1.0 IPMARACE OVERVIEW AND COMPETITION
1.1

NAME OF EVENT
INSTITUT PENDIDIKAN MARA RACE 2013 (IPMARace 2013)

Open wheel single-seated race vehicle design & build by student for educational
purpose race.

COMPETITION OBJECTIVES
1.7.1 The competitions challenge teams of students from IPMA, KKTM, IKM,
Universities (IPTA/IPTS), Technical & International Institutes to conceive, design,
fabricate, develop and compete with small, race style vehicles.
1.7.2 To give teams the maximum design flexibility and the freedom to express their
creativity and imaginations there are very few restrictions on the overall vehicle
design.
1.7.3 The challenge to teams is to develop a vehicle that can successfully compete in
all the events described in the IPMARace Rules.
1.7.4 The competitions themselves give teams the chance to demonstrate and prove
both their creativity and their engineering skills in comparison to teams from
others.

1.8

VEHICLE DESIGN OBJECTIVES


1.8.1 For the purpose of the IPMARace competition, teams are to assume that they
work for a design firm that is designing, fabricating, testing and demonstrating a
prototype vehicle for the non-professional, weekend, competition market.

The vehicle should have very high performance in terms of acceleration,


braking, tilting and handling and be sufficiently durable to successfully complete
all the events described in the IPMARace Rules.
The vehicle must accommodate drivers whose stature ranges from 5th
percentile female to 95th percentile male and must satisfy the requirements of
the IPMARace Rules.
Additional design factors to be considered include: aesthetics, cost, ergonomics,
maintainability, manufacturability, and reliability.
Each design will be judged and evaluated against other competing designs to
determine the best overall car.

1.9

GOOD ENGINEERING PRACTICES


Vehicles entered into IPMARace competitions are expected to be designed and
fabricated in accordance with good engineering practices.

1.10

JUDGING CATEGORIES
The vehicles are judged in a series of static and dynamic events including: technical
inspection, presentation and engineering design, vehicles performance under tests, and
high performance track endurance. The dynamic events are scored to determine how
well the vehicles perform. Each dynamic event has specified minimum acceptable
performance levels that are reflected in the scoring tables and equations. The following
points are possible:

IPMARACE RULES AND ORGANIZER AUTHORITY


2.1
Rules Authority
The IPMARace Rules are the responsibility of the IPMARace Technical Committee and
are issued under the authority of the MAM. Ambiguities or questions concerning the
meaning or intent of these rules will be resolved by the IPMARace Technical Committee
as appropriate.
2.2
Rules Validity
The IPMARace Rules posted on the website and dated for the calendar year of the
competition are the rules in effect for the competition. Rule sets dated for other years
are invalid.

2.3

Rules Compliance
2.3.1 By entering IPMARace competition the team, members of the team as
individuals, faculty advisors and other personnel of the entering
university/institution agree to comply with, and be bound by, these rules and all
rule interpretations or procedures issued or announced by IPMARace Rules
Committee and the other organizing bodies.
2.3.2 Any rules or regulations pertaining to the use of the competition site by teams
or individuals and which are posted, announced and/or otherwise publically
available are incorporated into the IPMARace by reference. As examples, all
event site waiver requirements, speed limits, parking and facility use rules apply
to IPMARace participants.
2.3.3 All team members, advisors and other university/ institutes representatives are
required to cooperate with, and follow all instructions from, competition
organizers, officials and judges.

2.4

Understanding Rules
Teams, team members as individuals and advisors, are responsible for reading and
understanding the rules in effect for the competition in which they are participating.

2.5

Participating in the Competition


Teams, team members as individuals, advisors and other representatives of a registered
university/institutes who are present on-site at a competition are considered to be
participating in the competition from the time they arrive at the event site until they
depart the site at the conclusion of the competition or earlier by withdrawing.

2.6

Violations of Intent
2.6.1 The violation of intent of a rule will be considered a violation of the rule itself.
2.6.2 Questions about the intent or meaning of a rule may be addressed to the
IPMARace Technical Committee or by the individual competition organizers as
appropriate.

2.7

Right to impound
2.7.1 Organizer and other competition organizing bodies reserve the right to impound
any onsite registered vehicles at any time during a competition for inspection
and examination by the organizers, officials and technical inspectors.
2.7.2 Technical Inspection Control / Impound Bay
2.7.2.1 Technical Inspection Control will be located at pits/paddock area
designated as the technical checking area under the control chief
technical inspector.
2.7.2.2 Vehicle must be presented to the technical checking area will be
inspected under the name of team within the time stipulated in the race
programmed.
2.7.2.3 The technical inspectors will inspect the vehicle for safety check and the
point in inspection form, and may also at their discretion choose to
check the vehicle for technical compliance with other aspects of the
regulations.

2.7.2.4 At any one time, a maximum of two (2) mechanics will be allowed at
the technical control area to assist the technical scrutineer while the
vehicle is being checked.
2.7.2.5 The top five (5) standings from final race vehicle must be inspected;
randomly selected vehicles by juries also will be inspected.
2.7.2.5 Any car which subjected to inspection must dismantle of the
followings:1.
The cylinder head from the block to measure the engine
capacity.

Flywheel / Magneto.

2.8

Restrictions of vehicle used


Teams are cautioned that the vehicles designed in compliance with these IPMARace
Rules are intended for competition operation only at the official IPMARace
competitions.

2.9

General Authority
2.9.1 Organizer and the competition organizing bodies reserve the right to revise the
schedule of any competition and/or interpret or modify the competition rules at
any time and in any manner that is, in their sole judgment, required for the
efficient operation of the event.
2.9.2 The Organizer reserves the right to change the dates and times of the race,
postpone, abandon and cancel a meeting or part thereof.
2.9.3 Competitors, entrants or any organization will have no right to claim against the
promoters or organizers for any expenses incurred or losses suffered through
the exercising of these rights by the organizers.
2.9.4 The Organizers reserve the right to use photos of Driver / Team / for promotion
of the event. This right includes merchandise etc.
2.9.5 Children under the age of 12 years old are absolutely forbidden inside the
paddock area, pit or surrounding.
2.9.6 Team managers / team crew / drivers must also make themselves available
during media event when invited.

