revisions. Suggestions were invited from all local quantity surveyors and building contractors and the Committee
wishes to express its thanks to all who by their response have contributed towards the publication of this Second Edition. It is gratifying to note that, after careful consideration
of all suggestions received, the actual number of revisions incorporated is small and of a minor nature and will therefore cause little disturbance in adopting the later edition.

Preface to Third Edition 1979


The Standard Method of Measurement as first published in 1962 and revised in 1966 has provided a standard for the preparation of Bills of Quantities for a large volume of
building works both in the Public and Private sectors; it is incorporated into the Conditions of Contract for Public Works and the Standard Form of Building Contract issued
under the sanction of The Hong Kong Institute of Architects, The Royal Institution of Chartered Surveyors (Hong Kong Branch) and The Society of Builders, Hong Kong; it is
recognised by The Royal Institution of Chartered Surveyors as a basis for local professional examinations; and it has been translated into Chinese and published as an
ancillary document.
In view of the advancement in engineering technology and architectural design and the ever increasing sophistication of the construction industry in Hong Kong it was decided
that it was necessary to publish a revised edition.
The Committee appointed to administer revisions to the Standard Method of Measurement invited local quantity surveyors and building contractors to submit suggestions for
the improvement and amplification of the document in the light of their experience in its use. All of the suggested alterations were carefully considered, revisions were made
where applicable and new sections such as Demolitions and Alterations, Piling and Caissons, Prestressed Concrete Work and Proprietary Demountable Partitions were
incorporated.
In addition the opportunity was taken to re-edit the document completely to remove uncertainties in interpretation whilst retaining the original intent.
Whilst an appreciable number of alterations have been made, there are very few which involve fundamental changes in the previously prescribed methods of measurement,
the majority of the changes are to update the document in line with the developments in building methods; to make clear the intention, where there appears to be possibility
of misinterpretation; to improve the style or to remove inconsistencies within the document.
The proposal to change from the present system of measurement of mixed earth and rock excavation to a system where rock is measured separately as an extra over item
was discussed at length without resolution, the Committee being divided in its views of the practicality of the separate measurement of rock in the Hong Kong situation. The
item was left for further consideration by the Committee when preparing the next Edition.
The Third Edition will become operative on 1st February 1979 and is post dated accordingly.
In view of the decision to adopt the use of the Metric System in the construction industry for all new projects initiated after 1st April 1977 the Third Edition has been published
in metric. It was considered unwarranted to produce an Imperial version as well as the Metric version, although a limited number of contracts already in various stages of
planning will be based upon Imperial Units after this edition becomes operative.
Bills of Quantities prepared after 31st January 1979 in Imperial measurement will be based on this Third Edition, but units of measurement, and any staging or sizes required
to be stated, shall be as detailed in Appendix A.
The Committee expresses its gratitude to the Surveyors and Builders who submitted suggestions for the improvement of the document and to those Specialists who
contributed to the re-drafting of the insurance clauses and the drafting of the piling clauses.

The Committee expresses its special gratitude to the Sub-Committee responsible for carrying out so enthusiastically and so thoroughly the monumental task of translating the

USE OF TABULATED FORMAT

The rules in this document are set out in tables. Each section of the rules comprises information
(to be) provided, classification tables and supplementary rules.

Horizontal lines divide the classification tables and supplementary rules into zones to which
different rules apply.

Within the classification tables where a broken line is shown, the rules given above and below the
broken line may be used as alternatives.

In referring to columns in classification tables, the measurement unit column has been
disregarded. The remaining four columns are herein referred to as the first, second, third and
fourth columns.

The first column lists the items commonly encountered. Each of these items may have one
qualifying sub-item if there is insufficient capacity in the 2nd, 3rd or 4th columns. The second and
third columns list sub-items into which each item or group of items are divided. These sub-items
may contain one or more descriptive features which are not mutually exclusive. The lists in these
columns are not intended to be exhaustive. The fourth column similarly provides for further subdivision, and in addition lists further sub-items that may be required to complete the total
description of the item.

Coverage rules draw attention to particular incidental work (both labour and material) which shall
be deemed to be included in the appropriate items in a Bill of Quantities to the extent that such
work is included in the tender documents.

