EXECUTIVE SUMMARY
Neelum Jhelum Consultants (NJC) is preparing design and supervising the project construction.
This document reports the progress on the Design Review and Construction of the Neelum
Jhelum Hydroelectric Project for the month of January 2016. Project activities have been geared
to achieve the targets as per revised schedule by working all weekdays continuously round the
clock. Progress for various project components are briefly given below:
Visitors/Meetings: Besides visits by the senior Consultant staff to project sites, the other
important visitors and meetings held at project sites are given below:
Site C1: WAPDA M&S (Monitoring and Surveillance) team visited the site on 06 January 2016.
Chairman WAPDA visited the site on 20 January, 2016. CE/PD-NJHPC, PM-NJC, PMCGGC/CMEC and other site staff accompanied the Chairman.
Site C3: WAPDA Monitoring & Surveillance Team visited site on 08 January, 2016.
Meetings: Mechanical, Electrical and Civil Liaison Meeting held on 29 December, 2015 and 12
January, 2016.
Structural Engineering Section: 04 original and 16 revised construction drawings were issued
to the Contractor and 82 shop drawings were reviewed and commented upon based on NJC
Construction drawings.
Hydraulics Engineering Section: The Consultants continued with the following tasks during
the month.
The intake arrangement is revised per access road conditions. Alternate options of the
access road to the powerhouse has been made and are under review Drawings are being
updated. The turbine calculations with TurbnPro software have been revised. Memo
about Nauseri Small Hydel Power Station (NSHPS) is also being updated. The power
house has been moved towards the riverside due to road alignment and drawings of
powerhouse section have been revised.

The hydraulic analysis and design of protection works along Tarbela Fish Point, at Jhelum
River have been completed.
The queries regarding headloss in tunnel system has been duly responded.
Electrical Engineering Section: Electrical related Progress for the Powerhouse and
Transformer Cavern and other Various Electrical Issues are given in the Electrical Section of
this report.

Geotechnical Engineering Section: The Consultants continued with the following tasks during
the month:
Rockfill dam shop drawings (D3) submitted by contractor vide letter # R-17986 is under
review and comments are being incorporated.
Issued Reply via PO-20168 to contractors letter about expediting construction progress of
Rockfill Dam(R-18021).
Issued letter to WAPDA for the purchase of clay material of Rockfill Dam via PO-20165.
Issued letter to WAPDA about rejection of core material from Shalabagh source via PO20163, since the material does not fulfills the design requirements.
Testing for core material samples from Shalabagh C2 completed under geotechnical
design team supervision in UET Taxila Lab and CMTL WAPDA.
Method statement of quality control of clay submitted by contactor via letter# (R-18013) is
under review and draft comments are being prepared.

Site visit by the geotechnical team to sort out the issues with the Zone 3 backfill and
placement of core material.
Correlation between optimum moisture content and maximum dry density are being
studied for the placement of core material.
Draft filter design memo has been sent for senior review and comments.
Preparation of Fine and Coarse Filter blends for rockfill dam as per availability of material
from crushers at C1 is completed and details gradation envelopes has been sent to
contractor for further processing.
Layout plan and drawings for future mini hydro access roads have been revised and sent
to hydraulics sections for further comments.
An updated set of drawings for the bifurcation T3c were issued to the Contractor. This set
includes the concrete outline, reinforcement drawings and the excavation profile of the junction.
Headrace Tunnel Plan & Profile Drawings: The plan and profile drawings for the complete
headrace tunnels showing the concrete lining details and respective chainages are being
updated.
Adit A1: Adit A1 is the permanent access to the headrace tunnel. Therefore, this access is
provided with a permanent concrete pavement. A drawing reflecting the pavement details is
being prepared.
Adit A2: Adit A2 is the permanent access to the headrace tunnel. This access shall be left
unplugged. A set of drawings for the general arrangement of various cross sections of the adit
A2 are being worked on. This drawing set also includes the treatment of the abandoned gallery
at station 2+037 in the adit A2.
Transition from Steel Liner to Concrete: A complete set of drawings showing transition
between the headrace concrete and steel liner is being developed. The set includes concrete
outline, cross sections and the reinforcement drawings.
Moreover, a 3D model for this transition is also being developed for the analysis of transition
concrete for the applied and considered loads.

Shop Drawing Review: The Contractor submitted 1 shop drawing under the letter R-18059.
The drawing was carefully reviewed and was stamped as approved except as noted.
Monitoring Data: Monitoring data from various locations of the project was received and
reviewed.
Progress Summary for Adits: All Adits measuring a total excavation of 13,785 meters in
length have been completed 100%. These includes Adit A1, A2, A2a, A3, A4, A4a
(Heading/benching), A5 (Access Tunnel) Access to Headrace Tunnel, A6 (Cable Tunnel),
Probing Tunnel, Access to Downstream Surge Tunnel, A7 and A8.

The exact quantities of excavation in each segment are finalized after monthly survey. For this
reason, the summing up of this months excavation and last months reported to date excavation
might not be equal to the value of this months to date excavation stated in this report.

Consultant staff: Overall Staff Strength remained same as in the last month i.e. 554 persons.
Contractors Monthly Statements: Invoices and Payments: EMH-43 was submitted on 11
December 2015 and certified on 18 December 2015. EMH No.44 was submitted on 25 January
2016 and is under certification. EMH -45 was submitted on 19 January 2016 and certified on 25
January 2016. Amount certified
Rs.22,464,707,395.
Monthly Statement No.077 was submitted on 7 September 2015 and certified on 4 October
2015. Monthly Statement No.078, for the months of July and August 2015, was submitted on
20 October 2015 and certified on 14 November 2015 .Monthly Statement No.079 was submitted
on 11 December 2015 and certified on 6 January 2016 Amount certified up to IPC No.79 =
RS. 60,708,688,711, USD 648,843,304 and EURO 8,706,118/-.
Programme and Schedule: A meeting was held at the WAPDA Administrative Staff College,
Islamabad on 23 January 2014 to deliberate on the concerns pertaining to the implementation of
the BEP The Engineer was requested to deliberate on the subject with inputs from the
Contractor and prepare / suggest alternate means to implement the Best Effort Plan. The
Engineer was advised to work out the economic viability of spending the extra money for the
acceleration vis--vis implementing the Project as planned in the PC-1 (Revised) by Mid-2016.
All critical activities issues discussed in the meeting were to be incorporated in the schedule.
Contractor vide letter GZBZJ-NJC-5819 dated 08 February 2014 submitted his Accelerated
Overall Schedule of the Project along with equipment resources, material resources, cost of
accelerated overall schedule and the EMH acceleration cost for Engineers review and
approval. His proposal costs were poorly substantiated and apparently grossly overestimated.
A meeting was held on 12 February 2014 at the WAPDA Administrative Staff College,
Islamabad to deliberate on "Best Efforts Plan prepared by the Consultants in the light of the
decision taken by the Chairman WAPDA in meeting held on 23 January 2014. Engineer
informed that the Contractor was requested to submit a logical schedule that honoured the
agreement made for the "Best Effort Plan" on 18 July 2013.The Contractor submitted a detailed
schedule on 08 February 2014, revised again on 09 February and re-revised again on 11
February 2014. This schedule shows first Generating Unit to be ready for wet testing on June
30, 2016 i.e. a delay of 06-months to the Best Effort Plan. The Contractor commented that they
had missed the best time for its implementation and they cannot do it on the agreed date.
MD/CEO, NJHPC criticized CCGGC-CMEC that despite signing the agreement on Best Effort
Plan, they are now withdrawing from their commitment.

