I.

History and Background:

Priorto1987,variousstatefunddriveswerecoordinatedbydifferentstateemployeeswithin
differentagenciesanddepartments.Therewaslittlechoiceinthedesignationsofnonprofit
organizationstodonatetoanddonatingthroughpayrolldeductionwasnotallowed;however,
charitablegivingbystateemployeeshasastronghistoryinColorado.

Recognizingtheimportanceofcharitablegivingbystateemployeesandunderstandingthatboth
employeesandcharitableorganizationswouldbenefitfromexpandingthenumberofdesignation
choicesmadeavailabletoemployeesandallowingemployeestodonatethroughpayrolldeductions,
GovernorRichardLammsignedExecutiveOrderB01186onJanuary9,1987,establishinga
ColoradoStateEmployeeAdvisoryCommitteeonCharitableGiving,nowknownastheColorado
CombinedCampaignAdvisoryCommittee(CCCAC).TheColoradoCombinedCampaignwascreated
byexecutiveorderandbydedicatedstateemployeestoimprovethestateofColoradoby
encouragingworkplacegivinginalldepartmentsofstategovernment.

ThestateemployeescomprisingtheoriginaladvisorycommitteewereappointedbytheGovernor
andwerechargedwithperformingthefollowingfunctionsincluding,butlimitedto:
Formulatecriteriafordeterminingwhichorganizationswouldbeincludedintheannual
charitablefunddrive;
Designanapplicationprocedurefororganizationstobechosen;
Considerinputfromcharitableorganizationsandstateemployeesinformulatingthesecriteria
andprocedures.

TheExecutiveOrderlistedseveralreasonsforcreatinganannualcharitablefunddriveforstate
employees,including:
Charitablegivingbystateemployeesshouldbeencouragedasanappropriateandconvenient
waytobenefitourcommunities;
Severalannualfunddriveshavealreadybeencoordinatedbystateemployees;
Requestshadbeenreceivedforpermissiontocreateameansforstatepayrolldonations;
Employeesandcharitableorganizationswouldbenefitfromanexpansiondonationchoicesfor
employees;
TheStatewouldbenefitfromhavinganadvisorycommitteetoestablishcriteriaanddesign
proceduresforanexpandedannualdrive.

ThefirstColoradoCombinedCampaignwasthe19871988campaignandraised$540,000.Thefirst
HonoraryChairorCoChairwasLt.GovernorMichaelCallihan.Sincethe19871988campaignthere
havebeen30plusHonoraryorCoChairs.TheCCChasbecomeanannualtraditionofstateemployee
givingbacktoColoradocitizensandcommunitiesthroughCCCnonprofitpartners.Stateemployees
haveconsistentlypledgedamillionplusdollarseveryyearsincethe19971998campaign.

TheCCChasneverbeenmoreimportantthanitistodayasfiscalconstraintscontinuetolimitthe
servicestheStatecanoffertocitizensinneedandasnumerouscommunitiesthroughoutthestate
findthemselvesblindsidedbyemergencysituations.

AlthoughmembershipontheCCCAChaschangedovertheyears,theCCCAdvisoryCommittee
continuestomeetonaregularbasisthroughouttheyearinordertoactivelyoverseethe
administrationoftheannualcampaign.TheCCCACsannualtasksincludesettingCCCpolicyand
updatingtheCCCbylawsasneeded;approvingcampaignbudgets,finances,andpromotional
materials;,approvingapplicationsfromnonprofitorganizations;andrepresentingtheinterestsof
theirfellowstateemployees.

Purpose and Mission:


TheColoradoCombinedCampaignwascreatedtopromoteandsupportphilanthropicgivingbystate
employeesthroughanannualcampaignwhichhighlightshundredsofnonprofitorganizationsserving
ourcitizensthroughoutthestate.ItisaworkplacegivingcampaignthatprovidesawayforColorado
governmentemployeestodonatetocharitiesthatbenefitColoradans.Theycontributethrough
payrolldeductionorbycash,checkorcreditcard.Theopportunitytodonatethroughpayroll
deductionallowsforemployeestoplanregulardeductionsovera12monthperiod.Alldonationsto
theCCCarevoluntary,confidentialandtaxdeductible.Payrolldeductionscanbestoppedatany
time.
Givingasagroupincreasesthepositiveimpactofindividualstateemployeedonationswhenadded
together.EachyearthegenerousdonationsmadethroughtheCCCbenefithundredsofnonprofit
organizationsandexemplifythededicationthatstateemployeesdemonstrateintheirdailyworkfor
thestate.Thesenonprofitorganizationsareessentialtotheprogressofthisbeautifulstateandrange
incausefromhealthcaretochildadvocacytoenvironmentalprotectionandsomuchmore.State
employeesmaydesignatetheirdonationstooneormorecharitiesorgroupsofcharitiesknownas
federations.
TheColoradoCombinedCampaignencouragesColoradostateemployeestocreateacultureof
charitablegivingthatpositivelyimpactsthecitizens,communities,andnaturalresourcesinColorado
byprovidingthemwiththeabilitytoeasilydonatetohundredsofqualifiednonprofitorganizations.

Overview of the CCC

nowknownastheColoradoCombinedCampaignAdvisoryCommittee.Therehavebeen
otherExecutiveOrdersregardingtheCCCsignedbyGovernors.

EverythreetofiveyearstheDepartmentofPersonnelandAdministration(DPA)sendsthe
ColoradoCombinedCampaignvendorcontractoutforcompetitivebiddingfromthepublic
throughaDQ(documentedquote)orRFP(requestforproposal)process.Clickhereforan
exampleoftheDQusedin2013.SomemembersoftheAdvisoryCommitteewillbeexpected
toworkwithourDPAcontactstohelpconstructtheDQorRFPlanguage,reviewbids,answer
questionsregardingtheCCC,andparticipateonthebidreviewcommitteethatwillchoose
whotoawardthecontractto.TheCCCwillbeassignedaspecificDPArepresentativetowork
withandthatpersonwillwalktheCCCthroughtheprocurementprocess.
TheDQorRFPwillbepostedontheappropriateDPAprocurementorvendorservicewebsite
andshouldbeadvertisedonvariousnotforprofittradewebsitesandintradepublications.
IntheeventofaconflictorotherinconsistencybetweentheCCCBylawsandtheCCCVendor
contract,onpage12ofthecontractinSectionI,anorderofprioritiesislistedwhichshouldbe
usedtoresolveanysuchconflictsorinconsistencies.

currentCCCVendorandCampaignManager.ItistheCCCAdvisoryCommitteesgoaltostore
asmanyhistoricaldocumentsaspossibleelectronicallyandinourowndatabases.

e. Financials
i.

CCCBudgetAspartoftheCCCBylaws[SectionV(B)]andasrequiredinthevendor
contractwiththeDPA,theCCCCampaignManager/Vendor(CMV)willsubmitannual
campaignbudgettotheCCCAdvisoryCommittee(CCCAC)foritsapproval.Thebudget
submittedtotheCCCACmusthaveanticipatedcampaignneedsandcostsclearly
brokendownfortheCCCAC.ItalsoneedstoprovidetheCCCACwithatotal
administrativecostpercentage.Generally,theCCCACsgoalistoapproveacampaign
budgetof15%orlessoftheprojectedfundraisingtotalfortheyear.Thisworksgreat
whenfundraisingtotalsaresignificantlyabove$1Mdollars,butwhenfundraising
totalsdipdownto$1Morbelow,theCCCACmayneedtoapproveabudgetthatis
higherthan15%.WhenthisoccurstheCCCACshouldworkwiththeCMVtocut
expenseswhereverpossiblewithoutadverselyaffectingtheupcomingcampaign.Itis
alsoimportantfortheCCCACtorealizethatamilliondollarcampaigninevitablywill
haveasignificantamountofsetexpensesandwillmostlikelyalwayscostatleast
around$150,000ayear.

Onceabudgetpercentagehasbeenapproved,theCMVwillbedirectedtosetasidea
setpercentage(a5%or12%)ofallincomingmoniesinordertohaveanadministrative
accounttochargeexpensesto.

ii.

Expenses/InvoicesEachmonththeCampaignManager/Vendor(CMV)will
providetheCCCExecutiveCommittee(CCCEC)withanexpensereportandinvoicefor
CCCexpenses.EachmemberoftheCCCECwillreviewthereportandinvoice.Two
membersofCCCECwillneedtosignoffoneachmonthsinvoicebeforetheCMVcan
transferCCCfundsforpayment.

Whenreviewingexpensereportsandinvoices,oneshouldbeawareofwhatisthe
approvedorexpectedbudgetforcertainitemsandfeelfreetoaskquestionsorforan
explanationforanythingthatseemsoff suchasexpensesoutofseason,itemsover
budget,duplicateexpenses,unusualchangesinmonthlybillingamounts,etc.

Inaddition,itistheCMVsresponsibilitytoinformtheCCCECandAdvisoryCommittee
ofanysubstantialchangesinapprovedbudget.AsrequiredbytheDPAcontract,all
outgoingchecksfromCCCfundsrequiretwosignaturesandadesignatedpersonfrom
theDPAmusthavetheabilitytoreviewCCCbankaccountsatanytime.TheCMV
shouldprovideregularbankactivityreportstotheDPAandCCCECorasrequested.

ContributionTrackingContributiontrackingisimportantandreliesonattention
frommanydifferentplayers.DuringandaftertheannualCCCcampaigntheCampaign

Manager/Vendor(CMV)willsendregularreportsofdonationstotheCCCExecutive
Committee(CCCEC)andAdvisoryCommittee(CCCAC).TheCMVisresponsiblefor
makingcertainthatallmoniesdonatedtotheCCCarereceivedintotheCCCaccounts
anddistributedasindicatedasdonors.LeadCoordinatorsassisttheCMVbychecking
allpaperformsturnedintothemandbyaccuratelyfillingoutdonationreportforms
fortheiroffices/agenciesbeforeturningalltheinformationintotheCMV.Afewdays
afterthefirstoftheyear,theCMVwillalsosendtoLeadCoordinatorsandPayroll
Departmentsthelistofonlinedonorsfromtheiroffices/agenciesdonatingthrough
payrolldeductions.TheCMVmaychoosetocrosschecktheirpayrolldonation
informationwithindividualpayrollrecordstomakesurethatallinformationhasbeen
enteredcorrectly.

