Allowances for a/c unit spaces

Problem:
It still baffles me as to why we are still receiving requests to modify recently erected roof
trusses in order to fit ducted air conditioning units within the roof space.
You would think that with Australia being subjected to exceedingly high temperatures
over the summer months that there would be some mandatory provision to allow for the
space of a cooling unit, in the roof space, in the construction of new homes.
Unfortunately though, no such legislation currently exists so it is left up to the truss
detailer to incorporate the area into the roof structure.
From my experience some truss detailers are still failing to incorporate these areas within
the roof space and are therefore requesting rectification details which are becoming
increasingly complex.
Why is it a problem:
The main problems with retrofitting an a/c unit void into a roof space are:
1) Overstressing of members: A/C fan unit boxes are typically not small (dimensions
of 1600x800x300), which means that typically two trusses are required to have
webs removed within the roof, in order to fit the a/c unit. This creates localized
structural weakness within the roof in the a/c unit region due to the fact that when
a web within a truss is removed, a redistribution effect occurs which the and
transfers more load to be carried by the adjacent uncut trusses which have not
been designed for this additional tributary area. (could expand on this more)
2) Overstressing of plates
3) Deflection issues: Loss of camber resulting in excessive panel deflections
whenever a member is removed from a truss, be it a web or a segment of a chord,
the truss loses the instilled positive camber installed during manufacture (in order
to offset the deflection of the truss under permanent dead loads), which will
typically result in the deflection of the truss.
4) Cost: Cost for rectification details + cost of labour + cost of materials.
5) Difficulties in carrying out the rectification details related to the stage of
completeness of the building and confined spaces. E.G ceiling has been installed.

If this a/c space isnt allowed for in the roof truss design, and the unit wont fit between
the existing web pattern/truss spacing of the erected trusses then the trusses then need
to be rectified to incorporate the space and the additional weight of the unit.
With the average size of an a/c fan unit typically being of the dimensions 1600x800x300
they do not readily fit into an existing trussed roof structure that well, so the truss web
pattern has to be modified to house the unit.
The main problem with this is that as soon as a web is removed