Engineer vide letter No. PO-16426 dated 23 December, 2014 expresses his considerations that
Contractors intransigence is causing funding difficulties for himself, the Employer and the
Project. In continuation of above referred letter Engineer vide letter No. PO-16649 dated 19
January, 2015, believed that the Contractor has an opportunity to improve his construction
management performance by some simple, scientific improvements to his planning techniques
and technology. For the sake of this Engineer also suggested that Contractors Planning Expert
may meet with our Eng. Kalim Ahmad to discuss these opportunities to improve performance.
Engineer vide letter No. PO-16682 appreciated the Contractors compliance with the Employers
request for an updated Performance Guarantee which helps towards obtaining funding.
Construction schedule as per Sub Clause 14.2 for the project is given as per Annex A.
DRAFT AMENDMENT NO. 2 : The draft Amendment No.2 was submitted to the Client on 17
December 2013 (PO-13029) with a ceiling amount of Equivalent Pak Rs. 14,763,785,119/-. The
comments of Chief Engineer Contracts, NJHPC dated 31 December 2013 (R-11574) were
replied on 16 January 2014 (PO-13291). Subsequently, these documents were reviewed by the
officials of the GM/PD, NJHPC in February 2014 and forwarded to GM (CCC) in 2

week of
March 2014. CCC Comments dated 08 April 2014 (R-12356) were replied on 30 May 2014 (PO14530) in which Ceiling Amount of the Draft Amendment No. 2 was increased to Equivalent Pak
Rs. 16,008,132,677.
CCC officials, after site visits/meetings in June/July 2014 signed their interim recommendation
on 28 July 2014 (R-13763) Equivalent Pak Rs. 13,894/- million excluding the amounts for the
input of BOM Members and extra hours working compensation for the NJC local technical staff
posted at site. After a meeting with NJHPC Officials, NJC submitted their replies on 10 October
2014 (PO-15708 & PO-15709). Subsequently, a meeting with NJHPC officials was conducted
on 22 October 2014 (R-14070) and NJC submitted the requested documents on 27 October
2014. BOM NJC also discussed the issue during their meeting with Member (W) and NJHPC
Officials on 27 October 2014 (PO-15841) and requested for an early resolution and signing of
the Amendment No. 2. The issue of compensation for extra hours being worked by NJC local
technical staff was discussed in a number of meetings, lastly in May 2015, but yet not resolved.
NJC has submitted a notice to NJHPC (PO-18215) on 26 June 2015 informing that the
expenditures for local currency and Norwegian Krone (NOK) has exceeded the 80% of the
Ceilings agreed in the signed Amendment No. 2a with a request to early sign the Amendment
No. 2. A meeting with CEO NJHPC was scheduled for 03 August 2015 that was subsequently
postponed. The final version of Amendment No. 2 needs to be discussed and signed at the
earliest whereas client is awaiting approval of ongoing PC-1 revision as Amendment No. 2a has
exceeded the already approved provisions.

Amendment No. 2a; In view of the time required for the detailed evaluation and review of the
WAPDA Officials to recommend the Amendment No. 2, an Amendment No. 2a was signed on
19 June 2014 (PO-14783) with Ceiling Amount of Equivalent Pak Rs. 11,462,522,003/- by
adding the provisions approved subsequent to the signing of the Amendment No. 1 to make an
interim arrangement to help repatriation of funds by expatriate JV partners.
Regarding the rock-fill dam clay core, the Contractor is busy establishing quality control
procedures at various borrow pits. The Engineer has explained to them that rejecting out of
spec material at the dam site is wrong, its better to reject and isolate the material at the
concerned borrow pit.
Laboratories C2: NJC took steps to ensure the Contractor at Adit 4 batch plant stopped storing
their cylinder test specimens out in the cold. They were immediately instructed to comply with
ASTM C 31 and store their cylinders in a heated box.
Laboratories C3: At C3 the multi-tester broke down, spare parts had to be flown in from China,
this machine and the one at C1 will be recalibrated as soon as the machine is back in operation.
The Contractor continues to use a small mobile pump to apply shotcrete in confined spaces in
and around the powerhouse where access by shotcrete jumbo is no longer possible.
QA/QC Laboratories: All the laboratories are operational and production tests and quality
monitoring tests are being performed on site. Detail test results for C1, C2 & C3 are given in a
separate report.
Summation: Site C1: The concrete works are in progress on all structures like Intake,
sedimentation basin, Spillway (roof slab), Debris Channel, Collecting canal and Headrace
Tunnel. The preparatory works for construction of Rockfill dam also continued with foundation
treatment and other trial procedures. Excavation for U/S RCC River Training works is in

progress and. 785 m excavation was carried out in Diversion dam area. Thus cumulative
excavation Up to date is 610,995(% Completed= 97.89 %).
No excavation was carried out in the Desander area, Therefore, cumulative quantity of

Excavation in LHTT continued by Drill & Blast method and 93.0 m was excavated. Total
excavated length is 3,888.5 m.
Excavation in RHTT continued by Drill & Blast method and 105.5 m was excavated. Total
excavated length is 3,985.9 m.
Concrete lining at U/S HRT & RHTT continued during the month.
Site C2: Neelum TBM achieved a progress of 210m and the Jhelum TBM achieved a progress
of 18.9m making cumulative progress in left and right headrace tunnel equal to 7646.0m and
5824.9m respectively. Neelum and Jhelum TBM broke through into the junction of Adit A2a on
11th January 2014 and 24th January 2014 respectively.

Headrace Tunnel (22a-M4): Top heading excavation of 3,403m long headrace tunnel already
been completed. Bench excavation is stopped at Ch: 0+102 but invert concrete and concrete
lining of crown, walls and invert continued during the month. To date Concrete lining (walls &
crown) is 2916m and Concrete of Invert lining is 2675m.

Headrace Manifold (Invert + Wall & Crown): In Headrace Manifold, concrete work in

progress. Until now 1451m (66%) concrete complete out of total estimated quantity of 2,200m .
Concrete Work: During the month of January 2016, concrete poured at Unit-1 turbine
foundation up to El.588.00, Unit-3 Generation foundation and slab/beams El.594.20 etc. Total

quantity of concrete poured till date is 25,964 m (90%) out of total 28,280 m .
Concrete Work: During the reporting month, concrete poured at Unit-3 slabs P1 & P2. . To

Penstock Tunnels (1, 2, 3, 4): In penstock Tunnels, concrete work in progress. Until now 396m
(90%) concrete complete out of total estimated quantity of 439m.

Draft Tubes (1, 2, 3, 4): In draft tubes, concrete work is in progress. Until now 3,397m (54%)

Water Tank: Excavation has already been completed and the concrete work done is 71%. No
concrete work was done during the reporting period.
A7-Outlet Structure: In A7 outlet structure, concrete work is in progress. Until now 4,302m
(55%) concrete complete out of total estimated quantity of 7,860m . Contractor mainly worked
in sluice structure and Culvert invert slab reinforcement installation.
Tailrace Tunnel: Excavation of 3,551m long Tailrace tunnel continued during the month;
presently contractor is advancing from (A-7) on upstream face T9 to T7A and excavation from
(A-6) towards downstream face T7A to T8. On 30-05-2015, Contractor started excavation of
Bench from Ch: 1+000 towards outlet.

