STANDARD PRACTICE

NATIONAL OCCUPATIONAL SKILLS STANDARD


(NOSS) FOR;
ELECTRONIC EQUIPMENT & APPLIANCE
INSTALLATION AND TROUBLESHOOTING
LEVEL 2

1. INTRODUCTION
This NOSS is developed focusing on Electronic Equipment &
Appliance Installation and Troubleshooting product personnel. The
development of this NOSS is essential for the industry to have
certain guidelines and standards based on the level of
competencies that have been set by the industrial experts in this
field.
Personnel under the Electronic Equipment & Appliance Installation
and Troubleshooting sub sector will be responsible for the
installation, troubleshooting, repair, maintenance, product
development, design and management of electronic products and
equipment respective to the different levels of competencies. This
can be seen in Occupational Area Analysis in Figure 1.2. This
particular NOSS focuses on Electronic Equipment & Appliance
Installation and Troubleshooting competencies at Level 2.
The supply of a competent workforce with the requisite skills in key
sectors of Malaysias economy, particularly in Industrial Electronics
will be increased in line with sector demand. In particular, the
growth of the electronics sector is fuelled by the pickup in external
demand for semiconductors, consumer electronic equipments,
computers and related equipments, and other electronic
components and devices. Over the years, Malaysia's electronics
industry has developed significant capabilities and skills for the
manufacture of a wide range of semiconductor devices, high-end
consumer electronic and information and communication
technology (ICT) products.
Electronics manufacturers in the country have continued to moveup the value chain to produce higher value-added products. These
include intensification of research and development efforts and
outsource non-core activities domestically. The electronics industry
in Malaysia can be categorised into Consumer Electronics; that
includes the manufacture of colour television receivers, audio
visual
products
such
as
digital
versatile
disc
(DVD)

players/recorders, home theatre systems, electronic games


consoles, digital cameras and etc. The second is Electronic
Components; products/activities which fall under this sub-sector
include semiconductor devices, passive components, printed
circuits and other electronic components such as media,
substrates and connectors.

This NOSS provides first hand information to the workers regarding


the Industrial Electronics product installation and troubleshooting
working environment. This NOSS also provides a career path and
employment development for those involved in this industry.
2. OCCUPATIONAL AREA ANALYSIS
The Occupational Area Analysis is the initial phase in the
development of the NOSS. It is done so that the current job titles in
the industry are translated into the job areas required of the
personnel. In doing so, candidates will have better employment
prospects as there will be no mismatch of job titles to expected
job competencies. This is because different organisations use
different job titles. Certification will also be able to reflect the job
competencies correctly and avoid confusion of job scope based on
job titles.
For the Industrial Electronics job area, it has been analysed by
expert panel members that it consists of competencies such as
Electronic Schematic Drawing, Instrument and Test Equipment Set
Up & Handling, Industrial Electronic Equipment Installation,
Instrument and Test Equipment Troubleshooting and Industrial
Electronic Equipment Troubleshooting. Therefore the job area has
been translated into Electronic Equipment & Appliance Installation
and Troubleshooting because that reflects most of the
competencies at Level 2.

3.

DEFINITION OF COMPETENCY LEVEL

The NOSS is developed for various occupational areas. Candidates for


certification must be assessed and trained at certain levels to
substantiate competencies. Below is a guideline of each NOSS Level as
defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.
Malaysia Skills Certificate Level 1:
Competent in performing a
range of varied
(Operation and Production Level) work activities, most of which are
routine and predictable.
Malaysia Skills Certificate Level 2: Competent
in
performing
a
significant range
(Operation and Production Level) of varied work activities, performed in
a variety of contexts. Some of the
activities
are
non-routine
and
required individual responsibility and
autonomy.
Malaysia Skills Certificate Level 3: Competent in performing a broad
range of
(Supervisory Level)
varied work activities, performed in a
variety of contexts, most of which are
complex and non-routine. There is
considerable
responsibility
and
autonomy. Control or guidance of
others is often required.
Malaysia Skills Diploma Level 4:
(Executive Level)

Competent in performing a broad


range of
complex technical or professional
work activities performed in a wide
variety of contexts and with a
substantial
degree
of
personal
responsibility
and
autonomy.
Responsibility for the work of others
and allocation of resources is often
present.

Malaysia Skills Advanced Diploma Competent in applying a significant

4.

MALAYSIAN SKILL CERTIFICATION

Candidates after being assessed, verified and having fulfilled Malaysian


Skills Certification requirements shall be awarded with the Malaysian
Skills Certificate, (Level 2).
Certification will be based on the candidates competency in performing
the Core Competency Units (CU) and Elective Competency Units (CU) as
determined by the Department of Skills Development with reference to
current industrial needs defined by their Occupational Area. Certification
based on working experience and prior training is allowed.
The pre requisite for this certification is that the candidates must not be
colour blind, are meticulous when handling small components and are
able to carry out installation and troubleshooting activities individually
with minimum supervision.

JOB COMPETENCIES

Electronic Equipment Installation & Troubleshooting personnel are


designated to install and troubleshoot Instrument and Test Equipment,
Industrial Equipment and prepare electronic schematic drawings.
An Electronic Equipment Installation & Troubleshooting Personnel (Level
2) should be able to perform the following competencies where deemed
competent;

WORKING CONDITIONS

Many

Troubleshooting personnel work on factory floors, where they are subject
to noise, dirt, vibration, and heat. These personnel repairers may have to
do heavy lifting and work in a variety of positions. They must follow

safety guidelines and often wear protective goggles and hardhats. When
working on ladders or on elevated equipment, repairers must wear
harnesses to avoid falls. Before repairing a piece of machinery, these
workers must follow procedures to ensure that others cannot start the
equipment during the repair process. They also must take precautions
against electric shock by locking off power to the unit under repair.
An Electronics Equipment & Appliance Installation and Troubleshooting is
responsible for the repair, modification and maintenance of a variety of
electrical and electronic equipment. He is required to perform tasks like
wiring circuits, replacing components and repairing electronic devices.
Electronics Equipment & Appliance Installation and Troubleshooting
personnel should have good eyesight and colour perception in order to
work with the intricate components used in electronic equipment.

EMPLOYMENT PROSPECTS

The Electronics Equipment & Appliance Installation and Troubleshooting


job outlook is demanding as this area expanding and requires skilled
worker in this field of work. Therefore, someone who is highly skilled in
this field will be in great demand in the Industrial Electronics related
industries respectively.