Electronicversionsofpledgeformsandpledgeprocessingformscanbefoundonthe
CampaignResourcespageforLeadCoordinators

PerSectionsVandVIoftheCCCBylaws,theCMVisalsoresponsiblefordistributing
moneytotheCCCsnonprofitpartnersasdirectedbyCCCdonors.TheCCCACandthe
CMVholdfederationsandumbrellaorganizationsresponsiblefordistributingCCC
moniesasrequiredinthebylawsandforholdingthenonprofitsundertheirumbrella
tousing85%ofanyCCCmoniesonprogramcostsonly.

AtanypointtheCMVmaydoarandomcheckofnonprofitaccountstomakecertain
thatCCCpoliciesarebeingadheredto.

III. Roles, Duties, and Responsibilities of


Key Personnel
a. Executive Committee
ThedutiesandresponsibilitiesoftheCCCAdvisory(CCCAC)andExecutiveCommittees
(CCCEC)arespelledoutinSectionIVoftheCCCBylaws.TheCCCECconsistsofthreeAdvisory
CommitteememberswhoserveasChairperson,vVceChairperson,andCommittee
Administrator.TheBylawsdetailthespecificdutiesofeachCCCECposition,aswellaswhen
electionsareheld,thelengthofterms,andwhattodowhenthereisavacancyontheCCCEC.
TheCCCECworkstogetherasateamtogivedirectiontotheCampaignManager/Vendor
(CMV)regardingtheupcomingcampaignandanyotherissues,concerns,oropportunitiesthat
mayneedtobeaddressed,helpwiththerecruitmentofCCCACmembersandLead
Coordinatorswhenneeded,helpplanCCCACagendas,andkeepCCCACmembersinformed
andinvolved.CCCECmembersarealsotaskedwithmonitoringtheCCCbudgetonamonthly
basisthroughtheinvoiceandexpensereviewprocess,approvingpaymentsforadministrative
expensestotheCMV,andshouldbekeptuponbankaccountactivityonaregularbasis
throughouttheyear.Inaddition,theCCCECworkswiththeCMVregardingthemaintenance
andstorageofCCCinformationandhistoricaldocuments.

ACmemberrecruitment.AnimportantcomponentoftheCCCECsdutiesistotrytorecruit
CCCACmembersfromunrepresentedagenciesoruniversitieseachyear.TheCCCECreaches
outtoLeadCoordinatorsattheannualkickoffandthankyouevents.InadditiontheCCC
ExecutiveDirectormentionsCCCACopeningstoLeadCoordinatorswheneverappropriate.
TheCCCEChasdevelopedsomedocumentsthatcanbeupdatedandpersonalizedandsentto
potentialCCCACmembersandtheirsupervisor.Thesedocumentsaremeanttogivealittle
backgroundontheCCCACandwhatisexpectedofapotentialmember.

b. Advisory Committee
ThedutiesandresponsibilitiesoftheCCCAdvisory(CCCAC)andExecutiveCommittees
(CCCEC)arespelledoutinSectionIVoftheCCCBylawsandalsointheCCCACjobdescription
approvedbythecommitteein2014(andcopiedinbelow).
Ideally,theCCCACwouldconsistofonerepresentativefromeachstateagencyandstate
college/university.Butthisisnotrealistic.TheCCCACusuallyhas15to20stateemployee
membersrepresenting15to20stateagenciesand/oruniversities.TheCCCBylawsalsoallow

foracertainnumberofatlargeCCCACmembersaslongastherearenotmorethantwo
membersfromthesameagency/university.Theallowanceofatlargemembershipshas
helpedtheCCCACwhentransitioningtonewrepresentativesandinengagingstateemployees
whoareinterestedinworkingwiththeCCCatthisleveleventhoughtheiragencyalreadyhas
onerepresentative.
BasicresponsibilitiesoftheCCCACmemberaretobeinvolvedinoverseeingandmaking
decisionsregardingtheannualCCCcampaign.Thisincludes:

SettingCCCpolicyandupdatingtheCCCbylawsasneeded;
Reviewingandapprovingannualcampaignbudgets,finances,andpromotional
materials;
Reviewingandapprovingapplicationsfromnonprofitagencyorganizationsfor
inclusioninthecampaign;
ReviewingandapprovingtheannualplanpreparedbytheCampaignManager/Vendor
(CMV);
HelpingandparticipatingwithspecialeventsandLeadCoordinatortraining;
Assistingwiththeirowndepartment/universitycampaignasnecessarycoordinated
withthedepartment/universityLeadCoordinator;
Serveonasubcommitteetoplanaspecialevent,resolveanoutstandingissue,or
updatethebylaws;
Andrepresentingtheinterestsoftheirfellowstateemployees.

CCCAdvisoryCommitteeMemberJobDescription
ParticipatesontheCCCAdvisoryCommitteeasfollows:
1. OverseestheannualcharitablegivingcampaignforColoradoStateEmployees.
2. Whennecessary,assistsinCCCcampaignmanagerselectionprocess.
3. Reviewsandapprovesthecampaignmanagersannualplanandbudget.
4. Reviewsthecampaignmanagersoverallperformance,administration,andfacilitation
ofCCCactivities.
5. Reviewscharitablefederation/umbrellaorganizationandcollege&university/state
serviceorganization(SSO)applicationsforpossibleinclusionintheCCC.
6. Recommendsapprovalorrejectionoffederation/umbrellaorganizationsorSSOsfor
CCCparticipation.
7. Reviewsandamendsbylawsasneeded.
8. RepresentshisorherstateagencyoreducationalinstitutionontheCCCandservesas
aCCCliaisonwithotherstaffandexecutivedirectors.

9. Attendsandparticipatesinasmanyadvisorycommitteemeetings/eventsaspossible.
Requestedcommitmentlevelattendanceathalfofthemeetings/eventseach
calendaryearandservingonatleastonesubcommittee.
10. Ifelectedbythecommittee,servesontheexecutivecommitteeaschair,vicechairor
secretary/financialofficerandfulfillsdutiesasdescribedinbylaws.
11. Activelysupportstheeffortsofhisorherstateagencyoreducationalinstitutionslead
coordinator.
12. Whenneeded,assistscommitteeinengagingleadcoordinatorswithinhisorher

agencyoreducationalinstitutionfortheannualcampaign.

13. Whenleavingthecommittee,assiststhecommitteeinengagingareplacement

representativefromhisorheragencyoreducationalinstitution.

AnnualreviewingofapplicationstotheColoradoCombinedCampaign:
OneofthemostimportanttasksthattheCCCAdvisoryCommittee(CCCAC)undertakesisthe
annualreviewofthenonprofitsthatwishtobeincludedinthecampaign.Mostofthe600+
organizationsbelongtoaFederationorUmbrella**organization,whichsignificantlycuts
downonthenumberofapplicationsthattheCCCAChastoreview.Eachfederationor
umbrellaorganizationisresponsibleforputtingtogetheroneapplicationforallofthe
organizationsunderitsumbrella.Generally,therewillbeapproximately25to30federation
applicationstoreviewand25to35Colleges&Universities/StateServiceOrganizations
(CU/SSO)++applicationstoreviewannually.
TheapplicationreviewmeetingusuallyoccursinMarch.Theprocesscanbeanalldayevent
andistypicallyheldattheofficeofthecampaignmanager.Itisusuallyscheduledtostartin
themorningandlunchisprovided.

Applicationreviewprocess.CCCACmembersarepairedupwithatleasttwomembers
reviewingeachapplicationsothat,ifapplicable,anynewmemberscanworkwithaseasoned
memberandfamiliarizethemselveswiththeprocess.

** Umbrella Organization An organization that is registered as a non-profit organization in Colorado by


obtaining a Certificate of Authority from the Secretary of States office, is exempt from federal income tax
under Internal Revenue Code 501(a) as described in Section 501(c), serves as the agent for a group of at least
five (5) charitable organizations and otherwise meets the criteria established in the Bylaws of the Colorado
State Employee Advisory Committee.
++Colleges & Universities/State Service Organizations (CU/SSO) An organization that a registered nonprofit organization in Colorado by obtaining a Certificate of Authority from the Secretary of States office, is
exempt from federal income tax under Internal Revenue Code 501(a) as described in Section 501(c), is
directly associated with a department of the State of Colorado Government and otherwise meets the criteria
established in the Bylaws of the Colorado State Employee Advisory Committee.

ApplicationsareusuallyreviewedpriortotheCCCACsreviewmeetingbyCCCstaffin
anefforttoidentifyanymissingorincompleteinformationfromapplicationsandto
obtainthismissinginformationfromtheapplicants.
CCCStaffcompletesthecheckofflistoftherequiredcriteria(fromthebylaws)for
inclusionintheColoradoCombinedCampaign.Thislistisprovidedwitheach
applicationandissubjecttoverificationbytheCCCAC.
AsCCCACmembersrevieweachapplication,thesubstantive1itemsarereviewed,
discussed,andadeterminationismadeoneachissue.Thedeterminationsareas
follows:
o Ifallrequireditemsareintheapplication,thereviewerswillnotethisonthe
checkoffform,signanddatetheform,andplacetheapplicationintheirstack
ofapplicationstorecommendthecommitteeapprovetheapplication.
o Ifsomethingismissingfromtheapplicationpacket,thereviewerswillnote
whatismissing,signanddatetheform,andplacetheapplicationintheirstack
ofapplicationstorecommendthecommitteeconditionallyapproveupon
receiptofthemissingitemsorapprovependingreceiptof....Meaningthat
oncethemissingitemshavebeenreceivedtheorganizationisapprovedfor
inclusionthereisnoneedforthecommitteetorevisittheapplication.Ifthe
itemsarenotreceivedthentheorganizationshouldnotbeincludedinthe
campaign.
o Ifthereviewersfindsignificantomissionsorproblemswiththeapplicationor
thattheAFR%doesnotfitwithinthecriterialistedintheCCCbylaws(andthe
reasonstatedforthehighAFRisquestionable)ortherelationshipwiththe
stateisweak(thisonlyappliestoCU/SSOs)theywillnotethisonthecheckoff
form,signanddatetheform,andplacetheapplicationintheirstackof
applicationstodiscusswiththecommitteeinmoredetailandpossibly
recommendthecommitteeconsidertheorganizationpendingdenialor
denied dependingontheirrecommendedaction.Pendingdenialisa
recommendationthattheorganizationbeallowedtocorrectorexplainany
problemswithinasettimeframeandbereconsideredbythecommittee.
Deniedindicatesthattheapplicationdoesnotcurrentlymeetthe
requirementsoftheCCCandisnotexpectedtowithinthenextcoupleof
months.Theapplicantiswelcometoapplythenextyearalthough,inthecase
ofaCU/SSOwithoutastaterelationship,theapplicantmayjustneedtojoina
federation.
Onceallapplicationshavebeenreviewed,thereviewerswillreportbacktothe
committeetherecommendedstatusfromeachoftheapplicationstheyhave
reviewed.Oncethisinformationisrecordedfromallreviewers,motionswillbemade

UsuallyistheconnectionwiththeStateofColoradoand/ortheadministrativefees.

toapprovethelistoforganizationsrecommendedforapproval,conditionally
approvethelistoforganizationsrecommendedforconditionalapproval,andto
considerotherorganizationseitherpendingdenialordenied.
AttheAprilmeeting,theCCCstaffwillreporttotheCCCACwhichorganization
providedinformationandarenowconsideredapproved.CCCstaffwillalsoprovide
thecommitteewithanyapplicationinformation,suchasupdatedstatementsofState
relationship,orotheritemsthatrequirereconsiderationbythecommitteeandanew
voteontheapplicantsapprovalstatus.