Pending Client deliverables that the Client needs to address are as follows:
C1: A small portion of land on two locations in Spoil Deposit B has been awarded to
WAPDA on June 13, 2013 (Award No: 02/2013) but the Employer hasn`t yet been given
the possession of the subject land by Local Administration. Therefore, it is still to be
handed over to the Contractor. The case is under process with the Employer and local
administration.
Engineer has requested the Employer vide Letter Ref. PO-13033, Dated: December 17,
2013 for removal of shops near main Batching Plant that are creating hindrance for
smooth transit of hauling units. The removal these shops was started on November 08,
2015 and completed on November 17, 2015.

INTRODUCTION
The Pakistan Water & Power Development Authority completed the bidding phase for the
construction of the 963 MW Neelum Jhelum Hydroelectric Project, and signed a construction
contract with the successful bidder CGGC-CMEC Consortium 19 December 2007 for an amount
of Rs.90,900,240,404 and a construction period of 93 months. The Contract commenced on
30January 2008 with a scheduled completion date of 30 October 2015.
The Client then appointed Neelum-Jhelum Consultants on 15 May 2008. The Consultant was
appointed to review the design and prepare construction drawings for the Project and supervise
the works. The Consultant started with preliminary support work from early June 2008; the
agreement was only activated on 01 August 2008.
Neelum Jhelum Consultants are a multinational Joint Venture of MWH (USA), NORPLAN

CLIENT DELIVERABLES
The pending Client deliverables that the Client needs to address are as follows:
A small portion of land on two locations in Spoil Deposit B has been awarded to WAPDA
on June 13, 2013 (Award No: 02/2013) but the Employer hasn`t yet been given the
possession of the subject land by Local Administration. Therefore, it is still to be handed
over to the Contractor. The case is under process with the Employer and local
administration.
Engineer has requested the Employer vide Letter Ref. PO-13033, Dated: December 17,
2013 for removal of shops near main Batching Plant that are creating hindrance for
smooth transit of hauling units. These shops are still to be removed and their presence is
creating a bottleneck.
VOs requiring approval is given at Annex C.
3.1
AVAILABILITY OF LAND
Most of the land has been acquired / taken on lease and handed over to the contractor by
NJHPC but some additional land is yet under acquisition processing. The history of land
acquisition from start of the project and the present status is given in Table 3-1:

About 14000m residential & office land for Lot H1 has been requested by the Contractor
to be provided before 31 May 2013 but Engineer and Employer considers that their
contractual demand has been already satisfied and even after finalization of Spoil B and
E, sufficient area will be available for Contractors use. Contractor is presently using
developed spoil G for construction of some of its facilities for CMEC. Some of the
buildings have been constructed there and also CMEC is using this area as a storage

yard for various mechanical and hydraulics components of the Head works like, trash
racks and under sluice gates etc.
3.2
ACCESS TO SITE
3.2.1
Access roads to different construction areas at site are maintained manually. Slush is present in
the low lying sections of these roads due to water entering from adjacent construction areas and
slopes. The situation gets even worse after rain. So in general, the conditions of these access
roads are not good.
3.2.1.1
Access road into Debris Channel through Bailey bridge is serving its purpose.
3.2.1.2
The stretch of this road from the junction of contractor`s camp to the Nauseri terrace is in
extremely poor condition. This road upto the batching plant is also used by the heavy hauling
units transporting construction material to the site which play a major role in its deterioration.
After rain, the water get accumulated on the roads due to poor drainage system that brings a lot
of trouble not only to the public/local community but also to the smooth transit of project
movements (machinery, Engineer/Employer`s vehicle etc.).
3.2.1.3
Main access road (Muzaffarabad-Athmaqam) remains intermittently closed when it rains with
consequential slided material. However, the highway department then clears the road as an
excavator (backhoe & Dozer) is permanently deployed there. But unfortunately, the material is
pushed down the hill into the construction area of Rockfill dam and during this period the
activities for Rock-fill dam are suspended due to safety concerns of the workers.

New Nauseri Bridge was formally inaugurated by PM-AJ&K on May 26, 2014.

Nauseri Bridge is operational since 30 August 2012. The approach road from right abutment of
Nauseri Bridge towards Athmaqam has been completed. Construction of approach road on left
abutment still to be done by the AJK Highway Department.

One ARE and one site inspector (Electrical) has joined the supervisory staff at C3 during
the reporting period.

1298 Kanal of land was required at Site C3. The process of handing/taking over of this land
between WAPDA and the Contractor have been completed.
4.2
PROJECT ACCOMMODATION
Muzaffarabad: After completion of all the formalities the Design Office staff has been mostly
shifted to Muzaffarabad in the newly hired office and residential accommodation. This Design
Office is fully operational at Muzaffarabad.
Site C1: Contractor completed the modification of old Engineer`s offices into dormitories as
instructed by Engineer vide letter PO-16034 Dated: 19 November 2014 to accommodate new
staff in future. The room has been occupied by the new staff members. Still some additional
accommodation is required.
Site C2: Engineers staff at C2 moved to CGGC Residential Colony Stage II by December
2011 in the TBM Camp. Additional accommodation is also required with the increased staff
deployments.

Site C3: BOQs item 1.1.3 for C3 provides only two single accommodations (75 m each) for
the Engineer. This has been accommodating some of Engineers staff in the rooms near the
existing office of CRE-C3. To accommodate NJC staff at C3, Engineer rented Hafeez House
with 10 bedrooms on 20 December 2010. The Contractor provided accommodation is still
unlikely to be available soon.

Bench excavation for 949.7m long Headrace Surge Tunnel started from Ch: 0+470 towards A10
(Upper Leg), and stopped at Ch: 0+065.8. During previous Month Contractor excavated from
Ch: 0+65.8 to0+12.1, Bench excavation from 0+12 to 0-25 has done during this month.
Similarly, bench excavation started form Ch: 0+407 towards Surge Shaft (lower leg). Excavation
has done from Ch:0+ 490.3 to 0+585.7 during this month.

TAILRACE TUNNEL:
Bench excavation of 3,551m long Tailrace Tunnel remained in progress during the month,
presently Contractor is advancing from (A-7) and (A-6) towards outlet. The start chainage of
benching excavation is 1+005. Un-excavated portion in tailrace tunnel between Ch: 3+505.6 ~
3+523.6 (18m) left as plug.
INSTRUMENTATION
No new instrument was installed during this month. Periodic monitoring of instruments in PH,
TH and A7 outlet remained continued.
4.4.3
Geotechnical
The following drawings/documents were reviewed marked and returned to the Client/Contractor:
Rockfill dam shop drawings (D3) submitted by contractor vide letter # R-17986 is under
review and comments are being incorporated.

