Twenty-three years (23) of experience in training processes, allowed me to develop my


knowledge and skills in education, management and (ICT) Information and
Communication Technology. The Instructional Design has been my main line of action. I
have managed the coordination, planning, implementation, facilitation, following,
supervision, monitoring and evaluation of educational programs and projects at national
and international level. Twelve (12) of them to create, implement, promote, develop and
manage educational projects by virtual methods (E-learning and B-learning), training
pros as virtual tutors, so they can acquire pedagogical and technological skills enabling
them to work in virtual learning environments.

Professional Experience
(January 2015-April 2016), I work for The Latin American Institute of Judicial Studies
(IIAEJ) as Director of Training and Teaching Unit (UFSD), where I have the
responsibility to design, implement, and evaluate the legal academic proposal developed
by IIAEJ in the virtual mode, directed to the twenty-Three countries of the Iberoamerican
Community. Functions: Coordinate and supervise the educational and technological
development of the virtual academic proposal executed. Promote and implement ongoing
training plans for teachers in the use of information and communication technologies.
Train national and international jurists (lawyers, judges) as virtual tutors, who will serve
as teachers in the academic proposal to be developed by the IIAEJ. Suggest from a
pedagogical, technological and communicational view, different plans, programs and
strategies in virtual mode for the development of academic programs proposed.
I am an active member of the Inter-American Distance Education Consortium (CREAD)
and the World Association of Virtual Tutors.

RESUME

Professional Experience
(October 2006 - December 2014) Responsible for The Creation and Implementation of the Virtual Classroom
on the Web site of the National School of Magistrates (ENM) / Supreme Court. Virtual Training Programme
Responsible for training and upgrading of judges and servants of the Judiciary (design, plan, coordinate,
implement and evaluate the training proposal in the legal area). Responsible for the training of lawyers,
judges, magistrates and other professionals as teachers / virtual tutors.
(July 2004 - September 2006) Responsible for the design, development, implementation, monitoring and
evaluation of the training proposal developed by the National Telecommunications Commission (CONATEL)
for the telecommunications sector and Community Media (Radio and Television. Responsible for responding
to training requests, to establish partnerships and promote networking with communities, organizations and
universities and to respond to requests in Company, directed to the private sector (PDVSA, Kalev, mobile
phone and so on). Design and manage the Training Media Community Center, and design and administration
of the Access Point School (community Centers designed to popularize the provision of telecommunications
services and information as well as training in the use of Information and Communication technologies in
order to stimulate the development of the community and improve the quality of life of its members).
(January 2000- December 2003) Responsible for coordinating the national "Prevention of HIV / AIDS, other
sexually transmitted diseases and Teen Pregnancy in Bolivarian Schools" project developed by the Ministry
of Popular Power for Health. Establish general guidelines, advising and supporting the planning,
management, training, implementation, monitoring and evaluation of the different activities to be developed
in six states (Anzoategui, Cojedes, Delta Amacuro, Falcon, Lara and Portuguesa). Facilitate awareness
sessions; training health, education, social work, communities, organizations and indigenous members
(ethnic Warao and Karias), on issues over sex education, teen pregnancy, domestic violence, sexual abuse,
organic law for the protection of children and adolescents, among others. Organize regional and national
meetings to share, disseminate and systematize the experience of the project in the six states of the country.
Strengthen a network of health promotion and comprehensive prevention with the participation of education,
social work and community and indigenous organizations, around the country.
(1999-2000) responsible for designing, implementing, coordinating and evaluating the training proposal for
PROSALUD- Health Group/ Pro-youth. Provide information through the 800-PREMATURE line in the field
of sexual and reproductive health. Facilitate through courses and workshops continuous updating of staff of
the institution on issues of sexual and reproductive health. Participate in events held by the institution to
promote the 800-PREMATURE.
(1997-1999) Design, coordinate, implement and evaluate the implementation and difussion of permanent
training supply of CESAP Social Group, Service Center of Popular Action (twenty-three members nationally)
and Training Center Pozo de Rosas. Assess and respond to the requests of the twenty-three members with the
ESCAP Social Group. Prepare the induction plan for new employees to CESAP Social Group. Elaborate
instructional designs for the training proposal throughout the country. Coordinate the development and
execution of workshops, preparing the material required for instructors and participants. Prepare and
publish an annual summary of the training proposal. Welcome and respond to requests from communities,
organizations and the general public related to training issues.
(1993-1996) Design and evaluate programs, instructional materials and technical manuals for MACA and
ASSOCIATES Corp.