TwotofourtimeseachyearCCCAdvisoryCommittee(CCCAC)memberswillbeaskedto
volunteertoserveonadecisionmakingsubcommittee.Thesesubcommitteesconsistofthree
ormoreCCCACmembersandaCCCstaffmember.Thesesubcommitteestraditionallymeet
onlyoncetodiscussandmakeanymajordecisionsandcompletetherestoftheprocess
electronicallyineffortstobemindfulofmemberworkloadsandresponsibilities.
Eachyearthestandardsubcommitteesforplanningandimplementingare:theKickoffEvent,
theCampaignResourceDirectory,andtheThankYouEvent.Anyotheradhoc

The Lead Coordinator is responsible for developing the organizations annual campaign and a
strategy for encouraging employee giving. A successful coordinator will be able to work
effectively with the Advisory Committee, CCC staff, group coordinators and volunteers. The
coordinator will delegate tasks to the support team, schedule all meetings for their location,
motivate volunteers and provide overall enthusiasm for a successful campaign. Additionally,
the coordinator must carefully maintain records for contributions, submit reports on
campaign contributions, and communicate, as required, to the CCC staff and Advisory

Presidents

employees.EveryyeartheCCCappropriatesseedmoneytohelpdefraythecostsofthese
typesofevents,activities,andpromotions.Theamountofseedmoneythatisallocatedfor
eachagencyorcollegeequatestoanickelforeachemployee.Forexample,ifanagencyor
collegehas1,000employeesitwouldbeeligiblefor$50inseedmoney.
TheCCCencouragesLeadCoordinatorstotrytoincorporateagencyfairsorpresentations
withtheirpromotionactivities.Itmustbenotedthatthesedepartmentspecificeventsare
completelyoptionalandareatthediscretionoftheLeadCoordinator.TheCCCACandthe
CCCDfullysupportanyoftheeffortsthatgoonstatewideandwilltrytoprovideany
assistance,asneeded,inorderforthecampaigntorunsmoothlyandeffectivelythroughout.

CombinedCampaigntocoordinatealarger,combined(twoormoredepartments)agencyor
statewidefundraisingeventorseriesofeventsonbehalfoftheCCC.Afewexamplescould
bea5KFunRun,golftournament,hostedevent(party,hauntedhouse),orpublicauction.
TheCCChaslimitedexperiencewiththesetypesoflargeeventsandreliesheavilyonthe
knowledge,advice,andexpertiseofitsCampaignManager/Vendorinevaluatingtheprosand
consoftheevent,aswellasacandidestimateontheamountofCCCAdvisoryCommitteeand
stafftimewillberequiredtofulfillanycommitmentneedfromus.Thesetypesofeventsare

EXECUTIVE ORDER

Designating the Colorado Combined Campaign


for the purposes of C.R.S. 24-50-104(8)(c)

Pursuant to the authority vested in the Office ofthe Governor ofthe State of
Colorado, I, Bill Owens, Governor ofthe State of Colorado, hereby issue this Executive
Order identifying the Colorado Combined Campaign as the sole entity authorized as
"state-sponsored for all state employees" and defining the policy ofthe State regarding
payroll deductions.
1.

Background and Need

In 1996, the General Assemblyadopted broad reforms ofthe personnel system.


Specifically, the legislature adopted and Governor Romer signed a bill that
repealed the automatic approval ofall written requests for state government
implemented payroll deductions in favor ofthe provision that is the law today.
Pursuant to those statutory reforms, the Department of Personnel /General
Support Services ("GSS") is required to undertake a review ofall payroll
deductions processed by the State Colorado. This duty is entrusted to the
Executive Director of GSS or the director's designee to regulate, approve and
review all payroll deductions other than those expressly authorized by statute
(such as federal tax withholdings) or those that are state sponsored for all state
employees. This second category was not defined by the legislature.
For some time, the State of Colorado has accepted the administrative burden of
processing personal payroll deductions for employees and sending those
payments to other institutions and organizations. In fact, the State currently
processes an unidentified number ofpayroll deduction requests monthly. The
Executive Director of GSS is now undertaking a review ofall payroll deductions
processed by the State of Colorado.

As a policy, state government should not use taxpayer resources to duplicate


services that can be provided by the private sector. Payroll deduction services
should be used for administrative convenience to the State to reduce the burdens

on state government in providing employment related services to its employees.


Individuals who choose to deduct from their accounts for personal reasons have
the ability to arrange for personal deductions through their private financial
institutions. Privately arrangedtransactions function as effectively as the current

state administered payroll deductions and provide greater privacy protection for
an employee's individual deduction choices.
2.

Designation

Because Colorado Revised Statute 24-50-104(8)(c) does not specifically define


which entities are "state-sponsored for all state employees," the executive branch
must adopt a policy that is most consistent with the intent ofthe legislature. The
legislative history for this provision indicates thatthe General Assembly intended
this provision to allow for contributions that fund the Colorado Combined
Campaign's charitable activities. Having no additional criteria to apply, I
designate the Colorado Combined Campaign as the only entity "state sponsored
for all state employees" in C.R.S. 24-50-104(8)(c).

Past Orders Superceded and Replaced

This Executive Order shall supercede and replace all previous Executive Orders
pertaining to payroll deduction processing.

EXECUTIVE ORDER
Rescinding Executive Order D 007 01
Pursuant to the authority vested in the Office of the Governor of the State of Colorado, I,
Bill Ritter, Jr., Governor of the State of Colorado, hereby issue this Executive Order rescinding
Executive Order D 007 01, which designated the Colorado Combined Campaign as the sole or
only entity authorized as "state-sponsored for all state employees" for purposes of C.RS.
24-50-104(8)(c).
1.

Background and Purpose.

From the 1930s until 2001, the State of Colorado allowed its employees to sign up for
payroll deductions. The State of Colorado deducted the dues from employees' paychecks and
forwarded the money collected to the employee associations. This process is known as "dues
checkoff."
In 1996, the General Assembly enacted Senate Bill 96-228, which reorganized the
Department of Personnel and Administration. This bill also repealed two statutes enacted in the
1970s and replaced them with. C.RS. 24-50.3-104(8). This new subsection continued to
require the Executive Director of the Department of Personnel and Administration to "regulate,
approve, and review all payroll deductions for all state employees," and continued to exempt
deductions that were "expressly authorized by statute, or state-sponsored." Under that law, the
employee associations no longer had a statutory right to automatic payroll deductions. In 1998,
House Bill 98-1312 repealed C.RS. 24-50.3-104(8) and reenacted it at its current location,
C.R.S. 24-50-104(8). Despite the statutory changes affecting automatic payroll deductions, the
dues checkoff program continued unchanged, and employee associations as well as many other
entities continued to utilize the program until 2001.
On May 25,2001, five years after the most recent substantive statutory change, Governor
Owens issued Executive Order D 007 01. In that Executive Order, the dues checkoff program
was substantially altered. Specifically, Executive Order D 007 01 designated the Colorado
Combined Campaign as the "sole entity authorized as 'state-sponsored for all state employees'"
under C.R.S. 24-50-104(8)(c). The statute and legislative history, however, support a broader
interpretation of which entities qualify as "state-sponsored for all state employees" under C.RS.
24-50-104(8)(c) than is set forth in the Executive Order. Therefore, I am rescinding Executive
Order D 007 01.

2.

Directive.

I hereby rescind Executive Order D 007 01. This rescission of Executive Order D 007 01
does not alter or effect the Colorado Combined Campaign's designation as an entity that is
"state-sponsored for all state employees." However, all other designations and directives in
Executive Order D 007 01, including the designation of the Colorado Combined Campaign as
the sole or only entity "state-sponsored for all state employees" under C.R.S. 24-50-104(8)(c),
are hereby rescinded.
3.

Duration

This Executive Order shall remain in force until further modification or rescission by the
Governor.

I. PURPOSE
A. To encourage charitable giving by expanding the choices of qualified and approved organizations in the COLORADO
COMBINED CAMPAIGN as a way to benefit the State and individual communities.
B. To set forth guidelines for an annual fund drive, hereinafter referred to as the COLORADO COMBINED CAMPAIGN
(hereinafter CCC,) to be coordinated by State employees in cooperation with approved organizations.

II. DEFINITIONS
Accrual Accounting System An accounting system recognizes revenues when earned rather than when cash is received
and recognizes expenditures when incurred rather than when paid.
Administrative Costs Any general administrative and fund raising expenses as defined by generally accepted accounting
principles not used for direct services.
Advisory Committee Member: A State of Colorado employee who is on the payroll of the respective state department or
institution of higher education, is appointed, if appropriate, by their respective departments Executive Director or Chief
Executive Officer, institution of Higher Education President, State Court Administrator, Legislative Director or Designee,
and is not a temporary classified employee.
Annual Budget An itemized summary of estimated expenditures and income for a one-year period.
At-Large Committee Member: A State of Colorado employee who is on the payroll of the respective state department or
institution of higher education, has attained any required supervisor permission for working on outside of office projects,
and is not a temporary classified employee who serves on the Advisory Committee with the same rights, responsibilities,
and voting privileges as Advisory Committee Members.

