Matthew Fitzgerald
City Purchasing Manager
The City of Portland Purchasing Office
389 Congress Street
Portland, Maine 04101

Dear Matthew and Selection Committee Members,

Intersections are where people meet, exchange, experience, engage, and create stories and memories. At the
heart of the Portland peninsula, the public realm of Congress Square has always been the communitys social
intersection, acting as a platform for urban life. The Congress Square Redesign represents an exciting and one of
a kind opportunity to reimagine that intersection, and the WRT design team is delighted to present our proposal
to be a part of that transformation.
WRT has been engaging urban places with creative and innovative thinking for over 50 years. We respect and
value the power of placemaking in the community. Our sensitive and engaging approach to transforming a public
realm allows people to experience stories and reflect on local heritage, culture, and values in a place that facilitates many programs and activities. Intertwining a story within an urban space through placemaking is a strong
focus in our practice, and we have assembled a team of consultants, each highly accomplished in their respective
fields, to address the various narratives that will weave that story together. Our team brings a balance of skills
and insights, and offers the versatility and depth necessary to adjust their efforts as the work progresses to accommodate the City of Portlands needs.
Our Team Members are as follows;

Bluecadet Environmental and Interactive Graphic Design

Patrick Cullina Urban Horticulturist

Sebago Technics Civil Engineering and Traffic Engineering guidance

VJ Associates Cost Estimating

We greatly appreciate the opportunity to provide a design solution to transform this intersection into an inspirational urban destination in the City of Portland. To that extent, we submit the attached qualification materials for
your review and consideration, and thank you for your interest in our team.

Sincerely,

Keiko Tsuruta Cramer, ASLA

WRT | DUTCH KILLS GREEN | LONG ISLAND CITY, NY

OVERVIEW
Located in the heart of the citys Arts District, Congress Square is surrounded by historic landmarks
and high-profile buildings, and Congress Square Park is the prime location of public activities and
attractions for many residents, visitors, and tourists year-round. Although it has developed a strong
sense of place in the community, a high volume of vehicular traffic navigating the historic alignment of
colonial streets has prevented the Square from extending its potential as a limitless public realm.
It is our understanding that the design teams role is to work with the City of Portland, an Artist, and
other consultants to continue to build upon the momentum begun by Portland community stakeholders and to incorporate a community vision which can transform the Square into the more vibrant,
flexible, and pedestrian-friendly urban amenity that it was for so long and could be again.
WRT is dedicated to improving the quality of the built environment, and thereby the quality of life, for
residents and users of buildings, landscapes, cities, and regions. Beginning with the revitalization of
the Baltimore Inner Harbor, and most recently with the successful urban transformation of Bethlehem
Pennsylvanias Steelstacks Arts and Cultural Campus, it has always been our mission to protect natural and historic resources, promote social justice and economic well-being, and create livable human
habitats that reflect local heritage, culture, and values. Landscape design will be our primary tool to
intertwine the layers of testimony and engagement, through collaborative efforts to connect the different scales and programs of the urban environment of Portland. To that end, WRT will be the Prime
Consultant, leading Urban Design, Landscape Architectural Design and Community Engagement, and
will be joined by Sebago Technics, a local engineering consultant that can provide site-specific local
knowledge and a boots-on-the-ground ability to respond quickly to the needs of the project. Additionally, the team includes national thought leaders in the fields of urban horticulture, with Patrick
Cullina, and in environmental graphic design with Bluecadet. Our team will serve as the eyes and ears
of the community, helping to filter and synthesize the public, the artist, and the stakeholders ideas to
build consensus and shape the evolution of the future Congress Square.

PROJECT UNDERSTANDING
The Scope of Work for the design services for Congress Square comprises the Schematic Design
for the entire Congress Square, Coordination with Artists and Public Arts in Congress Square, Coordination with the State & High Two-Way Project, incorporating Community Input and Engagement
through three public meetings, preparing a Preliminary Cost Estimate and Implementation Phasing
Plan, as well as working with representatives of the City of Portland to assist with the Review Board
and Approvals process.
The key goals of the Congress Square Redesign are to create:

A more prominent Square and distinguished public realm in the heart of the Arts District

A Square that embraces the interpretive history and story of Portland

A more pedestrian-friendly, accessible, and visible Square that welcomes all visitors

A more flexible Square that accommodates the spatial variety of programs day and night

A Square that is an attraction in all seasons

A more sustainable Square that is more adaptive to microclimate conditions

We understand the importance of incorporating artists that will strengthen the identity to the Square
and the ways in which people interact and engage with the space at multiple scales. Our proposed
design team members are prepared to review the information in relation to the Square provided by
the City and their consultants, intertwine and understand the pieces, and deliver a vibrant and cohesive design in a timely and effective manner for the City of Portland.

