Families of Fallen
44 cry for justice

He was at a loss for words with
the many whys asked about
deadly Maguindanao incident but
President Aquino has vowed to
pursue justice for the 44 Special
Action Force (SAF) troopers killed
in the line of duty and ensure
their sacrices were not made in
vain.
Attending a memorial service
for the slain policemen in Camp
Bagong Diwa in Taguig City, the
President paid tribute to the brave
SAF heroes and gave his word to
the bereaved families that the
government would capture terror
suspect Abdul Basit Usman.
Usman was one of the two suspects targeted by the police operation in Maguindanao where the
SAF troopers perished in a erce
clash with around 700 lawless
elements. Usman escaped while
the primary target, Zulkipli Bin Hir
also known as Abu Marwan, was
reportedly killed.
Now, be assured that the second target that eluded us will be
captured. You know this: I am a
man of my word. Capturing Basit
Usman is number one on our list
of priorities, the President said in
Filipino during the National Day of
Mourning to express sorrow over
the deaths of the policemen.
I have ordered the authorities
to formulate a more effective plan
to hunt down and apprehend this
criminal. Your government is already working towards this end;
in fact, even before speaking to
you, we were already taking steps
to meet this objective. We will
prove that the law truly prevails
in the Philippines. I assure you,
we will get Usman, he added.
The President also told the
families of the SAF troopers that
a board of inquiry has already
been formed to uncover the truth
behind the Maguindanao incident
and determine those responsible.
We do not want a repeat of incidents like this, he said.
We will do our utmost to gain
justice for all those who perished
and for the loved ones they left
behind, added the President who
kept his emotion in check during

the necrological service.


A day after getting pummelled
by netizens for skipping the arrival honors for the fallen cops
last Thursday, the President explained that he cannot be carried
away by his emotions even if I
want to be angry.
He insisted that rash decisionmaking has no place in these
situations. If I were to let my
anger dictate my actions, then
perhaps instead of resolving the
problem, I would only exacerbate
it, he said.
Aquino however told the families that he understands their anguish, recalling his struggle with
the death of his father, Senator
Benigno Ninoy Aquino Jr.
To the families of our fallen
troopers, I know full well that
your lives have been turned upside down with the sudden death
of your loved ones, he said.
Now, with this unexpected outcome, the future for you and your
families seems to be clouded with
uncertainty. So many questions
asked today begin with Why:
Why did this happen? Why did
they have to die? Why do families
have to suffer? I must be honest;
I do not have the answers to all
these questions, he added.
Aquino tried to comfort the families by sharing the advice given
by a priest when his father died
several years ago. He told them
that God has a good plan for all
of us because He loves us.
In hope of lessing the families
worries about the future, the President also promised the government will provide for the needs of
the families in accordance with all
laws and regulations.
Your government has already
allocated nancial assistance
for the beneciaries of each policeman who died, or has been
wounded. Every form of assistance that government can
render, we will maximize. From
providing support for the education of beneciaries, to assisting
families in seeking out jobs and
livelihood these are only a few
examples of the aid that government will give, he said.

Slowly, I accept that my husband cant be with us anymore.
Consoling myself that he is indeed a hero. It is painful though.
All I ask right now is justice. Not
only for my husband who was

brutally killed but for everyone


who fought and fell, she added.
In the same speech, the President hailed the bravery of the SAF
troopers, the youngest at 26 and
the most senior at 39 years old,
saying they gave up their lives for
the countrys peace and order.
It is clear: Your husbands,
brothers, and sons, whom we
honor today, are heroes. Our nation owes them a great debt of
gratitude. They sacriced their
lives, to bring peace and order to
the lives of the vast majority, he
said.
Earlier, the President approached

each of the caskets of the fallen


cops, offered a silent prayer, and
gave the PNP Bravery Medal. In
the Palace advisory, the commander-in-chief was supposed to render
a salute to the fallen troopers but
that salute was not seen during the
solemn rites.
In the name of the Filipino
people, we recognize the valor of
our fallen policemen. We thank
them for the courage of their sacrice. We condole and grieve with
each family who has lost a loved
one, said Aquino, who later met
families of the SAF heroes in a
private room.

