Survey versus mock elections
MARAMI sa ating mga
tagasubaybay ang nagtata-
nong kung alin ang mas
malapit sa katotohanan at
sumasalamin sa tunay na
damdamin ng mga higit sa 50
milyong botante – survey o
mock polls? Marami sa
kanila ang nalilito (ang iba
nama’y tila nababaliw) pagka’t parang “seesaw” ang akyat
baba ng resulta ng survey sa bawa’t araw.
Tulad din ng seesaw, kapag pumapabor sa isang kandidato
ang resulta ng survey kagyat na ipinagbubunyi at
nirerekurida sa buong bansa nguni’t kapag sumablay at
pumabor sa kalaban ay agad naman ding kinokondena at
sinasabing palpak at walang kwenta.
Kung ang mga lunot na pulitikong de-kahon ang
tatanungin, isa lang ang kanilang tugon – survey ang bibleya
ng matagumpay na pulitika. At bilang bibleya di mababali
ang resultang hatid nito. Sa kabilang banda, ang mock elec-
tions ay halalang di-opisyal nguni’t ang mga “respondents”
nito ay may boses at mukha taliwas sa surveys na puro
numero.
Ang mock elections ay lantarang itinataguyod ng mga
samahan, at tulad ng isang tunay na halalan ay lantarang
ring pinagbobotohan ang paboritong kandidato ng kasapian.
Kusang loob ang pagsali sa mock elections at hindi binayaran
ang mga kasapi at nagtataguyod nito, taliwas sa kinagisnan
at kalakaran sa survey.
Malaya ang sinumang kasaping pumili ng kandidato ng
walang bumubulong at nagtatanong kung sino ang kanyang
iboboto. Walang dahilan para duktorin ang magiging resulta
ng mock elections dahil walang mapapala ang pangasiwaan
sa resulta nito, maliban sa alamin ang tunay na pulso ng
halalan sa kapakanan ng sambayanan.
Kakaiba ang survey ng popularidad. Una, ito ay negosyo.
Ang sponsor o mismong kandidato ang tagabayad na siya
ring karaniwang nakataya sa halalan.
Palibhasa abala sa kani-kanilang gawain ang karaniwang
respondents kaya naman sila ay binabayaran. Karaniwan
na rin na nagmamadali ang mga respondents kaya naman
di galing sa puso o pinag-isipan man lang ang kanilang
isinasagot para makaraos lang. Kung may grupo ng
propesyunal na iskwater gayon din naman may samahan
ng propesyunal na research o survey respondents kung saan
hanapbuhay na nila ito.
Kumbaga sa hanay ng mga ralyista may tinatawag na
“hakot” ito naman ang tinatayang Xerox copy. Di biro ang
magpa-survey, masalimuot at madugo ang mga preparasyon
dito kaya naman mahal ito, ‘yun bang mangangailangan ng
trolley para hakutin ang salaping pambayad dito.
Tinatawag na scientific at thorough daw ito nguni’t kung
susuriing mabuti nitong kasagsagan ng kampanyahang
nagdaan ay tila “vendo” ito na halos araw-araw yata e, may
resultang inilalabas.

ginagamit sa pampulitikang propaganda. Ano sa palagay
n’yo?

NP: LUISITA TO TEST NOY PRESIDENCY

enda Luisita to farmer-ben-
eficiaries, and may possibly
leave the Cojuangcos with-
out a vast landholding and
with a P2-billion debt.
A special report by
Newsbreak for abs-
cbnNews.com examined the
financial reports from the last
13 years of Hacienda Luisita
Inc. (HLI), the company
formed by the Cojuangcos in
1988 to implement a stock-
sharing scheme with farm-
ers instead of distributing the
lands to them.
The study shows that HLI
has total liabilities and capi-
tal deficiencies of P2 billion as
of 2008. And these were in-
curred even before the farm
workers stopped working and
staged a strike in 2004, where
10 farmers were killed.
The financial reports reveal
that funds of the hacienda, to
which farmers are supposed
to have a share, have not been
utilized prudently by the
Cojuangcos. The numbers also
belie the claims of the
Cojuangcos that the losses were
incurred only after the labor
dispute in 2004.
Worse, it appears that HLI
was bled dry by other
Cojuangco-owned companies.
All aspects of the hacienda’s
management and operations
are handled by “related par-
ties.” Of HLI’s obligations,
more than half—or P1.34 bil-
lion—are payable to other
Cojuangco companies.
The hacienda has also been
unable to pay loans with banks,
where they have mortgaged
undisclosed parcels of land,
allegedly without consulting
the farmers who are claiming
them under the agrarian re-
form program and are sup-
posed to be shareholders in
HLI.
The Hacienda Luisita case
is pending before the Supreme
Court, and critics fear that if
Noynoy becomes president
and appoints the next chief
justice, the latter could sway
the tribunal to favor Noynoy’s
family.
The hacienda and the sugar
mill were bought with govern-
ment money in 1957 with the
condition that the lands would
be distributed to farmers un-
der the agrarian reform pro-
gram. When the government
wanted to implement the land
distribution, Noynoy’s grand-
mother and the succeeding
generations successfully
dodged the efforts.
During the administration
of President Corazon Aquino,
Noynoy’s mother, Hacienda
Luisita was able to evade land
distribution by engaging the
farmers in a stock distribution
scheme, where the latter
would get their 33% shares of
stocks in increments within 30
years.
In 2003, the farmers com-
plained with the Department
of Agrarian Reform that they
had benefited little from the
scheme and would it revoked.
In 2005, the DAR sided with
the farmers and ordered the
Cojuangcos to give the lands
to them.
The Cojuangcos went to the
Supreme Court and obtained
a TRO, which is still in effect.
Should the court lift the TRO
and the distribution of lands
progresses, the farmers said the
Cojuangcos should assume the
debts since the farmers didn’t
benefit from the loans.
Noynoy’s spokesman,
Edwin Lacierda, is quoted in
the Newsbreak report saying
that the farmers should share
in the obligations of paying
the debts because they are
shareholders of HLI.
In an interview with ABS-
CBN News Channel, HLI
spokesperson Atty. Antonio
Ligon said the position of the
Cojuangco family is: if the
farmers will get the lands, they
will be asked to pay the
Cojuangcos some P3 billion
in benefits that had been ex-
tended to them for years.
Because of this, critics
doubt the sincerity of
Noynoy’s promise that his
family will let go of Hacienda
Luisita when he becomes
president. His mother made
the same campaign promise
in 1986 and broke it.

