System Considerations
Bike theft/vandalism: There is a high risk of bike theft / vandalism in the system. To avoid this,
bike sharing systems have implemented a set of counter measures:

Bike design discourages part theft


Citizens must be either: identified to the system, and in possession of a valid credit card; or
be able to be discounted a deposit for the bike cost which is reimbursed after the hiring
period ends
Bike availability: Bike availability should be high for the system to be successful. The system
implements a set of measures to penalize bike retention and favor small usage times:
Small use times are favored with lower fares, while retention is penalized with high fares,
depending on the retention time.
Citizens pay to access the system. Transfers are allowed at no cost throughout all the system.
The system should assure the user that there are docking terminals available at the destination
station

Bike corridors: Bike corridors should be available to allow citizens easy connections within
systems stations; bike corridors should also connect with other means of transportation

Fare Model
1.Subscription Based
The user provides his credit card number and pays a subscription fee based on the
subscription time.

If the bike is not returned, the bikes cost is deducted from the users credit card
2.Debit card based
The user inserts his debit card in the payment module, and gets 1 or 7 days of access to
the system
The user pays in advance a deposit for the bike cost. When the time of subscription
ends, the deposit is reimbursed to the user
Needs previous agreements with the bank card provider
Issue:
The systems relies on citizen banking but, there are low citizen banking rates in Colombia

3. With Traffic Smart Card
There are many traffic means operators in Lyon/Tolouse. The bike sharing system
partners with them to give access with the citizens traffic operator Smart card.

Lyon: TCL and ORA! Smart cards can be used once the citizen has subscribed
previously to the system (following the subscription based procedure)
Toulouse: The Pastel smart card can be used once the citizen has subscribed previously
to the system (following the subscription based procedure)
The smart card is used as an access media, not as a payment media

Fare Model
The user is charged for subscribing to the system, not for requesting a bike

First 30 minutes of bike use are free; then, a rate is charged for the next 30 minutes of use;
then, a higher rate is charged for every 30 minutes of extra use

Transfers are encouraged in the system. Docking/ Undocking a bike has no cost. In the other
hand, bike retention is penalized by the system.
Making transfers allows to cover larger distances with no costs to the user; it also allows
greater availability of bikes to overall users.