2.10

Advertising
2.10.1 The competition number and title sponsor stickers supplied by the organizer /
promoter must be prominently display and must not be altered, mutilated,
covered or erased.
2.10.2 Infringement to this rule will subject to penalized or disqualification from the
event.
2.10.3 Entrants and competitors who refuse an affix any decals issued by the organizer
/promoter will be penalized or be disqualifying from the Championship.

ELIGIBILITY OF COMPETITORS
This event is open to IPMA, KKTM, IKM, Universities (IPTA/IPTS), Technical & International
Institutes undergraduate student.

VEHICLE ELIGIBILITY
4.1
Student Developed Vehicle and Fabrication
4.1.1 Vehicles entered into IPMARace competitions must be conceived, designed,
fabricated and maintained by the student team members without direct
involvement from professional engineers, automotive engineers, racers,
machinists or related professionals.

4.1.2 It is the intent of the institutions to provide direct hands-on experience to


the students. Therefore, students should perform all fabrication tasks
whenever possible.
4.1.3

Chassis General Specification:


Space frame design, sturdiness of structure, easy evacuation of driver and

rollover protection.

Engine General Specification:


Engine must be derived from mass-produced moped bikes comply with the
requirements.
Please refer to Technical Specifications for specified details.

4.2

Information Sources
The student team may use any literature or knowledge related to car design and
information from professionals or from academics as long as the information is given as
a discussion of alternatives with their pros and cons.

4.3

Professional/ Advisors Assistance


4.3.1 Professionals/Advisors may not make design decisions or drawings and may be
required to sign a statement of compliance with this restriction.
4.3.2 Professionals/Advisors are referring to Team Managers, Technical Advisors and
other related Professionals.
4.3.3 Professionals/Advisors may advise their team on engineering theory, procedure
to build vehicle (welding techniques and etc) and team strategy.
4.3.4 Professionals/Advisors may not design, fabricate, present, assemble any
components, repair any part of the vehicle or maintenance work, testing or
operating the vehicle.
4.3.5 Any direct involvement from Professionals/Advisors in rules 4.3.4 is considered
as violation of rule itself and the team will be disqualified from championship.

4.4

Outside Assistant
4.4.1 Any outside assistance on the circuit may assist at pit area is forbidden.
4.4.2 The penalty for violation of this regulation is exclusion from the Championship.

REGISTRATION
5.1
Registration and Entries Dates
5.1.1 Entries are open from 1st APRIL 2013 or upon posting regulations (whichever
is the later) and closed on 31st AUGUST 2013.
5.1.2 Registration for IPMARace competitions closes as soon as the registration limit
is reached. It is advisable teams to register as soon as registration opens. The
organizer may refuse entries without assigning a reason and the decision is final.
5.1.3 Arrangement of paddock/pit will be based on first come and first serve basis.

5.2

Registration and Entries Limits


5.2.1 Each institution can send more than one *team (1 TEAM = 14 PERSON = 1 CAR).
5.2.2 Maximum number of entries accepted will be at the sole discretion of the
organizers. Organizer reserve the right to refuse an entry.

5.3

Registration Fees
5.3.1 Registration fees must be paid to the organizer by the deadline specified on the
respective competition website.
5.3.2 The entry fee will be refunded to a non-accepted entry.
5.3.4 Payment must be made before closing date to:

5.4

Signing In, Registration & Briefing


5.4.1 Signing-in, registration and other formalities will be held at MIMC Melaka from
0800-1100 on 3rd October 2013.
5.4.2 A briefing with drivers & team managers will be held after the closing of signingin and registration at 1100.
5.4.3 The organizer has the right to conduct improvised briefing at any time if
necessary.

5.5

Withdrawals
Registered teams that find that they will not be able to attend the competition are
requested to officially withdraw by notifying the Organizer no later than one (1) week
before the event. In case any team request to withdraw from the event later than the
given time duration, the registration fee will be considered non-refundable.

PARTICIPATION REQUIREMENTS
6.1
Teams, Drivers, Driver Licenses & Team Entrance License
6.1.1 All driver must be student from team institution undergraduate students and
possess a valid Malaysian National Competition License (National License B)
issued by MAM.
6.1.2 Drivers must not a professional driver (never join national or international
status race).
6.1.3 Drivers must wear the gear for their safety. Racing gear includes suit, gloves,
*full-face helmet and shoes.*(Approved by authorized party)
6.1.4 National Competition License issued by application will cost RM 200 per driver.
6.1.5 The Team Entrance License issued by application will cost RM 150 per team.
6.1.6 Please attach medical examination form with competition license application
form along with payment of license

6.1.8

The institution is necessary to have their own team name (For example: Amptec
Racing Team). Please email to us if the team have additional logo other than the
institutions logo.
6.1.9 All racing team is required to email a team photo (posing in front/side/behind
the racing car if possible) for the event book.
6.1.10 Each institution can send at least one name of the driver and he/she must be
18 years old on 3rd October 2013.
6.1.11 All the team members must bring the IC/Passport/Student Card/Staff Card for
the purpose of registration. The registration starts from 0800-1100 on 3rd
October 2013 at Melaka International Motorsport Circuit (MIMC) Ayer Keroh,
Melaka.

7.0

6.2

Eligibility Limits
Eligibility is limited to students to insure that this is an engineering design competition.

6.3

Student Status
Team members must be enrolled as undergraduate student of the university or
institution of the team with which they are participating.