Rockfill Dam(R-18021).
Issued letter to WAPDA for the purchase of clay material of Rockfill Dam via PO-20165.
Issued letter to WAPDA about rejection of core material from Shalabagh source via PO20163, since the material does not fulfills the design requirements.
Testing for core material samples from Shalabagh C2 completed under geotechnical
design team supervision in UET Taxila Lab and CMTL WAPDA.
Method statement of quality control of clay submitted by contactor via letter# (R-18013) is
under review and draft comments are being prepared
Site visit by the geotechnical team to sort out the issues with the Zone 3 backfill and
placement of core material.
Correlation between optimum moisture content and maximum dry density are being
studied for the placement of core material.
Draft filter design memo has been sent for senior review and comments.
Preparation of Fine and Coarse Filter blends for rockfill dam as per availability of material
from crushers at C1 is completed and details gradation envelopes has been sent to
contractor for further processing.
Layout plan and drawings for future mini hydro access roads have been revised and sent
to hydraulics sections for further comments.
Drawings of access road to sedimentation basin berm for EL: 1056 are under review as
per latest available topographic condition.
Revision of Collecting Canal Drainage Plan and Section with revised pipe sizes and surface
drains (C1-C-2293, 2294 Rev-01) and Sedimentation Basin Drainage and Backfill details (C1-C2195 Rev-01) remained under progress.
Drawing for backfilling of transition section between upstream and downstream of intake slopes
have remained under study with two options.
4.5
TUNNELLING
4.5.1
An updated set of drawings for the bifurcation T3c were issued to the Contractor. This set
includes the concrete outline, reinforcement drawings and the excavation profile of the junction.

The plan and profile drawings for the complete headrace tunnels showing the concrete lining
details and respective chainages are being updated.
4.5.3
Adit A1
Adit A1 is the permanent access to the headrace tunnel. Therefore, this access is provided with
a permanent concrete pavement. A drawing reflecting the pavement details is being prepared.
4.5.4
Adit A2
Adit A2 is the permanent access to the headrace tunnel. This access shall be left unplugged. A
set of drawings for the general arrangement of various cross sections of the adit A2 are being
worked on. This drawing set also includes the treatment of the abandoned gallery at station
2+037 in the adit A2.
4.5.5
A complete set of drawings showing transition between the headrace concrete and steel liner is
being developed. The set includes concrete outline, cross sections and the reinforcement
drawings.
Moreover, a 3D model for this transition is also being developed for the analysis of transition
concrete for the applied and considered loads.
4.5.6
The Contractor submitted 1 shop drawing under the letter R-18059. The drawing was carefully
reviewed and was stamped as approved except as noted.
4.5.7
Monitoring Data
Monitoring data from various locations of the project was received and reviewed.
4.6
STRUCTURAL ENGINEERING
4 Original and 16 revised construction drawings were issued to the Contractor for construction.
These are summarized in Table 4-2 below.

about Nauseri Small Hydel Power Station (NSHPS) is also being updated. The power
house has been moved towards the riverside due to road alignment and drawings of
powerhouse section have been revised.
The hydraulic analysis and design of protection works along Tarbela Fish Point, at Jhelum
River have been completed.
The queries regarding headloss in tunnel system has been duly responded.

4.8.4
The construction of the original 500kV Double Circuit Transmission Line from NJHPP to the
Ghakkar Grid Station could not start in time and it was decided by the WAPDA/ NTDC that for
the time being the two transmission lines from NJHPP will be connected at Domeli to an existing
525kV transmission line going from Ghakkar towards Rewat and construction work is in
progress for these. However, subsequently the above said two (2) transmission lines will be
installed upto 500kV Ghakkar grid station as per the original scheme. Regarding
Communication between NJHPP Control Room and NPCC at Islamabad through OPGW Cable
as well as PLC equipment over 525kV Transmission line, it was decided by WAPDA/NTDC that
OPGW and PLC equipment supply, testing and commissioning would be in the scope of 500kV

Transmission Line Project and NESPAK was assigned to prepare the complete Scope of Work
and BOQ. We have been informed that NESPAK has done the needful and now NTDC has
floated a tender in connection with supply and erection of Power Line Carrier System on above
mentioned two (2) Transmission Lines.
Regarding Fibre Optic Cable to be installed between C3 Control Building and C1- DAM
/Intake Operator Building, some information has been requested by the Contractor for
preparing their Technical and Commercial proposal and the same was provided to him.
The Contractor has been asked to submit the Technical and Commercial proposal at the
earliest. The Contractor has now submitted revised Technical and Commercial proposals
and the same are under review.
4.8.5
In the Factory Acceptance Tests (FATs) Witness Report regarding Generator Circuit
Breaker M/s.ABB indicated that they will not provide 3 Sets of Spare Contacts due to their
Warranty and Proprietary policy and they would themselves exclusively replace the
Contacts after 10 years. However, the Engineer and the Client has not agreed to their
point of view due to some Contract clauses and asked the Contractor to provide these
Contacts from ABB as per Contract requirement. Engineer also sent some more
comments to the Contractor. Contractors reply is still awaited.
During FAT of 525kV Outdoor Type Circuit Breaker minor deviation were noted by the
Engineer. The Contractors revised reply in this regard is being reviewed by the Engineer.

4.10
REPORTING
Structure Section has issued 04 original , 16 Revised Construction Drawings and 82 Shop
Drawings. Other drawing details are given in Annex-B.
4.11
After the visit of Honourable Prime Minister of Pakistan, Mr Nawaz Sharif to Neelum Jhelum
Hydroelectric Project in June 2013, the Contractor agreed to make efforts to have the First Unit
ready for Wet Testing by 31 December 2015.

The document for Best Effort Plan was agreed to and signed on 18 July 2013 by the Employer,
Contractor and the Engineer; where in the first Unit was ready for wet testing by 31 December
2015. The Contractor submitted a construction schedule based on his interpretation of the Best
Effort Plan vide letter GZBZJ-NJC-5367 dated 22 November 2013 for Engineers review and
approval.
The submitted schedule had a data of 26 October 2013 and showed 30 June 2016 as the date
for start of wet testing of 1st Unit. Contractors 22 November 2013 Best Efforts Plan shows a
delay of 04-months with respect to VO-022 schedule completion milestones and 06-months
delay with respect to the Best Efforts Plan that the Contractor endorsed on 18 July 2013. This
creates the impression that the Contractor accumulated a 06-month delay during a 04-month
period (18 July to 22 November 2013) which is not acceptable.
Engineer vide letter PO-12927 dated 18 December 2013 forwarded his review of Contractors
submitted schedule and requested the Contractor to submit a schedule that is consistent with
the logical sequencing and the production rates that were considered when Engineer and
Contractor co-developed the Best Effort Plan which the Contractor endorsed on 18 July 2013.
Engineer also requested the Contractor to include appropriate resources allocated to each
working front and histograms of work quantities planned for each month.
A meeting was held at the WAPDA Administrative Staff College, Islamabad on 23 January 2014
to deliberate on the concerns pertaining to the implementation of the Best Effort Plan (BEP).
The Engineer was requested to deliberate on the subject with inputs from the Contractor and
prepare / suggest alternate means to implement the Best Effort Plan. The Engineer was advised
to work out the economic viability of spending the extra money for the acceleration vis--vis
implementing the Project as planned in the PC-1 (Revised) by Mid-2016. All critical activities
issues discussed in the meeting were to be incorporated in the schedule.
Contractor vide letter GZBZJ-NJC-5819 dated 08 February 2014 submitted his Accelerated
Overall Schedule of the Project along with equipment resources, material resources, cost of
accelerated overall schedule and the EMH acceleration cost for Engineers review and
approval. His proposal costs were poorly substantiated and apparently grossly overestimated.
A meeting was held on 12 February 2014 at the WAPDA Administrative Staff College,
Islamabad to deliberate on "Best Efforts Plan prepared by the Consultants in the light of the
decision taken by the Chairman WAPDA in meeting held on 23 January 2014. Engineer
informed that the Contractor was requested to submit a logical schedule that honoured the
agreement made for the "Best Effort Plan" on 18 July 2013.The Contractor submitted a detailed
schedule on 08 February 2014, revised again on 09 February and re-revised again on 11
February 2014. This schedule shows first Generating Unit to be ready for wet testing on June
30, 2016 i.e. a delay of 06-months to the Best Effort Plan. The Contractor commented that they

