Network Deployment for India’s Largest Telecom Company

The Customer

The client is the world's leading mobile phone supplier and a leading supplier of mobile
and fixed telecom networks including related customer services. It also provides
equipment, solutions and services for network operators, service providers and
corporations. They have a strong presence in India.

In mid 2004, the client was awarded a contract for designing, supplying, installation
and commissioning of a GSM network in the Northern states of India by the end
customer. This order was a part of the 11 Million lines tender, which was distributed
among different equipment manufacturers by the end customer. The client selected GTL
to render turnkey infrastructure build services for the prestigious GSM tender.

The end customer is India's leading telecommunications provider and the country's
largest public-sector firm. It provides local-exchange access and domestic long-distance
services through a network of more than 47 million access lines covering most of India.
It also offers wireless communications, data and Internet services, as well as business
voice and data services. The end customer has chalked out an ambitious plan for
providing mobile phone services on GSM as well as CDMA platforms for customers
across India. The 11 million lines GSM tender was one of the tenders, which was floated
with regards to this GSM rollout.

Business Challenge

The end customer is India’s leading telecommunications provider and hence wanted a
partner who could support the aggressive deployment schedule, and adhere to the
stringent quality standards. The client as an Original Equipment Manufacturer (OEM)
was responsible for sticking to the demanding schedule and delivering on the same. It
selected GTL because of its broad base of technical skills and, more importantly, its
executive-level commitment to making the partnership work. The business challenge
was to rollout a network comprising of 1,325 sites across all the Northern states of
India within a time frame of 18 months. The network footprint included urban, semi
urban and rural areas of the states. The logistics for mobilization of manpower resource

and material in this vast expanse of area and the widely distributed sites posed a
challenge in itself. Also, the was extremely demanding and wanted aggressive
deployment of 1,325 sites which had to be built from scratch.

Solution Delivered

The client awarded turnkey works to GTL covering survey design, supply, installation
and commissioning of infrastructure works as well as telecom transmission and
installation works in the states of Punjab, Rajasthan and Uttar Pradesh (East). A total of
1,325 sites had to be built from scratch within a time frame of 18 months.

GTL’s expertise in project management skills and the client’s processes for rollout
planning, execution, material management and integration helped it to successfully
implement the project within the stipulated timeframe. GTL deployed a team of
approximately 200 dedicated supervisory and managerial personnel to manage and
execute this project and supply Class ‘B’ type of items. GTL appointed and managed a
supply chain consisting of over 50 subcontractor teams for civil and electromechanical
works. GTL’s engineers installed and commissioned the OEM’s BTS, BSC and Microwave
equipment. The Project team successfully overcame unforeseen exigencies during the
project execution stage. It successfully resolved the power crisis for 3 of the sites which
were to be inaugurated by the Telecom Minister of Rajasthan.

Value delivered

This project was pioneering for the end customer in regards that it was the first
instance of a LIVE cutover from existing technology to the new technology in
the operator’s network.
The end customer was able to focus on its core business and customer-facing
activities such as sales and marketing, provisioning and customer service, and
transferred deployment activities to GTL.
GTL helped in reducing the customer’s total cost of ownership by managing the
entire network deployment. This alleviated the time-consuming tasks of installing
new equipment, finding qualified personnel, and of building up in-house
competence.