6.4

Age
Team members must be at least eighteen (18) years of age.

6.5

Liability Waiver
All participants students are required to sign a liability waiver upon registering (refer
to:1. Students Parent/Guardian Approval Form.
2. Free Practice Session Declaration Form

6.6

Insurance
Insurance will be provided by MOTORSPORTS ASSOCIATION OF MALAYSIA (MAM)

race. Other infringements not stated below, will fall under the jurisdiction of the
stewards of the meeting.

PROTEST & APPEAL


8.1
Preliminary Protest & Appeal Review Required
If a team has a question about scoring, judging, policies or any official action it must be
brought to the Organizers attention for an informal preliminary review before a protest
can be filed.
8.2

Cause for Protest


A team may protest any rule interpretation, score or official action (unless specifically
excluded from protest) which they feel has caused some actual, non-trivial, harm to
their team, or has had a substantive effect on their score. Teams may not protest rule
interpretations or actions that have not caused them any substantive damage.

8.3

Protest Format and Forfeit


All protest against eligibility or appearance of the vehicle must be lodged in writing
form provided by the Organizer (refer Protest Form) to the Clerk of the Course (COC)
which will be referred to IPMARace Technical Committee and Chief of Jury.

8.4

Protest Period
Protest time elapses half () an hour after the posting of the provisional results.

8.5

Decision
The decision of the competition protest committee regarding any protest is final.

RESULT
10.1 Results will be posted at the Paddock Notice Board and at the Race Control at the
conclusion of each race.
10.2

The published results will stand official; half an hour () after posting if there has not
been any official protest against the result, subject to the final Jury / Steward meeting.

10.3

The decision of the competition is final.

CIRCUIT & PIT/PADDOCK AREA


11.1 All repairs and adjustment to the machine during the races must be performed in the
specific area designated at the pit/paddock. The pit/paddock will be closed at 7.00 pm.
11.2

Arrangement of pit/paddock will be based on first come and first serve basis.

11.3

Refueling
Vehicles are not permitted to refuel during the race, vehicle enter the pit during race
only for maintenance purpose & changing the driver. Vehicle may start with full tank
capacity of fuel.

11.4

Restarting During a Race / Practice


11.4.1 Once the vehicle is on the circuit, whether in practice or during race, no outside
assistance is permitted.
11.4.2 An official of the meet may assist a driver to move a stalled vehicle out of the
dangerous position.

11.5

Driver / Crew Conduct


11.5.1 The onus of responsibility for the conduct of crew will at all times be with the
entrant / competitor.
11.5.2 Any misbehavior on the part of the crew will not be tolerated and the drivers
will be liable to exclusion from the event for any breach of these regulations or
refusal to obey instructions from officials of the meet.
11.5.3 No crews are permitted on the circuit at any time without the express
permission of the Clerk of the Course (COC).
11.5.4 Once the rolling lap has commenced, all crew will return to the pits or paddock.
11.5.6 The Organizer reserves the right to refuse entry to any areas under its
jurisdiction without assigning a reason.
11.5.7 Failure to comply with such a request will render the driver liable to exclusion
from the event.
11.5.8 Smoking and drinking of any alcoholic beverages or intoxication by any other
means (e.g. Narcotics) is absolutely forbidden in the paddock, pit or its
surrounding.

FLAG USED TO PROVIDE INFORMATION


12.1
Green Flag:
The track is clear. The flag must be shown motionless at each flag post for the
first lap of each practice and warm up, for the sighting lap and for warm up lap.
The flag must be shown motionless at the flag marshal post immediately after the
incident that necessitated the use of one or more yellow flags.
12.2

Yellow and Red Stripped Flag:


Oil, water or another substance is affecting adhesion on this section of the track.
The flag must be shown motionless at the flag marshal post.

12.3

Blue Flag:
Shown waved at the marshal post, overtaking signal, the blue flag indicates to a
driver that he is about to be overtaken by one or more faster motorcycles.
During the practice sessions, the driver concerned must keep his line and slow down
gradually to allow the faster driver pass him. During the race, the driver concerned is
about to be lapped. He must allow the following driver(s) to pass him at the earliest
opportunity. Any infringement of this rule will be penalized with one of the following
penalties: Fine or disqualification.

Chequered Black/White Flag:


This flag will be waved at the finish line on track level to indicate the finish of
race or practice.

Chequered Black/White Flag and Blue Flag:


The chequered black/white flag will be waved together with the blue
flag presented motionless at the finish line on track level when a
driver(s) precedes closely the leader during the final lap before the finish line Flags
Which Convey Information and Instruction.

12.6

Yellow Flag:
Shown waved at each row of the starting grid, this flag indicates the start of the
race is delayed. Shown waved at the flag marshal post, this flag indicates that
there is a danger ahead. The drivers must slow down and prepared to stop. Overtaking
is forbidden up until the point where the green flag is shown. Any infringement of this
rule during practice session will results in cancellation of the time of the lap during
which the infraction occurred. During the final inspection lap, the flag must be waved at
the exact place where the flag marshal will be positioned during the practice, the warm
ups and races.

Red Flag or Red Light:


When the race or practice is being interrupted, the red flag will be waved at each
marshal post and the red lights (if available) around the track will be switched
on. Driver must return slowly to the Start /Finish line. When the pit exit is closed, this
flag will be showed motionless at the pit lane exit and light (if available) will be switched
on. Drivers are not allowed to exit the pit-lane. Any infringement of this rule will be
penalized with one of the following penalties: Fine disqualification withdraws of
points suspension. The red flag will be shown motionless at the starting grid at the end
of sighting lap and at the end of the warm up lap. Must be shown when a race or
practice is interrupted & upon the order of the Chief of Jury. All drivers must slow down,
must not overtake and return slowly to the paddock. The red flag may also be used to
close the track.