US backs PHs anti-terror drive


The United States yesterday
reiterated its support for the
Philippine governments efforts
to combat international terrorism while promoting a just and
lasting peaceful resolution to the
conict in Mindanao.
The US Embassy in Manila issued this statement as it expressed its heartfelt condolences
to the families, friends, and colleagues of the members of the
Philippine National Polices Special Action Force (PNP/SAF) who
lost their lives on January 25 in
an encounter with members of

the Moro Islamic Liberation Front


(MILF) in Mamasapano, Maguindanao last Sunday.
The misencounter apparently
happened when members of the
Philippine National Police (PNP)
Special Action Force (SAF) team
maneuvered inadvertently to an
area controlled by the MILF without advanced coordination after
deciding to withdraw their action
to arrest Jemaah Islamiyah bomb
experts Basit Usman and Marwan.
The incident also resulted in
the evacuation of around 563
families who have sought shelter

in an evacuation center in Barangay Daladap.


At present, a board of inquiry
has been organized to investigate
the incident.
According to the US embassy,
the SAF units fought with bravery and demonstrated their commitment to ensuring peace and
order in their country.
Earlier, US soldiers ew to the
site of the encounter to help retrieve the bodies of the fallen policemen upon the request of the
Armed Forces of the Philippines

Four persons were arrested


while 10 kilos of suspected shabu
valued at R50 million were seized
in a buy-bust operation in Quezon
City yesterday.

a report to Senior Supt. Joel D.
Pagdilao, QCPD director, identied
the suspects as Chua Kevin Ang,
41, a Chinese, of Reina Regente
St., Binondo, Manila and Fujian,
China; Filipino-Chinese Wang
Zhi Gui, 32, jobless, of Cubao,
Quezon City and also of Fujian;
An-Insan, 26, of Santan St.,
Dasmarinas City, Cavite, and
Michelle Permali, 30, single, of
Samuel St., Barangay Bungad,
Quezon City.
He said the suspects were
arrested at 7:45 a.m. by the
DAID-SOTG on Xavierville St. near
Katipunan Ave.

Pagdilao, who personally went


to the area following the operation,
said police poseur-buyers were
able to buy some two kilos of
shabu from the suspects who were
arrested after the buy-bust money
was handed over to them.
The QCPD director said eight
packs of shabu weighing at least
one kilo each stuffed inside a
black paper bag were found by
police inside the suspects black
Ford Focus (AAO-7880).
Pagdilao said also seized were
the suspects two other vehicles,
a gray Mazda (XSM-908) and a
silver Toyota Altis (AAX-1689).
Pagdilao said charges for
violating Section 5 (selling) in
relation to Section 26 (conspiracy)
and Section 11 (possession)
of Republic Act 9165 or the
Comprehensive Dangerous Drugs
Act of 2002 will be led against
the suspects.
Pagdilao commended the DAIDSOTG for another successful
operation.

73 foreigners held
for online gambling

The Bureau of Immigration has
arrested 73 illegal aliens for illegally
operating an online gambling
business inside a condominium in
Makati City.
Lawyer Jose Carlitos Licas, BI
intelligence chief, disclosed that
the aliens were caught engaging in
the illegal scheme inside the Super
& Ventures building on Paseo de
Roxas St.
Those arrested included Korean,
American, Taiwanese, Malaysian,
Australian, and Singaporean
nationals.
They are now detained at
the Bicutan immigration jail in
Taguig City pending deportation
proceedings that will be instituted
against them for working in the
country without the appropriate
visa.
Licas said operations that
led to the aliens arrest were
conducted after weeks of intensive
surveillance by BI operatives.
He said his ofce was tipped
about the aliens by informants

who received money under the


bureaus incentive project. The
project grants monetary rewards
to people who report the presence
and activities of illegal aliens.
The arresting agents seized from
the aliens hundreds of computer
equipment, communication
gadgets, and other devices that
they used in operating their
racket.
Initial investigation revealed that
the aliens business was disguised
as a call center to conceal their
illegal scheme.
It was also gathered that nearly
all of those arrested entered the
country as mere tourists and
many have already overstayed
their visa.

man was found in Quezon City
Thursday, police said yesterday.
Reports reaching the Quezon City

and Detection Unit identified the
victim as Teolo Cuevas of Kaliraya
St., Barangay Doa Josefa.