The column headed Supplementary Information contains rules governing the information which
shall be given in addition to the information given as a result of the application of rule 3.4.

A separate item shall be given for any work which differs from other work with respect to any
matter listed as supplementary information.

Rules printed above a double line apply to all work following in the Section or Sub-section within
the Section. Other rules apply only to the particular group of items against which they are shown.

5.1

The requirements for information to be provided by the application of rules 3.4 and 4.4 may be
fulfilled by reference to other documents or drawings or published information.

5.2

Headings to groups of items in a Bill of Quantities shall be read as part of the descriptions of the
items to which the headings apply.

5.3

The use of a hyphen between two dimensions in this document or in a Bill of Quantities shall
mean a range of dimensions exceeding the first dimension stated but not exceeding the second.

CROSS-REFERENCES
6.1

Each item description shall identify the work with respect to one sub-item drawn from each of the
first three columns in the classification table and as many of the sub-items in the fourth column
as are applicable to the item. The general principle does not apply to Preliminaries in that it will be
necessary to select as many sub-items as appropriate from each column.

SUPPLEMENTARY RULES

Measurement rules set out when work shall be measured and the method by which quantities
shall be computed.
Definition rules define the extent and limits of the work represented by a word or expression used
in the rules and in a Bill of Quantities prepared in accordance with the rules.

An asterisk within a cross-reference represents all entries in the column in which it appears.

6.3

The digit 0 within a cross-reference represents no entry in the column in which it appears.

GENERAL PRINCIPLES

BILLS OF QUANTITIES
1.1

Bills of Quantities shall fully describe the materials and workmanship and accurately represent
the work to be executed; work which by its nature cannot be accurately measured shall be
described as provisional. Provisional quantities, items or sections shall represent the work to be
carried out as accurately as is reasonably possible.

In order to define the precise nature and extent of the proposed work it will be necessary to give,
in descriptions or elsewhere, certain supplementary information including any limits on
tolerances, method, sequence etc. imposed by the designer.

Each measurement shall be taken to the nearest 10 millimetres (i.e. 5 millimetres and over shall be
regarded as 10 millimetres and less than 5 millimetres shall be disregarded). This rule shall not
apply to any dimensions stated in descriptions.

This Standard Method of Measurement, whilst aiming at providing uniform units of measurement
and standard allowances, etc., is a definition of principle rather than an inflexible document. In
particular and exceptional cases the Surveyor is expected to use his discretion and to adopt
special methods, provided the principles of measurement laid down are observed and the
intention is made clear to the Estimator.

The method of measurement for work not covered by the clauses of this Standard Method of

The methods of measurement laid down shall equally apply to the preparation of Bills of
Quantities before the work is commenced and to the measurement of finished work.

The following units of measurement shall, except as hereinafter provided, be adopted


throughout:(a)

Items given by weight - kilograms;

(b)

Items given cube - cubic metres;

(c)

Items given super - square metres;

(d)

Items given run - linear metres;

(e)

Items enumerated - number or sets, as applicable;

(f)

Items given by time may be given in Days or Hours - if these items are used, they
should be defined.

DRAWINGS AND SPECIFICATION


6.1

The Drawings from which the Bills of Quantities have been prepared shall be listed and reference
shall be made to any Specification on which the Bills of Quantities descriptions are based.

6.2

It should be noted that this is a separate requirement to the necessity of listing the Contract
Drawings and, where required by the Contract Document, the Contract Specification, as these
may, in due course, be varied.

UNITS OF BILLING
7.1

Where the unit of billing is the metre, quantities shall be billed to the nearest whole unit.
Fractions of a unit less than half shall be disregarded and all other fractions shall be regarded
as whole units.

Where the unit of billing is the kilogram, quantities shall be billed to the nearest whole unit.
Fractions of a unit less than half shall be disregarded and all other fractions shall be regarded as
whole units.

7.3

Where the application of this Clause would cause an entire item to be eliminated, such item shall
be billed as one whole unit.

