Dear Dr. Yap:
Greetings!!
This letter proposal aims to persuade all Norsunians especially BSBA
students to acquire CSC-CSE after completing 72-units of their curriculum
either professional or sub-professional level.
Through our determination to help NORSU-G alumni human resource to be
highly productive and competitive to be the center of an effective world class
human capital in our country. We collaborated to study the essence of Career
Service Examination, which is conducted by the Civil Service Commission, to
be imposed here in NORSU-G as one of the best alternatives to become
students to be eligible. Provided that when they are passers of the
examination they will qualify to work on any government firms at any
positions on their whims. It also allow individual to be self-confident and
efficient to their respective role in the government through trainings and
orientations. The good thing about the CSC-CSE is that it can help individual
to be eligible even if they are still students.
We suggest Negros Oriental State University-Guihulngan City Campus to
carry out this proposal and request an approval for implementation.

SUMMARY
This study examines the students of Negros Oriental State UniversityGuihulngan City Campus self-interests and self-wills on how they could
acquire

Professional and Sub-Professional Illegibility either ppt (paper-pencil test) or


computerized assested test (CAT).
Further discussing the interrelation of competence and eligibility as main
qualities posses by both successful professionals and non-professionals
globally. Recognizing the advantage of being a government eligible individual
as well and even if only he/she completed an associate course. It also
tackles about the general information, filing processes, testing schemes and
updates as well.
Adapting an essential method of Kurt Lewins which is the FORCE FIELD
ANALYSIS TOOL to breakdown the driving and constraining forces. These
forces

will

be

emphasized.

Through

this,

we

can

determine

the

consequences and correlations involve necessary to generate alternatives


from this. In choosing alternatives, we strictly select the best one that
deeply suits the constraining forces itself. Those chosen alternatives will be
prioritize and later be implemented with authority. It is important to select

an alternative rigidly for which this alternative will be officially the basis upon
motivationg the Norsunians

INTRODUCTION

It been said that the legal basis of a progressive country is the eligibility of
the human resources itself. Thus human resources have the capacity to rule
the country as productive as it projected, bearing the intellect for innovation,
and posses the aptitude to lift up the burdens and grieves. Competent and
eligible humanity have the potential to rule ones organization or business in
an awe-inspiring way. No matter how firm and stable the organizations,
there were instances upon influencing both easy-to-resolve and risky
problems. These problems bloom mostly at times of changing ones plan,
implementation of plans and decision-making.

Competent humanity is the one who can do anything perfectly, or at least exhibits
a very wide range of abilities and knowledge, making him a form of polymath.
Eligible humanity refers to a qualified individual that has the aptitude to
perform tasks effectively and efficiently.
According to Bill Gates, the pioneer of the Microsoft windows, that if you
show people the solutions they will be moved to act. Thus, those problems
exist in the organization can be resolved through various alternatives and

resolution. In order to resolve the problems, there must be teamwork


between people and the leader itself

Current Situation

Negros Oriental area specifically Guihulngan City has the highest percentage
that occupies the most underemployed population based on a survey.
Majority of them were an alumni of Negros Oriental State UniversityGuihulngan City Campus who are not yet been employed since they have
graduated. These are Norsunians who completed associate courses but failed
to seek a profitable job and have not been qualified to the position according
to their whims. Due to lack of eligibility documentation and self-competence
hinders them to have such. On the other hand, there were people who
completed their bachelors degree but not blessed to hear the word YOU
ARE HIRED .This leads human resources to burgeon its incapability and
unprosperity.
Negros Oriental State University students status by this era is dynamic. In
the sense that its status is slowly altering and going beyond into the
incompetent phase. As it looking forward on 2016 target which is to provide
highly productive and competitive world-class human capital. In order to
obtain this, human resource must be competent and eligible in any various
fields upon his/her interests. To be able to achieve the competence and

eligibility state, there must be things to be considered. Few of them were


proper education; sufficient trainings, rigid personality and mental

development, and further developed communication skills to every individual
as it is the essential element must obtain to a prospective humanity. And
these things will be firmly put into practice so as to lift up the NORSUNIANS
status in the near future

The tabulated data above shows the statistics of driving forces and
constraining forces corresponds with their ranks. In ranking, we have
cardinal order 1-10 where 1 represents the lowest and 10 respectively,
invades the highest rank.
Force-field analysis is an influential development in the field of social
science. It provides a framework for looking at the factors (forces) that
influence a situation, originally social situations. It looks at forces that are
either driving movement toward a goal (helping forces) or blocking
movement toward a goal (hindering forces). The principle, developed by Kurt
Lewin,

is

significant

contribution

to

the

fields

of social

science, psychology, social psychology, organizational development, process


management, and change management.
Lewin, a social psychologist, believed the "field" to be a Gestalt psychological
environment existing in an individual's (or in the collective group) mind at a
certain

point

in

time

that

can

be

a topological constellation of constructs.

changing with time and experience. When fully constructed, an individual's


"field" (Lewin used the term "life space") describes that person's motives,
values, needs, moods, goals, anxieties, and ideals.

