After receiving the proposed


2016 municipal budget on Feb. 12,
Town Council came to the public
with an update at its March 1
meeting.
According to Mayor Jeffrey
Beenstock, the budget originally
given to council proposed a
roughly one-cent increase in the
tax rate, which is equivalent to
about $300,000. After council went
through it and proposed changes,
the township is now looking at no
tax increase.
The total budget as it sits is
$20.5 million, with $12.3 million
raised through the tax levy. The
2016 budget is roughly $600,000
less than last years, and the
amount of the levy is the same.
The largest driver of that decrease, according to Beenstock, is

Spring brush collection


dates approach in Medford
Medford Township will provide
two brush collections during 2016
one in the spring and one in late
summer/early fall. The spring
dates for collection are as follows:
Zone 1: Weeks of March 14
and March 21
Zone 2: Weeks of March 28
and April 4
Zone 3: Weeks of April 11 and
April 18
Zone 4: Weeks of April 25 and
May 2
Zone 5: Weeks of May 9 and
May 16
Each street will be collected
once. Brush placed at the street
for collection outside of these col-

lection dates will not be collected.


Brush shall include the pruning of trees, shrubs, bushes or
vines, but exclude grass clippings, flowers, weeds, tree trunks,
stumps, and leaves. If the excluded items are mixed with the
brush, the material will not be
collected. All brush must be piled
neatly at the edge of the property
and cannot be placed in any roadway or sidewalk.
Brush should not exceed four
to six feet in length, and should
not be any larger than six inches
in diameter. As a reminder for
those residents who utilize a private contractor, the contractor is

responsible for the removal of the


brush from the property.
Crews will make every effort to
adhere to the above schedule. Residents who need to dispose of
brush outside of the above schedule may bring their material to
the public works yard during regular yard hours Monday
through Friday from 7 a.m. to 2
p.m. and every third Saturday
from 7 a.m. to 12 p.m., excluding
holidays.

delayed collection of the next

creased this year by about
$400,000.
As a result, we are able to keep
the levy flat, Beenstock said.
One part of the budget is surplus, which is excess money from
the prior years not used. Council
decided it did not want to use
more than 10 percent of the townships total budget amount from
surplus. According to Beenstock,
he believes council is going to accomplish that this year and is actually using less surplus this year
than last year.
The services the township will
be providing will be at or above
2015, Beenstock said. The budget
provides for the hire of a new police officer and the possibility of
hiring more contractors for snow
removal, with the idea that the
township could hopefully take
over snow removal duties from
the county for county roads.
Beenstock also spoke on the
townships capital program. Financed through the issuance of
bonds, it is required to include 5
percent of those bonds. Included
in the budget is a capital improvement fund of $140,000 that would
be available for down payments. If
the township uses the full
amount, this would allow Medford to issue roughly $2.8 million
in bonds for capital improvements.
Items council is considering as
capital improvements, but are not
finalized are: $1 million toward
Medfords road program, which
was $700,000 last year; the purchase of fire trucks, specifically a
tanker and a pumper; the purchase of a dump truck for neighborhood services; completing
funding for a new turf field; and
the purchase of some equipment
for police, primarily body and
mobile vision cameras.

Its the time of year for school
districts to begin crunching numbers and putting together the
budget for the new year.
However, in Medford, budget
season is something that is ongoing, as the board of education is
constantly being observant of the
districts finances.
Budget season is all yearround in Medford, Superintendent Joseph Del Rossi said.

The group met with the budget


finance committee this past week
to sharpen 2016-2017 Medford
Township Public Schools budget.
The first public reading of the
document will be made before the
board of education during its
next meeting on March 21. This
preliminary budget will be sent to
the county office the following
day.
Del Rossi pointed out after implementing the full-day kindergarten program last year, the district doesnt plan on adding any

major initiatives for 2016-2017.

focus on sustaining the future
and balancing the growth of the
special education program.
Our special ed program continues to grow and that has a very

Hello, spring, are you here yet?


Our moods, our businesses, our livelihoods depend on your arrival
arch 20. Eleven more days. It
cant come soon enough. Officially, thats the start of
spring. Whether Mother Nature
agrees, though, is anyones guess at
this point. Early forecasts show she
will be good to us, but how much can
we actually rely on forecasts?
Spring is what we all need. We need
a nice stroll downtown, in the park or
on the boardwalk to reinvigorate us, to
get us out of the doldrum into which
winter plunges us every year, no matter how mild or extreme it is.
We got lucky this winter, with just
one major snowstorm that crippled us
for a week or so. Its been bitter cold at
times, too, as any winter is, and we got
a sprinkling of wet weather last week.

Your thoughts
What are you most looking forward to this
spring? While you are out and about
enjoying what hopefully will be beautiful
weather, send us the photos you take
along the way, and well be happy to share
them with the rest of the town.

But, hey, its in the 70s this week!


No matter how bad it is, winter affects all of our moods, and it affects
our bottom lines, too.
Well most likely be paying more in
taxes, in some way, at some level, for
pothole repairs and salt purchases.
Snow and cold weather affect local
businesses as well, especially retail
shops. Bad weather keeps patrons in-

side. The arrival of spring weather on


a consistent basis will hopefully turn
that around, and quickly.
Cold weather keeps people in the
mindset of no end in sight, and prevents many from taking day trips to
our states wonderful good-weather
spots, or from planning future trips, as
well.
In a little more than 60 days, the official start of the summer beach season
will be here. Does that even sound
right?
The good news is that it started to
warm up this week. Spring really does
look like its right around the corner.
Lets hope Mother Nature cooperates
and doesnt reverse the tide back to
winter. Please spare us!