had missed the best time for its implementation and they cannot do it on the agreed date.
MD/CEO, NJHPC criticized CCGGC-CMEC that despite signing the agreement on Best Effort
Plan, they are now withdrawing from their commitment.
The Engineer was asked to prepare another presentation based on the outcome of this meeting
to be presented on 17 February 2014 in the office of MD/CEO, NJHPC. During this meeting a
presentation for the meeting with Chairman WAPDA on best Effort Plan was finalized. The main
conclusions were that (1) the Best Effort Plan appears to be no longer viable, (2) the TBM is
likely to push out the completion milestones well beyond the Best Effort Plan dates and (3)
consequently, there is no point in making large acceleration outlays at the dam and
powerhouse.
Engineer vide letter No. PO-16426 dated 23 December, 2014 expresses his considerations that
Contractors intransigence is causing funding difficulties for himself, the Employer and the
Project. In continuation of above referred letter Engineer vide letter No. PO-16649 dated 19
January, 2015, believed that the Contractor has an opportunity to improve his construction
management performance by some simple, scientific improvements to his planning techniques
and technology. For the sake of this Engineer also suggested that Contractors Planning Expert
may meet with our Eng. Kalim Ahmad to discuss these opportunities to improve performance.
Engineer vide letter No. PO-16682 appreciated the Contractors compliance with the Employers
request for an updated Performance Guarantee which helps towards obtaining funding.
Construction schedule as per sub clause 4.2 for the project is given as per Annex A.

The draft Amendment No.2 was submitted to the Client on 17 December 2013 (PO-13029) with
a ceiling amount of Equivalent Pak Rs. 14,763,785,119/-. The comments of Chief Engineer
Contracts, NJHPC dated 31 December 2013 (R-11574) were replied on 16 January 2014
(PO-13291). Subsequently, these documents were reviewed by the officials of the GM/PD,
NJHPC in February 2014 and forwarded to GM (CCC) in 2
nd
Comments dated 08 April 2014 (R-12356) were replied on 30 May 2014 (PO-14530) in which
Ceiling Amount of the Draft Amendment No. 2 was increased to Equivalent Pak Rs.
16,008,132,677.
CCC officials, after site visits/meetings in June/July 2014 signed their interim recommendation
on 28 July 2014 (R-13763) Equivalent Pak Rs. 13,894/- million excluding the amounts for the
input of BOM Members and extra hours working compensation for the NJC local technical staff
posted at site. After a meeting with NJHPC Officials, NJC submitted their replies on 10 October
2014 (PO-15708 & PO-15709). Subsequently, a meeting with NJHPC officials was conducted
on 22 October 2014 (R-14070) and NJC submitted the requested documents on 27 October
2014. BOM NJC also discussed the issue during their meeting with Member (W) and NJHPC
Officials on 27 October 2014 (PO-15841) and requested for an early resolution and signing of
the Amendment No. 2. The issue of compensation for extra hours being worked by NJC local
technical staff was discussed in a number of meetings, lastly in May 2015, but yet not resolved.
NJC has submitted a notice to NJHPC (PO-18215) on 26 June 2015 informing that the
expenditures for local currency and Norwegian Krone (NOK) has exceeded the 80% of the
Ceilings agreed in the signed Amendment No. 2a with a request to early sign the Amendment
No. 2. A meeting with CEO NJHPC was scheduled for 03 August 2015 that was subsequently
postponed. The final version of Amendment No. 2 needs to be discussed and signed at the
earliest whereas client is awaiting approval of ongoing PC-1 revision as Amendment No. 2a has
exceeded the already approved provisions.
Amendment No. 2a; In view of the time required for the detailed evaluation and review of the
WAPDA Officials to recommend the Amendment No. 2, an Amendment No. 2a was signed on
19 June 2014 (PO-14783) with Ceiling Amount of Equivalent Pak Rs. 11,462,522,003/- by
adding the provisions approved subsequent to the signing of the Amendment No. 1 to make an
interim arrangement to help repatriation of funds by expatriate JV partners.

5.1
PROGRESS OVERVIEW
The Contractor submits monthly progress reports to the Client through the Engineer. Necessary
corrective actions are required on some aspects as suggested from time to time by the
Consultant to the Contractor for further follow up actions.
All Adits are measuring a total excavation of 13,785 meters in length. All these Adits have been
completed 100%.These includes Adit A1, A2, A2a, A3, A4, A4a (Heading/benching), A5
(Access Tunnel) Access to Headrace Tunnel, A6 (Cable Tunnel), Probing Tunnel, Access to
Downstream Surge Tunnel, A7 and A8. The status of progress in Adits and various sections of
the Tunnel and other major works is given as per Table 5-1 to 5-3.

After severe rock burst happened on May 31, 2015, TBM 696 started mining from January 10,
2016.
In the month of January, TBM 696 excavated 18.9m from chainage 9+712.07 ~

9+693.17. TST report Number 48 and continues probe drilling use to assess the rock condition
in front of TBM cutter head. Vertical and horizontal relief holes also drill to release the stresses
from potential rock burst areas.
In this 18.9m excavated section, the rock lithology is totally Sandstone. Minor to major rock
burst events observed from the sandstone. About 16 rock burst events noted in this month. Two
were major rock burst which produce damage in support and rock in the crown. In the
excavated section, the Rock class is Q4.

For over-coring test, bore hole number 07 drilled up to 19m with 130mm dia at chainage
08+422. The overburden in this area is about 1700 m. Up to 15 m depth the rock condition was
good. Core recovery and RQD up to 15 m is about 95 %. But after 15 m depth core disking start
up to 19. 5 m. This rock condition is not suitable for over-coring test and hole terminate. Now
new location will be given to contractor.

Full face tunnel lining has been selected in order to reduce the hydraulic losses and reduce the
maintenance and repair cost associated with an unlined tunnel.
Concrete lining of headrace tunnel shall be carried out where excavation has been done by drill
and blast, and does not include the section/portion of headrace tunnel which is to be excavated
by TBM. The Jhelum River crossing which would be lined by steel and have to encasement with
Concrete lining.
The scheduled commencement dates of concrete lining in twin tunnels (T3,T3aL and T3, T3aR)
was August 15, 2012 and December 12, 2012 respectively. The contractor has allocated 04
sets of needle beam formwork in his method statement i.e. 02 sets for each sections.