APPROACH
If the goal of the project is to create a high quality, distinctive, and vital public realm for the
community and the City, it will be critical to REveal, REclaim, and REdesign the segmented pieces of
the current intersection with simple and effective design elements. Landscape architectural design
will provide the framework necessary to empower the current site condition, which is already deeplyrooted and highly-recognized in the community, and evolve it into a unified and comprehensive
Congress Square.
REveal
Means to carefully review and analyze the current site conditions and activities to discover hidden and
unused potential of the public space and its elements.
REclaim
Means to carefully review and understand the history and culture of the City of Portland to learn and
showcase the true identity of Congress Square.
REjoin
The spaces are there, the stories are there, and activities engaging the people are there. The redesign
will add a multiplier effect to remix and intertwine them together into One Square.
As part of our approach, it is critical to understand the most salient technical issues of the site from
an early stage. WRT will work closely in coordination with the project consultants as well as the client
groups to establish a coherent design that satisfies the objectives of the project. The scope of work
will address the following technical components:

Ensuring site accessibility and enhancing pedestrian and vehicular circulation to, and around,
the site and to the adjacent urban fabric and amenities.
Integrating sustainable methods of stormwater management into the site design.
Designing a planting palette that supports environmental, social, and educational benefits.
Outdoor furnishing: The strategic use of outdoor furnishing is aimed to encourage social
interaction or dynamic conversations among pieces of history and interpretive content.
With furnishing to accommodate various sizes of groups (from single spectators to classes
and larger public gatherings in the space), the arrangement will be flexible and designed to
enhance the experience of visitors to the site.
The environmental graphics will be developed in concert with the Artist, the stakeholders, and
the City to accentuate the historical and cultural content and compose visitors experiences in
an accessible and well-designed manner.

Our approach is founded in gaining a thorough understanding of our subjects through immersive
analysis and site research, community engagement through public workshops and design charrettes,
and the exploration of a range of possible design solutions through idea generation, testing and
iteration, and executing the best possible solution through intense interdisciplinary teamwork. In that
manner, we work to arrive at solutions that are as fitting as they are innovative. Working with the client
and the Artist, the design team will establish a design vision and framework to enhance Congress
Square as a public place in the City of Portland.

FIRM PROFILE
WRT (Wallace Roberts & Todd) is a na onal prac ce that oers services in planning, urban design, architecture, and landscape
architecture. Since its incep on, our prac ce has been dedicated to improving the quality of the natural and built environments
by applying principles of sustainability to the planning and design of buildings, landscapes, ci es, and regions. These principles are
intended to protect natural resources, promote social jus ce and economic well-being, and create livable human habitats that reflect
local heritage, culture, and values. Based in Philadelphia, WRT has loca ons across the United States. This na onal distribu on of our
prac ce has fostered a broad perspec ve based on the diverse range of communi es and ecosystems in which the firms projects are
located. In its 50 years of prac ce, WRT has been the recipient of more than 300 planning and design awards.
Founded in 1963 as Wallace McHarg Roberts & Todd (WMRT), the firms first landmark projects represented the two main direc ons
of WRTs environmental ethos: designing with nature and reinforcing urbanism. Today, WRTs prac ce reflects its environmental
philosophy at all scales and focuses par cularly on the improvement of exis ng urbanized areas and the preserva on of important
environmental assets in undeveloped natural areas. Over the years WRTs environmental ethos has grown ever more inclusive in
scope, expanding from the firms early work in regional planning and urban revitaliza on to the design of specific urban environments,
landscapes, and buildings.
Because placemaking is a complex venture, WRTs convic on is that a mul -disciplinary approach to planning and design is essen al,
extending to clients an informed and integrated perspec ve. We have always believed that although each professional discipline has
a focal area of exper se and concern, each must be viewed as overlapping with the others in a con nuum: from the wider ecological,
environmental, social, economic, and urban planning factors through landscape and urban design and ul mately architectural form.
Each of the disciplines we prac ce seeks a balanced approach to the natural, physical, social, and economic factors in considering
a projects sustainability. Regardless of the scale of the assignment, all of the firms work strives to meet high standards of design
excellence, to express the cultural iden ty of the place.

FIRM PROFILE
Founded in 1981, Sebago Technics, Inc. is a consul ng firm of more than fi y design professionals and technical sta providing services
throughout New England. From the start, our business plan was simple:to provide quality, cost-eec ve civil engineering services that are
responsive to a customers goals, schedule and budget. Our One Company capabili es and resources provide clients with experience and
solu ons to respond to their planning, permi ng and design needs. Guided by integrity, experience and teamwork we understand that we can
only succeed when quality, responsive and cost-eec ve service is provided to our customers.
Achieving the proper balance between mobility; pedestrian, bicycle and vehicular safety; and preserva on of community character is o en the
challenge we face today as transporta on engineers in the urban environment. In addressing the ecient movement of people and goods for the
vitality of our local and regional economies, we can no longer aord to solve our conges on concerns by solely construc ng more system capacity.
Todays fiscal reali es demand more crea ve approaches that consider more fully the interrela onships between land use and transporta on.
Our solu ons need to explore a wide range of alterna ves that can make our current roadway networks more ecient and be er able to
accommodate a broader range of users beyond just motorized vehicles, i.e. pedestrians, bicyclists, and transit riders. What began 10-12 years
ago as Context Sensi ve Design, has now evolved into the Complete Streets and Green Streets movements both of which are transforming our
transporta on facili es into more community friendly and environmentally responsible infrastructure systems.
At Sebago we embrace a holis c approach to transporta on planning, engineering, and opera ons in urban se ngs. Our transporta on engineers
rou nely collaborate with in-house land use planners and landscape architects to develop designs that achieve superior results in terms of
mobility, safety, aesthe cs, and environmental quality. We are passionate about developing design solu ons that meet the needs of a wide variety
of system users.
Large or small state level or community level Sebago is equipped and experienced to oer you sage advice with regard to your transporta on

