It is the declared policy of the

consistent with the
constitutional mandate to give
all regions of the country
optimum opportunity to

Per Section 2 of Republic Act 7621

The territorial jurisdiction


of the Authority shall
include all ports, seas,
lakes, rivers and all
other navigable inland
waterways within the
province of Cebu,
the City of Cebu, and
all other highly urbanized
cities which may be
created after the enactment
of R.A. 7621.

The Governing Body of the Cebu Port Authority is the Cebu Port
Commission
It is composed of the following:
Chairman DOTC Secretary or its designated Undersecretary
6 Commissioners representing the following sectors:
Business (2 members)
Cargo Handling Labor (2 members)
Shipping (2 members)
A Vice Chairman shall be elected from the 6 commissioners and at the
same time shall serve as the General Manager of the Authority

* Cebu Port Authority (CPA) is a Government Owned


and Controlled Corporation which operates the Cebu
Baseport for more than 20 years;

* CPA has a network of 16 ports strategically located


within Cebu;

* CPA is a member port to the International Network of


Affiliated Ports (INAP);

* Cebu International Port is an ISPS-compliant facility;

* Cebu Baseport Domestic Zone is compliant to


National Security Programme for Sea Transport and
Maritime Infrastructure.

Present Problems at the Cebu International Port:


Congestion due to increasing cargo volume;

Narrow apron area for loading and unloading of cargoes;


Water depth now too shallow; and
Road network has become more serious.

The New Cebu International Container Port is


geared to meet the demands of the dynamic and fast growing
economy. It is expected to provide a lasting solution to cope with
congestion at the existing Cebu International Port and the shallow
water depth of its container berths.

PROJECT OVERVIEW
The Feasibility Study of the New CIP Project
pointed a location in Tayud, Consolacion,
Cebu to be the project site.

The Feasibility Study of the New CIP Project


has been completed last July 2015 and
submitted to DOTC.

Status of the New Cebu International


Container Port Project:

The Project is included in the Comprehensive and Integrated


Infrastructure Program (CIIP) on 11 April 2016.

: 10 Billion
Implementation Period
: 2017 2020
Financing
: Official Development Assistance (ODA)

Regional Development Council (RDC) Central Visayas Region


through Resolution No. 55 (series of 2015) dated 11 December
2015 has endorsed the Project for funding through ODA.
The feasibility study for the project, funded by the Korean Export-Import Bank,
was completed in July 2015.

Status of the New Cebu International


Container Port Project:
NEDA is currently awaiting from DOTC the
submission of requisite documents for the said
project to facilitate NEDA Board-ICC
processing/approval.
Requisite Documents include F/S, Investment Coordination
Committee (ICC) Project Evaluation Forms

The Project is scheduled for presentation to the DOTC


Secretary for approval and subsequent endorsement to
the NEDA Board-ICC.

SUPPORT FROM LGU and OTHER


AGENCIES NEEDED The new port will need the assistance of the
Local Government of Consolacion and
Department of Public Works and Highways
(DPWH)

The new port will need an access road to


connect the port to/from the Cebu North
Coastal Road