The first and second needle beam formwork has been operational since August 15, 2013 and
November 22, 2013 respectively in right headrace tunnel and the third and fourth shutter in left
headrace tunnel has been operational since October 20, 2014 and June 01, 2015 respectively.
Contractor has allocated 04 sets of steel trolley formwork for single headrace tunnel (T3c~M4).
All the four shutters are operational since July 15, 2014, September 04, 2014, January 23, 2015
and February 16, 2015, respectively.

connected with arm levers and rotated manually with the help of bridge crane at erection bay

Downstream section of main inlet valve (MIV) has been assembled at erection bay (EL600.5m).
Contractor has shifted Draft tube cone at unit bay-4 (EL-579.5m) from erection by (EL600.5m).
Dust proof cover for generator and platform for stator erection has been installed by the
contractor.
Verticality and Concentricity of stator roundness measuring device was checked before
major key bars & remaining 70 Nos. key bars erection as per drawing no. S1681 and QCR04ST-002 & QCR-04ST-005.
Verticality and radius of the 1st key bar of stator has been checked as per drawing no.
Z1b004712s & QCR-04ST-003.
Radius, chord length & radial torsion of the major key bars & remaining 70 Nos. key bars for
stator have been checked as per drawing no. Z1b004712s and QCR-04ST-004 & QCR04ST-006.
MIV has been shifted at EL 579.50m from erection bay (EL-600.5m) to make a space for the
assembling of other MIV at erection bay.
Installation of 75 key bars (Length 2835mm, 50*50mm each) for stator frame is in progress.
Draft tube section cone (upper part) is shifted from erection bay (EL-600.5m) to unit bay (EL579.5m).
Marking and drilling of holes in stator frame and welding of key bars for stator is in progress.
TRANSFORMER HALL
Welding and alignment of Transformers cooling water header pipe 426mm completed.
44 steel plates comprising of 24 pieces each of size 150x150x16mm & weight 4.07kg, 08
pieces each of size 150x250x16mm & weight 6.11kg and 12 pieces each of size
150x150x16mm & weight 6.9kg have been installed at outlet gate slots from EL.599.05 to
EL.602.05m as per drawing no. 278E66-02-3-22-3(1/2); PO-12928.

size 150x150x16mm & weight 6.11 kg for outlet gate structure from chainage (0+19.5 to

no.278E66-02-03-22-5 & 278E66-02-03-22-1; PO-12928.
METHOD STATEMENTS
Comments were made on Method Statement for Stator Assembly (REV-1) as per PO-19907.
Method Statement is Approved Except as Noted (AEN).
Comments were made on Method Statement for review of methodology for installation of the
transformer hall false ceiling (Rev-0) as per PO-19958. Method Statement is Approved
Except as Noted (AEN).
The door of generator housing will be fixed by expansion bolts instead of foundation
embedded plates (Unit No 1 to 4) as per FCR No-311.
The location of CO2 embedded pipe of generator will be consistent with drawings
Z1b004852S (Unit No 1 to 4) as per FCR No-310.
The location of the plan route of the cooling water pipes for turbine guide bearing will be
changed to avoid conflict with the reinforcement of unit pit. (Unit No 1 to 2) as per FCR No306.
The diameter of the steel bar changed from 25mm to 16mm and length of the steel bar
changed from 71mm to 100mm for the eye of wire rope, which was welded with embedded
steel pipe of fence in Switch Yard as per FCR No-305.
MATERIAL INSPECTION
The shipment under bill of lading QSKN6042639, containing parts of Cooling and Fire water
equipment including parts of hanger arrived at site and inspected on 5th January, 2016.
The shipment under bill of lading 156101F01, containing parts of Turbines & Inlet Valves
including parts of distributor, shaft assembly, rotating parts, bottom ring, head cover,
operating ring, inlet valve arrangement assembly, valve oil water pipe, spare parts and tools,
etc arrived at site and inspected in the presence of Deputy Director WAPDA on 11th January
2016. Up till now major parts are one Runner, three Turbine main shafts and four Main Inlet
Valves arrived at site.

held in the office of CRE-EMH wherein various M&E issues discussed.
On 08 and 22 January 2016, scheduled Fortnightly Coordination Meeting was held with the
M/E Contractor at Contractors Conference Hall, wherein various issues discussed.

This month the Contractor placed 35,488m of concrete, shotcrete and RCC in the permanent
works at C1. This is the second month in a row where production has exceeded 30,000m, the
local rock suppliers and aggregate crushing plants managed to keep up with this production. At C3
complicated concrete placements took place in the penstock manifold area and normal headrace
tunnel lining concrete placements continued.
Pump able mortar mixes were trailed for filling large cavities where they might have arisen in the
tunnel crown.
6.1
Site C1:
Materials - The Contractor continues to blend one truck load of greenstone rock with one truck load
of SS1 at their Spoil B crusher.
Summary of the compressive strength results carried out during the month are given in the table
below. The shotcrete result is based on six 6 sets of results.

Regarding the rock-fill dam clay core, the Contractor is busy establishing quality control procedures
at various borrow pits. The Engineer has explained to them that rejecting out of spec material at
the dam site is wrong, its better to reject and isolate the material at the concerned borrow pit.
6.2
Site C2
NJC took steps to ensure the Contractor at Adit 4 batch plant stopped storing their cylinder test
specimens out in the cold. They were immediately instructed to comply with ASTM C 31 and store
their cylinders in a heated box.
6.3
Site C3
At C3 the multi-tester broke down, spare parts had to be flown in from China, this machine and the
one at C1 will be recalibrated as soon as the machine is back in operation. The Contractor
continues to use a small mobile pump to apply shotcrete in confined spaces in and around the
powerhouse where access by shotcrete jumbo is no longer possible.

The NJC Environmental Monitor is regularly monitoring the Environmental Management Plan
(EMP) at site for which he generates weekly assessment reports. Contractor is provided with a
copy of this report whereby he is brought into notice of the deficiencies in his Safety, Health and
Environment arrangements at site.
7.1
7.1.1
C1-001/2016: On Sunday, Jan 03, 2016 at about 16:10 Hrs. Water Heater (Geyser) of Mr.
Huseyin Karaoglan (R.E Tunnel) room was suddenly burst into atmosphere. As a result of
the incident Two Water Geysers (Mr. Huseyin and Mr. Joseph Kovacich room), 15 Windows
Glasses (including window of Mosque 27m away), 4 room doors along with fixed locks, Roof
Ceiling of Mr. Huseyin Karaoglan room, Roof Ceiling of Mr. Joseph Kovacich Washroom and
Mr. Huseyin Karaoglan Sleeping Bed were damaged. The lid of the bursted geyser hit the
dispensary room at about 29m away.
On query to Mr. Miskeen (attendant of Mr. Husseins room), he informed that as Mr. Huseyin
was on leave and expected to arrive today (03-01-2016) he switched on the water geyser at
about 9 Oclock in the morning. During lunch time CRE-C1 informed him that Mr. Huseyin
was not coming today, therefore he switched off the pertinent geyser at 3 Oclock.
Unfortunately this incident took place at about 16:10 hrs. Luckily no injury took place
excepting damage of property.
Faulty geyser.
No regular flushing of mud material inside the Geyser was carried out.
C1-002/2016: On January 12, 2016 at about 1400 Hrs. an accident took place in LHTT near
face during spoil Mucking at Ch: 4+677.5-4+681.5 was in progress.
This accident took place exactly when dumper of CGGC (# 41) was fully loaded and starts to
move outside. Suddenly tie-rod of dumper was broken and dumper was out of drivers
control and struck with wall of tunnel. As a result of this incident door of drivers side

damaged and driver Mr. Zahid Sarfaraz got minor injuries on his right leg. Fortunately all
other people on site are safe. After first aid treatment at site Injured driver was sent to his
home for rest. The drivers condition is out of danger.