12.9

Black Flag with White Number on Black Signalling Board:


Inform the driver shown to, that he must stop at his paddock on the next
lap. Report to Chief of Jury.

12.10 Flags used at the observation post Yellow Flag:


Signal of danger Shown waved at the flag marshal post, this flag indicates
that there is a danger ahead. Overtaking is forbidden up until the point that the
green flag is shown. Slow down and be prepared to stop. Any driver caught overtaking
at this point by the official, will be subject to a deduction of one lap for the race or fine
or exclusion from the race. During the final inspection lap, this flag must be waved at
the exact place where the flag marshal will be positioned during the practices, the warm
ups and races.
12.11 Black Flag:
This Flag is designed to convey instructions to one driver only and is displayed
motionless at the start/finish line together with the drivers number. The driver
must stop at the paddock at the end of current lap and cannot restart. Any infringement
of this rule will be penalized with one of the following penalties: Fine - disqualification withdrawal of the Championship points suspension.
12.12 Black Flag with Orange Disk ( 40 cm)
The black flag is used to convey instruction to one driver only and is displayed
motionless at each marshal post together with the driver numbers. The flag
informs the driver that his motorcycle has mechanical problem likely to endanger
himself or others, and that he must immediately leave the track. Any infringement of
this rule will be penalized with one of the following penalties: Fine - disqualification withdrawal of the Championship points suspension.

Rules intended to give freedom to modify or replace some parts in the interest of safety, research and
development. The rules also intended to provide fair competitions and maintain parity. Complying with
all the specifications is expected from the contestants in order to ensure safety and the competitiveness
of this event.
1.0

Definition
Small-scale open four wheel single-seater vehicle, design and build by students from Institute of
Higher Learning.
The engine used must be derived from mass-produced homologated moped bikes, modified by
the kit.

2.0

Engine Homologation
Engine must be originated from motorcycle manufactured and assembled in Malaysia except for
international team.

3.0

Number of seats
The vehicle must have only 1 seat, located at the centre at the width of the vehicle.

4.0

Material
Any kind of materials considered exotic such as titanium or carbon fiber, are strictly prohibited
from the vehicle design.
The use of fire-resistant composite based on fiberglass, are allowed.

Dimensions and Bodywork

Wheel Centre Line
The centre line of any wheel shall be deemed to be halfway between two straight edges,
perpendicular to the surface, placed against the opposite sides of the complete wheel at
the tyre tread.
5.2
Overall Height
Except for the rollover structure, no part of the vehicle can be higher than 900mm
from the ground.
However, any part of the rollover structures more than 900mm from ground must not
be shaped to have significant aerodynamic influence on the performance of the vehicle.
5.3
Overall Width
The overall width of the vehicle including complete wheels shall not exceed 1750mm,
with the steered wheels in straight position.
5.4
Wheelbase
The vehicle should have a minimum wheelbase of 1600mm.
5.5
Ground Clearance
The vehicle should have a minimum ground clearance of 50mm, without driver at all
time.
5.6
Bodywork
The vehicle at least must have bodywork on nose and side pods of vehicle refer to
Appendix A Minimum Bodyworks.
Bodywork must be design as protection for driver with aerodynamics influence.
Bodywork may not make from brittle, fragile and easily broken material.
Use of acrylic material for bodywork (e.g. Perspex Glass) is prohibited.

Bodywork around the front wheels


In plan view, there must be no bodywork in the area formed by 50mm forward
the edge and 150mm behind the rear edge of the complete front wheel.
Width ahead of the rear edge of the front wheels
The bodywork ahead of the rear edge of the complete front wheels is limited to
a maximum width of 1100mm.Except for fixation, the lateral extremities of any
bodywork forward of the front wheels must be flat and in order to prevent tyre
damage to other vehicles, at least 10mm thick within a radius of 5mm on all
edges.
Width between the rear edge of the front wheels and rear wheel centre line
The maximum width of the bodywork behind the rear edge of the complete
front wheels and in front of the centre line of the rear wheels is 1100mm.
Width behind the rear wheel centre line
Bodywork behind the centre line of the rear wheels must not exceed 900mm in
width. Except for fixation, the lateral extremities of any bodywork behind the
rear wheel centre line must be flat.
Overhangs
No part of the vehicle shall be more than 500mm behind the centre line of the
rear wheels or more than 950mm in front of the centre line of the front wheels
(including impact attenuator/bumper/nose). In case of exhaust, the tip of the
exhaust must not more than the last part of the car (etc: chassis, tyre or
bumper) refer Appendix D Exhaust Tip.
Impact attenuator or bumper
The vehicle must have impact attenuator or bumper installed forward of the
front bulkhead.
Aerodynamic influence
Any specific part of the vehicle influencing its aerodynamic performance:
- Must comply with the rules relating to the bodywork
- Must be rigidly secured to the entirely sprung part of the vehicle ( rigidly
secure means not having any degree of freedom )
- Must remain immobile in relation to the sprung part of the vehicle.

6.0

Weight
The minimum weight of the vehicle plus driver with fuel is 200kg. Failure to comply result
penalty is imposed (refer Assessment Rules & Criteria: Penalty and Disqualification)
Please note that if the weight is less than 200kg, the team must add the additional weight
to reach 200 kg.
If total weight is still be less than 200kg after the repair, the penalty will be imposed. All
ballast added to the vehicle must be securely fitted.

All based engines must be maximum 135 cc.
All engines must be 4-stroke & single cylinder.
Only one registered engine number can be used throughout the event.

