Supt. Victor Lekwadu, the man in charge of law traffic law enforcement is tired of
people misbehaving in Burgersfort. “We are going to clean up this town” he says.
He and his men and women will be intensifying attempts to curb lawlessness,
reckless driving and other problems concerning traffic in Burgersfort and
Steelpoort. They are aiming be visible in town and will focus on various traffic

Regional and local ANC stalwarts at last week’s press conference where amongst
other things, former local councillor Jackson Tjatji, were welcomed back into the
party after he ‘briefly’ deflected to COPE. Fltr are Ms Lientjie Khoza, Ms Nkosi,

Talitha Boshigo (ANC Women’s League Sekhukhune chairperson) also joined the

Prominent businessman and former ANC councillor, was publicly welcomed back in the
party after he left the ANC for a while and joined COPE. Mr Tjatji also became involved
in the Greater Tubatse Activists Forum, who recently spearheaded service delivery
protests in the area.
Members of the forum are from diverse political backgrounds, many of them
remaining in the ANC, while others joined COPE and the DA.
Welcoming Mr Tjatji back into the ANC fold, the party’s sub-regional secretary, Mr
Lemon Phala, told a media conference in the NUM offices in Burgersfort last week
Thursday that the party plans to actively grow its membership in the run-up to next
year’s local government elections. He said the party is already planning for two extra
wards in the Greater Tubatse Local Municipality and is full of hope that this will be
effected in the final demarcation for the local government election which will take place
later this year. The municipality will then consist of 31 wards.
In the mean time he said the party is calling on everyone in the municipality to go for
HIV testing so that their status can be determined. This will help everybody involved to
plan and fight the HIV/Aids pandemic. He also called on the public in the greater Tubatse
area to support the public viewing area at the Ntwampe Sports Grounds during the FIFA
2010 Soccer World Cup that kicks of in a couple of weeks. He said the public should
support the tournament and the facilities made available to them.
Turning to more serious issues he called on residents of the municipality to become
involved in decision making processes of the government by attending meetings where
their inputs are required, such as the recent IDP, budgeting process. He said
participation such as these is much more constructive than disruptive service delivery
marches.

Smokey Hills
output drops
sharply
Output at Platinum Australia’s Smokey Hills project near Burgersfort, dropped sharply
in the March quarter, the company reported last Friday.
The processing plant at Smokey Hills produced 8 300 oz of four-element (4E)
platinum-group metals (PGMs), which was 24 per cent lower than the 10318 oz of 4E
PGMs produced in the previous quarter.
The company reported that underground production at the mine had dropped to 72
238 t for the quarter ended 31 March 2010.
Workers of the mining contractor at Smokey Hills, Redpath Mining, embarked on an
unprotected strike on March 3, bringing underground mining to a halt.
After nearly a week of strike action, the workers returned on March 10, after having
been dismissed and having appealed their dismissal.
However, a full week of production, as well as 50 per cent of the output for a second
week, had been lost.
Further, given that 10 per cent of the workforce had not been reinstated, production
for the remainder of March had also been impacted on to some extent.
Platinum Australia expected the mine to reach its full employee complement by the
end of April.
Meanwhile, the company noted that a power interruption at Smokey Hills had cost it
a further 1 000 oz, after the main control panel at the mine had been damaged by a
direct lightning strike at the end of January. This had been fixed by February 1.
Further impacting on its output, had been the continuing impact of an underground
cave.
Changes to the mine design to compensate for the effects of the cave were expected
to be implemented by June, stated the company.