Ombudsman junks criminal raps vs ex-TRB chief
THE Office of the Ombudsman junked the
criminal charges against former impeach-
ment lawyer and now Batangas Congres-
sional candidate Chona Dimayuga on the
alleged irregularities when she was still the
head of the Toll Regulatory Board (TRB).
In a 25-page decision approved by Ombuds-
man Ma. Merceditas Navarro-Gutierrez, the
anti-graft office cleared Dimayuga from charges
of unlawful disbursements, falsification of
public documents and violations of circulars
of the Commission on Audit (COA).
Dimayuga was a former member of the
team of private prosecutors who tried then
President Joseph Estrada in the Senate dur-
ing the latter ’s impeachment trial and cur-
rently a topnotcher Board Member of the
Sangguniang Panlalawigan of the 3rd Dis-
trict of Batangas.
Also absolved were TRB Project Manager

Ilang taon na ba tayong nagre-reklamo sa estado ng buhay
natin, sa kalagayan ng ating bansa, at lagi na lang nating sinisisi
ang mga taong nakaluklok sa gobyerno.
Lagi na lang silang nag-iingay sa Senado at Kongreso at asar
na asar tayo at marami sa atin ang nagsasabing ano ba yan,
hindi na ba sila magbabago at lagi na lang bang ganyan bangayan
nang bangayan at wala namang resulta?
Lagi tayong nagre-reklamo sa mga nakaupo sa gobyerno na
walang ginawa kundi ang magnakaw sa kaban ng bayan, pero
sa totoo lang, sino ba ang naglagay sa mga taong ‘yan kundi ang
mga botante rin?
Sinasabi nating mga bulok ang mga opisyales ng bayang ito
at lagi na lang tayong naghahangad ng pagbabago, pero tuwing
eleksyon naman sila at sila rin ang ibinoboto natin.
Pag hindi natin kilala ang pangalan ng kandidato, di na natin
iboboto. Hindi na natin bibigyan ng tsansa kahit na puwede
siya, kahit na magaling siya.
Pero basta’t lagi nating naririnig sa radyo at telebisyon ang
pangalan nya, hayun at siya rin nating iboboto.
Ilang taon na tayong nagsasabi na patuloy na bumabagsak
ang bayan natin sa lahat ng aspeto, pero tuwing eleksyon naman,
ang mga nagpapabagsak na ito ang siya pa rin nating iluluklok
sa puwesto.
Ilang beses na ba yang kapag may eleksyon, ang mga kandidato
mismo ang lumalapit sa atin at nakikipag-kamay, ang dumadalaw
sa komunidad natin at madalas ay dumadalaw pa sa mga bahay
natin habang nanliligaw ng mga boto natin, pero kapag nanalo
na ay ni anino, hindi mo makita, ni kamay ay hindi mo na muling
mahawakan, at kung makita mo man ay hayun at nakasakay sa
mamahalin niyang kotseng may alalay na tatlong wangwang
na kadalasan ay sumasaliwa pa sa daloy ng trapiko?
Ilang beses na nga ba tayong nakarinig sa mga rally at “miting
de avance” sa mga pangakong wawalisin nila ang kahirapan,
lulupigin ang corruption at bibigyan tayo ng masaganang buhay,
pero sa kalaunan ay hayan at napako ding lahat ang mga pangako

namang mga balang tunay na magdadala sa atin sa buhay na
maganda?
Kailan ba natin bibigyan ang mga sarili natin ang ang ating
