INSTRUCTIONS IN FILLING OUT

THE CY2017 BUDGET FOR ALS


EXCEL FILE
I. General Instructions:
-

Just fill-out the cells colored green.


Do not touch other cells.
The resulting budget (column D) in the 4th worksheet (CY 2017 ALS
Budget Proposal) will be your Tier 1.
Do NOT fill out Tier 2.
If a PAP or the entire MFO3 for a particular DARRO/DARPO goes
beyond the ceiling, do not just modify the Physical Forecast. You
may also modify the Cost Parameter.
The filled out Worksheets 1 and 2 must be submitted no later than
5pm on 22 February 2016. The filled out Worksheets 1-3 must be
submitted no later than 8pm on 24 February 2016. Submit them to
usec_lao@yahoo.com.ph.

II. Special Instructions:


A. Worksheet 1 (Physical Forecast [Form 1-A])

Make sure that the data you provide are actual numbers. We
will verify these through the LCMS.
Make absolutely sure that column S (Proposed 2017 Physical
Forecast) is filled out. Otherwise, the entire Excel File will not
work.
In filling out column S (Proposed 2017 Physical Forecast), we
prefer that you use the value that will be provided by either
column Q (Projected 2017 Caseload using ALS Formula and
Averaging) or column R (Projected 2017 Caseload using ALS
Formula and Trending). However, if you have reasons not to
adopt these results (such as absorptive capacity), make sure
that you state the justification in column T.

B. Worksheet 2 (Physical Forecast [Form 1-B])


1. Cell B9 (Just Compensation Case Forecast): coordinate with the
CARPO for LTID. Ask how many NLVAs are targeted to be
issued in 2017 under their proposed budget. Use this figure for
this cell. Otherwise, state justification.
2. For Row 20 (Post Judgment Forecast):
- Make sure that the data you provide are actual numbers. We will
verify these through the LCMS.
- The physical forecast should depend on the number of decisions
sought for reconsideration; determine the percentage (Number
of decisions with MRs over the Total No. of decisions); get the

trend or average percentage for the last the three (3) years; and,
multiply the percentage to the projected number of cases for
resolution. You may opt to add OTHER POST JUDGMENT
ACTIVITIES (e.g., new trials, reopening, and the like) if any, but
provide a justification.
Cells B14 and B15 (Administration of Oaths and Implementation
of Writs of Installation Forecast): coordinate with the CARPO for
LTID in determining a realistic figure for these cells. State
reason for figure.
Row 25 (Execution Forecast):
- Make sure that the data you provide are actual numbers. We
will verify these through the LCMS.
- In filling out column L (Proposed 2017 Physical Forecast), we
prefer that you use the value that will be provided under
column K (2017 Projected No. of cases for execution).
However, if you have reasons not to adopt these results (such
as absorptive capacity), make sure that you state the
justification in column M.
Cell B32 (Monitoring of Granted Conversion Forecast): this
should reflect the number of approved conversion order
(whether by RD or Secretary, or OP or courts upon appeal)
covering LHs in the pertinent province that became final in the
year 2011. Otherwise, state justification.
Cell B34 (Mediation/Conciliation Forecast): make sure that the
figure will have a clear basis (and not just a random number).

C. Worksheet 3 (Cost Parameter)


1. Fast-tracking of decisions (rows 32-38; 155-161; 210-216):
-

This is not a mandatory Object of Expenditure. You can opt


to give a 0 budget requirement for this.
This will only be allowed for those that will have a Physical
Forecast of 500 cases or higher.
Those with a Forecast of 500-1,000 cases has a ceiling of 2
for their frequency (column E). Those with a Forecast of
1,001 and above has a ceiling of 4 for their frequency. Under
no circumstances can the frequency be beyond 4.

2. Engagement of Project-Based Researchers (rows 40, 163, 176,


218):
-

This is not a mandatory Object of Expenditure. You can opt


to give a 0 budget requirement for this.
This will only be allowed for those that will have a Physical
Forecast of 121 cases or higher.
As to the Cost (column D): the amount to be placed must not
go beyond the annual gross salary of an ARPO II. You may

assume that Tranche 2 of the new SSL will proceed according


to plan. A smaller amount may be indicated.
As to the Frequency (column E): a maximum of 1 can be
indicated for every 60 cases beyond 120. Therefore, if the
Physical Forecast is from 121 to 180, then the ceiling for the
Frequency is 1; if the Forecast is from 181 to 240, then the
ceiling is 2; and so on and so forth. A smaller number may be
indicated.

3. Engagement of LCMS Technical Assistant (rows 42, 165, 178,


220, 270):
-

This is not a mandatory Object of Expenditure. You can opt


to give a 0 budget requirement for this.
As to the Cost (column D): the amount to be placed must not
go beyond the annual gross salary of an ARPO I. You may
assume that Tranche 2 of the new SSL will proceed according
to plan. A smaller amount may be indicated.
As to the Frequency (column E): the ceiling is 1. So we
should only see 0 or 1 here.

4. Case Resolution under AARC:

For rows 10-13 (personal delivery of summons): the ceiling


for the frequency is 1.5.
For rows 28-31 (issuance of subpoena): the ceiling for the
frequency is 1. So we should only see 0 or 1 here.

5. Mediation under AARC:


-

For rows 45-50: the ceiling for the frequency is 0.25.

6. Execution under AARC:


-

For rows 60-65 (Pre-Execution Conference): the ceiling for


the frequency is 0.25

7. Cancellation Cases under AARC:


-

For rows 78-81 and 86-89 (Personal service of Notice to


Comment): the ceiling for the frequency is 1.5.
For rows 98-101 (Preliminary Conference): the ceiling for the
frequency is 1
For rows 104-107 (On-site inspection): the ceiling for the
frequency is 0.75
For rows 113-116 (Posting of Notices): the ceiling for the
frequency is 1

8. Administration of Oath under AARC:

For rows 122-125: the ceiling for the frequency is 1

9. Case Resolution for DARRO under ALI:

For rows 232-235 (Personal service of Summons/Notice) and


rows 238-242 (actual mediation necessitating travel): the ceiling
for the frequencies are 1.5