Audit An examination of books, records and financial statements to check and verify their fairness and accuracy.
Bylaws A set of procedures or guidelines. Rules adopted by an organization chiefly for the government of its members
and the regulation of its affairs.
Campaign Manager The organization contracted with and the individual designated by that organization to manage the
CCC and subject to oversight by the Colorado State Employee Advisory Committee and the Executive Director (DPA).
Campaign Plan The detailed annual plan prepared and developed by the Campaign Manager which guides the CCC and
is approved by the Colorado State Employee Advisory Committee.
Cash Basis of Accounting An accounting system that recognizes revenues when the cash is received rather than earned
and recognizes expenditures when paid rather than incurred.
Charitable Giving A gift for public benevolent purposes. In the CCC, a financial pledge or gift to an approved
organization that benefits the needy, suffering or other vital community services within the State of Colorado.
Charitable Organization An organization that is registered as a non-profit organization in Colorado by obtaining a
Certificate of Authority from the Secretary of States office, is exempt from federal income tax under Internal Revenue
Code 501(a) as described in Section 501(c), is a member of an umbrella organization and otherwise meets the criteria
established in the Bylaws of the Colorado State Employee Advisory Committee.
Colorado Combined Campaign The annual fund drive for charitable giving by State employees which is established by
Executive Order.
Colorado State Employee Advisory Committee on Charitable Giving A committee composed of employees from
each of the Branches and all Departments of the State of Colorado that advises the Governor and the Executive Director
(DPA) regarding all aspects of the CCC.
Contribution Money given or pledged to the CCC.
Contribution Year Calendar year.
Colleges & Universities/State Service Organizations (CU/SSO) An organization that a registered non-profit
organization in Colorado by obtaining a Certificate of Authority from the Secretary of States office, is exempt from federal
income tax under Internal Revenue Code 501(a) as described in Section 501(c), is directly associated with a department of
the State of Colorado Government and otherwise meets the criteria established in the Bylaws of the Colorado State
Employee Advisory Committee.
Criteria A standard rule, or test on which a judgment or decision may be based.
Designated Funds To specify or stipulate one or more organizations which are to receive a prescribed amount or portion
of the donation pledged by a particular State employee.
Direct Cost A cost for services or goods provided in direct support of a program; fund-raising and administrative
expenses associated with a program are not considered direct costs.
Direct Services Services and goods provided in direct support of a program; fund-raising and administrative expenses
associated with a program are not considered direct services.
Direct Solicitation Approaching, contacting, urging or influencing any State organization or employee at the work site
regarding contributions or designations during the CCCs fundraising drive.
Employee or State Employee Any temporary, permanent, part-time, or full-time person employed by the State of

Colorado.

Executive Order An order or directive issued by the Governor of the State of Colorado.

Federation See Umbrella Organization.

Fund-raising Any activity intended to raise funds for a non-profit organization.

Generally Accepted Accounting Principles A common set of accounting standards and procedures that either have been

established by the governing bodies of the accounting profession or have been accepted over time as appropriate because of

their universal application.

Guideline A statement of policy or procedure.

Lobbying The act of trying to influence legislators or officials, especially in favor of a special interest.
Non-designated CCC Funds funds pledged to the Colorado Combined Campaign but not designated to a specific
charitable, umbrella, federation, or colleges & universities/state service organization.
Non-Profit Organization An organization that is exempt from federal income tax under Internal Revenue Code 501(a).
Pledge A binding promise or agreement to do or forbear.
Policy A plan or course of action designed to influence and determine decisions, actions and other matters.
Procedure A particular way of accomplishing something. An established way of doing something.
Umbrella Organization An organization that is registered as a non-profit organization in Colorado by obtaining a
Certificate of Authority from the Secretary of States office, is exempt from federal income tax under Internal Revenue
Code 501(a) as described in Section 501(c), serves as the agent for a group of at least five (5) charitable organizations and
otherwise meets the criteria established in the Bylaws of the Colorado State Employee Advisory Committee.
Uncollectible Funds Unmet pledges or other monies which are donated but not actually deducted from the payroll or
paid to the CCC and deposited to the account established by the Campaign Manager.
Volunteer Coordinators (or lead coordinators) are individuals from various state agencies and offices who volunteer to
coordinate the running of the Colorado Combined Campaign and collection of pledge information for their office or
agency.

III. CAMPAIGN GUIDELINES


A. The Colorado State Employee Advisory Committee on Charitable Giving (hereinafter referred to as the Committe e),
which was created by Executive Order B 011 86, will establish criteria and procedures for the CCC.
B. A Campaign Manager, hereinafter referred to as the Manager, responsible for the administration of the CCC will be
nominated by the Committee with final approval by the Executive Director (DPA) or designee, hereinafter referred to as the
Executive Director (DPA).
C. No direct costs associated with the CCC will be borne by the State. All costs, such as payment of the Managers fees,
printing of brochures, preparation of presentations and other promotional costs shall be borne by the proceeds from the
campaign.
D. The contribution year for the purpose of annual payroll deductions of charitable contributions shall be the calendar year,
unless otherwise authorized by the Executive Director (DPA).
E. The Manager shall prepare a detailed plan, hereinafter referred to as the Plan for the CCC for submission to the
Committee by May 31st of each year.
F. The Manager shall implement the Plan upon approval by the Committee.
G. Prior authorization from the Committee is required for any significant variation from the approved plan. Non compliance with this provision shall be cause to relieve the Manager from his/her responsibilities.
H. The Committee has a policy of non-discrimination with regard to race, color, religion, national origin, disability, age,
gender or sexual orientation.
I. The Committee requires all organizations to be in compliance with all applicable federal and state statutes or regulations.
J. With an ever increasing number of national and international disasters vying for charitable contributions, the Committee
recognizes that State employees may wish to contribute to organizations that provide services outside of the State of
Colorado. The central tenet of the CCC is that money raised in Colorado stays in Colorado to benefit Coloradoans and
therefore cannot be used for donating to organizations outside of Colorado.
K. All participating CCC entities shall certify that they are in compliance with all statutes of the United States of America
Patriot Act.

IV. COMMITTEE MEMBERSHIP, DUTIES, AND RESPONSIBILITIES


A. Advisory Committee Membership:
1) Shall consist of one primary representative serving as the Advisory Committee Member from each state
department or institution of higher education. These primary representatives should be, if appropriate, appointed
by their respective departments Executive Director or Chief Executive Officer, institution of higher education
President, State Court Administrator, Legislative Director or Designee.
2) In addition to Advisory Committee Members, departments or institutions of higher education may have At Large Committee Members. At-Large members provide additional outreach to other departments or institutions
of higher education that may be unrepresented or underrepresented as well as providing additional strength and
support to the committee. To become an At-Large member, a state employee should notify the Advisory
Committee of his or her interest and obtain, if appropriate, any necessary supervisor approval for participation in
an outside of office project.
3) Limitations on At-Large Committee Membership:
a. The number of At-Large members allowed on the Advisory Committee shall not exceed 15% of the
number of potential primary members. For example: if there is the potential for 27 Advisory Committee
Members to be appointed by the departments and institutions of higher education then the nu mber of
permitted At-Large members would be 4 (i.e. 15% of 27 = 4.05).
b. No department or institution of higher education shall have more than 2 At-Large members on the
Advisory Committee.
B. Advisory Committee duties and responsibilities:
1) Oversee the annual charitable giving campaign for Colorado State Employees, which includes but is not limited
to, assisting with training and other campaign coordinator activities, supporting department or institution of higher
education campaign activities, and, when needed, assisting the committee in recruiting campaign coordinator or
committee member replacements.
2) Be responsible for developing and amending bylaws as necessary, including the method for selecting officers.
3) Participate in the State procurement and application process for the selection of a Campaign Manager who will
serve for up to five (5) years at the discretion of the Committee.
4) Review and approve the Plan and budget prepared by the Manager as described in Section V (B) and (C) of
these bylaws.
5) Review each CU/SSO and umbrella organizations application to determine if each applicant meets all criteria
set forth in Section VIII (A), (B), and (C) and approve or disapprove each application for inclusion in the CCC.
6) At its discretion, discontinue distribution of funds to any charitable organization or umbrella organization that,
after approval by the Committee, ceases to comply with the criteria and procedures as set forth in Section VIII.
7) Conduct business only when quorums of one-third of the Committee membership, including an elected officer
or a designee, are present.
8) Other duties and responsibilities as outlined in committee-approved Advisory Committee job description.
C. The Executive Committee of the Advisory Committee consists of a Chairperson, Vice-Chairperson and
Committee Administrator.
1) The election of officers shall be held during the November meeting with newly elected officers taking office the
following January 1.
2) The term of officers shall be from January 1 to December 31.
3) Upon completion of the term as Vice-Chairperson, the Vice-Chairperson will become the Chairperson for the
following term and a new Vice-Chairperson shall be elected.
4) If the Chairperson is not able to serve the full term, the Vice-Chairperson will assume the duties of the
Chairperson and a new Vice-Chairperson shall be elected.

a. If the Vice-Chairperson is not able to serve the full term as Vice-Chairperson or Chairperson, a new
Vice-Chairperson or Chairperson, who has served at least one year on the Committee, shall be elected
from the Committee to fill the vacancy.
b. If the Chairperson and the Vice-Chairperson resign or cannot fulfill their full term, a new Chairperson
and Vice-Chairperson shall be elected from the Committee.
5) The Committee Administrator shall chair the committee meetings in the absence of both the Chairperson and
Vice-Chairperson. Additionally, the Administrator oversees the preparation and review of the AC meeting
minutes prior to distribution to Committee members. CCC Staff will be responsible for taking the minutes at
meetings unless some other arrangement is agreed upon.
6) Executive Committee is responsible for the following:
a. Reviewing and approving monthly invoices from the Campaign Manager and sharing information or
concerns with the Advisory Committee when appropriate. Each invoice must have two Executive
Committee signatures.
b. Reviewing CCC bank account activity and signing off (as a second signature) on campaign
disbursements and other payments made via check from that account.
c. Maintaining the history of the Advisory Committee and the annual Campaign by working with the
Manager to provide storage and access to an annual electronic record that includes, but is not limited to,
meeting agendas, minutes, budgets, special event plans, and other materials deemed necessary to
document the annual history of the committee.
d. Recruiting Advisory Committee members and campaign coordinators when needed. One of the three
Executive Committee members or another Committee member may be nominated to act as an outreach
coordinator when the Committee is actively seeking new members, recruiting campaign coordinators, or
working on other special projects.
f. Arranging regular Executive Committee meetings to plan Committee agendas and to remain informed
on other committee business.
g. Keeping Advisory Committee members informed and involved in making CCC decisions.

