Resolutions and property


issues reviewed at Lynden Twp.

Lynden Townships recent meeting was packed with resolutions, ordinances, water and property issues,
along with a host of other items.
Feb. Monthly Meeting
Resolution No. 2016-02 and Ordinance No 2016-01 were briefly discussed. Supervisor Jerry Finch made
a motion to approve Resolution No.
2016-02, a Resolution adopting an Interim Ordinance enacting a moratorium on the establishment of
commercial kennels within Lynden
Township, which passed.
Finch next made a motion to approve Ordinance No 2016-01, an Interim Ordinance Enacting a
Moratorium on the Establishment of
Commercial Kennels within Lynden
Township, which also passed.
The Town Officers Association of
Stearns County adopted a Resolution
of Revocation of County Highways to
Townships Nov. 8, 2015, and is requesting townships support their decision. After a brief discussion, Finch
made a motion to approve Resolution
No. 2016-04, a Resolution for the
Stearns County Board of Commissioners to Receive Township Approval for County Roads to be Turned
Back to Townships, which was
passed.
The board heard back from
Stearns County regarding the Bouska
rezoning request. They consider it a
minor plat and have approved the rezoning. Because the rezoning will
only create one additional building
site, the board had previously determined it didnt need to go through the
planning commission and the request
was passed.
The township received an inquiry
regarding building on the Aleckson
property that was recently rezoned to
correctly reflect it as industrial. Because this is a former dumpsite,

over and let the vehicle pass and not
run off the road.
But residents felt it was too much
money for not much change. Fred
Schafer said traffic isnt an issue.
I drove that road for 45 or 50
years. Theres no reason you have to
worry about meeting anybody because nobody hardly uses that road,
he said. I dont know why they want
to spend even a nickel on that road.
Marie Gohman said she drove out
to the area and stayed awhile and
never saw another vehicle. She
agreed, however, that a few improvements could be made for visibility.
But not at such a cost.
Maybe we need to make some
corners safe, she said. But to take
two-thirds of our road money.....
Tim Mol said he doesnt live in
the township but uses the road with
his farm machinery up to 400 times a
year. He said his issue isnt the speed,
but the tight hairpin turns where he
cant see other vehicles approaching.
Its a safety issue, he said.
Township Attorney Mike Couri
said its common for people not to
want to spend money on a road where
no one lives. But once it has been
identified as a safety issue, the township could be liable.

Angie Berg indicated development
wouldnt be allowed until it could be
determined what is actually buried on
the site. Doing so will be the responsibility of the property owner, who
will need to conduct field tests along
with a representative from Stearns
County Solid Waste.
Adam Krone approached the
board indicating he is interested in
purchasing property within the township and has questions regarding the
splitting of said property. The board
referred Krone to SCES and the planning commission.
Rick Lange from Tire Solutions
approached the board with a rough
plan requesting to expand his current
building to be no more than 40,000
square feet total. The board referred
Lange to Nancy Scott of All Spec.
Jeff Haag from the Grass Lake
Association presented a petition
signed by 17 residents requesting the
new No Parking signs on Alder
Road be moved from the east side of
the road to the west side. Residents
Barry Seguin and Cameron Liebrenz
approached the board objecting to the
signs being moved. The petition was
tabled until the March meeting in
order for the board to look into the issues more thoroughly.
March Monthly Meeting
Finch has been in contact with
Stearns County Soil and Water regarding drainage issues on Alder Road.
They are evaluating the situation and
will be making proposals. Because of
this, Finch recommended any decisions concerning the placement of the
No Parking signs on the road be deferred until after SCSW has reviewed
the situation. A discussion with Alder
Road meeting attendees followed. Supervisor Dave Johnson made a motion
to table the petition until after SCSW
has finished their investigation, which
passed.

Blayne Leuthard said there had to

Supervisor Scott Miller agreed.
he said the township could probably
cut back some of the hills to improve
visibility at a much lower cost.
But Supervisor Bill Langenbacher said a big part of the project involves cooperation by the DNR, who
has given the township permission to
use 15,000 yards of fill on their land
at no cost. He said if the board
changed the project, the DNR would
require a whole new set of engineered
plans.
Supervisor Dan Mol said planning for the project began in 2013,
and the township has put in a lot of
time and resources to get to this point.
I know were not going to make
everybody happy, but there are people
that would like to see the project
done, he said.
He mentioned M&M Bus Company that uses the road every day of
the school year.
Those are your kids and grandkids on that bus, he said.

John Notsch said he has been


against the project for the past year
and a half and felt there had to be an
alternative to spending over
$200,000.
Theres been no accidents
there, ever, he said.
After more debate, Langenbacher
read a statement he had written about
his experience with the project. he aid
he has been on the board four just four
months, but he wasnt about to second-guess the decisions made so far.
And he believed there was a safety
issue on the road.
A good amount of time effort
and money has been spent to determine this is a viable project, he said.
We have engineered plans and specifications designed to reduce safety issues. We have acquired wetland
credits. We have negotiated with the
DNR and have permission to use
15,000 yards of fill dirt worth
$20,000. I think the project should go
ahead.
A few people in the crowd felt it
should be up to the residents to decide
how the money was used. But Supervisor Mol said it was up to the elected
officials.
The town board is responsible to
make these decisions, he aid.
When a vote was taken, Mol and
Langenbacher voted in favor of
awarding the bid to New Look Contracting. Miller voted against.
The project is expected to begin
in May.