Lewin believed that changes of an individual's "life space" depend upon that

individual's internalization of external stimuli (from the physical and social
world) into the "life space." Although Lewin did not use the word
"experiential," (see experiential learning) he nonetheless believed that
interaction (experience) of the "life space" with "external stimuli" (at what
he calls the "boundary zone") were important for development (or
regression). For Lewin, development (or regression
of an individual occurs when their "life space" has a "boundary zone"
experience with external stimuli. Note, it is not merely the experience that
causes change in the "life space," but the acceptance (internalization) of
external stimuli.
Lewin took these same principles and applied them to the analysis of group
conflict, learning, adolescence, hatred, morale, German society, etc. This
approach allowed him to break down common misconceptions of these social
phenomena, and to determine their basic elemental constructs. He used
theory, mathematics, and common sense to define a force field, and hence
to determine the causes of human and group behavior.It has been used in
diverse fields ranging from organisational change to self-development. The
effectivity and the exclusivity of this tool make it used by some business
union nowadays.

The figure shows the strength of its corresponding forces as stated on the
previous statistics.
We can now think of the change as being a huge block of stone that we want
to move from the current state to a future desired state. If it is to move then
the driving forces must be greater than the restraining forces. We can do
this in two ways; by reinforcing the driving forces or by weakening the
restraining
forces.
We now brainstorm each item in turn starting with the largest forces. For
each driving force we come up with ideas to make the force more powerful.
For each hindering force we think of ideas to overcome or mitigate it. We can
do this with post-it notes or on a flip chart. Finally we select the most

effective ideas for all the forces and that becomes our action plan to improve
implementation of the change.

Evaluation of Alternatives:
The Civil Service Commission- Career Service examination conducts its
examination twice a year. This year is scheduled coincidently some time
on summer.

Civil Service Commission (CSC) announces the conduct of the 2014


Career Service Examinations (CSE) Paper and Pencil Test (PPT) for:
Professional (Second Level)
Subprofessional (First Level)
Current students who are 18 years old and above are allowed to take
any level of exam, provided that they also meet the qualifications and
other requirements of the position applied for.
Date of examinations: April 6, 2014
Deadline for application: February 20, 2014
Acceptance of applications shall be on a first-come-first-served basis.

be accepted before the deadline if
there are already enough number of applicants.

Civil Service Exam schedule for 2014 was released and announced by the
Civil Service Commission recently and the first batch of examination
for Career Service Professional and Sub-professional PPT (Paper
andPencil Test) was on April 6, 2014. Next batch will be on October 26,
2014. The deadline for the period of filing of applications will be
until September 11, 2014 only.
Civil Service Exam Schedule 2014

Provided that, it is more comfy to students for which they can freely
acquire the test without conflicts of their schedules and school-related
activities. Thus, we deduct 4 pts from the constraining force conflict
of schedules.
The Civil Service Commission-Career Service Examination PPT (paperpencil test) is only an hour examination. Besides, one day is not that
time-consuming for a worthy assessment. If a person is willing to do a
specific task he/she must have time management so that he/she can be
able to execute it with no buts.Thus we take 4 points from the
constraining force time constraints.

Another constraining force on persuading Norsunians to acquire the
examination is the High Registration Fee. Money nowadays is said to be a

motivator in the sense that everything cannot be routed without the


involvement of it. To be able to overcome this constraining force, we have
cope up an alternative which is impending the administration of NORSU-G
to comprise the Php. 500.00 in the miscellaneous fee upon enrollment.
The said amount must be paid quarterly. Like for instance, Php. 125.00
for every semester from First year (1st & 2nd sem.) to second year (1st &
2nd Sem.).In this case, students will not be worried upon the CSC-CSE
registration fee for which the NORSU-G can grant their fees. Accordingly,
we take away 5 points from the constraining force high Registration fee.
As we go beyond the era, burgeoning of technology is inevitable. Internet
is as valuable as humans basic needs that seem to be found elsewhere.
Internet allows us to communicate, negotiate and connect especially on
business transaction. As the highlight of this examination which is the
filing manner, the CSC-CSE accepts online filing and CSE-CAT (computer
assisted test. The CSC-CSE introduces the online filing through electronic
mail. The CSC-CSE publicizes its application form for which everybody can
get it. Consequently, we deduct 5 pts for the hustle filing processes.

