PRESSURE VESSELS
STATIC EQUIPMENT.
1.

OBJECTIVE.

To establish the minimum requirements that CONTRACTOR must comply with to supply pressure
vessels, for PCR Plants at the Salamanca Refinery in Gto.

2.

SCOPE.

CONTRACTOR must comply with all requirements of this specification.


Within the scope of this specification there are included all pressure vessels such as: Reactors,
Process Towers and/ Columns, Horizontal and Vertical Pressure Vessels.
This specification is for design, materials, manufacturing, inspection, tests, cleaning, anticorrosive
protection and transportation, as well as erection, interconnection, tightness tests, integration and
commissioning of pressure vessels.
CONTRACTOR must supply pressure vessels completely finished, erected, tested and made up with
all interconnecting piping, weldable fittings, Instrumentation, grounding, safety devices connection
and ready to operate in PCR Plants of Salamanca Refinery Gto., guaranteeing their functioning under
the operating conditions specified in FEED Engineering Datasheet and other project documents.
CONTRACTOR must supply platforms and staircases, which must be located for easy access to
instrumentation, valves and man record.
CONTRACTOR is responsible for checking TECHNICAL INFORMATION indicated in FEED Engineering
Datasheets, the same must be validated and given the case, complemented by CONTRACTOR, since
said Information must be taken as reference to develop Detail Engineering and pressure vessels
manufacturing.
CONTRACTOR is responsible for issuing all necessary information to develop Detail Engineering and
manufacturing of pressure vessels which are not included in FEED Engineering.
CONTRACTOR is responsible for enforcing Reference Standard NRF-028-PEMEX-2010.

CONTRACTOR must submit to PEMEX, all Information produced during Detail Engineering
Development, manufacturing, erection and commissioning for its knowledge and approval.
In case of requirements conflict with other documents, this must be notified in writing to PEMEX for
its solving.

3.

GENERAL CONDITIONS.

CONTRACTOR labor must have technical capacity in compliance with their category for completion
of works related with the Contract, as well as having enough equipment, tools, and materials for
proper installation of equipment.
CONTRACTOR must include in the technical proposal probable experience in supply, erection and
commissioning of equipment indicated in the scope of this specification; likewise, must include
experience of Manufacturer of pressure vessels.
CONTRACTOR must guarantee vessels optimum operation included in the scope of this document.
CONTRACTOR is responsible to deliver all vessels, materials and fittings related with equipment
supply: new, in perfect conditions, free of design, manufacturing and installation defects.
CONTRACTOR must comply with Reference Standards, codes, standards and documents mentioned
in Annex 7.
Any Other requirement or concept not indicated herein, but required for these equipment to
function properly, must be Supplied by CONTRACTOR.

4.

SUPPLY.

CONTRACTOR must supply pressure vessels with all their components totally new and finished.
CONTRACTOR must acquire from manufacturers requests for equipment quotation, Purchase
orders, as well as prepare technical-economic tabulations and their requisitions to procure
equipment.
CONTRACTOR must present quality procedures to develop each requested work; in such a way that
quality of these is ensured upon completion of manufacturing activities.
Materials, manufacturing, tests and inspections of pressure vessels must be Subject to Assessment from
PEMEX, whenever required.

CONTRACTOR must attend industrial safety and environmental protection matters that shall be
complied with during process and work scope on site.
Any omission of this specification does not release CONTRACTOR of complying with all stages prior
to pressure vessels commissioning.

5.

DESIGN.

CONTRACTOR must carry out pressure vessels design in compliance with NRF-028-PEMEX-2010 and
complement it with ASME code, Section VIII, Division 1 or equivalent most recent revision.
Joints efficiency in pressure vessels must comply with what is set forth in numeral 8.3.2.7 from NRF028-PEMEX-2010 and ASME code, Section VIII, Division 1, but not be lesser than 0.85.
Pressure vessels and their supports must be designed to withstand loads by earthquake; said loads
must be calculated in compliance with the most recent revision of MDOC (Design Manual for Civil
Work).
Pressure vessels must be designed in compliance with the following seismic design spectrum:
Group A Structures.
Soil maximum acceleration (a0): 0,165 g
Seismic Coefficient (c): 0,54 g
Plateau lower limit from spectrum design (Ta): 0,2 s
Plateau upper limit from spectrum design (Tb): 0,68 s
Start-up period of ascending branch (Tc): 2,00 s
Structural damping (e): 2 %
Drop control parameter of spectral ordinate (k): 1,40
Drop control parameter of spectral ordinates (r): 0,58
Effective speed (Vs): 430 m/s
Site Factor (Fs): 1,411
Vessels must be design to withstand loads by wind, as indicated in ENGINEERING AND STUDIES
GUIDELINES.

Besides of requirements set forth in numerals 8.1.10 y 8.1.11 from NRF-028-PEMEX-2010,


CONTRACTOR must comply with what is set forth in numeral 5.2.6 (Forces and Movements Chart)
from 00000-HX-0001 specification.

6.

MATERIALS.