V. THE CAMPAIGN MANAGER


A. The Manager shall hire sufficient staff to support the activities of the CCC as required and approved by the Committee.
B. The Manager shall prepare and submit to the Committee annually, no later than the February meeting of the Committee,
a budget for all expenses associated with the CCC which specifies all funding sources that will be used to pay such
expenses. The annual goal of the Committee and the Manager is to keep administrative expenses as low as possible.
1) The initial annual budget proposed for Committee approval should total no more than 15% of the previous
years actual revenue or otherwise fit within contract specifications. At its discretion, the Committee may approve
a budget exceeding the 15% limit to meet the financial needs of the campaign.
2) The Committee must be specifically informed when a budget being proposed is over the 15% cap.
3) The Manager is responsible for informing the Committee of financial variations projected to move the expense
ratio over or under the approved budget amount.
C. The Manager shall prepare and submit to the Committee annually, no later than May 31st, a proposed Plan for the CCC
that includes, but is not limited to:
1) Draft design or suggested changes to the CCC pledge card that reflects all requirements set forth by the
Executive Director (DPA) and which allows State employees the option of specifying that contributions be
distributed to individual charitable organizations members of the participating umbrella organizations and SSOs
included in the approved authorized campaign brochure.
2) Draft designs or preliminary outlines of all promotional and publicity materials to be used in the next campaig n,
including but not limited to, approved posters, brochures, slide shows, tapes, emails, and website and other
electronic media designs or changes.

3) Method and timetable for recruiting volunteer coordinators from state agencies and offices.
4) Method and timetable for training volunteer coordinators.
5) Method and timetable for organizing and conducting agency fairs, kick-offs or other presentations.
6) Method and timetable for distributing and collecting pledge cards.
7) Method, timetable and a description of the procedures used to distribute funds that fulfill the policy and
procedural requirements set forth in Section VII of these bylaws.
D. The Manager shall be guided by the approved Plan and the distribution requirements of Section V II of these bylaws in
the handling of all funds pertaining to the CCC and shall:
1) Deposit in an interest-bearing account at each payroll period the total amounts deducted from the employees
paychecks for charitable contributions;
2) Use a financial accounting system that is in accordance with generally accepted accounting principles;
3) Conduct fiscal operations in accordance with a detailed annual budget and not vary significantly from the
approved budget unless prior authorization is obtained from the Committee;
4) Be audited annually by an independent certified public accountant and submit an annual audit report to the
Executive Director (DPA). The Executive Director (DPA) may require that the scope of such audit include
reasonable tests for compliance by CU/SSOs, umbrella organizations, and charitable organizations with the
criteria set forth in Sections VIII of these bylaws. The opinion rendered on the financial statements of the CCC by
the accountant must be unqualified;
5) Maintain adequate funds in CCC accounts to cover approved administrative expenses of the annual campaign;
6) Submit periodic detailed invoices to the Executive Committee for signed approval for reimbursement of
campaign expenses; and
7) Provide, if the annual audit does not clearly do so, the Committee with an annual statement breaking down
pledged revenue, actual revenue, uncollected pledges, and final administrative expenses and their percentage of
actual revenue.
E. The Manager shall be the custodian of applications and other relevant documents related to the CCC and the Committee
and work with the Executive Committee to provide an electronic annual record of Committee activities and other storage as
needed.
F. The Manager shall ensure use of only approved, authorized campaign materials.
G. The Manager shall maintain a list of eligible umbrella and charitable organizations and state service organizations.
H. The Manager shall ensure that all materials regarding the CCC and the Committee and its operations remain the
property of the CCC and the Committee as specified in the state contract.
I. Other reasonable duties and responsibilities requested by the Committee in order improve the success of the campaign
each year within the scope of the contract.

VI. THE EXECUTIVE DIRECTOR (DPA)


A. Shall forward payroll deductions at each payroll period to the Manager.
B. Whenever the Executive Director (DPA) chooses to appoint a designee to fulfill responsibilities under this section, and
said designee is to be other than the Executive Director (DPA)s staff, the appointment of the designee shall be in writing
and accepted in writing by the designee.

VII. DISTRIBUTION OF FUNDS


A. Donations from the CCC are disbursed monthly to the umbrella (federation) organizations. The umbrella organizations
shall disburse these funds, at least quarterly, to the participating charitable organizations Colorado address.

B. CCC funds shall not be disbursed to any agency or charitable organization that has not been accep ted by the Committee
as an approved organization for the CCC.
C. Funds shall be distributed by the Manager from the account cited in Section V (D) (1) of these bylaws to eligible
umbrella organizations in proportion to the total amount designated to each umbrella organization and charitable
organizations.
D. There are three categories of funds which an umbrella organization (federation) may receive from the CCC; i.e., funds
designated to a specific charitable organization within an umbrella, funds designated specifically to the umbrella
organization, and non-designated CCC funds. The following guidelines apply to these circumstances:
1.) 100% of donations designated to specific CCC member charities must be disbursed by the umbrella
organization as designated. No administrative costs may be withheld from such designated funds by the
umbrella organization.
2.) Donations designated to an umbrella organization, must be allocated in the same manner and proportion as the
funds designated to the specific charities within the umbrella organization.
3.) The Manager will disburse non-designated CCC funds based upon actual receipts rather than the amount
pledged.
E. In the event an umbrella organization becomes defunct or out of compliance with applicable Colorado Statutes or
regulations, the Manager will distribute all funds, on a monthly basis, to member charities of said umbrella based upon
specified donor designations.
F. In the event a charitable organization becomes defunct or out of compliance with applicable Colorado Statutes or
regulations, the Manager will hold any funds designated to that organization until affected donors are notified in writing
and given the opportunity to redirect their donations to new organizations. Any funds not redirected within 120 days of this
written notice will revert to the CCC general fund.
G. There are two categories of funds which a state service organization (CU/SSO) may receive from the CCC; i.e., funds
designated specifically to the CU/SSO and funds not designated. The following guidelines apply to these circumstances:
1.) CU/SSO will receive 100% of donations designated specifically to it and any non-designated CCC donations
subsequently disbursed to said CU/SSO.
2.) The Manager will disburse non-designated CCC funds based upon actual receipts rather than the amount
pledged.

VIII. CRITERIA AND PROCEDURES FOR ALL CHARITABLE ORGANIZATIONS


(Requirements for inclusion in the Colorado Combined Campaign; Umbrella Organizations (Federations); Colleges &
Universities/State Service Organizations)
A. For inclusion in the Colorado Combined Campaign, ALL Charitable Organizations must:
1.) Have a policy and procedure of non-discrimination with regard to race, color, religion, national origin, disability, age,
gender, or sexual orientation applicable to persons served by the organization.
2.) Use the funds contributed to the charitable organization by State employees for their stated purposes within the State of
Colorado. No more than 15% of CCC funds may be used for the organizations administrative costs.
3.) Limit direct monetary solicitation of support from State employees to the Colorado Combined Campaign.
4.) Demonstrate a history of service in the State of Colorado as a charitable organization under the criteria set forth in this
Section VIII for no less than 12 months prior to the date of application.
5.) Be exempt from federal income tax under Internal Revenue Code 501(a) as described in Section 501(c)(3).
6.) Be registered as a non-profit organization with the Colorado Secretary of State by obtaining a Certificate of Good
Standing.
7.) Be registered, unless exempt, with the Colorado Secretary of State in accordance with the Colorado Charitable
Solicitation Act.
8.) Use a financial accounting system that is in accordance with generally accepted accounting principles unless the
organizations annual expenditures are less than $100,000, in which case a cash basis of accounting is acceptable provided
that books and records are sufficient to allow for review by an auditor.

9.) Conduct financial operations in accordance with a detailed annual budget that is approved by the board of directors.
Authorization by the Board of Directors must be required for any significant variation from the approved budget.
10.) Be supported in part by voluntary contributions from the public.
11.) Engage only in activities that are consistent with the charitable organizations stated goals and objectives.
12.) Demonstrate that the publicity and promotional activities are based upon the actual program and operations of the
charitable organization.
13.) Annually update information made available to the public including:
a) A full description of the charitable organizations activities.
b) Methods of solicitation for contributions.

c) The names and contact information for all chief administrative personnel.

d) The names, contact information, and business affiliation for all members of the board of directors.

e) A full disclosure of the sources and uses of contributions.

f) The percentage of expenditures out of total revenues used for direct services and the percentage used for

administrative and fundraising costs.


14.) Provide to the CCC a statement regarding the percentage of revenue not spent on direct services, referred to as the
Administrative Fundraising Ratio (AFR%).
a. The AFR% will be calculated using the most recent IRS 990 or pro forma.
b. The AFR% shall not exceed 35% of the total revenue of the charitable organizations except as noted below:
i) If the administrative cost exceeds 35% of total revenue in any given year, the charitable
organizations must submit an explanation as to why the 35% has been exceeded. Upon receipt of an
adequate explanation, the committee, at its discretion, may grant a waiver of the 35% AFR
maximum.
ii) For those charitable organizations that do not provide direct services to clients such as an institution
of higher education foundation, the advisory committee may waive the 35% AFR maximum.
15.) Ensure that they:
a) Will not imply directly or indirectly that approval for payroll deduction constitutes endorsement of the

organization by the State of Colorado.

b) Will not sell or permit others to make any use of the lists of contributors who donate through the CCC.

c) Will not involve the mailing of unordered tickets or other merchandise to State employees with a request for

money in return.

d) Maintain an active volunteer board of directors that serves without compensation through regular meetings and

exercises satisfactory administrative controls in accordance with the charitable organizations articles of

incorporation and bylaws.

e) Demonstrate that their programs reside within and serve the State of Colorado as evidenced by the presence

within the State of Colorado of a staffed facility at which goods or services may be obtained such as an office,

clinic, mobile unit or field agency.

f) Are a member of an umbrella organization (federation) that is approved for payroll deduction according to the

criteria set forth in Section VIII (A) and (B) of these bylaws or are designated as a CU/SSO.

g) Do not participate in more than one umbrella organization that receives State employee contributions in a single

campaign year.

h) Do not use donated State employee funds for lobbying activities.

i) Are in compliance with all applicable federal and state statutes or regulations.

j) Are in compliance with all statutes of the United States of America Patriot Act.

