Assignment Title: 1212991 - Technical Assistance: Feasibility study to assess the viability of securitizing rural
microloans to expand credit to rural areas in Colombia

ASSIGNMENT DESCRIPTION
The general objective of this assignment consists on establishing a term funding platform through the securitization of
microloan portfolios currently under specialized Colombian microcredit providing banks, thus enabling such financial
institutions to diversify their sources of funding and provide liquidity to the microloan market with the objective of being
able to expand credit to rural areas.
As a first step, the main task consists of a detailed feasibility study to assess the viability of securitizing microloans
serviced by specified regulated financial institutions in Colombia.

SUBMISSION REQUIREMENTS
The World Bank now invites eligible firms to indicate their interest in providing the services. Interested firms must
provide information indicating that they are qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover
letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may
associate to enhance their qualifications.
Interested firms are hereby invited to submit expressions of interest.
Expressions of Interest should be submitted, in English, electronically through World Bank Group eTendering
(https://wbgeconsult2.worldbank.org/wbgec/index.html)
NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit
proposals. Shortlisting and selection will be subject to the availability of funding.

Qualification Criteria
1. The Firm should provide information showing that they are qualified in the field of the assignment. They should
showcase relevant international experience in securitization structuring and evaluation processes, policies,
guidelines and methodologies information showing that they are qualified in the field of the assignment.
2. Provide information on the technical and managerial capabilities of the firm. Include experience in the Latin
American and Caribbean (LAC) region.
3. Provide information on their core business and years in business.
4. Provide information on the qualifications of key staff relevant to this assignment, including legal-institutionalfinancial securitization framework Colombia, Securitization structures and Spanish language abilities.