Unethical practices in the private security industry is more the norm than the exception – a trend
known for years but recently exploited in times of “price wars” amongst volumes rather than quality
driven service delivery. Not only are the security companies exercising the unethical practices liable,
but the clients contracting and utilising those services.
The private security industry nationally grew by 16% from 2008 to 2009 with the number of registered
companies increasing from 5504 to 6392 according to the 2008/2009 PSIRA Annual Report. In
Mpumalanga the number of companies grew from 398 to 450 and in Limpopo from 659 to 819. Active
registered security officers increased nationally by 11% from 339 108 to 375 715 in 2009.
Question marks are raised on how security guards are exploited – how many employers fail to contribute
to the industry’s mandatory Provident Fund or the R10 000 death benefit in the first four months of
service before joining the Provident Fund? How many security guards are not covered in terms of
Workmen’s Compensation (WCA) and how many have to buy their own uniforms or never receive the
mandatory annual bonus? How many companies fail to pay tax? How many are so called “casual
labour” or independent contractors for whom no leave or annual bonus provisions are being made?
The companies failing to meet the minimum standards or statutory requirements can afford to undercut
the market on price – they take from their staff, their clients and government!
With less than five months to the implementation of the 2nd year of the Sectorial Determination on 1
September 2010 security guards can look forward to the end of an era of the lowest paid Grade E
levels – a remuneration level which is a shame for someone to protect the assets of others. On 1
September 2010 Grade E security guarding and its poor remuneration will seize to exist.
The ethical private security businesses will ensure that employed staff are properly trained, screened
for criminal activities, registered as security guards at the Private Security Industry Regulatory Authority
(PSIRA), issued with sufficient uniform inclusive of PPE, paid according to at least the minimum wage
of 208 ordinary hours, are benefitting from the four months death benefit prior to becoming a member
of the Provident Fund to which employers contribute 6,5% of basic wage and that they are covered
for occupational injuries through the WCA and also receive cover via the Unemployment Insurance
Fund (UIF) and at least receive a properly structured pay slip.
The private security businesses that are serious about service delivery and customer satisfaction will
ensure that the ethical standards are exceeded through higher than industry wages payments, additional
staff benefits offered, staff development encouraged and staff treated as valuable assets rather than
just “numbers”. Industry leaders develop, reward and care for their staff and reinvest in the communities
where they conduct their business whilst they will subscribe to a quality model for service delivery.
Contributions to BBBEE inclusive of genuine shareholding rather than fronting are high on their agendas.
Obviously all these features and compliance activities cost money and have to be considered in
pricing models.

Big jump in
Aquarius 3rd
quarter profit
Platinum-miner Aquarius, which owns operations in South Africa and
Zimbabwe, posted a big jump in its third-quarter profit as platinum-group
metals (PGMs) prices strengthened. Aquarius also owns the Everest Platinum
Mine between Lydenburg and Roossenekal.
Aquarius lifted net profit to $23,2-million in the March quarter, up 257
per cent from the $6,5-million in the same quarter last year, despite
comparatively flat production.
Total production at 103 286 oz for the quarter was flat, when compared
with the third quarter of 2009, but declined when compared with the 112 359
oz produced in the December quarter.
CEO Stuart Murray said that production levels were down as a result of
fewer shifts over the Christmas and New Year period, and the
commensurately lower production was exacerbated by some degree of
“teething problems” at the newly acquired Blue Ridge mine, as well as the
reduced availability of feed material at the tailings retreatment operations.
He said that these issues were being resolved. Murray also noted that the
third quarter was characterised by improving markets, rising dollar PGMs
prices and a relatively stable rand, which together contributed to improving
cash margins at its operations.
The continued slow recovery in the developed world’s automotive industry
was expected to continue, underpinning PGMs prices in the final quarter of
the financial year, a period which Murray said was likely to see operational
and production metrics in line with the second quarter.
US dollar prices for platinum and palladium strengthened materially
during January, in response to investor interest in the new exchange-traded
funds (ETFs), physically backed by those metals, which were listed in early
January in the US and Switzerland.
ETFs prices rose sharply during the first part of the quarter, helping to
drive prices, before levelling off for the remainder of the period.
“Towards the end of the quarter, investment demand was replaced to some
degree by increasing fundamental demand from industry. Auto companies
have begun restocking in response to slowly improving consumer sentiments
in the US, European Union and Japan, and increased demand for imported
luxury vehicles in China.” Murray said platinum jewellery demand from
China remained robust in the face of increasing US dollar prices, with
platinum volumes increasing in March, following a seasonally weaker
February and the Chinese New Year.
“PGM prices continue to reflect improving fundamental market demand,
with prices rising across all PGM metals during the third quarter and into
April 2010,” he said.
Revenue for the quarter under review increased by 64 per cent, Murray
said, from $78,5-million in the previous corresponding period, to $128,8-
milllion.
Measured on a PGM ounce basis, this represented an increase from $808/
PGM oz in the previous corresponding period, to $1 347/PGM oz during the
quarter.
Meanwhile, Aquarius announced that Hugo Holl had resigned as
managing director of its South African operating subsidiary, citing personal
reasons.
The group had started a process to search for a successor, both internally
and externally, it said.
Holl would remain as MD of Aquarius Platinum South Africa (AQPSA)
until the end of the current financial year. Holl was with Aquarius for eight
years and was appointed as MD in 2008.
Escapee sentenced
On 03 May 2010 Chrisjan Madalane (27) was sentenced to 18 months
imprisonment in the Praktiseer Magistrate’s Court for escaping from lawful
custody.
He escaped from the Police cells in Tubatse on 06 December 2009 at about
18:30. Madalane used a saw to cut through the roof in the cells.
He was arrested for cases such as murder, possession of a firearm without
licence and robbery and rape.
The Police made follow ups throughout the night and they managed to arrest
him in Burgersfort the next morning at about 05:00.
Meanwhile, on 28 April 2010 the Police in Tubatse arrested a 19 year old man
in connection with rape. The arrest follows after a 37 year old woman alleged that
she was raped by two unknown men when she arrived at her residential premises
at Ga Mashamothane.
On 25 April the case was reported to the Police in Tubatse and they made
follow-ups that led to the arrest of one suspect on the 27 April 2010. The other
suspect is still at large. The police are appealing to the community to assist with
information that will lead to the arrest of the other suspect.

