BIDDING AUTHORIZATION- MCKAIG ROAD IMPROVEMENT, PHASE 3

RECOMMENDATION:
That the Director of Public Service and Safety be authorized by Council to advertise for bids and
enter into a contract for the McKaig Road Improvement Project, Phase 3 at a total cost not to
exceed $1,500,000.
BACKGROUND:
In 2014, City Council authorized an Ohio Public Works Commission (OPWC) grant submittal to
partially fund the McKaig Road Improvement Phase 3 project, which was approved in the
amount of $525,000. In 2015, Council authorized the project's design, which has been
completed. The engineer's estimate is $1.5 million. The project area is approximately 1,840
lineal feet of McKaig Road from Madison Street (i.e. railroad tracks) to the alley west of Lake
Street. The project scope includes roadway reconstruction, utilities, new LED school zone
signals, retaining walls if necessary and sidewalk, curb and gutter.
The engineer's estimate exceeds the $1,215,000 budgeted for this project for several reasons.
The estimates are two years old, did not include replacement of the school zone signals, were
originally estimated without a storm water analysis, the utilities will be built for future realignment
of the McKaig and Ridge Roads intersection, and the project now includes a contingency. The
cost difference is discussed below. Sufficient funds are available within the various fund
balances, provided a future re-appropriation will need to be authorized.

REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council authorizing the Director of
Public Service and Safety to advertise for bids and enter into a contract for McKaig Road
Improvement Project, Phase 3 at a cost not to exceed $1,500,000.
