I would like to start this weeks newsletter by thanking
all of you who have commented this week about how
much you enjoy my weekly newsletter. Police Services
Aide Silvia Chew does an incredible job in gathering
the material and summarizing important information so
that you are well informed about crime in the
neighborhoods. Our goal is to distribute the newsletter
weekly to you on Thursday afternoons.

Community Meeting
A few days ago, I had the opportunity to meet with the residents of a condominium
complex on Bush Street. In my short time with them, I was able to discuss crime
prevention and safety. I was impressed with their ability to almost eliminate crime
in their building. Some of their successes include:

3. Being aware of who resides in the building.


4. Being mindful of tailgating. Not allowing anyone to get in behind them as
they enter the front door.
5. Getting to know one another and having the conversation about crime and
safety. They are moving towards forming a neighborhood watch, working with
SF Safe.
6. Paying close attention to individuals who may attempt to get in behind them in
the parking garage and immediately reporting to security when this occurs.
When residents are organized, thinking about safety and crime prevention, and
are involved in a neighborhood watch, it makes all the difference.
Community Police Advisory Board
Last evening I met with my Community Police Advisory Board. The board is made
up of a group of individuals who represent the various neighborhoods in the
Central District. We are working on various projects which affect public safety. One
of the seven projects is the planning for National Night Out which is on the first
Tuesday in August.

One of the topics raised in last nights meeting was the crime of shoulder surfing. This occurs when the
suspect comes up behind a person who is using an ATM machine. The suspect pushes the victim out of the
way in the middle of a transaction, overpowers them and begins withdrawing money. Please be aware that
this crime occurs and be especially mindful of your surroundings when using an ATM machine. If you think
something is suspicious, consider using a different ATM or when in the middle of a transaction, work to
cancel the transaction. The majority of the reports we receive are on Powell Street and on Stockton Street.
Youth Engagement
Thanks to the Departments Wilderness Program, Officers took 29 students, 2 teachers and 5 parents from
Yick Wo elementary on a day hike in the Presidio. This program has been in existence since 1980 and tens
of thousands of kids have had the opportunity to experience the outdoors and see police officers as role
models, including me as a young person in 1981.

In todays newsletter, I have included a few press releases which include the ruling on the Union Square Tour
Bus incident, a great arrest of an auto burglary suspect and information regarding a tragic hit and run
incident on March 11, 2016.
Fatal Hit and Run
On behalf of the officers of Central Station, we offer our condolences to the Law family. As mentioned
above, Mr. Law was struck and killed at Broadway and Powell Streets on March 11, 2016 at 5:50 a.m.
There will be a gathering in his honor this Saturday, at the scene, beginning at 11:00 a.m.
Central Station Transfers
We have personnel transfers occurring this Saturday. Thanks to the Mayors Office and the Board of
Supervisors, the Department has been hiring numerous officers in an effort to make up for the shortage of
police officers. In my time at Central Station, I have seen a steady increase of officers and this has meant
more officers on the beats working with the community and on patrol in the neighborhoods.
We welcome Sergeants Eric Lederer, Thomas Walsh and Aileen Brady who will be a welcomed addition
to our Investigations Team.
We also welcome Officers Diane Khuu, Michael Ferraresi, Geroge Tano, Caitlin Lowe, Vincent Pacchetti,
Lance Tom, Kenneth Anderson, Serge Mbeleke Etei, and Sanja Kajasa.
I thank Officers Al Ciudad, John Murphy, Jonathan Ng, Natalie Peraza, Samuel Fyles, and Paul
McIntosh for their work at Central Station and I wish them the best in their new assignments.
Community Meeting
Tonight is my monthly community meeting. Please join me at the North Beach Library at 6:00 p.m. to discuss

Crimes of Note
Definitions
Robbery Robbery is the taking of property from another by using force or by using fear.
Assault An assault is an unlawful attempt, coupled with the present ability, to commit a violent injury
on another person.
Battery - (Misdemeanor battery) is any willful and unlawful touching of another.
(Felony battery) is the use of force or violence upon the person of another that causes
serious bodily injury.
*Assault is when a person swings their arm and battery is when that arm makes contact with
another person.
Aggravated Assault Assault upon another person with a deadly weapon or instrument other than a
firearm or by any means of force likely to produce great bodily injury.
Burglary The intent upon entry into a property to commit grand theft, petty theft, or any felony.
Grand Theft Grand theft is theft committed when the value of the money, labor, or property taken
exceeds $950.
Petty Theft Theft where the value of the property taken is less than $950.