Maximum Capacity
Engine capacity must not exceed 200cc. Only modifications on bore dimension to reach
capacity are allowable. Stroke must remains as homologated by manufacturer.
(Tolerances: 0.5 cc)
Turbochargers / Superchargers / Power Boost System
Turbochargers or superchargers are not allowed.
Any kind of power boost system is not allowed.
Cooling System
Any kind of cooling system can be use or added from the original cooling system.
Engine Modification
The following engine components may not be altered from the homologated machine
except as noted. The homologated engine design concept cannot be changed.
Homologated materials and castings for crankcase, cylinder, cylinder head and gearbox
housing must be used and may only be added by welding or removed by machining
unless stated. Method of valve retention must remain as the homologated engine. All
moving internal engine, gearbox and clutch parts may be altered or replaced including
materials from those fitted on the homologated engine. Polishing and lightening of
engine parts is permitted.
7.5.1 Cylinder Head
Homologated materials and castings for the cylinder heads must be used. The
compression ratio is free and chamber may be modified.
7.5.2 Camshaft
Camshaft may be altered or replaced from those fitted to the homologated
engine. The cam chain or cam belt tensioning device(s) is free.
7.5.3 Cam Drive
Cam drive may be altered or replaced to allow the degreeing of the camshaft.
The method and location of cam drive must remain as homologated.
7.5.4 Crankshaft
Crankshaft may be altered from those fitted to the homologated engine.
Crankshaft stroke must remain as homologated.
7.5.5 Oil Pumps and Oil Lines
Oil pump may be altered or replaced from those fitted to the homologated
engine. Oil lines may be modified or replaced. Oil lines containing positive
pressure, if replaced, must be of metal reinforced construction with swaged or
treaded connectors.
7.5.6 Connecting Rods
Connecting Rods may be altered or replaced from those fitted to the
homologated engine. Carbon composite or carbon fibre materials are not
allowed.
7.5.7 Piston
Piston may be altered or replaced from those fitted to homologated engine.
Piston must have 3 grooves (2 compression rings and 1 oil scrapper ring).
7.5.8 Piston Rings
Piston rings may be altered or replaced from those fitted to homologated
engine.
Single piston ring is forbidden.
Piston is allowed to be coated with other material such as Silicone,
Molybdenum, Ceramic, Thermal Barrier and etc.

Piston Pins and Clips


Piston pins and clips may be altered or replaced from those fitted to
homologated engine.
Cylinder Block
Cylinder block can be altered or replaced from those fitted to homologated
engine. The material for the cylinder block may be added by welding and/or
removed by machining. The sleeves or liner material may be changed and the
surface finish is free.
Crankcase and all other Engine Cases
Crankcases must remain as homologated engine. No modifications are allowed
(including polishing and lightening).Other engine cases must be made of the
homologated material. Holes may be added in dry clutch covers to allow
additional cooling.
Transmission / Gearbox
The engine must drive the rear wheel axle. Four wheel drive transmission is
forbidden. Method of final drive must remain as the homologated. All
transmission/gearbox ratio, shafts, drums and selector forks are free.
Clutch
The clutch system and operation is free. Aftermarket or modified clutches are
permitted.
Ignition / Engine Control System
Ignition/Engine control system may be modified or changed. Spark plug and
high tension wire may be replaced. Programmable Capacitor Discharge Unit
(Programmable CDI) also permitted.
Generator / Alternator / Starter
The generator may be altered, replace or removed from those fitted to the
homologated engine.
A starter must be fitted with electrical or other source of energy carried aboard
the vehicle and able to be controlled by the driver when seated normally. The
starter must be capable of starting the engine at all times. The vehicle must be
equipped with a functional ignition kill switch or button mounted at the cockpit
(within reach of the hand of the driver when seated and can be reached from
outside) that is capable of stopping a running engine.
Flywheel/Magneto
The flywheel or magneto cannot be removed or replaced from those
homologated by manufacturer.
Exhaust System
Exhaust pipes and silencers may be altered or replaced from those fitted to the
homologated engine. For safety reasons, the exposed edge(s) of the exhaust
pipe outlet must be rounded to avoid any sharp edges. Wrapping of exhaust
systems is not allowed except in the area in contact with the bodywork, frame
or seat for protection from heat. The tip of the exhaust must not more than the
last part of the car (etc: chassis, tyre or bumper) refer Appendix E Exhaust
Tip.

8.0

Carburetion Instruments
8.1
Carburetor
Carburetion instruments refer to both throttle body and carburetor. Throttle body and
carburetor may be altered or replaced from those fitted to the homologated engine.
The size of throttle body and carburetor is free.
Number of throttle body and carburetor must remain as homologated.
8.2
Intake Manifold
Intake manifold may be altered or replaced to fit the altered/replaced throttle body
and/or carburetor.

9.0

Fuel and Fuel Supply


All engines must function on normal unleaded fuel. Use of AV gas is prohibited.
Fuel pump, fuel line, fuel vent lines, fuel filters, fuel cork and pressure regulator may be
modified, changed, added, altered or replaced from those fitted to the homologated by
manufacturer engine.

10.0

Fuel tank
All vehicles only fitted with one (1) fuel tank. Capacity of tank is free. Tank must be build by
metal as the basic materials; other type for basic material of tank must be homologated by
manufacturer for gasoline use. Fuel tank filler caps must be leak proof when closed.
Additionally, they must be secured to prevent accidental opening at any time. All fuel tanks
must be shielded from impact caused by rolling or collisions. Fuel tank must be fitted inside the
chassis/frame/structure which welded to chassis or rear bracing. Refer Appendix C Fuel
Tank. The same size fuel tank used in practice must be used during the entire event.
There is no refueling during the entire race.