Thursday in Tondo, Manila.
Police identied the victim as
Leonardo Quilit, 30.
Investigation showed that Quilit
was sleeping in front of his shanty
on Nepomuceno St., Velasquez,
Tondo at about 11 a.m. when he

was killed.
Witnesses told police a man
suddenly appeared and shot him
in the head, killing him on the spot.

The victim was taken by his
common-law wife, Apple Baylon,
31, to the Tondo General Hospital
where he died.

Suspension of BBL hearings urged

DAVAO CITY Mayor Rodrigo
Duterte has called on the leaders of
Congress to suspend the hearings
on the Bangsamoro Basic Law
(BBL) until the investigations
on that deadly Maguindanao
encounter are completed.
Speaking before the media in
Cebu City during a gathering on
Federalism on Thursday, January
29, Duterte said that justice must
be served to the victims of said
unfortunate encounter.

When asked by reporters on


who must stand accountable to
the incident, Duterte said the
killers and those who put the
SAFs in harms way negligently
must answer.
On Wednesday here, Duterte
emphasized the importance for
the government and the Moro
Islamic Liberation Front (MILF) to
continue the peace talks.

of wars that would affect civilian
populace and communities.

R12.4-M marijuana uprooted

on site, and only samples were
brought to the police provincial
ofce for ceremonial burning and
documentation.

TIAONG, Quezon A 60-year-old man was shot dead by two


robbers who broke into his house Thursday night in Sitio Centro,
Barangay Paiisa, this town.
Police said the victim, Rodrigo C. Arias, died on the spot from
gunshot wounds in the head, chest and abdomen.
Police reported that the victim was watching his laborers John
de Ramos Marquez and Jaime Batiller de Ocampo who were busy
dumping soil for landscaping in front of his house at about 11:30
p.m. when two armed men in military uniforms appeared.
At gunpoint, Marquez and De Ocampo were ordered by the
suspects to lie face down the oor.
The suspects then shot the victim on the terrace.
The robbers later ransacked the house, taking away the personal
belongings of the victim.

NAGA CITY Three passengers died after a jeepney fell into a


creek at 8 p.m. Thursday at Purok 3, Barangay Villa San Isidro, Sta.
Elena, Camarines Norte, police said.
Killed in the accident were Gary Mercado, 20; Ruel Requillas,
30; and Marvin Requillas, 17, all laborers and residents of Purok
4, Barangay Kabuluan, Sta. Elena, Camarines Norte. They were
declared dead on arrival at the Rosary Virgin Mary Hospital in
Poblacion, Sta. Elena.
The jeep (VFC 253) is owned by a certain Sofronio Panaligan, 48,
businessman, of P-4 Barangay Kabuluan, Sta. Elena.
The driver of the jeep, a certain Rolando Torres, a resident of
Barangay Kabuluan, who also sustained minor injuries, left the place
before the arrival of responding policemen. He is now the subject

ZAMBOANGA CITY Police authorities seized several highpowered rearm and ammunition and illegal drugs in Barangay
Lower Calarian, this city.
Senior Inspectors Hingming Ladjaali and Karib Muharram said
the seizure was made on the strength of a search warrant at the
house of Abdel Tapsi at Sampalok Drive, Barangay Lower Calarian,
on Sunday morning, January 25.
The operation also led to the arrest of Abdel Reiner Karim I. Tapsi,
the alleged owner of the seized items, Muharram said.
Tapsi is now detained at police station here pending the ling of