Her two princesses were Sheila Mmutle (first princess) and
Lebogang Ramaube (second princess).
Fifteen girls graced the stage with various outfits and a
very cheerful crowd encouraged them.
The entertainment between the various outfits also had
the crowd on their feet. The bursary for the winner is under
review with one of the local mines as this can only be
awarded once a candidate has completed matric with the
proper grades. Other prizes included a top loader washing
machine, 54cm television, 6300 Nokia cellphone, a home
theatre system, a microwave oven, a meal voucher at
Nolito’s, a food steamer and a digital camera.
Ms Keabetswe Mogane, one of the organisers of the event
said that they are very proud of how the event played out.

work for and that each could have a goal in life towards
which they can work. Each and everyone can be a winner in
her own right”.

National Military Service was this week
proposed as one way to instill discipline
and patriotism in South Africa’s Youth.
In South Africa the youth makes up about
half of the population with many between
the ages of 18 and 24 struggling with
unemployment.
Defense and Military Veterans Minister,
Ms Lindiwe Sisulu spoke about the
proposal during a briefing in parliament
this week. She said that she hoped that
her plan could be implemented within two
years.
She made it clear however that although
this could be a solution to dealing with a
growing number of unemployed young
people, it will not be a return to
conscription or the compulsory military
service that formed part of South Africa’s
apartheid history.

Fun and games

at Letabo-Perr
On 1 May Letabo-Perr riding school hosted a gymkhana and family fun day.
The riders played games on horseback and also did some impressive jumping and
technical riding. A potjiekos competition, boerewors rolls, pancakes and music all
contributed to
the fun
atmosphere.
Those who
were not
competing
could go for a
pony ride to
get better
acqainted
with the
horses.

Ride like the wind on horseback

A gymkhana was held at Letabo-Perr riding school on Saturday last week.
Some of the games the riders participated in was finding the flag. Riding they had to
search for various coloured flags that were hidden on the course. There was also timed
rides and jumping. Also see page 13.

Big and small participated. There was fun for everyone and especially the pony rides
(photo far right) was a big attraction for the children.

Tubatse United faced Nchabeleng Young Stars in the final of the Mayor’s Cup
Challenge last week Saturday. A development team played (see photo left) before the
final game. The game was attended by various
guests and dignitaries. Coaching certificates was
also handed to various coaches in the area.

Tubatse United
takes the Cup
On Saturday last week Tubatse United took on Nchabeleng Young Stars from Lebowakgomo in the final of the
Sekhukhune District Mayor’s Challenge. On Sunday the women battled it out. The games took place at Ntoampe
Stadium in Moroke.
The game was officially opened with a parade of the teams and a handshake of officials including Cllr.
Mogobo David Magabe, GSDM district mayor and Mr Thomas Madigage, assistant coach to Super Sport
United. The national anthem was sung and then the teams were off to a flying start.
Tubatse United showed their superiour skills and were soon leading. In the end the game finished with a 2 -0
score. Tubatse United took first place, Nchabeleng Young Stars second and Dudu Stars third.
Michael Mnisi was the top goal scorer and Jan Mnisi was named the Man of the Tournament. Both players
are from Tubatse United. Madigage, who grew up in Driekop attended the game and also encouraged the players
as well as the municipality to take responsibility for the development of the sport and sporting facilities.
On Sunday the women played and the finals between Brazilian Ladies and Barcelona Ladies was action
packed. The final score was Brazilian Ladies 6 and 0 for Barcelona Ladies.
Nchabeleng Young Stars played in the blue and Tubatse
United in the white and blue.