11.0

Machine Specification
11.1 Main Frame Body
The main frame must be space-frame tube construction, with engine positioned at the
back of the drivers. Any kind of monocoque for the main frame construction is
prohibited. Main frame must consist of ferrous metal as the basic material. The paint
scheme is not restricted.
11.2 Cockpit
11.2.1 Cockpit Opening
The opening giving access to the cockpit must allow the horizontal template,
shown in Appendix B Cockpit Opening, to be inserted vertically, from above
the vehicle into the survival cell and bodywork, with the steering wheel, steering
column, seat and all padding removed. The forward extremity of the cockpit
opening must be at least 50mm in front of the steering wheel. The driver must
be able to enter and get out of the cockpit without it being necessary to open a
door or remove any part of the vehicle other than the steering wheel or cockpit
padding. All vehicle controls, including the shifter, must be operated from inside
the cockpit without any part of the driver (e.g. hands, arms or elbow) being
outside the panels of the cockpit opening. On both sides of the cockpit, at least
two side impact beams must be installed diagonal, horizontal or vertical
position refer Appendix D Vehicle Roll Structure.

11.2.2 Firewall
A firewall must separate the driver compartment from all components of the
fuel supply, the engine oil and the liquid cooling systems.
It must protect the neck of the tallest driver.
It must extent sufficiently far upwards and/or rearwards such that any point
less than 100mm above the bottom of the helmet of the tallest driver shall not
be in direct line of sight with any part of the fuel system, the cooling system or
the engine oil system. The firewall must be a non-permeable / non-netting
surface made from a fire resistant material. Pass-through for wiring, cable, etc.
are allowable if grommets are used to seal the pass-through. Also multiple
panels may be used to form the firewall but must be sealed at the joints.
11.2.3 Driver Restraint System (Seatbelt)
All drivers must use either H-type or Y-type restraint harness. The restraint
system installation is subject to approval of the Chief Technical Inspector. The
restraint system must be worn as tightly as possible at all times.
11.2.4 Steering Wheel
The steering wheel must be fitted with a quick release mechanism.
The steering wheel rim must be continuously closed but the shape is free.
Suspension and Steering
Vehicles can be fitted with sprung suspension.
All kinds of active suspension are forbidden.
Any kind of suspension using torsion springs are not permitted.
11.3.1 Suspension
All suspension members must be made from the homogeneous metallic
material.
11.3.2 Steering
The steering must consist of a mechanical link between the driver and the
wheels.
Brakes
11.4.1 Separate Circuits
All vehicles must have a brake system which has at least two (2) separate
circuits operated by the same pedal.
This system must be designed so that if leakage or failure occurs in one circuit,
the pedal shall still operate another brake.
11.4.2 Brake Discs
At least two (2) discs must be attached to the front or rear wheel axle.
Brake discs must be made from ferrous material.
11.4.3 Brake Caliper
All brake calipers must be made from the homogeneous metallic material.
Each disc may only be operated by one caliper and each caliper must have not
more than four pistons. The used of steel-braided hose is permitted.
11.4.4 Brake Cooling
Brakes may be cooled by air.
Liquid cooling of any part of the braking system is forbidden.
11.4.5 Brake Pressure Modulation
Anti-lock brakes and power braking are forbidden.

Wheels, Rims and Tyres


11.5.1 Location
Complete wheels must be external to the bodywork in plan view, with the rear
aerodynamic device removed.
11.5.2 Wheel Material
Exotic materials such as titanium, carbon fibre or composite are not allowed.
Wheel must derive from mass-produced vehicle.
11.5.3 Wheel / Rim Dimensions
Minimum diameter: 12.0 inches.
These measurements will be taken horizontally at axle height.
11.5.4 Number of Wheels
The number of wheels is fixed at four.
11.5.5 Pressure Control Valve
Wheels must have pressure control valves.
11.5.6 Tyres
Slick tyres, hand-cut tyres or tyres marked Not For Highway Use are strictly
forbidden.
The use of tyre warmer is not allowed.
Tire should have at least 2.5mm depth of thread.
Tire must be below 5 years from manufactured year.
Air Box
The air box may be altered or removed from those fitted to the homologated engine.
Carburetor
(See Article 8.1)
Fuel Supply
The fuel line(s) going from the fuel tank to the carburetion instruments must be located
in such a way that they are protected from defects.
Roll Structure
The basic purpose of safety structures is to protect the driver.
This purpose is the primary design consideration.
The chassis must include both a main hoop and front hoop as shown in Appendix D
Vehicle Roll Structure.
Minimum outside diameter tube for roll structure is one (1) inch.
The main hoop and front hoop design must be integrated into the chassis design.
11.9.1 Main and Front Hoops General Requirements
When seated normally and restrained by the seatbelt, a straight line drawn from
the top of the main hoop to the top of the front hoop must clear by 50.8mm (2
inches) of the helmet of all the teams drivers and the helmet of a 95 th
percentile male (anthropometrical data).
The main hoop must be supported by main hoop brace for safety to drivers.
Bracing minimum of 30 include angle with roll hoop. (Tolerances: 5o)
The drivers head and hand must not contact the ground in any rollover
attitude.

11.10 Brake Light


The vehicle must be equipped with a red brake light of at least 15 watts, or equivalent,
clearly visible from the rear.
If an LED brake light is used, it must be clearly visible and none blinking in very bright
sunlight.
This light must be mounted between the wheel centerline and drivers shoulder level
vertically and approximately on vehicle centerline laterally.
11.11 Engine Kill Switch
The vehicle must be equipped with a functional engine kill switch or button within
reached of the hand of the driver when seated.
Each car must have at least one kill switch for safety purpose.
The colour of the kill switch should be made as red.
11.12 Ignition Switch
The vehicle must be equipped with a functional ignition switch or button within reached
of hand of the driver when seated.
11.13 Racing Gear
Full racing gear includes suit, *full-face helmet, glove and shoes.
The drivers must wear the gear for their safety.*(Approved by authorized party)
11.14 Side Mirror
The vehicle must be equipped with side mirror for both sides.
11.15 Fire Extinguisher
The vehicle must be equipped with functional portable fire extinguisher which easily
reachable location by the driver.