B. In addition to the requirements listed in Section VIII (A), Umbrella Organizations (Federations) must:
1.) Serve as the agent of a group of at least five (5) charitable organizations as defined by the criteria set forth in Section s
VIII (A) and (B) of these bylaws.
2.) Certify annually that all charitable organizations meet all the criteria set forth for charitable organizations in Section
VIII (A) of these bylaws.
3.) At minimum an umbrella organization must have a financial review performed annually by an independent certified
public accountant. Organizations that submit financial reviews in lieu of an audit must submit an audit performed by an
independent certified public accountant at least once in every three-year period. The umbrella organization must make
audited financial statements available to the public. The opinion rendered on the financial statements by the accountant
must be unqualified. The Committee reserves the right to request an audit at any time. Additional items may be included in
the scope of an audit or financial review at the request of the Committee.
4.) Distribute funds as provided in Section VII of these bylaws.
5.) Provide a description of the procedures used to disburse funds in compliance with the designation requirements cited in
Section VII (D) of these bylaws.
6.) Submit Internal Revenue Service Form 990 annually to the Committee.
7.) Provide information required from the Manager by the Committee or Executive Director (DPA).
8.) Have sufficient volunteer or staff to support the demands of being an umbrella organization.
9.) Maintain the information required by this section for the application process for three years from the date the application
was due. This information must be available for inspection or audit by the Committee or Executive Director (DPA) with 24
hours advance notice.
C. In addition to the requirements listed in Section VIII (A), College & Universities/State Service Organizations
(CU/SSO's) must:
1.) Demonstrate a direct association with a department of the State of Colorado Government. In order to be considered, the
organization must:
a) Be supported by the State of Colorado by state ownership of capital improvements or equipment, or state
sharing of operating or maintenance funding; or
b) Have a direct relationship to a state agency by providing enhanced services of that agency; or
c) Act as an agent of the state to operate, manage or administer a function of the state.
2.) Each applicant for CU/SSO status shall submit annually to the Colorado Combined Campaign a separate application that
consists of documents that prove it is in compliance with all criteria set forth in Section VIII (A) and (C) for a CU/SSO.
3.) The information required by the application process must be maintained in the files of the CU/SSO for three years and
be available for inspection or audit by the Committee or the State Auditor within one business day advance notice to the
CU/SSO.
4.) Provide information required from the Manager by the Committee or Executive Director (DPA).

IX. APPEALS
An organization that disagrees with decisions rendered by the Committee can submit a written request for reconsideration
to the Committee within 10 calendar days of receipt of such decisions.

X. WAIVERS
The Committee believes that it may be necessary to waive certain provisions of the bylaws under special circumstances and
also considers that such waivers should be the exception rather than the rule

SELECTION OF CAMPAIGN MANAGER
The Committee will select as Campaign Manager the party submitting the proposal that best demonstrates the
capacity to successfully manage the Campaign. The Committee may rescind this selection upon 30 days written
notice, for noncompliance with the terms of this request.
OUTLINE FOR PROPOSALS
Attached to this Document Quote as Exhibit A are the current approved CCC Bylaws under which the
Campaign will be managed. In order to be given full consideration, proposals must be developed in accordance
with these documents and in addition, must:
1.

Demonstrate and document ability to manage funds and provide all of the fiscal oversight of the
Campaign, including preparation of financial reports in accordance with intervals determined by the
Committee.

2.

Provide suggested budgets for the Campaign. The budgets should include items for personnel,
materials, travel, and other operating expenses. Submit proposal for allocating costs of the
Campaign to umbrella organizations and methods and timing of payments to the campaign manager.

3.

Demonstrate and document successful experience managing campaigns for charitable giving.

4.

Demonstrate and document successful fund raising, marketing, volunteer management experience
and public relations experience.

5.

Demonstrate and document the ability to work with and organize large, complex organizations.

6.

Demonstrate and document the ability to organize and manage special events, including campaign
coordinator orientation and training events, campaign coordinator recognition events, and special
events such as 5k running/walking events and anniversary milestone celebration events.

7.

Provide relevant career information of key campaign personnel and at least three professional
references for proposed campaign manager.

8.

Provide any additional evidence to demonstrate willingness and ability to comply with all of the
requirements for a campaign manager as stated in the Bylaws.

9.

and look forward to working with you. We believe that our work with the States annual charitable giving
program (the Colorado Combined Campaign) has never been more important than it is today as fiscal
constraints continue to limit the services the State can offer to our citizens in need and as numerous
communities throughout the state find themselves blindsided by emergency situations.
The CCC Advisory Committee is always interested in finding fellow state employees willing to assist the
committee in their duty to oversee the States annual employee charitable giving program. The CCC and the
Advisory Committee were created in 1987 by Executive Order B 011 86. Since the first CCC campaign 25 years
ago, state employees have donated 25 million dollars to nonprofits serving our citizens throughout the state of
Colorado. The CCC Advisory Committee is proud to represent the interests of our fellow state employees and
our partners in the nonprofit world as we all work together to create a better Colorado.
We believe that increasing committee membership will serve to increase the variety of perspectives and
insights brought to our discussions and better represent the interests of Colorado State Employees. Your
participation on the committee will be appreciated, valued, and, most importantly, make a difference. The
committee consists of state employees who oversee the administration of the annual million dollar campaign
which includes, but is not limited to, setting CCC policy, approving campaign materials, selecting nonprofit
organizations for inclusion in the campaign, and, when needed, drafting bylaw changes.
I have included copies of our Advisory Committee job description, the Executive Order creating the Colorado
State Employee Advisory Committee on Charitable Giving, and a meeting schedule. In terms of the normal
time commitment demands of the committee, we anticipate the following for 2014:
Six to seven monthly meetings lasting from one to two hours.
One extended meeting for application review lasting four to six hours.
Two events scheduled for Lead Coordinators lasting two to four hours each.

CCC Bylaws and Application Changes
A College, University or State Service Organization (CU/SSO) is an organization that
has registered as a non-profit organization in Colorado by obtaining a Certificate of
Authority from the Secretary of States office, is exempt from federal income tax under
Internal Revenue Code 501(a) as described in Section 501(c), is directly associated with
a department of the State of Colorado Government and otherwise meets the criteria
established in the Bylaws of the Colorado State Employee Advisory Committee.

Administration & Fundraising Ratio (AFR): All applicants must use their most recent
IRS 990 or pro forma to calculate the AFR required in Attachment A: Column H and
Attachment H.6. The Colorado Combined Campaign has provided an equation for
calculating this ratio in Attachment H.6 (pg. 8).
Explanation of Administration and Fundraising Ratio: The Colorado Combined
Campaign bylaws state that the AFR of participating nonprofits shall not exceed 35% of
the total expenses of the charitable organization. This year, any agency with an AFR
over 35% is REQUIRED to submit an explanation as to why the 35% has been
exceeded. Worksheet I has been provided on page 14 for the purpose. Upon receipt of
an adequate explanation, the committee, at its discretion, may grant a waiver of the 35%
AFR maximum.
Application Reviews: This year we will be holding a webinar to review the application
process, provide helpful tips and answer questions. An invitation with details will be sent
soon.

Application Reminders
Excel Sheet of Nonprofit Information: Nonprofit information for the brochure,
Attachment A, must be submitted electronically as an Excel document and
included as a hard copy with your submitted application. The electronic version can

Charitable Solicitation Renewal Numbers: Applicants must provide proof of current
registration under the Charitable Solicitation Law with the Colorado Secretary of States

The purpose of a nonprofit annual report is to provide an overview of the organization
within a specific timeframe. A nonprofits annual report should include a description of
programs and activities, key accomplishments, disclosure of sources and uses of funds,
information about the organizations leadership, and contact information for questions.
The CCC Bylaws require nonprofits to be diligent in their reporting to the public with an
emphasis on financial and management transparency.
Please submit your most recent annual report (dated 6/30/2013 or more recent) with the
following requirements highlighted and clearly labeled for review. If the required
information is not included in your published annual report, please supplement with
clearly labeled addenda.

Colorado. No more than 15% of CCC funds may be used for the organizations

b. If the administrative cost exceeds 35% of total revenue in any given year, the
charitable organizations must submit an explanation as to why 35% has been
exceeded. Upon receipt of an adequate explanation, the committee, at its discretion,
may grant a waiver of the #5% maximum.

a. Will not imply directly or indirectly that approval for payroll deduction constitutes
endorsement of the organization by the State of Colorado.
b. Will not sell or permit others to make any use of the lists of contributors who donate
through the CCC.

employees with a request for money in return.
d. Maintain an active volunteer board of directors that serves without compensation
through regular meetings and exercises satisfactory administrative controls in
accordance with the charitable organizations articles of incorporation and bylaws.
e. Demonstrate that their programs reside within and serve the State of Colorado as
evidenced by the presence within the State of Colorado of a staffed facility at which
goods or services may be obtained such as an office, clinic, mobile unit or field
agency.
f. Are a member of an umbrella organization (Federation) that is approved for payroll
deduction according to the criteria set forth in Section VIII (A) and (B) of these
bylaws or are designated as a CU/SSO.

g. Not participate in more than one umbrella organization that receives State

h. Not use donated State employee funds for lobbying activities.
i. Be in compliance with all applicable federal and state statutes or regulations.

Section IV (A) of these Bylaws.

annually that all member charitable organizations meet all CCC requirements set forth for
charitable organizations and are in compliance with all applicable Federal or State statutes
or regulations.
The federation should ensure all member organizations that participate in the CCC
have reviewed the Criteria and Procedures for All Charitable Organizations as
stated in Section VIII (A) (1-14) of the CCC Bylaws and have certified
comprehension and compliance.

performed annually by an independent certified public accountant. Organizations that
submit financial reviews in lieu of an audit must submit an audit performed by an
independent certified public accountant at least once in every three-year period. The
umbrella organization must make audited financial statements available to the public. The
opinion rendered on the financial statements by the accountant must be unqualified. The
Committee reserves the right to request an audit at any time. Additional items may be
included in the scope of an audit or financial review at the request of the Committee.

The purpose of a nonprofit annual report is to provide an overview of the organization within a

organizations leadership, and contact information for questions. The CCC Bylaws require
nonprofits to be diligent in their reporting to the public with an emphasis on financial and
management transparency.

is not included in your published annual report, please supplement with clearly labeled addenda.

About the Colorado Combined Campaign


CAMPAIGN MISSION
The Colorado Combined Campaign (CCC) encourages Colorado State Employees to create a culture of
charitable giving that positively impacts Colorado communities by providing State Employees with the ability to
easily donate, through payroll deductions, to hundreds of qualified nonprofits.

HISTORY
Charitable giving by state employees has a strong history in Colorado. Prior to 1987 State Fund Drives were
coordinated by various state employees in cooperation with different umbrella organizations. However,
employees could not opt to donate through payroll deductions and the number of nonprofit designation choices
was limited.
Recognizing the importance of charitable giving by state employees and understanding that both employees
and charitable organizations would benefit from expanding the number of designation choices made available
to employees, Governor Richard Lamm signed an Executive Order establishing the Colorado State Employee
Advisory Committee on Charitable Giving on January 9, 1987. Through this Executive Order, he created an
advisory committee of state employees from each agency which established bylaws creating procedures for an
expanded annual fund and outlining the criteria for participating nonprofit organizations.
The first Colorado Combined Campaign was held in 1988 and since then, state employees have donated
millions of dollars. During the 2013-2014 campaign more than 3,700 employees pledged to donate more than
$1 million to more than 700 participating agencies. Today the Colorado Combined Campaign Advisory
Committee, consisting of employee volunteers from different state departments, meets regularly to set CCC
policy and campaign budgets, update bylaws, evaluate participating nonprofit organizations, and ensure that
the money raised by state employees reaches the organizations designated by state employee donors.