Couple nabbed in drug bust


NOVELETA, Cavite Local police operatives arrested a 60-year-old
man and his alleged live-in partner in a drug buy-bust operation
on late Thursday afternoon in Barangay San Juan II, this lowland
municipality.
Senior Inspector Francisco Kimayong Panisan, Noveleta police
chief, said that 53 small plastic sachets containing suspected shabu
were found in the possession of one Joselito Madrigal and Erlie
Morias Morales, 30, when his team pounced on them.
Panisan reported that the couples arrest was made at the house
of Morales after surveillance. Madrigal reportedly lives at E. Cabezas
Street, Barangay San Roque, Cavite City, he said.
This couple had long been under surveillance, they operate from
one place to another, Panisan said.
The seized 53 repacked suspected high-grade shabu
(methamphetamine hydrochloride) are worth about R20,000. The
team nabbed the couple shortly after they transacted with a police
poseur-buyer, Panisan reported.
Panisan said that the drug haul was the biggest so far this New
Year month as he cited that there were bigger shabu seizures made
in 2014 with the arrest of 20 drug pushers and users in operations

Africa have dropped to below 100
for the rst time in more than six

said it had now shifted its efforts

still not totally contained.

the newborns.

and a baby died on the spot and

said 73 people were injured and
that nine babies were in delicate

building collapsed after the blast,
which took place around 7 am after
workers were unable to control

Just four bits of information
gleaned from a shoppers credit
card can be used to identify
almost anyone, suggesting that
even anonymous big data sets
can breach individual privacy,
researchers said Thursday.
The study in the journal Science
crunched three months of credit
card records for 1.1 million people
in an unidentied industrialized
country.
Ninety percent of individuals
could be uniquely identied using
just four pieces of information,
such as where they bought coffee
one day, or where they purchased
a new sweater or pair of shoes.
In other words, credit cards use
was just as reliable at identifying
someone as mobile phone
records, the study said.
Knowing the price of a
transaction could boost the risk of
re-identication by 22 percent.
Even data sets that provide
coarse information at any or all

of the dimensions provide little


anonymity, said the study led
by Yves-Alexandre de Montjoye
at the Massachusetts Institute

Even if some of the specics
were stripped from credit card
data, such as noting the general
area where a purchase was made
instead of the specic shop, or
expanding the time range to 15
days instead of one, a person who
would have believed themselves

with just a few more additional
data points, said the study.

E are in the dark.


We are in mourning.
The long dark night of the soul has
never felt darker or longer. Everyone is taking this, this unspeakable
atrocity, very personally. One week
after blood stained the battleeld,
one day after the national day of
mourning why only one day? we
are deeper in the dark.
More questions than answers. Every answer spawning more questions.
We lost 44, maybe more, of our
best and ablest, the other side 11 of
theirs. All 55 of them sons of their
parents, husbands of their widows,
fathers of their orphaned children.
The blood on both sides the same
vivid, wasted red.
A ceasere was in effect, a ceasere was broken. After the slaughter,
the ceasere was restored. Ceasere, when hot pursuit should have
been the order of the day?
Did it help that the ambush, or trap,
or massacre had to be described as
a misencounter? Did 44 brave men
die by mistake? Was their heroism
a misnomer? Where is the misinformation coming from? The board of

inquiry must do its work and wrap it


up soon, before the bleeding wounds
fester. If theres an active chain of
command, the investigators work
should be all the easier for the truth
to emerge, fresh and unedited.
Will they stick to the lack of coordination refrain? Whom did the Special Action Forces fail to coordinate
with? Messrs. Marwan and Usman?
Hello, were coordinating and were
here waiting for you to let us in.
An unbelievable scenario that, were
it not for its tragic consequences,
would have been obscenely laughable. A weeping orphan decried how
the government line put the blame
on SAF for their supposed lapses
as if it was their choice to be overkilled (a PNP generals lament).
Hopefully, the board of inquiry
will tell us the whole story, piece
by piece, after listening to the 300plus survivors; hopefully there will
be no embellishments, insertions,
or deletions. The truth aches to be
bared. Will the board search for the
naked truth, or for the right words
to dress it up? Will they also tell us
who stands to claim the $5 million
reward?

