What had happened? and immediate consequences


Production on Veslefrikk stopped personnel evacuated
Same boat types at the Kristin platform (in commissioning)

Alternative evacuation methods were put in effect depending on weather


Evacuation hose / helicopter

All Veslefrikk boats and Kristin boats were sent to shore

The regulations
The PSA Facility Regulations for life boats -> the NMD (Norwegian Marine
Directorate) regulations-> SOLAS rule l III/4 and rule III/5 and IMO Resolusjon
MSC.81(70) Revised recommendation on testing of lifesaving appliances.

Qualification in short (test based design):


A number of full scale tests of a prototype to verify strength and the behavior in
the sea according to the IMO and SOLAS requirements and to satisfy the
classfication society IMO Resolution MSC 81(70): 100 %, 50 % front, 50 % aft; empty, +
strength drop at 1.3
An installation test is required after the boat and davit is installed. acc. IMO Res 81(70)
Pt.2 5.3.2 (largest drop height 110% load)
Acceptance of test:
- Positive movement
- Engine shall start and work for 4 hours
- Boat is functional

Testing and recertification of the strengthened boats

All six strengthened lifeboats were subjected to


similar test program as required for a new
prototype.

back

evenly distributed
Vertical drop from 47 m med 100%
load evenly distributed
Drop from skid (36 m) with 110% load

All boats were inspected after each
drop
Classification society witnessed all tests
and re-certified the boats.

Continuation of story
The requirements for the life boats were not sufficient for the increased drop heights
The Activities Regulations 68 and The Facilities Regulations 43 shall free-fall
lifeboats be available in all weather conditions

Consequences for the rest of the life boat fleet (200 + on Norwegian sector)
Process started to upgrade design basis from ship (IMO) standard to offshore
standards with limit state design
Load definition -> for all weather conditions (wind, waves)-> how deep did the
boats go into the water
Detailed analysis (FEM) of the hulls
Linear / nonlinear
Material testing to define acceptable load factors

Challenges with life boats was not


a material issue

The statistical approach from the


DNV C501 spec was used to
determine design values for the
reanalysis of the life boats.