Can I get additional brochures and pledge forms?


A.
Yes. The campaign resource guide and blank pledge forms can be found online at

A.

Q.

Is there money for me to use to plan a campaign kickoff or other campaign events?
A.
Yes. The Colorado Combined Campaign has allocated a small amount of seed money that
can be used to help boost your campaign. Each department, college, and university is allocated
5 cents per employee to be used to purchase any items that will enhance your campaign. In
order to receive reimbursement, you must fill out the reimbursement form on page 33 of the
manual. Submit your form to nina@coloradocombinedcampaign.org.

Q.

How do other departments, colleges and universities use their seed money?
A.
Seed money can be used for anything that will help inspire employees to participate in the
campaign, including:
Purchasing incentive gifts that are given through weekly drawings to individuals who
have opted to participate in the campaign.
Purchasing food for a campaign kickoff or agency fair

Q.

Does the CCC provide incentive gifts?


A.
The CCC provides a limited number of incentive gifts each year. These can include items such
as mugs, pens, and other schwag. It is up to you to decide how to use these items. Often times
Lead Coordinators will use them for door prizes at events, add them to silent auction baskets or
as thank you gifts for employees who have helped run the campaign.

Q.

Other departments seem to have great give-a-ways such as gift cards, where can I get these
items?
A.
Aside from the limited amount of items that you receive directly from the CCC, Lead
Coordinators have solicited popular businesses for donations. Tip: Ask the stores you already
frequent for a donation. Take a walk at lunch and ask the stores and restaurants close to your
office for donations. A sample donation request letter and a sample donation thank you letter
can be found on pages 39 and 41 and on the Lead Coordinators page on the CCC website.

Q.

What kickoff events and fundraisers have departments hosted to increase participations and
pledges?
A.
Most departments, colleges and universities will host an agency fair so that employees can
learn about the different services being offered throughout the community. Many times these
agency fairs are paired with other events such as chili cook-offs, bake sales, and silent auctions.

Q.

How do I schedule an agency fair or non-profit speaker?


A.
Participating nonprofit agencies are always excited to have the opportunity to come and talk to
employees about their work and how much the contributions they receive through the CCC
makes a difference in their ability to impact the community. To schedule a nonprofit speaker or
to set up an agency fair please contact CCC staff at 720-420-3210. For more tips and
information on scheduling an agency fair or speaker please see page 23.

Q.

What do I do with pledge forms that have been completed and returned to my attention?
A.
If an employee has opted to donate through monthly payroll deductions, a copy of the pledge
form must be turned into both your payroll department and the CCC office. If the employee has
opted to donate with a credit card, cash or check, pledge forms and the method of payment
need to be submitted to the Colorado Combined Campaign office only. Please see page 7 for
more information and the CCC offices contact information.

Q. What is the Pledge Processing Form?


A.
The Pledge Processing Form, formerly the S-1 form, needs to be filled out and submitted with
each batch of pledges you submit to the CCC office. This form serves as part of our system of
checks and balances and ensures that the CCC office attributes the pledges to the correct
department or institution of higher education. Please see page 31.
Q. Can an employee make a pledge after the campaign has closed on December 31st?
A.
Employees interested in making a check or credit card donation can do so at any time
throughout the year. Pledges made through payroll deductions can, in most cases, be
processed with the January pay period if received by the CCC office by January 15th. The
ability to process pledges made through payroll deduction in February-August varies by
department. Please contact the CCC office with questions about processing pledges that are
made after January 15.
Q.

If an employee is hired outside of the campaign season (January-August) can they still make a
pledge or do they have to wait until the next campaign year?
A.
Employees interested in making a check or credit card donation can do so at any time
throughout the year. The ability to process pledges made through paycheck deductions varies
by department. Please contact the CCC office for specific information about your department,
college or university.

Questions Frequently Asked by State Employees


Q.

What is the benefit of making a designated donation through the Colorado Combined Campaign
instead of giving directly to my favorite charity?
A.
The Colorado Combined Campaign allows employees to donate through monthly payroll
deductions in addition to making one-time credit card and check gifts. Opting to have your
donation taken out of your paycheck in smaller amounts throughout the year allows most people
to give more overall. Additionally, nonprofits can keep their administrative costs lower if they are
processing a single check form the CCC rather than several checks from individuals. Finally,
your donation through the CCC has a greater impact when it is combined with the generosity of
your fellow co-workers.

Q.

Is my donation tax deductible?


A.
Yes. Every agency listed in the Resource Guide is recognized by the IRS as having a 501(c)(3)
nonprofit status and therefore donations are eligible for tax deduction on your annual income
tax. You will need to retain a copy of your pledge form and a copy of your final pay stub
showing the total amount withheld during the calendar year in order to claim your deduction.

Q.

Why are only some of the Colorado nonprofits listed in the Campaign Brochure?
A.
All the nonprofits listed in the Campaign Brochure applied to be part of the CCC. The CCC
Advisory Committee reviews all applications and makes decisions regarding eligibility based on
compliance with the CCC bylaws. Agencies interested in applying to participate in the CCC
should contact the CCC office. A copy of the bylaws can be found online at
www.coloradocombinedcampaign.org/about-ccc.

Q.

How can I be sure that my donation goes to the charities I want to support?
A.
When you designate your gift, your contribution, less the CCC administrative cost, will go to the
charity or charities of your choice. You may request that the charity you choose send you a
letter of acknowledgement.

Q.

Can I stop my payroll deduction once I have made my pledge?


A.
Yes. You can cancel your donation at any time by providing, in writing, a notice to your payroll
office. You have the right to stop your pledge at any time and for any reason.

Q.

What are the CCC administrative costs?


A.
The Colorado Combined Campaign plays an important role in fundraising for Colorado nonprofit
organizations. Each year approximately 700 nonprofits apply to be part of the campaign
recognizing the benefit of approaching thousands of potential donors through one giving
platform. The CCC Advisory Committee reviews and approves the budget and projected
administrative expenses for each campaign year. The administrative expenses cover office
space, utilities, personnel, printing, a CPA audit and other related costs to ensure a successful,
well managed campaign. The CCC budgets expenses at or below 15% of the campaign total.

Q.

Do you release the personal information provided on my pledge card?


A.
All donors have the option to remain anonymous and their information will not be shared with
anyone besides CCC management staff. Donors who wish to have their contributions
acknowledged by the nonprofit will have their contact information and amount of their gift
release to the specific nonprofit, otherwise the information is only available to CCC
management staff.

If I currently give through payroll deduction, do I have to complete a new pledge form each
year?
A.
Yes, for each new campaign you must complete a new pledge from.

Q.

Why should I donate to the CCC when I dont use any of the services provided by the agencies?
A.
Each of us benefits from living in a community that provides service to those who may need or
want them. Living in a healthy, safe and vibrant community gives us comfort in knowing that the
needs of the community are met.

Q.

Why should I support a campaign that includes organizations that I dont like?
A.
We recognize that state employees have a diversity of interests when it comes to charitable
giving. By supporting hundreds of nonprofits through the Colorado Combined Campaign we can
ensure that all employees are able to give to a cause that they find personally meaningful.
Because of the structure of the campaign, your donation will support the organizations you
designate.

A Successful Campaign Close

1. Collect and Process Paper Pledges


Remind employees of the deadline to submit paper pledges
Fill out the Pledge Processing Form, formerly known as the S-1 Form
Submit ALL pledge forms to the CCC office (see contact information below)
Submit pledges made through payroll deduction to your payroll department
2. Followup with Payroll
CCC staff will email your payroll department a spreadsheet with the pledges received online, copying
the Lead Coordinator
Follow up with payroll to ensure that the paper forms you submitted and the online donations were
received and will be entered into the system for deductions to begin in January
3. Calculate Department Totals
Using your totals from the paper pledges and the online donations, confirm your pledge totals and
report any inconsistencies to CCC staff at 720-420-3210

Scheduling A Nonprofit Agency Fair or Speaking Engagement


The CCC staff is ready to assist you in scheduling a nonprofit speaker for your campaign when you are! Below
you will find a list of information to have available before we are able to contact our participating nonprofits.
Ideally we would like a two week notice but we will do our best to accommodate all requests.
We understand that the employees in your department may have specific charities they are personally invested
in and we encourage you to request those organizations. We will do our best to schedule speakers from those
charities, but ask you to understand that if the chosen nonprofits are unavailable, we will then find a nonprofit
from the same service area.

happy to draft a letter on your behalf for your review and edits.
2. We also hope you will consider helping us at our Lead Coordinator Training/Kickoff by addressing the
departments Lead Coordinators, either in person or through a video message. The date of the event is
to be determined and, if possible, we would like to coordinate with your office to find a date and time
that would work within your schedule. A keynote address from you will help set a positive and
enthusiastic tone for the campaign for all the Lead Coordinators that go above and beyond. Please let
us know if there is someone in your office we should work with regarding your schedule.
In addition to helping us kickoff the campaign, during the campaign we hope that you will be willing to:
1. Speak about the Colorado Combined Campaign at cabinet meetings and encourage the department
directors to become involved in their department campaigns. Members of the Advisory Committee and

management staff would be more than happy to help with talking points or, if you would like, attend
and present at a cabinet meeting.
2. Provide feedback from department directors on how we can work more effectively with the different
departments.

Campaign Director, Colorado Combined Campaign


This position is a director-level position on the Community Shares of Colorado staff encompassing primary leadership of
the Colorado Combined Campaign (CCC).

OVERVIEW

Since 1988, State of Colorado employees have donated nearly $30 million through the Colorado Combined Campaign.
Each year the 50,000+ State of Colorado employees are invited to make voluntary, tax deductible gifts via paycheck
contributions, cash, check, or credit card to 700 participating local nonprofit organizations. The CCC is a significant source
of funds for Colorado nonprofit organizations and an easy and efficient method for State of Colorado employees to invest
in the community.
Community Shares of Colorado was awarded the contract to serve as Campaign Manager of the Colorado Combined
Campaign beginning January 2014 and achieved a 2% campaign increase. We are seeking an energetic professional who
will build on the strong legacy of the CCC while embracing innovation and opportunities to expand the campaigns reach
and scope.
CORE RES PONSIBILIT IES

Work with the CCC Advisory Committee to develop a campaign strategy aligned with the vision, capacity, and
interests of State of Colorado employees
Execute a high-quality giving campaign with the goal of increasing number of participants and total gifts
Train staff, volunteers, and nonprofit representatives to represent the CCC at workplace giving events
Lead the hiring process, train, and manage any exempt and/or seasonal CCC staff and volunteers
Oversee production of tools, promotional materials, and programs needed to attract and retain CCC donors
Exceed expectations in donor stewardship and stakeholder management
Expand awareness of the giving campaign across the state and in individual departments and divisions
Produce real-time performance reports for the CCC Advisory Committee and Community Shares executive staff

Private office with computer and phone are available to the Campaign Director of the Colorado Combined Campaign. The
work entails a mix of office duties (including sitting at a desk perhaps for long periods of time) and external meetings.
Community Shares is located within the Colorado Collaborative for Nonprofits at 789 Sherman Street in Denver.