Both Professional and Sub professional levels of the examinations will
have general information on the following areas:
Philippine Constitution, Code of Conduct and Ethical Standards for
Public Official and Employees (R.A. 6713), Peace and Human Rights
Issues and Concepts, and Environment Management and Protection.
B. Passing Grade
To pass the test, the examinees should get a grade of at least 80.00

The CSC-CSE posses a website for general information viewing as well as
its announcements. Usually posted at the home page of the website for
easy viewing. Their posted announcements are updated minutely based
on timeline. Announcements such as CSC-CSE ppt (paper-pencil test) and
cat (computer assisted test) examination results, trending matters
involving test schemes, test schedules and venues, and CSE requirements
as well. Hence, theres no such thing as undisseminated announcement.
Thus, we take away 4 pts on poor announcements.

from our area and requires transportation in order to reach those

In Negros Oriental, Dumaguete City is the nearer center among all


region 7, highlighted with green above, Dumaguete is only accessible
for all Norsunians. The Local Government Unit of Guihulngan provides
a vehicle for further assistance and rescue activities. Being a citizen of
this City we have the right to use all government possessions for a
purpose. Since, transportation is our main concern here. We have to
ask favor with an authority of our City Mayor to provide vehicles to
students of NORSU-G upon taking the examination so that they can go
along to the testing centers without a hinder. Thus, we lessen 4 pts
from the constraining force named Travel and Transportation.

For those individual who have an insufficient knowledge on the test


schemes of the CSC-CSE, The CSC-CSE posted its test schemes on
internet. For Professional SCOPE OF EXAMINATION

The Career Service Examinations cover the following subject areas:

1. Professional Level In English and Filipino: vocabulary, grammar


and

correct

usage,

paragraph

organization,

analogy,

logic, and numerical reasoning

reading

comprehension,

2. Sub Professional Level In English and Filipino: vocabulary,


grammar and

correct

usage,

paragraph

organization,

reading

spelling,

clerical operations, and numerical reasoning. Thus, those topics are


just related to the subjects on the NORSU system syllabus. Thus
approaching the NORSU administration to carry out these topics to be
applied on each subject that seemingly related to it. Hence, the
students can now be able to gain knowledge and understanding to this
strategy. Furthermore, theres no such thing as failure to pass the
exam.

Thus, the constraining forces Lack of Knowledge will be

deducted 4 pts.
Another hindrance is CSC-CSE passers are not yet employed. Those CSCCSE passers will be given priority to the Civil Service Commission as
stated in the act known Presidential Decree No. 807 Civil Service Decree
of the Philippines as as long as the individual is willing to work and has
the determination to succeed. Thus, the Unemployed CSC-CSE passers
will be deducted by 3 points.

Article 1. Title

Section 1. This Decree shall be known as the "Civil Service Decree of


the Philippines.

Sec. 2. It shall be the policy of the State to insure and promote the
Constitutional mandate that appointments in the Civil Service shall be
made only according to merit and fitness, to provide within the public
service of personnel administration, and to adopt measures to promote
morale and the

professionalism in the Civil Service; that the Civil Service Commission
shall be the central personnel agency to set standards and to enforce
the laws and rules governing the selection, utilization, training, and

integrity, loyalty and efficiency and shall remain accountable to the
people; and that action on personnel matters shall be decentralized,
with the different departments and other offices or agencies of the
government delegating to their regional offices or other similar units,

competitive examinations, or based on highly technical qualifications;
(2) opportunity for advancement to higher career positions; and (3)

As illustrated on the presentation of the Force Field Analysis, the


Constraining forces are now overshadowed by 42 points of the Driving
Forces. It means that the alternatives we have stated a while ago are
effective. It is now suggested to implement the alternatives stated

above in order to persuade NORSUNIANS to acquire the said


examinations

Another suggestion is to provide students the quality instructions,


fosters cutting edge research through relevant and innovative
technology as a main task by the university system itself
