In this perspective, human resource management based on competency should play a very important role for competitive advantage. Bhilai Steel Plant (BSP), has a flagship unit of SAIL is a learning organization and the competence and organizational competence is essential given that look complementary. HR activities were adequate in place to improve the soft skills and technical skills to derive the desired results by a talent development and management to face the challenges of the future
capacity expansion. HR in BSP plays an important role by integrating performance
management, organizational structure, and the different processes and systems to develop competence in line with the goals and objectives of the organization. Because the importance of a healthy this study is to measure the extent to which HR helps develop competencies for the company. This study uses two components, namely research with empirical studies and literature. Surveys by 98 people who level up, like an executive, manager, senior manager etc. The survey instrument was designed to determine the broad perspective of the area of HR functions such as performance management, structure, systems and processes that facilitate optimum utilization of competencies to meet the company's objectives, with scale Likert from 5-1 points. From the survey results obtained, over the years has developed a HR manager and HR processes and systems set to push the level of competence of individuals and organizations that are adequate to meet the challenges of the changing environment, national and global. performance management processes and has facilitated the development and new competencies required. Alignment of HR policies, strategies and action plans with the organization's strategy, structure and processes has brought continuous improvement of the competence and motivation. But the performance management process and organizational development needs to be strengthened for mapping competencies so as to make people aware of the development needs and improve the managerial skills of the workforce to meet the future challenges of project management, quality control, work with a high degree of automation and to take risks on the job. Management of human resources in the Bhilai Steel Plant has facilitated in meeting the challenges of environmental change, national and global, with developing and maintaining new competencies. Furthermore, he has always maintained the processes and systems that help in building competencies to make a creative impact in the workplace. The alignment of HR policies, strategies and action plans with the organization's strategy, structure and processes has brought continuous improvement of the competence and motivation. There is a strong HR structure; process and performance management system, both on the spot, at Bhilai Steel Plant, which has the potential to further contribute in taking proactive measures to reinforce interventions such as competency mapping, identifying development needs and improve the managerial skills of manpower to meet the future challenges of project management, control quality, work with a high degree of automation and to take risks on the job.
