Lawsandmeasureswhichinschoolquestionsfailtorespect
thisfreedomoftheparentsgoagainstnaturallaw,andareimmora
l.TheChurch,
whosemissionitistopreserveandexplainthenaturallaw,asitisdivineinitsorigin,
cannotbutdeclarethat
therecentenrollmentintoschoolsorganizedwithouta
semblanceoffreedom,istheresultofunjustpressure,andisaviolationofevery
commonright.

intoyourearsaGospelwhichhasnotbeenrevealedbytheFatherofHeaven.
ThousandsofpensarewieldedintheserviceofaChristianity,whichisnotof
Christ.PressandwirelessdailyforceonyouproductionshostiletotheFaithand
totheChurch,impudentlyaggressiveagainstwhateveryoushouldhold
venerableandsacred.Manyofyou
,clingingtoyourFaithandtoyourChurch,asa
resultofyouraffiliationwithreligiousassociationsguaranteedbytheconcordat,
have
oftentofacethetragictrialofseeingyourloyaltytoyourcountrymisunderstood,
suspected,orevendenied,andofbeinghurtinyourprofessionalandsociallife
.
WearewellawarethatthereismanyahumblesoldierofChristinyourranks,whowith
tornfeelings,butadeterminedheart,acceptshisfate,findinghisoneconsolationinthe
thoughtofsufferinginsultsforthenameofJesus(Actsv.41).
Today,asWeseeyou
threatenedwithnewdangersandnewmolestations,Wesaytoyou:Ifanyone
shouldpreachtoyouaGospelotherthantheoneyoureceivedonthekneesofa
piousmother,fromthelipsofabelievingfather,orthroughteachingfaithfulto
GodandHisChurch,"lethimbeanathema"(Gal.i.9).IftheStateorganizesa
nationalyouth,andmakesthisorganizationobligatorytoall,then,without
prejudicetorightsofreligiousassociations,itistheabsoluterightofyouthsas
wellasofparentstoseetoitthatthisorganizationispurgedofallmanifestations
hostiletotheChurchandChristianity
.Thesemanifestationsareeventodayplacing
Christianparentsinapainfulalternative,astheycannotgivetotheStatewhattheyowe
toGodalone.

needed,inthelightofbitterexperience.
Religiouslessonsmaintainedforthesakeof
appearances,controlledbyunauthorizedmen,withintheframeofaneducational
systemwhichsystematicallyworksagainstreligion,donotjustifyavoteinfavor
ofnonconfessionalschools.Weknow,dearCatholicparents,thatyourvotewas
notfree,forafreeandsecretvotewouldhavemeantthetriumphoftheCatholic
schools.
Therefore,weshallneverceasefranklytorepresenttotheresponsible
authoritiestheiniquityofthepressurebroughttobearonyouandthedutyofrespecting
thefreedomofeducation.Yetdonotforgetthis:nonecanfreeyoufromthe
responsibilityGodhasplacedonyouoveryourchildren.Noneofyouroppressors,who
pretendtorelieveyouofyourdutiescananswerforyoutotheeternalJudge,whenhe
willask:"WherearethoseIconfidedtoyou?"Mayeveryoneofyoubeabletoanswer:
"Ofthemwhomthouhastgivenme,Ihavenotlostanyone"(Johnxviii.9).
