2016 Funding Recommendations

RECOMMENDATIONS:
THAT City Council approve the funding allocations from the CBT Affected
Areas and Local Initiatives Program for 2016 as recommended by the Program
Evaluation Committee.
THAT City Council write a letter to the members of the Program Evaluation
Committee thanking them for their work in evaluating the projects.
Executive Summary:
The Program Evaluation Committee, appointed by City Council and the CSRD Area B Director
to evaluate applications to the CBT Affected Areas and Local Initiatives Program, is making
recommendations to City Council regarding the allocation of program funds for the 2016-17
fiscal year.
Background:
The City of Revelstoke is the delivery agent for the CBT Affected Areas and Local Initiatives
Program in the Revelstoke area. This program is administered through the Community
Economic Development Department. Every year, the City advertises for applications to this
program, and the applications are evaluated by a Program Evaluation Committee comprised of
local residents who are appointed by City Council and the CSRD Area B Director. The Program
Evaluation Committee is making recommendations to Council for the funding allocation for the
2016-17 fiscal year. The funding recommendations must be approved by City Council and the
CSRD Area B Director. The Area B Director has indicated she is in support of the
recommendations as presented.
Options / discussion:
There were 48 applications made to the program this year. It is a very difficult task to review the
various proposals, and the Program Evaluation Committee again did an excellent job of
evaluating the proposals on behalf of local government and the community.

Financial / Risk Implications:
The funding for this program is received from CBT. The City of Revelstoke charges an
administrative fee of 5% of the total funding which is used to cover the costs of administering
the program. A summary of the funds received through this program since its inception is
attached.
Strategic Plan Reference:
This initiative is consistent with the 2016 Council Goals and Objectives:
1. The City of Revelstoke will emphasize quality of life issues including social, active living,
cultural experiences and recreation opportunities.
4. The City of Revelstoke will take initiatives to attract, promote and support economic
development.
This initiative is consistent with all components of the 2013 Revelstoke Integrated Community
Sustainability Plan.

collaboration in addressing social sector issues.
Implement and develop volunteer-based programs to meet specific needs
of seniors: transportation, computer training, snow removal, shopping, etc.
Purchase Sea Can type Equipment storage, timing equipment, Coaches
tools, signage & materials to secure race venues
Maintain, build & administer the Youth Access Fund that enables youth
from low income families to attend recreational/cultural events & programs
Purchase safety equipment for hosting races, netting for corners, pole
protection pads & railings for bridges. Maintain buildings & equipment
Build a new modern skatepark in Kovach Park and decommission the old
existing skatepark.
Provide individuals with intellectual disabilities the opportunity to enhance
their lives & celebrate personal achievement with positive sport experiences
Properly install a better culvert on a well used walking/cycling trail near the
airport as existing culvert is failing.
Purchase a black theatre curtain needed to improve the calibre of the annual
community Ice Skating Show.