Resident Mike Johnson gave the


board an update on his concerns about
the water quality in his vicinity. The
Minnesota Pollution Control Agency
(MPCA) has been in contact with him
and has taken 14 random water samples from around the area. They will
evaluate the data and respond accordingly.
The board relayed that the conditional use permit to operate a commercial kennel had been revoked from
Valorie LaBeau, owner of Tails of
Gold Kennel. They are working on a
proposed plan for placement of the
animals, which will be reviewed at the
April meeting.
Realtor Jenna Potter and property
owner Kari Hanson presented the
board with a petition to vacate a road,
an agreement to pay any costs incurred, a waiver of damages and a
$1,000 escrow deposit. An old road
has been found on her property and
survey work indicated that although
the road has been vacated, there are no
records reflecting it.
Supervisor Anne Ackerman made
a motion to approve Resolution 201606, a Resolution accepting the petition
and setting a public hearing for March
21, which was passed.
The township received an email
from Princeton Township regarding
the support of annexation legislation
that would restore power between
townships and cities in annexation
matters. Finch indicated he would follow up on the issue.
Karolyn Boucher resigned as editor of the townships newsletter, and
stated that she also intends to resign
from the deputy clerk position after a
replacement has been found. She will,
however, continue as web administrator.
The tax equalization meeting date
is set for May 5, and the planning
commission is scheduled to meet on
March 28.

Three dancers make


all-state for Becker

The Minnesota Association of Dance Teams


(MADT) held their annual
All-State Dance performances at Shakopee High
School March 12 and the
Becker Dazzlers dance
team had three girls participating.
Coaches from member
schools are able to nominate up to four athletes
from their team two in
Jazz and two in Kick.

Becker this year were
Mikayla Henkemeyer and
Morgan Meyer in Kick and
Cienna Pleoger and Melody
Swanson in Jazz. Henkemeyer, Pleoger and Meyer
were selected to participate.
Along with their nomination forms, coaches are
required to send in video of
each athlete from one of the
seasons competitions. A
panel of MADT coaches reviews each video and selections are made for each
class.
Participating this year
was a total of 223 athletes
from all over the state of
Minnesota.
In Class A there were
29 athletes chosen for the
Kick division, while 26
were chosen for Jazz.
In Class AA which
Becker competes there
were 42 chosen for Kick
and 38 for Jazz.
In the largest class,
AAA, 47 were chosen for
Kick and 45 were chosen
for Jazz.
It was awesome to see
so many different teams
represented, said Becker

were fortunate to have three

of our athletes chosen as


many teams only had two
and a few only one.
Approximately
two
weeks prior to all- state
event, the chosen athletes
are sent a video of two routines they must learn. On
the morning of the competition, all the athletes from
the state are put into formation and they begin to build
a routine that they will perform that evening in front
of a packed house.
This is such an outstanding opportunity for
our team members, said
Becker Coach Julie Baloun.
Just a few weeks ago the
girls participating from our
team were attending the
state tournament as spectators. They watched many of

these all-state athletes compete and now they find


themselves dancing right
next to them.
Baloun says it is such a
confidence boost and great
validation that hard work
has paid off.
It was a very rich and
fulfilling
experience,
Baloun said. Dancing on
the floor with all of these
amazing dancers in front of
such a supportive crowd
was so much fun.
I am so grateful for
the opportunity to represent
the Becker dance team
along with Mikayla and Cienna, said sophomore
Morgan Meyer.
This was the second
year senior Mikayla Henkemeyer has been selected for

All-State.
It's always fun getting
to meet dancers from other
teams that we don't usually
get to see during the season, she said. I just feel so
lucky that I was able to experience this event my last
two years of dance team.
Overall, I thought
everyone did a great job
and it was really special to
watch our senior dance one
last time, said FischerDanzeisen Everyone on
our team is so happy for our
lone senior.
All-State is such a
great way for her to end her
high school dance team career, said Baloun. It was
also a great opportunity for
eighth grader Cienna
Pleoger.
Pleoger was thrilled to
be a part of this end-of-theyear adventure.
I thought it was a
great experience and hope I
will get the chance to go
again, she said. I thank
my coaches for the nomination and congratulate my
other teammates who were
also selected.
Baloun said the allstate performances are a
nice way to end one season
and start looking forward to
the next.
I encourage anyone
who has not been to an allstate performance to go and
watch, she said. It is so
fun to see some of the best
athletes in this sport performing all together. We are
so proud of our athletes!
They represented Becker
well and did an awesome
job.
The Becker Dazzlers
recently completed try-outs
for the 2016-2017 season.
The team will consist of 28
girls in grades 7-11.

In an unexpected lowscoring game between
Becker who had been
averaging nearly 60 points
a game and Winona
who had been averaging 65
the Winona Winhawks
frustrated the Bulldogs and
kept them at bay most of
the day in Thursdays semifinal game at Williams
Arena.
Becker shot just 27.1%
(13-of-48) and turned the
ball over 17 times. They
also only reached the free
throw stripe once (1-1)
compared to Winonas 12
times (7-12).
That proved to be the
difference.
First Half
Before the game, the
Bulldogs received a special
treat when waiting in their
lockerroom was all-star
Rachel Banham of the Gophers. She gave the team a
pep-talk and inspired the
girls to give the game their
all out best. According to
some reports, it was one of
the teams greatest thrills so
far in their trek to a state
championship.
Becker got the first two
points of the game when
Claire Thorn netted a rebound shot off Abbigail
Morrells shot just 40 seconds into the game. Becker
was able to hold the lead or
at least be tied seven different times in the first half.
The largest lead either team
had was five when Winona
held a 17-12 lead at the sixminute mark.
