Precedence
The Electrical scope of works worksection takes precedence over the referenced Electrical worksections.
All works shall be undertaken in accordance with the latest revision and amendments of Australian Standards
listed throughout this Specification and the following documents:

General: Provide electrical services as documented.
Carry out works at the TasWater [COMPLETE/LOCATION] site. Complete in accordance with all relevant
standards and regulations and to the satisfaction of the Superintendent.

summarised in the following sections.
Where items are nominated by name in this worksection they shall be supplied as detailed in the Preferred
equipment schedule worksection. Options in the Preferred equipment schedule worksection shall be provided as
nominated.

and all ancillary equipment associated with this.

4. Supply and installation of all field labelling of all mechanical and electrical items of equipment
5. Supply & Installation of all lighting, light switches, switched GPOs & process plant outlets, 3 phase
outlets.

Where underground conduits are installed a review will be undertaken to identify the possibility of water entering
the building and or electrical equipment from an external source via the conduit. If this is a possibility (e.g. from a
sloping conduit) a pit with a storm water drain shall be provided prior to the building or electrical equipment to
allow the water to drain out of the conduit before the building or electrical equipment. [LEAVE/DELETE]
Electrical Switchroom
Provide an Electrical Switchroom as documented with suitable space and layout to accommodate the [Main
Switchboard (MSB)/Motor Control Centres (MCC)/DB/VSDs/marshalling panels/cable trays etc]. Provide
adequate access and egress with clearance around switchboards and alternative exit facilities to the
requirements of AS/NZS 3000.

Control and marshalling panels
Provide in accordance with Control and marshalling panel worksection within the Electrical Standard
Specification and as documented.
Installation
Existing Subcircuits: Disconnect all existing, cables, subcircuits and submains from existing distribution boards
being replaced and make safe. Demolish all redundant cabling and reconnect any subcircuits to be reused to
new distribution board. Test and commission all circuits. Replace any circuits not compliant with current
standards including AS3000 and AS3008.
Underground cabling: All underground cabling shall be in conduit.
Telecommunications cabling
Provide in accordance with the Telecommunications cabling worksection within the Electrical Standard
Specification and as documented.
The Site Code(s) associated with the telecommunications cabling installation required are the current asset IDs
Provide structured telecommunications installation including:
-

Cabling and outlets. Each workstation shall have a minimum of 2 outlets installed, terminated and tested. In
high dust environments, shuttered outlets shall be installed.

Relocation of existing Cat 5/5e/6 and fibre patch panels and associated cables in new communications
cabinet.

Minimum 10 (or 25/50/100) pair Cat 3 voice backbone cabling from the MDF

Fibre Optic Cable as scheduled. All fibre optic cable shall include a minimum of 6 (or 12/24) cores. All fibre
cores shall be terminated and tested at installation.

Installation in RTU/PLC cabinet or segregated tier or switchboard module

Enclosed 19 rack assemblies as scheduled to house all active equipment, patch panels and fibre optic
termination enclosures.

Horizontal and vertical cable management in open racks and cabinets.

Building distributor/BD/MDF schedule

drawings. Provide a TRC (violet) and protective earth to the MEN
connection on the building main switchboard as per ACA requirements.
Provide 10 way Krone or Clipsal equivalent backmount jumperable frame
complete with back mounts, all terminal strips, disconnection modules, earth
bar, etc, mounted in a suitably sized Krone or Clipsal enclosure. Provide 4 x

SCADAPak programming tips provided in the PLC/RTU hardware and software worksection of the Electrical
Standard Specification.
Calculations and data processing: Shall typically be completed in the RTU/PLC and not SCADA.
Consequential alarming management: Shall be completed in ClearSCADA and not in the RTU/PLC.
Provide programming as documented and in accordance with the functional description and P&ID provided and
is attached [DELETE/LEAVE]
The contractor shall develop and submit a functional description and P&ID for approval prior to commencing any

Communications interface to Wide Area Network


Communications hardware: The communications device connecting the local area network (LAN) to the Wide
Area Network (WAN) shall be free issued pre-configured and tested. The LAN shall be patched into the WAN
communications interface device by the Contractor.
The communications device on this project will provide both LAN and WAN switching and routing.