An unknown suspect entered the store and stole socks. An employee


followed the suspect around the store. The suspect confronted the
employee and poked the employee on the head and eyes. The
suspect grabbed items from the shelf and threw it at the employee.
The suspect fled away.
Four unknown suspects surrounded the victim and one of the suspects
was holding a knife. The suspects demanded the victims cell phone
and fearing for his safety, the victim gave the suspects his cell
phone. The suspects fled away.
An unknown suspect approached the victim from behind and hit the
victim in the back of the head. The victim fell and the suspect took
the victims watch and backpack.
Two unknown suspects approached the victim and demanded
money. A struggle ensued and one of the suspects pulled out a gun
and hit the victim in the head with the gun. The suspects searched
the victims pockets and stole money. The suspects fled away.
Two unknown suspects struck the victim in the back of the head and
the victim fell to the ground. The victims cell phone fell out of his
pocket and the suspects grabbed the cell phone and fled away.
The suspect forcefully pulled the victims cell phone from the victims
hand while on the bus. Arrest made.
Two unknown suspects approached the victim and grabbed the
victims cell phone from the victims hand. The suspects also grabbed
the victims purse and a struggle ensued. The suspects were able to
pull the purse from the victim and they fled away.
An unknown suspect approached the victim from behind and shoved
the victim. The victim fell and hit his head on the wall. The suspect
took the victims cell phone from the victims hand and fled away.

An unknown suspect entered the store and stole backpacks. As the


suspect exited the store, an employee grabbed one of the
backpacks, but the suspect was able to pull the backpack from the
employee. The suspect held up a fist to hit the employee, but the
employee backed away and the suspect fled away.

arm around the victims neck. A second suspect grabbed the victims
cell phone from the victims hand and ripped the card holder off
her neck. The suspects fled away.

The suspect accused the victim of stealing his wallet. The suspect
threatened to kill the victim. The suspect returned with a knife and
thrust it towards the victim. Arrest made.

upset and threw a bag of cough drops at the victim. The suspect

and makeup brushes.

suspect was standing close to the victim and followed the victim.
The victim went to the building manager and that is when the
suspect fled away.

who represents the unique flavor of the Central
Police District. This month we interviewed Troy
Campbell. Troy is part of the Fishermans Wharf
Community Benefit District and co-chair of the
Central Community Police Advisory Board.

1) How long have you lived in San Francisco?


6 years
2) What is your favorite thing about the Central District?
Central District is quintessential San Francisco; it contains many of the iconic things that we
love about San Francisco.
3) What is your connection or involvement with the Central District?
I am part of the Fishermans Wharf Community Benefit District. I am also involved in a lot
of committee work, and co-chair of Captain Lazars CPAB.
4) What are some of the significant changes that you have noticed in the Central District in
the last 5 years?
I have noticed the steady increase of improvements and beautification projects around the
district.

Troy Campbell grew up in Eastern Washington and spent most of his adulthood in
beautiful Seattle, WA. While in WA, Troy worked as a National Park Ranger at Mount
Rainier and Badlands National Parks. Eventually work brought Troy down to San
Francisco, where he has been since July of 2010. Troy jumped right into his new
community and became very involved in community events. Troy works closely with
Captain Lazar as a co-chair on his Community Police Advisory Board.
Troy always has great ideas and shows his commitment to our community.

Each month Central Police Station features one


of its officers in an effort to learn more about the
men and women who police our neighborhood.
This month, we interviewed Officer Darla McBride,
an 2-year member of Central Police Station.

Officer Darla McBride was born in Butte County in Northern California, where she was
raised on a farm. She graduated high school from Tokay High School in Lodi, CA; after
graduating she traveled around the states. After traveling the US, she decided to build a
house in Murphys, CA before attending San Francisco State University where she received
a Bachelors Degree in Speech and Communication.
Officer McBride decided to become a police officer after being involved in a fatal head
on accident, where her boyfriend was killed. Due to the well trained and knowledgeable
medics who arrived on scene, they saved Officer McBrides life, which inspired her to
become a first responder.
Officer McBride entered the San Francisco Police Academy in 2001. After graduating from
the San Francisco Police Academy, Officer McBride was assigned to Tenderloin Station for
field training. After she completed field training, she was assigned to Richmond Station for
her probation. When she finished her probation, she was assigned to Southern Station,
where she joined the Homeless Outreach team with Captain Lazar. While at Southern
Station, Officer McBride worked several different positions, she was a School Resource
Officer, the station keeper, and on patrol.

In 2014, she decided to take her transfer to come to Central Station. She was assigned
to patrol and is currently our wagon Officer. As the wagon Officer, she assists the patrol
Officers on a daily basis, utilizes her homeless outreach training, and transports
prisoners to and from the station and County Jail. Officer McBride is very happy with
her position as the wagon Officer at Central Station.
Her ultimate goal is to remain happy and healthy for the duration of her career. Her
favorite saying is, When you smile, the world smiles with you. When youre sad, youre
sad alone. Kindness and laughter is contagious.
