of the powers conferred by proviso to
section 124 of the Constitution of the Jammu and Kashmir, the
Governor hereby direct that in sub-rule (2) of rule 3 of the Jammu
and Kashmir Administrative Service Rules, 2008:(i) after second proviso the following shall be added as

third proviso;

Provided that the Government shall, ordinarily at an

interval of every five years re-examine the strength
and composition of the service and may make such
alterations therein as it deems fit. During the
intervening perlod, the Government may make
temporary additions to the cadre on need basis from
time to time.
(ii) the existing third proviso which shall become fourth

proviso shall be recast as under;

Provided also nothing in this sub-rule shall be deemed
to affect the power of the Government to alter the
strength and composition of the service at any other
time.