Pinelands Library takes part in Read Across America

How about some of the fantastic weather
we have had recently? Winter seems to be
on its last leg, and spring is right around
the corner. I cant wait. How about you?
The Read Across America program recently began. It is sponsored by the National Education Association and is designed
to foster a love of reading in children. We
are having a clue hunt that will require
your young ones to use all their library
skills to honor this program.
We are hoping to see many of our slightly older (ages 7 10) tween readers at our
discussion of I Am Malala: How One Girl
Stood Up for Education and Changed the
World. This book is the true and inspiring
story of Malala Yousafzai in her own
words. It is about the power of one, and
the difference each of us can make. You

can find us at the library on March 9 at 4


p.m. for this.
There is also a great book discussion on
March 29 at 6 p.m. for the adults. The novel
is Goodnight Nobody by Jennifer Weiner.
The story follows Kara Klein as she tries to
solve a murder mystery while juggling
three children and her own problems.
Books are available at the library and light
refreshments will be provided. You will
also learn about the opportunity to meet
the author at a later date.
In keeping with our usual monthly offerings, on March 16 there will be an all-day
Make and Take opportunity. With the approach of St. Patricks Day, do you think it
might be something green? The childrens
reading raffle prize is an Easter-themed
basket, and for the adult raffle, there is an
indulgence basket full of books and ice
cream fixings.

backpacks at the library? Your little ones


will love having a place to keep their books
safe and secure, and they are available in a
variety of colors. Your donation for the
backpack goes directly to supporting your
local library.

Marion H. Zetts, of Medford
Lakes, went home to be with the
Lord on Feb. 25. She was 92 years
of age.
Born in Newark, she has
resided in Medford Lakes since
1955. A former teachers assistant
for The Githens Center in Mt.
Holly, she was a Girl Scout leader
for many years and was a member of the Medford Lakes Garden
Club, the Daughters of St. Theresa of St. Mary of the Lakes
Church and a St. Vincent DePaul
volunteer.
She is the wife of the late Paul
P. Zetts Sr. and the loving mother
of Mary Ann Kaahanui of Woodbridge, Va., Paul Zetts Jr. and his
wife Judy of Medford Lakes,
Kathi Croes and her husband
Reynaldo of Hamilton, and
Sharon DeToro and her husband

of America gets to celebrate this
special occasion when the National Park Service commemorates
its big milestone! South Jersey
residents who would like to see
the countrys most popular and
breathtaking parks can virtually
visit them at no cost at a special
program at Medford Leas on
Wednesday, March 23.
Jennifer Bulava, Burlington
County Park Systems first and
current park naturalist, will
help celebrate the momentous occasion by presenting America
the Beautiful: A Celebration of
Our National Parks. This will be
a special a presentation that includes photographs from her own
visits to national parks over the
past 16 years. Bulava also will
give tips on how to plan a trip to a
national park.
The experiences that I have
had traveling to the national
parks have been life changing,
and I dont know how anything

else could compare the incredible, awesome grandeur of landscapes, incredible wildlife and
memories to last a lifetime. Thats
what Im hoping people will see
from this, said Bulava, whose
presentation will feature photographs from 35 national parks including
Acadia,
Everglades,
Grand Canyon, Yosemite, and the
Great Smoky Mountains.
Perhaps a lot of people arent
aware of the scope of NPS; there
are more than 400 parks, said
Bulava. I think a lot of people believe that all the parks are out
West and are huge, but theres so
much more. Theres something
for everyone. Theres nature, history, culture and everything in between, and there are a lot of parks
nearby that I dont think people
know about.
The presentation will be held
in the Medford Leas Theater
from 10 until 11:30 a.m. on
Wednesday, March 23. Although
the program is offered at no cost,
attendees must register by March

18.

at March 15 council meeting

According to township manager Kathy Berger, there are only
two outstanding issues to discuss,
which are preliminary expenses
for a municipal building/library
and a long-range roads program.
Berger suggested if council were
interested in doing these items
this year that it provide funding
in the budget as part of capital
improvements.
Preliminary expenses for a municipal building/library, which
includes a rough idea of what design, development and schematic
design might cost, are about
$105,000. Berger said there is
$40,000 already budgeted for the

municipal building/library as a
capital line item, but an additional $65,000 is needed.
As a long-range road program
was one of councils goals, a proposal from the townships engineers office to put that entire program together would cost about
$24,000. Berger said there is
$11,600 from past road programs
to use, leaving $12,632 to fund.
The program will allow for
(township engineers) to go out
and inspect every single road in
the township, (which will take an
estimated) 27 days. They would
come up with a rating and a colorcoded map of the condition of the
roads, so well have something for
the future to use as reference,
Berger said.
Berger suggested adding these
items to capital improvements
rather than bond for them. Fund-

School District will host the annual Student Job Fair on Wednesday, March 16 from 4:30 to 7:30
p.m. at Lenape High School. The