C1-003/2016: On Thursday 14 January, 2016 at about 06:30 Hrs. an incident took place at
Contractors Labor Camp (near Nauseri Dam site). According to Contractors (CGGC) Safety
Department A Chinese worker Zhang Bao Hong, working with work team # 03 in night shift,
drank approximately 50g of White Wine after his breakfast and went to sleep/ rest. During
sleep his right foot unconsciously rubbed with his bed, which was made with Iron rebar, and
bruised resulting into profuse bleeding. At about 10:30 Hrs. Mr. Li Gang (roommate of Mr.
Zhang Bao Hong) came back to his dormitory and founded that Mr. Zhang Bao Hong foot
was bleeding plenteously. Mr. Zhang Bao Hong was shifted to C-1 Camp dispensary, where
Dr. Riaz provided first aid and further referred to CMH Muzaffarabad for detail examination.
No serious injury took place to Mr. Zhang except surgical wounds. His condition is better
now.
Site C2:
C2-01/2016: On January 02, 2016, 2:50 pm, one CGGC labour named Muhammad Latif Sheikh
fell from wooden planks height about 3m at TBM Bridge and got injuries on right hand. He was
st
immediately shifted to C2 Dispensary for 1 aid and then shifted to CMH MZD via ambulance for
further treatment and diagnosis. His hand was diagnosed fractured.
C2-02/2016: On January 03, 2016, 09:00 am, Vehicle GO-590 was in Tunnel T3aR~T3bR (A3). It
was in standing condition while a jeep No. 361 collided with it and damaged the left back light.
C2-03/2016: On January 20, 2016, at about 09:00 am an accident took place, when two labours
(Malik Sajeel S/O Muhammad Jameel and Javed Shah S/O Gul Hassan Shah, R/O Thotha) were
removing the ventilation pipes from Adit A4a standing on a platform which was tied/fixed with
bucket of the loader with loose and less quantity of wires. In the meanwhile, when the loader
operator attempted to bring down the bucket towards ground on labour's indication, both the
workers fell to the ground and suddenly after them the loose wires were broken and platform also
fell on them due to jerkiness of the bucket. As a result the workers were intensely injured. They
were immediately brought to C2 infirmary for first aid and then, from there, they both were sent to
CMH MZD for further diagnosis/treatment. Mr. Javeds left leg and jaws were found fracture in his
x-ray report, so he was referred from there to Shifa International Hospital Islamabad for further
treatment. Whereas, Sajeels waist and stomach have some internal injuries, so his treatment is
under review at the CMH MZD.

Action Taken: Contractor has been instructed to use proper methods (according to HSE) of
working on crowns of the tunnel and deploy well trained and authorized drivers/operators for
vehicles/machines.
C2-04/2016:During support work at L1 (Rock Bolt Drilling) near to the Shield, suddenly rock burst
occurred at location 10 to 01 oclock position above the shield. At that time three Pakistani workers
named (Nisar, Amroz & Kamran) and one Chinese person named Qing was injured due to rock
burst, out of four persons one Pakistani named Kamran was severely injured. First aid provided to
injured persons by doctor present on TBM and immediately shifted to Assembly Chamber and
afterwards to C2 infirmary. From C2 all were shifted to CMH MZD for further treatment and
diagnosis. After diagnosing and treatment at CMH, all were discharged and sent to their homes for
rest. It is noted with concern that despite contractor having bullet proof jacket and helmet in store,
workers were not wearing these.
C2-04/2016: On 24th January 2016, at about 1800 hours, vehicle GO-671 driven by Mumtaz
Mughal, hit the C3 police barrier and in a result front screen got damaged. When the driver was
interrogated, he told that when he reached at the barrier the brakes did not work. But after the
accident, the brakes were found normal and the vehicle has not been sent for brakes repairing yet
now.
7.2
ENVIRONMENT
7.2.1

7.2.2
FIELD VISITS
7.2.2.1
Site C1:
Environmental team did not visit the site during the reporting period.
7.2.2.2
Site C2:
The Environmental Monitoring Team visited various work sites on Lot-C1 and made following
observations:-

During the re-construction period of TBM Bridge, the Contractors vehicles were using Baily
Public Bridge at Majhoi. On checking vehicles on the bridge it was noticed that some of the
drivers deployed on heavy vehicles were not carrying their driving license with them. It
appeared to be due to a poor control of the concerned Foreman/ Supervisor of the
Contractor.
Some drivers were carrying expired driving license. This license, however, was valid up to
July 2016. The contractor was advised to keep a check that all the drivers employed on
NJHP work get their driving licenses renewed well in time. No valid driving license should
mean no permission to sit in the driving seat.
Seven workers standing in an open truck were exposed to serious safety risk. On application
of brake or while the truck would take a sharp turn, they could fall within or outside the truck.
The Contractor was advised not to encourage such a risk free lift.
Sitting on the edge of the body of the truck two workers were taking a free ride, but were
exposed to a serious safety risk. On an abrupt brake or while the truck would take a sharp
turn the workers could fall off the edge and be overrun by hind wheel. The Contractor was
advised to avoid such fatal favours.
Passing over Majohi Bridge and heading towards Adit A-3, was a blind vehicle which had
no Registration Plate (Number Plate) and no lights. Inside the tunnel such a vehicle was a
safety risk for everyone moving into the tunnel. The Contractor was advised to dehire such
vehicles.
Even the hind lights of the blind vehicle were missing. The Contractor promised to de-hire
such defective vehicles. Until then, their presence would be marked as hazardous, noncompliance on the score table of the Contractor.
The maximum speed limit for all vehicles on Majhoi Bridge was fixed as a 5km/ hour.
Invariably the Contractors vehicle would not observe that. The Contractor was advised to
train his drivers to respect the speed limit. Any excess would be treated as a safety noncompliance and reflected in the Contractors score table.
A maximum load limit on Majhoi Bridge was 35 tons. Some of the vehicles of the Contractor,
especially those carrying stones to TBM Crushing Plant, were overloaded. Such an excess
could damage Public Baily Bridge, which had been allowed to be used to Contractor, in the
absence of functional TBM Bridge. In case the Baily Bridge collapsed, the Contractor would
lose the only alternate available in the absence of TBM Bridge. A serious public
inconvenience and a strong public reaction would be in addition.
It was a standing order at the New Workshop C-2 that the shift Foreman would follow four
step SOP before starting the work

