Volume 4 – Pricing Proposal

4.0 STANDARD PRICE PROPOSAL (RFP REFERENCE E.3.4.2.4.1; E.6.4.1)

Carlson welcomes the opportunity to provide comprehensive business eTravel services to the Federal Government. Our pro-
posed rates are competitive in the travel and expense management marketplace and reflect cost-effective and creative
solutions to service that provide the best overall value for GSA and its Federal travelers.
Our pricing proposal reflects the calculation of actual expenses, direct and indirect, as well as reasonable expectation of
profit. Carlson projects that expenses will rise at an annual inflation rate of three percent to four percent during the life of the
contract. These costs are also based on the information provided in the Solicitation, particularly the estimated number of an-
nual transactions.
The pricing proposal includes:
¾ Pricing by CLIN/SubCLIN
¾ Evaluation Quantity CLIN Tables
¾ Detailed Pricing Narrative
¾ WBS Cross Reference Pricing Table

Volume 4 – Pricing Proposal

4.3 Detailed Price Narrative

Carlson has thoroughly analyzed its proposed services and the costs of providing those services in relation to similar prod-
ucts and services it currently provides to existing clients.
4.3.1 eTS Initial Operational Capability (IOC) Pricing Approach
Our pricing for IOC and the first 800 vouchers found in CLIN 1 reflects a standard implementation of one agency and proc-
essing of 800 vouchers for that agency. Included in IOC are all standard implementation functions; agency exploration
meetings, setup and training. It does not include our development to date nor does it reflect costs associated with our exist-
ing staff but rather those incremental costs directly associated with achieving IOC. It includes utilizing our existing data
warehouse and reports.
Specific staffing included in our IOC price includes a dedicated account manager, implementation manager, training man-
ager, technical support manager, and operations manager. These staff members will dedicate a minimum of 480 hours to
IOC.
Activities included in our IOC price:
¾ Agency exploration and set up:
¾ Agency travel program specifics
¾ System administration set up
¾ Approval matrix
¾ Established workflow
¾ Import of traveler profiles, funding citations, and other agency specific data
¾ Establishment of agency billing parameters and procedures
¾ Online agency policy profile
¾ Standard data output files
¾ Support for agency interfaces to the eTS EAI platform
¾ Support for split disbursement
¾ Use of existing data warehouse

¾ User training based on type of user

¾ One instructor led class per user role or “train the trainer”
¾ Training conducted at either an agency provided facility or in a Carlson provided environment
¾ Self paced CBT housed on the eTS portal
¾ Downloadable “train the trainer” curricula located on the eTS portal
¾ Course offers and registration
¾ CBT self testing
¾ Reporting of training participants

¾ Program Management
¾ Kickoff meeting to review implementation, training, and communications plans
¾ Weekly progress meetings continuing until 800 vouchers are processed
¾ Two months of weekly conference calls replacing weekly progress meetings
¾ Implementation report detailing successes and lessons learned completed 90 days after implementation
¾ Monthly conference calls with eTravel PMO through the sixth month of deployment

¾ Transaction Processing
¾ 800 vouchers
¾ 400 reservation and fulfillment records
¾ Set of standard data reports
¾ 24/7/365 in route assistance
¾ 8AM to 9PM EST M-F technical help desk (additional hours are available at $50.00 per hour per day)

4.3.2 eTS Reservation and Fulfillment Services Approach

Pricing in CLINs 2, 20, 40, and 60 AA, AB, AC, AD and AE for reservation and fulfillment services include:
¾ Reservations and e-ticketing for cars, hotels, and rail
¾ All vendor fees for online booking including the actual booking and hits to the online system
¾ ETS – TMC integration
¾ Email invoice to traveler
¾ Email itinerary to traveler
¾ Traveler assistance with credit card disputes
♦ Research and documentation for no show bills
♦ Research and documentation for processed refunds
¾ Carlson’s proprietary credit card reconciliation for CBA accounts
¾ Daily processing of refunds
¾ VIP services for cabinet level staff
¾ Toll free 24/7/365 dedicated Carlson employee staffed en route emergency service
¾ Government dedicated agents
¾ Five standard management reports via the web
¾ 8AM to 9PM EST Customer support help desk for self service bookings
Our pricing for these CLINs are consistent with similar items within existing GSA contracts handled from our central reser-
vation sites and reflects the significant discounts to be received by GSA for its volume commitments. At the point an agent
is required to perform work on a self serve reservation the fee reverts to the normal Domestic or International Fee.
The TMC workload associated with booking the majority of international travel is no different than booking a domestic res-
ervation. Recognizing that fact Carlson has proposed our international fee at the same rate as our domestic fee and will
charge an international rate desk surcharge of $25.00 when the desk is used. International rate desks are typically used when
the itinerary encompasses a market for which there is no GSA city pair awarded. All fulfillment fees are based on Carlson’s
retention of existing GDS (Global Distribution System) revenues and associated car and hotel commissions.
A significantly discounted price for self-serve reservations is presented based on projected volumes driving down our operat-
ing costs. For CLINs 2AA, 2AB, 20AA, 20AB, 40AA, 40AB, 60AA, and 60AB, there is a supplemental fee of $5.00 for
each booking over 110 percent of fulfillment. Our experience shows that bookings generally occur at a rate of 106 percent
of fulfillment with no applied surcharges.
Pricing in CLINs 2, 20, 40, and 60 AF and AG include the cost of the online booking tool, online booking help desk, main-
tenance of the agency online policy profile, and placement of reservations on the appropriate TMC queue.
4.3.3 eTS Authorization and Voucher Services Approach
Pricing provided in CLINs 3, 21, 41, and 61 include the following services

network or operated by the Carlson for the Federal Government, regardless
of physical location. This requirement will apply to all information technol-
ogy resources or services in which the Carlson has physical or electronic
access to the Federal Government’s sensitive information that may be con-
tained within the eTS. The term “information technology” as used in this Requirement Yes x Yes
section means any equipment or interconnected system or subsystem that is
used in the acquisition, storage, manipulation, management, movement,
control, display, switching, interchange, transmission, translation, transfor-
mation, or reception of data or information. This includes both major
applications and general support systems as defined by OMB Circular A-

For the purposes of implementing security controls, the eTS is classified as a
Government-accessed major application being hosted on another organiza-
tion’s general support system. Security guidelines pertaining to major
applications and general support systems as described herein will apply in
accordance with Section 2.3.1 of NIST Special Publication 800-18. Carlson
will provide adequate security for both the major application (i.e., the eTS)
and the general support system that hosts it to ensure protection for both the
applications used and the information contained therein. Carlson will be the Requirement Yes x Yes

C.6.5.1.2 General Security Standards – Objectives
Data stored within the eTS may vary among low, medium, and high sensitiv-
ity levels across agencies, within agencies, and even within individual travel
actions as seen from different agency perspectives. Agency-specific and
possibly data-specific configurable security is desirable, but is anticipated to Objective Yes No
be cost-prohibitive. Carlson may propose a configurable security scheme
that is more configurable and scalable if it can be demonstrated to be of
greater benefit or cost-effectiveness to the Government.
C.6.5.2.1 Access and Authentication – Requirements
The eTS will by default provide access to data only on a role-related “need
to know” basis. The eTS will restrict personnel access to those with a need-
to-know in strict accordance with their roles and permissions (e.g., system
administrator, travel approvers, financial analyst, etc.). Agencies will deter-
