Sub: Request for issuing order for granting Grade Pay of Rs.4600/to the AssistanUHead Clerk of AIR & Doordarshan in the light
of PB,CAT, New Delhi Decision dated 5.12.2014 in OA2206/2013

You are kindly aware that Head Clerks/ Assistants working in AIR
and DOORDARSHAN are the first level supervisors and drawing
equal pay with Assistants of CSS Cadre with effect from 1.1.1996.
The Accountants /Assistants / Head Clerks of AIR & DD have
been granted pay scale of (Pre-revised 1640-2900) Rs.550090001- with effect from 1.1.1996 in accordance with the
recommendation on point No.46.10 to 46. 12Cmay confirm the
points of the report pl. prior to circulate/issue) of V CPC at par
with the CSS cadre.
As per AIR manual Vol. I, Part I & II (page No. 173), the duties of
these post as under:
Accountant
a)
The Accountant is responsible for the correct maintenance of
all accounts, e.g. Cash Book, Contingent registered etc. and for the
correct preparation and filling of all vouchers. He functions as a
Financial Adviser and also as a primary auditor. He is also
responsible for the correct maintenance of various expenditure
registers and preparation of expenditure statement, Budget!
Revised Estimates etc. To enable him to perform these functions
effectively he should be appraised of al/ others, sanctions etc. and
that he is treated as the Senior member of the office
establishment.
He should keep a watch on the control of
expenditure and advise Sr. Admn. Officer or Admn. Officer/ Head of
Office in respect of all important proposals.
b)
He should see that all orders, sanctions etc. affecting
expenditure are entered in sanction Register and payments noted
against relevant sanctions as and when they are made.
c)
The Accountant is also responsible for prompt and correct
preparation of commercial (Performa) accounts and maintenance of
connected records and registers.

Head Clerk:
He is the first Supervisory member of the staff who functions
as Sectional head in the Sections dealing with personnel and
general administration. His functions are to assist the Head of the
Office/SAO/AO or any other officer entrusted with the duties of a
Branch Officer. He will be responsible for all administrative
matters othen than Accounts, such as service books and leave
account of non-gazetted Government
Servants. Staff Artists,
maintenance of Statistical Registers and books. Inventories etc.
Where there are two Head Clerks the distribution of work between
them will be on the basis of Sections divided into two separate
sections dealing with personnel and General Administration
separately.
( Note: On occasions when the Accountant or Head Clerk is away on leave or one
of the posts is unfilled, all the duties attached to both the posts should be
performed by the Accountant or Head Clerk as the case may be.)
The following merits are placing before you for concluding the
decision to grant the Grade Pay of Rs.4600/- to the Accountant!

1.
There
is
historical
parity
in the
pay
scales
Accountant/Assistant/Head Clerk and that of CSS Cadre.
2.
The Assistant!Head
supervisors.
Clerk
of AIR
of
level
3.
The Head Clerk /Assistants of AIR & DO have fulfilled all the
criteria/conditions to grant Grade Pay of Rs.4600/- w.e.f. 01/01/2006.
4.
The Assistant/Head Clerk of AIR & DO are on the same
footing with that be granted Assistants of CSS Cadre, Assistants and
Accountants of other field Offices who are drawing the Grade pay of
Rs.4600/.
It will not be out of place to mention here that Ministry of Law
& Justice, Department of Legal Affairs, vide its DO No.29(9)/2014Judl dated 7.8.2014(Copy Enclosed) had requested all Ministries and
Departments by try to reduce Government litigation in courts so that
valuable court time is spent in resolving other pending cases.