Vehicle Identification
12.1 Vehicle Number
Each vehicle will be assigned a number at the time of its entry into a competition.
The number will be provided by organizer.
Leave a blank space 300mm x 300mm at the bodywork at both sides of the vehicle.
The vehicle must display car number provided by organizer at clearly visible part at the
bodywork at the both sides (left and right) of the vehicle.
12.2 Institution Name/Logo
Each vehicle must clearly display the institution name or logo (or initials-if unique and
generally recognized).
The characters or logo must be placed in an easily visible location.

Objective:

SECTION A: TECHNICAL JUDGEMENT (60 %)


The objective of technical judgment are to inspect the vehicle according to the
IPMARace Rules & Regulation and teams ability to communicate with judges.

Objective:
The objective of technical inspection is to determine if the vehicle meets the
IPMARace Rules requirements and restrictions and if, considered as a whole, it
satisfies the intent of the rules.

The Procedures:

DYNAMIC EVENT (35 %)

2.1

Acceleration Test and Braking Test (10%)


Objective:
The purpose of acceleration and braking test is to evaluate the vehicle
acceleration and braking performance in a straight line on flat pavement.

Braking range 15 m

Acceleration range 35 m

The Procedures:
1. The vehicle and brake test will begin from a standing still over a distance of 50 m on a flat surface.
2. The foremost part of the vehicle will be staged at 0.30 m behind the starting line.
3. A green flag will be used to indicate the approval to begin; time starts only after the vehicle crosses
the start line.
4. The test can be repeated once only for each team.
5. If the vehicle fails in brake test, the team must correct the problem and have the vehicle reinspected. Vehicle must pass brake test to enter other dynamic event.
6. The total distance to accelerate is 35 m from the start line.
7. When the foremost part of the vehicle reaches the 35 m line, the driver must apply the brake to
stop.
8. Vehicles must accelerate and brake by locking-up at least all two wheels on dry asphalt at any
speed to meet the requirements.
9. The chequered flag will be used at 35 m line to indicate to drivers to start brake.
10. The vehicle must not skid after brake more than 60o degree.
11. The green flag will be used to indicate that brake and accelerate test is approved.
12. The red flag will be used to indicate that brake test and acceleration test has failed.
13. Marks will be given according to the acceleration time and braking distance needed for a vehicle to
completely stop.
14. The mark varies from 0 to 5 points for each test.
15. The fastest acceleration / shortest brake distance car will set the range of minimum time TMIN or
length LMIN & maximum time TMAX length LMAX . Example:If fastest car TMIN = 5 seconds, the maximum time, TMAX = 150% TMIN = 7.5 seconds.
So the range will be between 5s to 7.5s.
The rest of the car must try to beat or be within the time limit TMAX =7.5 s, beyond the TMAX the car
will gain 1 point.
16. The fastest time in acceleration result will gain maximum 5 points; beyond TMAX will gain 1 point &
Did Not Perform/Qualify (DNQ) will gain 0 point.

2.2

Tilt Test (10%)


Objective:
To evaluate the vehicle rollover stability and fuel leakage when tilted at certain
angle.

The Procedures:
1.
The vehicle will be fixed at the tilt table with the tallest driver in the normal driving position.
2.
The tilt test is performed with the driver in the seat, strapped in and wearing all applicable
safety gear.
3.
Drivers are monitored carefully while their vehicles are tilted and if the driver appears to be in
danger, the test will be stopped.
4.
The car is tilted to 45o degrees where the fuel system will be checked for leaks.
5.
An inspector will evaluate the car, and may check for leaks and signs of strain with systems
other than the fuel system.
6.
The car is then tilted to 60o degrees.
7.
If at least three tires remain in contact with the platform, it meets the standard for center of
gravity.
8.
If the car starts to tip or only two tires remain in contact, it will fail the tilt test.
9.
The vehicle must not roll when tilted at an angle of 60 degrees to the horizontal in either
direction, corresponding to 1.7 Gs.
6.
Each vehicle will be tested to insure it satisfies both the (45) fuel leakage check and the 60
degree rollover stability requirement.
7.
For each tilt angles, a pass result will gain:
Pass = 5 points
Fail = 1 point
Did Not Perform/Qualify (DNQ) = 0 point.
8.
The test will be conducted once only for each team.

Maneuver Test (5%)


Objective:
To test driver accuracy in individual start race and evaluate vehicle
maneuverability and handling quality on a tight course.

The Procedures:
1.
There will be 2 heats per vehicle. The vehicle will accelerate from a standing start on a tight
course. The foremost part will be stage at 300mm behind starting line.
2.
A green flag or light will be used to indicate the time start for the vehicle.
3.
The test will consist:

Slaloms
- Cones in a straight line with 7m to 10m spacing.

Straights
- No longer than 30m with hairpins ends.

Minimum width of track is 3m.


4.
The organizers reserve the right to run the maneuver test on courses of different length
depending on track layout.
5.
If the vehicle moves forward before the starter flag drop or light turn green, the run declare as
Did Not Qualify (DNQ). Non-appearance team for test session will be declaring as Did Not Finish
(DNF).
6.
Cone down or out will penalized 1 sec added to time recorded for each cone.
7.
Best time recorded in 2 heats will be taken as final result. Points will be given based on the
standing position.

Practice & Qualifying (10%)


Objective:
To determine the vehicles best lap time and grid position.

