PART I
INTRODUCTION
1. The information contained in this document is intended to provide contracting firms and consortia,
who may be interested, with details of the scope, type of work and timing of the works, and to explain
how to apply for prequalification to tender for the works. In due course, those contractors or consortia
of contractors who have submitted satisfactory evidence of their technical experience, financial
standing and legal status for carrying out the works may be so advised and invited to submit tenders.
The preliminary information contained in this document, with respect to the nature and design of the
works to be undertaken, the form of contract and the construction programme, is illustrative only and
is provided solely for the purpose of assisting contractors to determine their interest in seeking
prequalification.
2. The nature of the works require the contractor to have experience in the construction of JETWING
HOTEL COLIMBO and to have established capabilities in the construction of such works and
management of contracts similar in their general character and magnitude to the proposed works.
3.0 Contracting firms eligible for selection are :
3.1 Those which have registered as C1 Contractors under ICTAD Grading
3.2 Those which have an annual average volume of construction of Rs. 1,000,000,000.00
3.3 Those which have not been blacklisted in Sri Lanka.
3.4 Those having no litigation procedures on-going or within the last 3 years
3.5 Liquid assets and/or credit facilities shall not be less than Rs.80,000,000.00
4.0 The JETWING HOTELS & SPA (PVT) LTD reserves the right to reject any of the general
subcontractors, installation and specialist sub-contractors, proposed by a contracting firm, the latter
may then propose any other sub-contractor(s) and/or select any of a number of sub-contractor(s),
which may be indicated by and are acceptable to the TARGARIAN CONSULTANCY (PVT) LTD.

5.0 An application on behalf of a consortium will be considered if the firms forming the consortium can
show adequate experience, particularly joint experience, and the required technical and management
capability.
Experience of work undertaken will also be relevant. In addition, the consortium must submit
documentary evidence that it has been provided with the authority to enable it to function with
operational and administrative resources reflecting the aggregate resources of the participating
members. Similar satisfactory arrangements will be required with respect to finance and
responsibility.
6.0 Prequalified contractors may subsequently form consortia with other previously qualified contractors
or re-organise a consortium with other previously qualified, subject to prior approval before the date
set for the receipt of tenders,
Provided that:
i. The consortium is sponsored by one of the prequalified contractors
ii. The responsibility for carrying out the works remains jointly and severally with the contractng
partners
iii. The capabilities of the consortium shall equal or exceed the capabilities of the original contractor
or consortium
7.0 It is intended that Tender Documents will be issued to selected tenderers in May 2016 and conractors
will be asked to return their tenders after a 0ne month tender period.
8.0 It is intended to commence work by end of July 2016.
9.0 The whole of the works is to be completed in approximately 60 months.
10.0
The details and information provided in the application for pre-qualification shall be binding
on the applicants as between himself and the JETWING HOTELS & SPA (PVT) LTD, unless
specifically mentioned otherwise.
11.0
JETWING HOTELS & SPA (PVT) LTD shall be entitled to reject any or all applications

INTRODUCTION
Proposed work is the construction and completion of Jeetwing Colombo, a five star hotel building,
with 47 storeys, including luxury guest rooms, suites, apartments, conference halls, banquet halls,
cafe, restaurant, swimming pool, gardens and art gallery and other recreation facilities.

SCOPE OF WORKS

The Site
Proposed site is located at No. at 102, Galle Road, Kollupitiya, Colombo-03, facing the sea.
Land extent is 350 P with a flat profile.

3.1
Conditions of Contract
The Conditions of Contract will be based on the FIDIC 1999 Redbook, amended to suit the
particular requirements of the works.

Advances
A mobilization advance will be paid up to a maximum of 20% of the Tender Sum
provisional sums and contingencies against an acceptable Guarantee.
Time for Completion
A preliminary estimated time schedule will form a part of the Instructions to Tenderers, but
the Tenderer shall submit his own Schedules of Completion which, after agreement will form
part of the Contract Document.
4.0
TENDER REQUIREMENTS
4.1
Registration of Tenderers
Prior registration under the National Registration on Construction Contractors will have to be
compiled with.

4.2
Tender Period
A period of One month will be allowed for Tendering. The Jetwing Hotels & Spa (Pvt) Ltd
does not bind itself to accept the lowest or any Tender, nor will be responsible for any costs
incurred by Tenderers connection with the preparation of their tender including visiting the
site, undertaking investigations and testing etc.
4.3
Bid Bond
A Bid Bond with a recognized bank in Sri Lanka to an amount of 2% of the Tender Sum shall
be provided by the Tenderer at the time of tendering.
4.4
Performance Bond
The successful Tenderer shall be required to furnish a performance bond in favor of the The
Jetwing Hotels & Spa (Pvt) Ltd for an amount equal to 10% of the total contract sum within
14 days from the date of award of this contract.
4.5
Validity of Tenders
Tenders are required to be valid for a period of 150 days from the closing date for receipt of
Tenders.
5.0
MISCELLEANEOUS
5.1
Restriction of the Site
There is no such restriction in site. There is enough space in the site for the contractor to use

Local Materials
Materials are to be obtained locally as much as possible. Contractor is allowed to import
materials in case of special works. Tenderers will be required to submit with their Tenders a
list of proposed local suppliers. However, it will be the Tenderers responsibility to ensure that
such local materials are available on time and in the required quantities, together with all
necessary accessories, fixtures etc.