Radio Links

SCADA Hardware
Refer to Preferred equipment schedule for details on free issued servers and UPSs.
SCADA server UPS: Shall be supplied free issue on a per project basis. All associated operating system
shutdown software shall be supplied and installed free issued. Free issued software will include pre-configured
operating system for auto shutdown. For detailed specifications refer to TRIM document xx/yyyyy.
SCADA server: Hardware shall be supplied free issue by TasWater on a per project basis. All associated
software shall be supplied and installed free issue by TasWater on a per job basis. Free issue hardware shall
come complete with two LCD screens. Free issued software will include pre-configured operating system,
antivirus protection, drivers, ClearSCADA software and licensing. For detailed specifications refer to TRIM
document xx/yyyyy.
SCADA programming.
Provide in accordance with the SCADA worksections within the Electrical Standard Specification, SCADA Head
End Users Manual - Integrators and as documented.
Calculations and data processing: Shall typically be completed in the RTU/PLC and not SCADA.
Consequential alarming management: Shall be completed in ClearSCADA and not in the RTU/PLC.
ClearSCADA projects to be exported in .sde file format in ClearSCADA 2010 R2.1 format to match head end
version.
Treatment Plants: All SCADA programming is to be provided on the Remote SCADA system and replicated to the
Head End SCADA system including automatic alarm acknowledgment between Remote and Head End
ClearSCADA databases as per the SCADA Head End Users Manual Integrators guide. Any work described as
being completed by a ClearSCADA administrator will be by Others unless advised otherwise.
SCADA alarm severity
Refer to Alarm configuration section within the SCADA worksection for typical alarm severity. Custom alarm
severities are as follows:

hold point prior to FAT. A full point list including alarm severity and any delays prior to escalation shall

Instrumentation
Provide in accordance with the Instrumentation worksection within the Electrical Standard Specification and as

For each instrument provide the mounting, display and accessory options as nominated and further detailed in
the Preferred equipment selections worksections.
Connect I/O, as listed in the Preferred Equipment Schedule, to the local RTU/PLC. As a minimum provide a 420mA process signal and fault signal. Program RTU/PLC and SCADA as per the relevant worksections to display

Generating set Neutral connection: The generating set neutral (or star point of the three phase alternator
winding) shall be connected to the fixed electrical installation neutral via the sub-mains neutral cable
terminated at the neutral bar in the existing Main Switch Board. A suitable MEN link in the MSB of the fixed
electrical installation is to be confirmed by the electrical contractor. The contractor shall also confirm that a
generator frame to neutral connection is not made at the generating set (as per AS/NZS 3010:2005, Figure
2.2).

Generating Set Earthing: The generator set bonding system will be connected to the fixed installation
earthing system via a generator earth cable terminated at the earth bar in the existing Main Switch Board.
Equipotential bonding conductors are to be installed from the top reinforcing mesh in the generator mounting
slab and from any steel structures within the extent of the slab to the generator set bonding system.

Provide concrete mounting pad to AS3600.


Provide vibration suppression as per Power Generation - Engine Driven worksection.

Manuals, documentation and training
Provide operation and maintenance manuals, record drawings and training for all items supplied or installed

An as-installed functional description shall be provided based on the commissioned installation.
An as-installed Process and Instrumentation Diagram (P&ID) shall be provided based on the commissioned
installation.
As-installed drawings and functional descriptions shall be amendments and additions to existing as-installed
documentation to form integrated documents. Additional drawings shall only be created where spare space on
existing drawings is not available or the type of drawing varies from existing (for example Single Line Diagram
compared to Site Plan). TasWater shall provide existing as-installed documentation in AutoCAD and Microsoft
Word version for amendment and additions.

1.8.4 As-installed drawing numbers


As-installed drawings shall be based on the TasWater Autocad templates, including symbols and line types.
These are available on request.
As-installed drawings shall:
-

Include in the title the system name as shown in TRIM e.g. Metropolis Sewage System

Include in the title the system site as shown in TRIM e.g. Smith Street Pump Station

Be numbered according to the following format: XXXXX-YY-ZZZ


Where XXXXX is the Asset ID that can be obtained from a TasWater representative from Navision e.g.
Metropolis Main Sewer Pump Station is MS211,
YY designates an electrical drawing
ZZZ is the next available drawing number for that site and should be reserved.

Design Life

Design life for all equipment and systems provided shall be as follows:
-

Electrical: 30 years.

Electronic/Instrumentation: 15 years.

Telecommunications: 20 years

Software: 5 years.

Atmospheric corrosivity category to AS2312: Category E-M. [SELECT]