Before the qualifying event starts, all teams can have their free practice for 30 minutes.
Free practice is given for drivers to have the feel of the track condition. Apart from that, drivers
can take the opportunity to enhance their driving skills and optimize their vehicle performance.
3.
In the qualifying event, all drivers must be registered and compulsory to take part, if in any
cases the drivers unable to participate, the team manager must informs the Clerk of the Course
(COC).
4.
In the qualifying event, all vehicles are given maximum of 3 laps.
5.
All vehicles will start the practice and qualifying according to their pit stop order.
6.
All vehicles will start their qualifying in order position one by one.
7.
In the qualifying event, the first lap will not be counted. The time will be recorded when
the vehicle is on the second and third lap.
8.
The best lap time will be taken and will be used to determine the grid position in the race event.
9.
If a vehicle is deemed by the marshals to have stopped unnecessarily on the circuit or
impeded another driver during qualifying event, his recorded times may be cancelled and the
team will be placed at the last grid position.

SECTION B: RACE (40 %)


Objective:

The race is designed to evaluate the overall performance of the car and to test the cars
endurance, durability and reliability.

The Procedures:
1.
15 minutes before the race start, drivers, team members and crowds should be at the grid
position and the engines must be turned off.
2.
10 minutes before the race start, the grid must be cleared from crowds except for team
technical staff, race officials and drivers.
3.
5 minutes before the race start only team members and drivers at the grid.
4.
3 minutes before the race start only 2 mechanics and drivers at the grid.
5.
Within 1 minute to start engine must be turned on. All personnel must then leave the
grid at
least 30 seconds before the green lights appears to indicate that the formation lap has started.
6.
Any driver who has problems with his vehicle must immediately raise his arm to indicate his
predicament. When all vehicles have already leaved the grid, marshals will push the vehicle into
the pit lane.
7.
The method of start to finish 42 laps is either in starting grid in rolling start method or standing
start method decided by the Organizer.
8.
During the formation lap no practice starts are allowed. Overtaking is also forbidden.
9.
Drivers must try to complete all 42 laps.
10. Race will be stopped after the 1st place driver completed the 42 laps. However, the race can be
also stopped base on the following conditions:
10.1 Safety Factor (Accident, Obstruction and etc.)
10.2 Climax (Rain, Flood and etc.)
10.3 Time Constrain (Driver takes longer time to complete the 42 laps. If this condition happens,
the race will consider finish at maximum time at 1 hour 45 minutes.
11. Please refer to Sporting Regulation and Assessment Rules & Criteria which have been
attached to the in Ipmarace 2013 Rules and Regulation.
12. Point evaluation only will be given to vehicle that completed minimum 30 laps from first to 16th
places.
13. The driver and vehicle will be consider as a finisher and deserve to award a standing point.
14. To be classified as a finisher in the race, the driver and vehicle must completed 30 of 42 laps of
the race.
15. Position of the next vehicles will be taken based on their current position.
16. Only one point will be given for the car after 16th position.

If a race is suspended because of an accident or poor track conditions then red flags will be shown
around the circuit.
When this happens, the pit exit will be closed and all vehicles on track must proceed slowly to the
red flag line without overtaking and then stop in staggered formation with the leading vehicle at
the front.
Any driver pitting after the red flag signal will be given a drive-through penalty with 5 seconds.
The safety car will then be driven to the front of the queue.
While the race is suspended team members may come onto the track to work on the vehicles, but
refueling is not allowed.
Vehicles that are already in the pits when the red flag appears will be allowed to be repaired.
However, these vehicles and any other vehicles that enters the pits while the race is suspended,
may only rejoin the track once the race has been resumed or when receive the signal from the
marshals.
At least a ten minutes warning will be given before the race is resumed.
The safety car will continue leading the race before it enters the pit stop which indicates that the
race is resumed.
Overtaking the safety car is strictly forbidden.
However, in exceptional circumstances, such as in extremely poor weather, the pit exit will be
opened and the vehicles are free to enter the pit.
However, when the vehicle exit from pit lane to the track the vehicle must follow the rules of
safety car.
All laps completed when safety car is on the track are counted as race laps.
If for whatever reason it is impossible to resume the race, the rules state that the results will be
taken at the end of the penultimate lap before the lap during which the signal to suspend the race
will be given.

The IPMARace 2013 safety car will be driven by an experienced circuit driver and will carry an
observer capable of recognizing all the competing vehicles. The observer is in permanent radio
contact with the race control.
The safety car may be brought into operation to maintain safety in a race event upon order of
the steward.
It will be used only if competitors or officials are in immediate physical danger but the
circumstances are not such as to necessitate suspending the race.
When the order is given to deploy the safety car, all marshals posts will display waved yellow
flags for duration of the intervention.
Marshals will also display board with SC deployed at all posts.
From this time, any vehicle being driven unnecessarily slowly, erratically or which is deemed
potentially dangerous to other drivers at any time whilst the safety car is deployed will be
reported to the steward. This will apply whether any such vehicle is being driven on the circuit,
the pit entry or pit lane.
The safety car will join the track with its orange lights illuminated and will do so regardless of
where the race leader is.
The observer will use a green light to signal to any vehicles between it and the race leader that
they should pass. These vehicles will continue with reduced speed and without overtaking until
they reach the line of vehicles behind the safety car.
The safety car shall be used at least until the leader is behind it and all remaining vehicles are
lined up behind him.
Whilst the safety car is in operation, competing vehicles may enter the pit lane, but may only
rejoin the track when the pit exit is opened by the marshals.
A vehicle rejoining the track must proceed at an appropriate speed until it reaches the end of
the line of vehicles behind the safety vehicle.
When the steward of the course decides that it is safe to call in the safety car the marshals in all
posts will display a board written SC in this lap.
The safety car orange light will be extinguished. This will be the signal to the teams and drivers
that it will be entering the pit lane at the end of the lap.
As the safety car is approaching the pit entry, the yellow flags will be withdrawn replaced with
green flags. These will be displayed until the last vehicle crosses the line.
Each lap completed while the safety car is deployed will be counted as a race lap.

There are a few specifications that we consider to have a penalty. These specifications are known