A time to weep

UNDREDS of police ofcers, many of them fellow graduates of the 44 Special Action
Force commandos from the Philippine National Police Academy, marched in quiet
sympathy to Camp Bagong Diwa yesterday, where necrological services were to be held
for the fallen men.
They marched in sorrow for the death of their comrades. They also marched in anger
over the brutality of the killings and the seeming incompetence of the planners and the
strategists that led the men to their untimely deaths. There have been battles before with
ten to 15 casualties and usually more on the enemy side. But 44 men? And many of them
appeared to have been shot in the head as in an execution.
President Aquino led the necrological rites at which he vowed justice for the slain men.
He assured their families of the fullest government support, including scholarships for
their children. He appealed to the public not to give in to their emotions.
In all churches of the Archdiocese of Manila, Masses were offered for the 44 PNP
commandos. We express our deep solidarity, especially with their families and friends
and all who belong to the wider family of the Philippine National Police, Archbishop Luis
Antonio Cardinal Tagle said.
It was truly a day of mourning for the nation. There is a time for everything under
the heavens, as the book of Ecclesiastes in the Bible says, and yesterday was a time to
weep.
But there is also a time to search and there are so many things that have to be cleared
up in the massacre and the search for facts must be assiduously pursued. How is it that
PNP men were sent in to a danger zone without any coordination with the military forces
in the area? An air strike could have been called in, so that the number of slain men
would not have been that high. There is also the matter of American involvement in the
incident, including in the retrieval of the SAF mens bodies. Was this somehow related to
the reported $5-million reward?
Meanwhile, the government peace panel and the Moro Islamic Liberation Front
(MILF) signed in Kuala Lumpur last Thursday the protocol on the implementation of the
decommissioning of MILF arms and forces. This is part of the agreement reached by the
Philippine government with the MILF, which is embodied in a Bangsamoro Basic Law (BBL)
now pending in Congress.
The BBL itself appears to be on hold, with many senators and congressmen calling for
a suspension of its consideration. This is as it should be. The facts behind the massacre
must rst be learned and explained in relation to the overall peace process. Until this is
done, it would be the height of injustice to approve or even consider it.

fail to realize this, but Jesus
reminds them to have faith in
him. With him at their side, they
are safe.
Natural disasters are common
occurrences in our times, in
various parts of the world. Many
attribute these erratic natural
phenomena to civilizations own
doing; others see them as signs
of the nearing end. Whatever
the reason, we believe in the

of restoring hope and conscience
in the youth, distanced from

is landing a choice role, the voice
of a Peru-born forest bear, who
plays the title role in the UK lm,
Paddington.
I still cant believe this good
break happened to me, Xian told
media last week during a press
conference.
After seeing his name billed side
by side those of an international
cast that includes Nicole Kidman
on the movies poster, the young
actor said he felt somewhat
jolted.
He admitted dubbing the lead
role in the lm challenged him in
more ways than one. It was hard

mango puree and mix well.
Pour this over the cream layer.
Once it is set, put sliced mangoes
to garnish the cheesecake.
Refrigerate for another two hours
before serving.

MB Job Fair will be held in the
Queen City of the South. The first
was in 2013.
Two successful job fairs were

on the spot.

Last year, six job fairs were held


in Metro Manila and one each in

the Moro Islamic Liberation Front
(MILF) involved in the death of 44
operatives of the elite Philippine
National Police (PNP) Special Action Force (SAF) in Maguindanao
last Sunday.
Justice Secretary Leila de Lima
made this commitment yesterday, adding that possible charges of multiple murder, homicide
and other offenses could be
led against MILF members who
clashed with the SAF troopers in
Mamasapano town.
She claried, however, that the
DOJ action will come only after
the PNP board of inquiry complete its investigation.
We need rst to ascertain the
full facts surrounding the whole
incident, including the identication of perpetrators, she explained. The ling of charges
would depend on results of the
inquiries and investigations.
De Lima said the government is
aware of the cry for the victims
families cry for justice.

that justice is served for the fallen
SAF men and their families, she
assured.
President Aquino was widely
criticized for not tackling the issue
of justice for the slain SAF men
in his televised speech Thursday
night.
The MILF could be liable for
war crime with the killing of the

Harry Roque Jr. cited perdy or
treachery under the IHL.
The MILF invited condence of
the government that the troops

have protected status. But they


attacked the police forces, which

Roque said such crime could
also be prosecuted as a domestic crime, but expressed reservations if the government would
pursue prosecution of the MILF
rebels.

prosecution of MILF leaders.