Explain the Task and any safety risks involved in performing the task.
In simulation exercise, the Foreman Wu Suoli demonstrated the implementation of the SOP for
observation by the visiting monitoring team. The demonstration was up to the mark.
At New Workshop availability of clean drinking water had been ensured. But the cooler had
gone too old to present a clean look and required to be replaced.
At New Workshop, the welders working on preparation of wire mesh were well equipped with
proper PPE for their work. They had dark eyes and face covers, overalls, gloves, safety
shoes and small seats (Chawkees). The contractor was advised to maintain that good
practice
At the New Workshop at C-2, Fire Extinguishers after recharging had been placed in a
corner of the Workshop store rather than fixing them at required fire safety points throughout
the Workshop. The contractor was advised to do the needful forthwith because in case of fire
emergency the fire extinguishers lying in the store could not be of an expedient use.
At TBM Crushing and Batching Plant at C-2 the Foreman Hu Dong satisfactorily
demonstrated in a simulation drill that the pre- work SOP was being followed as follows:
All workers were lined greeted and their PPE was checked. No PPE meant no
work.
Possible Safety hazards involved in the work were explained to each individual or
group.
Mr. HU Dong at TBM Crushing and Batching Plant C-2 also explained some risky task
specific safeguards to workers working on crushers. He warned them to save themselves
from Silicosis by using mouth and nose masks. Interestingly, the Chinese Foreman was
conveying his message in broken English and Urdu but the message was delivered loud and
clear due to a high tone and body language adapted by him.
At TBM Crushing and Batching Plant the sedimentation tanks were rather small. Therefore
the tanks had to be cleaned at least twice a week. Whereas the water flowing through the
series of sedimentation tanks was comparatively clean, water from a broken water channel
of the nearby farmer village was bringing in a lot of eroded soil. The RE earthwork promised
to approach the farmers concerned and get the water channel closed.

At TBM Crushing and Batching Plant C-2, housekeeping had been reasonably improved by
removing the empty bags and storing those at a pre-designated place. Empty cement bags
were auctioned every month by the contractor.
At TBM Crushing and Batching Plant, the drain taking water to the sedimentation tanks had
been kept clean. A marked improvement could be observed as compared to the previous
monitoring visit.
At Crushing and Batching Plant C-2, the handling of Fire Extinguishers is rather poor.
Throughout the visit to the Plant. Only one Foam Fire Extinguisher could be seen which was
not approachable, due to scrap dumped in front of it. That showed a lack of awareness about
the significance and use of Fire extinguishers at the Plant.
At TBM Crushing and Batching Plant at C-2, the cement store storing cement bags, made of
paper, was without a Fire Extinguisher.
The First Aid Box at Crushing and Batching Plant at C-2 was well stocked and a list of
medicines therein, signed by C-2 dispensary Doctor had been displayed on the underside of
the cover of the box. It was reported that following four persons had received First Aid
Training from the Doctor at C-2 dispensary.

The Contractor was advised to get some Pakistani Workers also trained in First Aid dispensary.
At Crushing and Batching Plant at C-2, the Laboratory scientists had managed their Plant
beds for raising coriander. It was an environmental friendly trend
TBM Bridge under reconstruction could be seen from TBM Crushing and Batching Plant.
Previous TBM Bridge was washed away during the 2014 flood in the Jhelum River during
monsoon season. The stated cause was the converging of the river water to pass through a
narrow and lower bridge. On the bridge under reconstruction, four spans have been
maintained as before, but the bridge height had been increased up to the highest flood mark.
An early completion of the TBM Bridge was necessary so as to save the Majohi Baily Bridge
from the heavy load of Contractors vehicle. Reportedly the TBM Bridge would become
functional by the last week of January, 2016.
In response to a demand by local inhabitants of Nagra village, which was endorsed by the
Government of AJK, a protection wall below the village on the right bank of Jhelum River
was under construction. The construction site was located opposite to the Steel Liner Factory
reported by the RCC. Protection wall, expected to be completed by the end of February
2016. The protection wall on completion would be 170 m long, 8 m high and 5 m wide at the

base. Towards the top it would slant on the outside (towards the hill slope). The Space
between the hill slope and the protection wall would be filled with grouted stone masonry. Of
the total concrete as 1700 m, nearly 800m (47%) had been poured till mid January 2016.
The total cost of the structure had been estimated at Rs 40 million.
Near Gari Dopatta on Kumi Kote road, Contractors (CGGC) stone suppliers at C-2 had
taken land on lease from Revenue Department and on recommendation of Mineral Resource
of the Government of Azad Jammu and Kashmir. Mineral Development Dept. had signed a
contract with stone suppliers Muhammad Suleman Abdullah and Muhammad Abdullah.
Major provisions of the contract had been displayed on a notice board under the direction of
the Deputy Commission Muzaffarbad. There were 5 such sites in the proximity of Kumikote
road.
The Contractors produced an Initial Environmental Examination (IEE) report, for clearance of
their stone extraction operation, from the Environmental Protection Agency (EPA) Azad
Kashmir. The clearance to IEE was granted, but the Environmental Management Safeguard
provided in the IEE were being ignored by the stone extractors/ suppliers. A water channel
(nullah) had been choked with waste soil produced as a result of stone extraction. That was
not the only nullah choked permanently in the area.
The stone quarrying on Kumikote road was providing stones to Crushing Plant at C-2 but all
the same was violating all environmental prescriptions agreed with IEE. The quarry was
closer than 50 m to the road. Hillocks with a slope bigger than 60 were being cut vertically.
The waste soil so produced was not being terraced and planted. The best course would be
that stone quarry should continue in the interest of NJHP, but the stone extractors should
start honouring their commitments in IEE.
Right next to the KumiKote road, the waste soil was being thrown into stream beds. Rain
would take that down during very next monsoon rains to Jhelum River and all these
sediments would end up in the Mangla Dam reservoir nullifying the heavy expenses and
enormous efforts out into Mangla Raising Project. The EPA was rightly concerned against
such a bad practice and had lodged a case against the stone suppliers in the Environmental
Tribunal AJK.
Massive amount of muck material falling into the streamlets of the watershed area adjacent
to kumikote road was increasing in size every day due to heavy blasting and stone extraction
in the area next to Kumikote road. Whereas the idea is not to stop stone supply to CGGC but
to make the stone extraction process environmental friendly as committed in IEE.
Due to environmental unfriendly stone extraction process by CGGCs stone suppliers, the
social conditions of the area adjacent to Kumikote road were also being adversely affected.
Kumikote road is getting narrow, heavy machinery of the Contractor is parked right on a part
of the road and the jittery and old machines are emitting toxic smoke. Such an adverse social
environmental impact was not being considered anywhere along the line.

At stone quarry
site No. 4 along Kumikote road, Sub- Contractor of the CGGC stone
supplier, Mr. Muhammad Tahir proudly told Mr. Wafa Windur Ali, Environmental Monitor C-2,
that earlier they had the experience of blasting the Margalla Hills in Islamabad and the same
practice was being repeated in KumiiKote Hills. Mr Tahir was not aware of the IEE or any
provisions contained therein. His total interest was Stone only.
The stone extractor had encroached the KumiKote roadway to construct a room for his
electric generator operator and equipment.
Sometimes under pressure of the EPA the waste soil, fallen on the Kumikot roadway was
collected and put in a dumper. The dumper was then sent a few Kilometers downward and
the waste soil was dumped into a stream course below the road, at an unauthorized site.
That amounted to spreading of negative impacts of stone extraction quarry to areas outside
the authorized lease.
At site 2 of the stone quarry lease, along Kumikot road, a notice board had been fixed under

express request to CRE concerned to close the non-compliance. If such written
request is not received, by the end of the current month, It will get shifted to next
month the CRE may not close a non-compliance.
