COR - Certificate of Recognition

The Certificate of Recognition (COR) is a nationally recognized certification program. It is administered and directed in
Ontario solely by the Infrastructure Health and Safety Association (IHSA). COR is an audit system that allows
employers to evaluate the effectiveness of their health and safety management system.
The following agencies have established deadlines for all Contractors bidding on work to achieve COR status.

A. The company health and safety management system

B. An internal (company employee) and external auditor

(IHSA representative) must audit the company H&S
management system.
C. At minimum the following scores must be attained on
both internal and external audits:
1 65% must be attained in each element
2 80% overall audit score
3 100% score for regulatory requirements
D. COR Mandatory training:
Senior Management
Full-time Employee
COR essentials
COR essentials (1/2 day)
(1/2 day)
Basic Auditing Principles (1 day)
COR Internal Auditor (1 day)
Introduction to Hazard & Risk
Management (1 day)
E. COR is valid for three years, with annual audit
requirements that must be reviewed by the IHSA.

Contractor Pre-Qualification Systems

In recent years, many project Owners and/ or Constructors have implemented 3rd party prequalification systems to
evaluate their contractors health and safety programs online. These prequalification systems audit the contractors
written programs and performance information against a set of standards prescribed by the owner. In order to bid on
projects or conduct work activities, a contractor must ensure its health and safety program meets or exceeds these
standards. Depending on the owner and 3rd party prequalification organization the contractor may be requested to
provide further information or demonstration of their health and safety system prior to contract award. Some of the more
visible 3rd party prequalification services include; Comply Works, ISNET World, Contractor Check, PICS Auditing, etc.
Contractor Pre-Qualifications such as the ones listed above will generally review information including but not limited to
the following:
1) Type of work contractor is engaged in
5) Accident / incident record
2) Type of equipment used by contractor
6) WSIB
3) Subcontractors
7) Environmental Issues
4) Training
8) Owner / Constructor Requirements
Companies who are members of Comply Works, ISNET World, Contractor Check, PICS, etc. can use COR to expedite
the Health and Safety Program auditing process.