COMPENSATION

The compensation for this position is based on a director-level fundraising position working with the guidance of the CEO
and Vice President of Community Giving & Operations in an established fundraising structure. The starting salary range is
$44,000 - $50,000 depending upon experience. CCC staff members will be eligible for Community Shares full benefits
package.

The CCC Campaign Coordinator assists the Executive Director and the CCC Advisory Committee in managing an efficient
and successful Colorado Combined Campaign. An ideal candidate will have the experience and skills to manage multiple
ongoing projects and ensure excellent communication with internal and external stakeholders. Additionally, the ideal
candidate will have a background in or experience with marketing and social media. Individuals who are most successful
team members at Community Shares are committed to working in a team setting and are eager to accept new challenges.

Create and maintain internal organizational infrastructure and project management processes that ensure

expanding Colorado Combined Campaign's position and esteem.

ESSENTIAL RESPONSIBILITIES

Establish, grow, and strengthen relationships with State employees and


internal influencers to maximize employee community involvement and giving.
Facilitate and coordinate internally within the account for the implementation
of a plan which includes:

Program Agreement
Upon reaching agreement regarding certain terms and conditions, the __________________ (Event
name & activity) will become an official fundraising program for the Colorado Combined Campaign
(CCC). This document outlines the programs operations regarding working with the CCC and is
intended to provide consistency and clarity regarding expectations for this partnership.

Partnership
As an official program for the Colorado Combined Campaign, the __________________ (Event
name & activity) will be planned and executed by volunteers (state employees or others) with support
from the CCC Advisory Committee (CCCAC) and CCC staff, as specified in this agreement.
The CCCAC will assign two members to sit on the __________________ (Event name & activity)
Organizational or Steering Committee to assist in planning, promoting, and marketing, and, if
wanted, to assist in recruiting additional volunteer state employees from various departments to
assist with the planning and implementation of the event and assist with other delegated tasks.

and campaign practices as it relates to implementing this program and to provide guidance
regarding this programs budgets and finances.

Responsible Party for Planning and Implementation


The responsibility for the planning and execution of this event shall remain with a group of
interested volunteers (state employees or others) and not with the CCCAC. If there are no
interested volunteers to implement the event the event will be canceled. In order to preserve the
integrity of this event, all materials will describe the __________________ (Event name & activity) as
a program planned and executed by ____________ (volunteer group description) with proceeds
benefitting the Colorado Combined Campaign.

Budgets
Because the expenses for the __________________ (Event name & activity) flow through the
Activities Statement of the CCC, __________________ (Event name & activity) expenses, including
any requested staff support time, must be included in the annual proposed CCC budget approved
by the CCCAC each year. For inclusion in in the annual CCC budget proposal the
__________________ (Event name & activity) budget must be submitted to CCC staff by December 1
(i.e., by 12/1/2015 to be included in the budget for 2016). The CCCAC can consider an amended
budget to include a proposed fundraising event at other times during the year -- providing the
previously approved budget can absorb any potential costs and remain within it administrative cost
percentage.
CCC Management will use the budgeted allotment of staff time to clarify the CCC staffs priorities
and to help them align the goals of the __________________ (Event name & activity) with overall
campaign goals, with the annual CCC campaign taking precedence over any other activities.

Expenses
The __________________ (Event name & activity) is responsible for covering all its expenses through
event proceeds.
Each year, a minimum of $1,000 can be withheld from the __________________ (Event name &
activity) revenue as seed money for the next years fundraising event as there can be costs that

Program Description
The (Name of Walk) 5K Walk/Run is an official program of the Colorado Combined Campaign and will
exist as a subcommittee of the CCC. This document outlines the program's operations and is intended to
provide consistency and clarity.
Partnership

The (Name of the Walk) 5K Walk/Run is an official program of the Colorado Combined Campaign
and will be planned and executed by volunteer state employees with support from the CCC
Advisory Committee and CCC staff.

The CCC Advisory Committee will assign two members to sit on the 5K Steering Committee and
will work, alongside the 5 K Steering Committee Members, to assist in planning the event, raising
awareness, and recruiting employees from each department to sit on the various 5K
subcommittees. These Advisory Committee members will serve to report to the entire Advisory
Committee and solicit any feedback or necessary oversight.
The Advisory Committee's main role will be to answer questions regarding CCC bylaws and
campaign practices and to provide guidance regarding budgets and finances.
Purpose/ Goals (Suggested- will be finalized by the 5K Steering Committee)

The (Name of Walk) 5K Run/Walk will benefit the Colorado Combined campaign and will:

Raise awareness among state employees about the State of Colorado's Departments
and programs
Raise awareness among state employees about the Colorado Combined Campaign
Raise money for local nonprofit organizations
Introduce employees to the nonprofit organizations who benefit from the Colorado
Combined Campaign

Provide state employees the opportunity to participate in a healthy initiative

Naming & Marketing

This event will be consistently referred to as the (Name of Walk) 5K Walk/Run benefitting the
Colorado Combined Campaign in all marketing materials.

This event has been and will continue to be planned and executed by a group of state employee
volunteers and not the CCC AdvisoryCommittee. In order to preserve the integrityof this event,
all materials will describe the (Name of Event) 5K Walk/Run as a program planned and executed
by volunteer state employees with proceeds benefiting the Colorado Combined Campaign.

Budgets

Because the expenses for the (Name of the Walk) 5K flow through the Activities Statement of the
Colorado Combined Campaign, 5K event expenses, including requested staff support time, will
be included in the proposed CCC budget. This budget is approved by the Advisory Committee
annually in February. The 5K budget will be submitted to CCC staff annually by 12/1. (Adjusted
for 2015).
CCC Management will use the budgeted allotment of staff time to help clarify the CCC staffs
priorities and to help them align the goals of the (Name of the Walk) 5K with overall campaign
goals.
Expenses

The (Name of Walk) 5K Walk/Run is responsible for covering all expenses through event
proceeds.

Each year, a minimum of $1,000 will be withheld from the 5K revenue as "seed money". Because
there are some expenses that need to be paid prior to the receipt of sponsorship dollars, this

seed money will be used to cover those costs. Expenses exceeding the initial $1,000 will not be
paid until sponsorship money has been secured. In the event that the 5K is canceled or
discontinued, seed money will be distributed to the participating nonprofit organizations.
Advisory Committee

There are several ways in which the CCC Advisory Committee (CCCAC) and the Management Staff can
lend their expertise and assistance to the 5K Walk Committee while ensuring the integrity of the event as
independent and volunteer led.

Given the upward trending success of the 5K, it is important to retain ongoing engagementand
commitment to this event. Byassociating and collaborating the CCC with the 5K Steering Committee,

this ensures that the event will continue annually despite changes on either committee and form a solid
structure to base the foundation of this event. Following this initial agreement between the committees,
the Advisory Committee will effectuate these conditions in the bylaws to ensure continuity and retention of
this program.

Please allow this letter to introduce you to the Colorado Combined Campaign (CCC), a workplace campaign
that provides a way for Colorado government employees to donate to charities benefitting Coloradans. This
letter is requesting support for the second annual Together Colorado, a 5k Walk/Run to be held August 23,

Created in 1988, the CCC allows state employees to donate to over 700 non-profit organizations. One shining

it to community-based, non-profit agencies serving vulnerable populationsat no cost to the donor or the

Over the past 25 years, the CCC has raised more than $29,800,000. Because state employees voluntarily run
the campaign, administrative costs are extremely low allowing for more than 92 percent of contributions to be
distributed directly to the non-profit organizations. We are working to increase the annual contribution with the
Together Colorado 5K Run/Walk. All proceeds from this event will directly benefit the Colorado Combined
Campaign.

DOLLAR CAMPIGN
Denver, CO- April x, 2014 The Colorado Combined Campaign celebrated 25 years of giving by
successfully closing out the 2013-2014 giving campaign at over $1 million. The campaign has a strong
history in Colorado with State employees donating over $29 million since its inception in 1988 and helping
nonprofits do the work that creates stronger communities and a more vibrant state.
The Colorado Combined Campaign is an amazing mechanism for giving to over 700 charities in our
communities, said Executive Director of the Colorado Department of Regulatory Agencies and Campaign
Honorary Chair Barbara Kelley. What makes Colorado a great place is the sense of community and
compassion of the people who live and work here. We understand the importance of giving and sharing
with those among us who are experiencing difficult circumstances in life and the success of this years
campaign exemplified Colorado State Employees commitment to charitable giving.

Colorado Revised Statutes 24-102-205(6)

Upon completion of each personal services contract with a value over $100,000, the individual selected by the state agency or
institution of higher education (IHE), pursuant to CRS 24-103.5-101(3), to monitor the contractors work under the contract
(Contract Monitor) shall complete this FINAL Contractor Performance Evaluation (Evaluation) and submit the completed Evaluati on
to the contractor for review and comment pursuant to CRS 24-103.5-101(6). This Evaluation and contractors response, if any, shall
be added to the statewide Contract Management System (CMS) within 30 days after contract completion and become publically
available as part of the States searchable website. Soliciting state agencies and IHEs are required to review completed Evaluations
prior to making future contract awards to ensure that the prospective contractor meets applicable responsibility. A contracto r who
disputes any information contained in an Evaluation may exercise the contract rights set forth in CRS 24-109-106, 107, 201 or 202.
Completing this Form

Before completing this Evaluation, the Contract Monitor shall ensure that ALL applicable fields in CMS are completed upon
conclusion of the contract.
The Contract Monitor or Procurement Staff shall submit the completed Evaluation to the contractor for review and comment
within 30 days of contract completion.
The state agency or IHE shall maintain this Evaluation and contractors response, if any, as part of its official contract file and
shall post the Evaluation on CMS within 30 days of contract completion.
This Evaluation shall remain a part of CMS for at least 5-years following the date it is attached to the CMS contract record.
C.R.S. 24-105-102(4).
If the contract is for construction services with a value of $500,000 or more, the Contract Monitor also shall complete the form
entitled Construction Contractor Final Performance Evaluation Report.