Pressure vessels manufacturing material must comply with numeral 8.2 from NRF-028-PEMEX-2010,
and supplementary requirements indicated in Section II from ASME code in its most recent revision.
CONTRACTOR is responsible for complying with all requirements set forth in Annex 1 of NRF-028PEMEX-2010 and supplementary requirements indicated in Section II from ASME code, to supply
pressure vessels materials with critical services.
In any case, materials of fittings reuse for manufacturing pressure vessels is allowed.
CONTRACTOR must submit to PEMEX quality certificate of materials used for manufacturing each
pressure vessel, likewise must indicate National manufacturing and imported materials.
Materials, manufacturing, and non-destructive tests of pressure vessels must be subject to
assessment from PEMEX, whenever required.

7.

MANUFACTURING.

Manufacturing of pressure vessels must comply with numeral 8.3 from NRF-028-PEMEX-2010.
CONTRACTOR must comply with numeral 12.1 Annex 1 from NRF-028-PEMEX-2010, to manufacture
pressure vessels materials with critical services.
Manufacturer must supply all pressure vessels with ASME stamp and record before National Board.

8.

MANUFACTURING DRAWINGS.

CONTRACTOR must produce design Drawings (General Arrangement) and manufacturing or


workshop drawings of pressure vessels in compliance with numeral 8.7.4.4 from NRF-028-PEMEX2010.
Design and manufacturing Drawings of pressure vessels must have safety rhombus in compliance
with NOM-018-STPS-2000 or Datasheet, when these indicate superior classification. Safety diamond
must indicate that equipment are in compliance with numeral 8.5.4 from NRF-028-PEMEX-2010.
9.

TESTS AND NON-DESTRUCTIVE TESTS.

Tests and non-destructive tests must comply with numeral 8.4 from NRF-028-PEMEX-2010.

For x-ray inspection, besides requirements set forth in numeral 8.4 from NRF-028-PEMEX-2010,
there must be complied what is set forth in 1.8.4 from Annex 1 (Additional requirements for critical
services) whenever applicable.
For vessels inspection and supervision on site, CONTRACTOR must comply with numeral 8.3.2 Level
V from NRF-049-PEMEX-2009.
Hydrostatic Test must be carried out in compliance with NRF-150-PEMEX-2011.
10.

ANTICORROSIVE COATING SYSTEM.

Pressure vessels must be manufactured in low alloy carbon steel, and must be supplied with
anticorrosive coating (cleaning, primary, finish and loop, whenever required) in compliance with
NRF-053-PEMEX-2006. Anticorrosive coating must be applied in manufacturer workshop.
CONTRACTOR is responsible for inspecting and if necessary, repairing anticorrosive coating in
pressure vessels; once they are installed in their final location.

11.

SPARE PARTS.

Spare parts must be supplied by CONTRACTOR pursuant PEMEX request and recommended by
equipment manufacturer.

12. PACKAGING, TRANSPORTATION AND STORAGE.


COTRACTOR must comply with numeral 8.6 from NRF-028-PEMEX-2010.
CONTRACTOR is responsible for transportation of all pressure vessels until their final location in PCR
Plants, in Salamanca Refinery, Gto., besides, equipment must be delivered with no damage
whatsoever.
CONTRACTOR is responsible for repairing and even replacing any pressure vessel that had been
damaged during transportation with no extra charge to PEMEX.
Pressure vessels must be filled with nitrogen before shipping to protect their inner part from any
element or atmosphere that causes corrosion, in compliance with 8.6.5 from NRF-028-PEMEX-2010.
In all threaded connections, threaded plugs must be installed and guarantee sealing through the use
of proper materials.
During refinery storage, pressure vessels must be periodically inspected to verify nitrogen pressure
to remain constant, until erection and system interconnection.

13. ERECTION, INSTALLATION AND COMMISSIONING.
CONTRACTOR must carry out erection (placement, alignment, leveling, grouting and support fitting
on concrete bases with two nuts on each fitting) of pressure vessels, nozzle interconnection to
piping, instrumentation, platforms and staircases (when required), fittings and commission them in
compliance with operating conditions set forth in Datasheets from FEED Engineering and process
conditions, under satisfaction by PEMEX.
Pressure vessels erection related with the work must be carried out with necessary and suitable
machinery, equipment and tools, as well as qualified labor to carry out these works, which must be
supplied by CONTRACTOR.
Pressure vessels must be located and orientated in compliance with what the Plant Equipment
General Localization Drawing; besides of having proper care to avoid damaging components during
maneuvers.

14.

EQUIPMENT IDENTIFICATION AND FINISH COLOR.

Besides ASME stamp plate, pressure vessels must be supplied with Identification plate, as set forth
in numerals 8.3.1.41 and 8.3.1.42 from NRF-028-PEMEX-2010.
CONTRACTOR must comply with numeral 8.2 from NRF-009-PEMEX-2012, for Identification and
finish color of pressure vessels in fixed installations.

15.

CODES, STANDARDS AND APPLICABLE SPECIFCATIONS.

Pressure vessels must be designed, manufacture, inspected and tested in compliance with the
information contained in FEED Datasheets with requirements of, Standards, Codes, Regulations and
specifications set forth in Annex 7.

16.1.

COMPLIANCE VERIFICATION.
TECHNICAL FILE.

Upon pressure vessels manufacturing completion of and at the moment of equipment definitive
delivery, CONTRACTOR must submit to PEMEX, mechanic integrity file of pressure components, as
set forth in numeral 8.7.6.3 from NRF-028-PEMEX-2010.
Upon PEMEX request, CONTRACTOR must obtain before STPS, the control number of all pressure
vessels and comply with NOM-020-STPS-2011, for each pressure vessel.
