Good government is a government that is able to provide good service to its

citizens . This is consistent with the new paradigm of public service with the New
Public Service ( NPS ) is oriented to the satisfaction of the public as users of the
service .

In relation to the provision of services to the community district that is one

element of the region that directly serve the public have an obligation and are
required to provide the best service . But lately the services provided by
government officials in the District Pahandut in Making Land Statement ( SPT )
received complaints from the public . The complaint form communities among
others ; unclear procedures ; no standard set fee , the officer or officers who are
often not in place and the length of the process of settlement of the district
level . On the basis that the authors are interested in carrying out research in
order to determine and analyze the performance of Administrative District of
Pahandut In Providing Services Soil Preparation Statement .

Formulation of the problem of this research are: ( 1 ) How is the performance of

officials in providing the Statement Preparation Services in the District Land
Pahandut . ( 2 ) What factors that support and hinder the service of the Land
Development Statement .

The approach used in this study is qualitative and techniques of data collection
through interviews , field observation and documentation . The data analysis
technique used is iterative technique Qualitative Analysis which includes the
steps : data collection , data reduction , data display and conclusion .

The results of this study concluded general performance in the District

Government Apparatus Pahandut in providing services Soil Preparation
Statement is still not fully meet the expectations of society . It is seen from the
procedure of service , timeliness of completion of work , responsiveness , and
accountability is still not optimal . While supporting factors include; HR , Facilities
and Infrastructure , Incentives , Advances in Information and Communication
Technology , while inhibiting factor ; Mindset ( mindset ) and Bureaucratic
Structure .

In order to improve the performance Pahandut District Government Reform is

expected to Camats Pahandut ; create Standard Operating Procedure , Local
regulations related to the manufacture proposes incentives SPT -making services
, held GPS equipment and training for operational personnel , implement training
for officials so that the employee mindset menyeseuaikan with The new mindset
of the ruling apparatus into service and can meet the working hours so that the
service is not delayed .
