2.1.1. A mechanical connection to an existing piping system.

SCOPE
3.1.
This procedure applies to all tie-ins at the Port Arthur Site. For capital projects the
connection can be bolt up, welded, compression fitting, or threaded. For routine
maintenance connections such as temporary connections for system preparation,
tie-ins that dont require hot or cold cutting of the line, etc. this procedure does not
apply.

PROCEDURE
4.1.
The Project Engineer will generate a tie-in list identifying requirements for each tiein for approval by the Operations Job Representative. The list will include: tie-in
number, line number, pipe spec, P&ID number, service, operating pressure,
operating temperature, connection type. The Project Engineer will also identify any
other tie-ins or work activities that should be performed in association with the tiein, with the objective to minimize plant down time. For Maintenance activities a tiein list is not required.
Tie-ins which are a change to the process will require a MOC and evaluation of
hazards of this change as per PA-020-0029.

After tie-in requirements are approved, the Operations Job Representative and the
BASF Construction Representative, together with the Contractor shall field mark
tie-in locations using tie-in tags available from Document Control. Tie-in tags
contain the following information as shown in the Tie-in Tag Form attached to this
procedure (tags are available from Document Control):

4.4.
When applicable, thickness checks will be done on existing piping for tie-ins.
4.5.
4.6.
If a hot tap is required, refer to the Port Arthur Site Hot Tap Procedure.
4.7.
All materials installed prior to the actual tie-in will be tested in accordance with site
piping standards. Examples of testing are x-rays, dye penetrant testing, hydro or
pneumatic testing.

4.8.
Once Operations has prepared the system to allow for the tie-in, the work crew
shall obtain a work permit. This permit identifies isolation blinds required, and all
other means necessary to ensure the tie-in work is safely performed. The permit
also identifies required special protective equipment such as gloves, acid suits,
breathing air, etc. Special procedures such as line drilling, cold cutting, spool
removal, etc. shall be listed on the permit.
4.9.
Upon completion, the tie-in will be tested in accordance with site piping standards.
All tags will be removed, and the system will be released to Operations.
If a MOC was required for the tie-in a PSSR will also be required as per procedure
PA-020-0028.
4.10.
5.
Once Operations is satisfied with the work, the work crew will remove all isolation
devices and Operations will put the system back in service.

5.1.1. Prepare and physically install tie-in tags
5.1.2. Work with the Maintenance Planner to plan and schedule all field activities
5.1.3. Execute tie-ins at identified location(s), in accordance with all applicable
BASF policies and procedures.