DUTCH KILLS
GREEN
LONG ISLAND CITY, NY

PROJECT DESCRIPTION
Dutch Kills Green, at the foot of the Queensboro Bridge in Long Island
City, has been a gateway to travelers crossing between Queens and
Manha an for nearly a century. The site has long been defined by the
presence of the elevated train. WRT reconceived the tangle of urban
infrastructure cu ng through Long Island City from a harsh, disorien ng
industrial maze into a lush, navigable landscape. The new landscape
grew out of the Department of City Planning and NYC Economic
Development Corpora ons Queens Plaza Bicycle and Pedestrian
Landscape Improvement Project.
The approach to Queens from Manha an was re-imagined as an urban
green machine with two new parks. Integra ng water, wind, solar, and
other environmental systems within the layered structures of bridges,
roadways, elevated trains, and subways, the project humanizes the
infrastructure at Dutch Kills Green. New structures were designed to
latch on, cut through, build under, grow over, and link ver cally, in
order to make use of inters al spaces and underused sites. Slivers of
green, patchwork gardens, and strips of water reten on, all dappled
through restructured pa erns of movement, grow on-site, providing
layers of vegeta on to clean air and stormwater as well as mi gate noise
pollu on.
The urban and landscape design reconnects the surrounding
neighborhoods and restores the connec on between the city and
the river. The project was one of the first to follow the Citys HighPerformance Infrastructure Guidelines. It also received an American
Ins tute of Architects New York merit award.

BETHLEHEM, PA

PROJECT DESCRIPTION
In 2011, one of the countrys largest brownfield sites, the 10-acre central
core of the former Bethlehem Steel plant, was redeveloped by WRT
into the SteelStacks Arts and Cultural Campus. WRTs landscape and
architecture designs focused on the projects public space, providing a
unifying framework for new site programs, and an enhanced connec on
between the site and local community. As the next phase of this adap ve
reuse success, the Hoover-Mason Trestle [HMT] reopened in June
of 2015 as an elevated pedestrian-oriented promenade suppor ng
circula on, historic interpreta on and passive recrea on uses. To take
a walk on the Trestle is to take a walk through history. At every point
along the Hoover-Mason Trestle, ones focus is pulled above, below,
and outward across the datum of the once ac ve rail tracks upon
which it is built. The design oers visitors a revealing and interpre ve
understanding of the site and history, paying homage to the site as a
historic landmark by treading lightly over the exis ng structure, while
also providing a unique and new pedestrian experience. The walkway
oers a glimpse into the rich history of Bethlehem Steel, and is enhanced
by a self-guided tour with interpre ve physical signage as well as an
interac ve digital applica on.
Much like the Hoover-Mason Trestle worked as a component of
the much larger Bethlehem Steel plant system, the reinvented and
repurposed HMT serves to enhance the community of Bethlehem, PA
by preserving the history and integrity of this magnificent site, and by
allowing visitors [including an en re legacy of Bethlehem Steel workers
and their families] the opportunity to once again stand at the foot of
the majes c and iconic Bethlehem Steel blast furnaces from atop the
Hoover-Mason Trestle.

ARLINGTON, VA
PROJECT DESCRIPTION
Parks and open spaces are part of the infrastructure network needed
to make a neighborhood an a rac ve place to live, work, and socialize.
To serve this purpose, these spaces need to be more than just green

While strides have been made, Crystal Citys open spaces simply arent

THE HIGH LINE

NEW YORK, NY
PROJECT DESCRIPTION
The Highline was built in the 1930s to eliminate dangerous street-level
railroad crossings. Inspired by the melancholic, found beauty of the
Highline, the design team aims to re-fit this industrial conveyance into
a post-industrial instrument of leisure. The singular linear experience
of the new Highline landscape is marked by slowness, distrac on and
an other-worldliness that preserves the strange, wild character of the
Highline.
The overall ligh ng strategy is a consistent low-level plane of light along
the perimeter, li ing and floa ng the Highline above the city below.
This so light marks the edge and silhoue es the Highline for viewers
from the street, while crea ng a unique night walk experience along the