7.4

When billing items of variation or remeasurement in adjustment of accounts, omissions and


additions of items where the unit of billing is the metre shall be billed to the nearest one tenth of a 13.
whole unit, and where the unit of billing is the kilogram shall be billed to the nearest whole unit.
Where, however, one whole unit has been billed in conformity with rule 7.3 above, and the original
quantity has been deducted, then the whole unit shall be omitted.

In giving dimensions the order should be consistent, and generally in the sequence of length,
width and height.

14.

PIPE OR TUBING SIZES


13.1 Pipes or tubing (which terms shall be synonymous for these rules of measurement) shall be
described by their nominal sizes unless otherwise stated.

DAYWORKS
14.1 As Contractors have differing practices in:
(a)

the number of hours included in a normal working day;

(b)

payment of overtime rates for hours worked in excess of a normal working day;

(c)

payment of overtime rates for Sundays and Labour Holidays,

some provision should be made in Dayworks Schedules for the differentials to be priced,
probably as percentage on-costs over the normal working days and normal working hours 08:00
to 18:00 hours. Where shift work is envisaged that should be separately provided for.

DESCRIPTIONS OF ITEMS

In general, rates may be different for:

10.1 Notwithstanding these principles of measurement, proprietary items may be measured in a


manner appropriate to the manufacturers tariff or customary practice.

14.2 Labour shall be paid for on an hourly basis, in the manner suggested above. There should be no
further percentage addition on , the quoted labour rates which will be deemed to include for:

Wages, bonuses and all allowances paid to operatives directly engaged on dayworks
(including gangers and charge hands working with their gangs and those operating
mechanical plant and transport) in accordance with the appropriate employment
agreement, or where no such agreement exists, the actual payments made to the work
people concerned;

Establishment charges, overhead charges and profit;

(d)

Use and maintenance of small hand tools and appliances, non-mechanical plant and
equipment, such as ladders, trestles, stages, bankers, scaffolding, temporary track,
wagons, skips, tarpaulins and all similar items.

The term Prime Cost Sum shall mean a sum provided for work or services to be executed
by a Nominated Sub-Contractor or for materials or goods to be obtained from a Nominated
Supplier. Such sum shall be deemed to be exclusive of any profit or attendance required by
the Contractor and provision shall be made for the addition thereof.

16.1 All work executed in or under reservoir, river or sea water shall be given separately stating the
levels of high and low water where applicable.

17.1 All work required to be carried out in compressed air shall be given separately.

14.3 The costs of materials in dayworks shall be the nett invoiced costs, including delivery to site.
A schedule may be given containing provisional quantities of different materials for the work to
be carried out on a dayworks basis.

18.

A percentage item shall be given to enable the Contractor to quote for the inclusion of
establishment charges, overhead charges and profit.
14.4 The costs of construction plant and vehicles (excluding the cost of operators and drivers who

shall be included in labour above) shall be paid for at the rates entered in the schedule for the net
working hours during which the plant is engaged on dayworks, and excluding any standing or
idle time, except that plant held on standby by written request from the Architect shall be paid for.

15.

PROVISIONAL AND PRIME COST SUMS


15.1 The use of the terms Provisional Sums and Prime Cost Sums shall be made in conformity with
the following definitions unless otherwise provided in the Conditions of Contract:
(a)

The term Provisional Sum shall mean a sum provided for work or for costs which cannot
be entirely foreseen, defined or detailed at the time the tendering documents are issued;

18.1 Work outside the curtilage of the site shall be separately identified.

WORK IN EXISTING BUILDINGS


19.1 Work in existing buildings shall be separately identified. Such work is defined as work on, or in, or
immediately under work existing before the current project.
19.2 Where the premises are occupied, this shall be stated and any restrictions on access or timing or
disposal of debris, and disposition of plant and materials, shall be given.
19.3 Where the Contractor is required to arrange access to tenanted areas, separately with each
tenant, this shall be stated and the work kept separate from the work in common areas.

20.

TEMPORARY WORKS
20.1 Where the Contractor is required to provide, or to take over existing, temporary works,
descriptions shall include, where appropriate, references to provision and erecting or taking over
and repairing, maintaining (duration stated), adapting (details stated), handing over to the
Employer or succeeding Contractor or clearing away and making good all works disturbed.
