CHAPTER I

INTRODUCTION

1.1 Background
In today's modern era, the parents began to realize the importance of
children learning English, and now we have encountered many small children
who are already fluent in the language. There are a variety of ways for
parents to educate their children outside of a foreign language in their native
language, but on the other hand also raised some issues or problems when
the child began to teach a new language. Nowadays, parents began to
consider to enroll their children enter school or playgroup International with
English the language of instruction rather than enroll their children to national
schools. This is due to the growing use of English in Indonesia in recent

years. In addition to children enrolled in the International school, some


parents also enroll their children to places where English language courses as
extra tutoring their children. Some parents also participated in educating
children directly and not just expect an educational institution, such as to
communicate in English with their children at home, read fairy tales as well as
watch TV programs in English. However, there are some who disagree with
the English language education for children. Education and science is
certainly good and beneficial for growing children. But if the child is only
focused on learning English only, will certainly be some problems. Often we
meet in public places several teenagers Indonesia conversing in English. But
when they are talking in Indonesian, they are reluctant to open their
mouths, or sometimes even they are not surfing Indonesian English. This is

often due to the subject matter of international schools are definitely


different. Indonesian is taught as a second language or a second language,
thus they considered Indonesian is a second language and not their mother
tongue. When a similar problem in the house where their parents speak
English more than in Indonesian. In fact, sometimes there is an extreme
parent where the child is not taught Indonesian at all and only English. Thus,
it is understandable why there are cons to English education for children.
Surely it is up to the parents. If they can split the proportion of use of both
languages wisely, then such problems can be avoided. If the child has been
incorporated into the International school, it does not need to be given les
England again, and it's good if parents also have a couple of shared libraries
Indonesian language to their children. So the proportion of education both
languages balanced existence.

As we know EFL in Indonesia especially for Children, there are some problems that
the teacher usually finds. One of them is speaking. Speaking English is one of difficult
skill for Cahaya Insan Elementary schools students, they need some strategies for how
their learning method which the teacher used on their teaching because most student still
do not know the basic of English. It was based on my observation and interviews the
student and the teacher in six grade of SDIP Cahaya Insan on 5 January 2015. I was really
surprising when I asked and invited the student on making conversation and they did not
have comment and not understood my speaking. It was found most of the students had
low ability and quality in speaking English. Furthermore, most of the students sometimes
got the difficulties and stuck because they did not have the basic skill of how to improve
their selves, it made them flustered in practicing some words in English. They had many
mistakes in speaking English, mistaken sometimes happened like grammatical mistakes
and poor vocabularies, so that why, they sometimes used Indonesians words in speaking

in their several words. They sometimes also pronounced some words incorrectly and
always there are many pauses when they were speaking English. In addition, they were
lack of motivation. They needed much motivation from their environment and their
teacher to support them in practicing their skill and the teacher had to work hard to help
the students whenever and in every time students need because sometimes the teachers
just taught them by using asking and answering the questions. Therefore, the students did
not enthusiastic in speaking English.
In the line of the fact mention above, 1There are two elements of speaking
which becomes problem for students. Those elements are accuracy and fluently. Those
elements are very important for making students active in speaking English; they can
improve their skill with their friends. They have to consider those elements when the
students try to speak in English because when they do not considers it means their
speaking will not good. Than the problem of fluency and accuracy also cause
misunderstanding between speaker and listener, if the students do not focus on speaking
fluency and accuracy. In brief, students should pay attention to elements of speaking.

Students want to speak English fluently and accurately, they need to be able to

pronounced the words correctly and speak without mistaken in grammar.


Teaching English need some strategies and find some new innovation to control and
cover the students to be interested to in speaking English with fluency and accuracy.
Thus, this research attempts to apply talking chips technique in teaching speaking in to
see whether this technique could help students to speak fluently and accurately. According
to Kagan (1992), 3Talking chips technique is a technique of teaching speaking which
makes students interested and help students to speak English. This technique has positive
way to invite the students have habitual in using English as their communicative

speaking, this technique can make students (1) The students will be very active in
practicing themselves in speaking English in the class room. (2) The students can also be
creative in learning how to cooperate in a group. (3) The students will have a big chance
in practicing English in their social life because in talking chip, the students can divided
themselves into some group and each member of group will have a turn and chance to
speak English. Related to talking Chips Technique, this study is going to make the
students can active and talk more in the class room, Furyanto (2011) had conducted this
technique in teaching speaking using action research. This research is going to analysis
and investigate the knowledge of students whether the students is using English when
they are discussion. The talking chips technique can improve and practice the students
skill in speaking English of six grade of SDIP Cahya Insan or not, and to analyses the
strength and the weakness of the implementation of discussion using the talking chips
technique when the teachers are using this method in teaching speaking. The finding of
study can show the result of this technique and the function of this technique can show
that the talking chips techniques could improve the students speaking skill.
However, study and teaching by using talking chip technique are really well known in
Indonesia because most professional teacher are using this technique on doing teaching
learning process. Thus, this research is expected to reveal advantages of the use of the
technique, so that this technique will help teacher in doing teaching speaking English.
1.2 Research Question
The research question of this study is as follows.
1. Can Talking Chip Techniques improve students speaking skill?
2. How is Talking Chip techniques applied in teaching speaking?
1.3 Object of study
The object of this study is finding out, the using Talking Chip techniques in teaching
Speaking skill at SDIP Cahaya Insan and whether talking chip techniques can improve
students speaking skill achievement.
