PROBLEM 1

Grievance Redressal has been one of the major reasons as to why the Olympic
Committees have in the recent past had to have re-judgment of scores. Never
satisfied with the decision made by referee many of the times this is the best
option that we have to introduce a grievance redressal mechanism.

SOLUTION
GRIEVANCE REDRESSAL CELL
Setting up of a Grievance Redressal Cell
The cell will be:
A channel for an aggrieved athlete to express and present his grievance.
An assurance for dispassionate handling of ones grievance.
An assurance about the availability of some machinery for prompt handling
of grievance.
A means by which an aggrieved athlete can release his feelings of
discontent or dissatisfaction with his job.

The steps involved in grievance redressal are:

Identification of grievance
Defining grievance correctly
Data collection
Analyze and solve
Implementation and follow up

Grievance Redressal Cell structure:

It works on a 7 day action plan basis and will resolve issue within that period or
recommend to higher authority.

Whistle Blowing Policy:

Identity of the revealing party will remain anonymous and at the hands of the cell
governing body.

PROBLEM 2

The International Labor Organization (ILO) estimated that China had 150 million
migrant workers out of a total national working population of 764 million
people at the end of 2006. More than 40 million of these migrant workers were
employed in construction, an industry in which some 90 percent of the
workforce was composed of migrants. 2008 Summer Olympics migrant workers
routinely endured dangerous work environments and lacked any safety net,
including medical and accident insurance. Problems of migrant workers included
unpaid wages and high legal costs.
For the betterment of safety measures the following aspects have been put into
consideration and the strategies have been formulated.

SOLUTION
Introducing Safety Measures:

Setting up of a World Safety Commission

This commission consists of renowned heads from different associations
This would help share knowledge about security and safety
Technological Advancement the best way forward
A Labor Safety Committee to be established under that

PROBLEM 3

The United States Olympic Committee imported food for American athletes,
citing concerns regarding the safety of food products produced in China. In
particular, athletes were concerned that eating meat that was raised in China
could contain enough steroids to cause the athletes to test positive for steroid
use. Several Canadian athletes received permission to do the same. The United
States Olympic Committee's plan to bring its own food to China disappointed
the leader of food services for the Beijing Olympics. Concern was raised over the
air quality, and its potential effect on the athletes. Although the Beijing
Municipal Government, in its bid file in 2001, committed to lowering air
pollution, increasing environmental protection, and introducing environmental
technology, research data show that even if the city were to dramatically cut
down its emissions, pollution would still drift over from neighboring provinces,
upstream from which 50 percent of Beijing's air was believed to flow. Air
pollution was at least two to three times higher than levels deemed safe by the
World Health Organization. Marco Cardinale of the British Olympic Association
has stated that air pollution coupled with heat and humidity makes it "very
unlikely we'll see outstanding performances in endurance sports.

SOLUTION
Environmental Issues can be contained through the following steps:
Air quality assessment and management tests to be conducted 2 months
before the event
Subsequently every 2 weeks the pollution levels must be checked and
emissions controlled
In future no factory or any other air pollutant emitting machinery to be set
near the accommodation of those particular sites
A comprehensive plan needed in order to ensure the same.

PROBLEM 4

A performance enhancing drug is any substance taken by athletes to improve

performance. This term is referenced often and typically refers to anabolic
steroid use in sports by professional and amateur athletes.
Opponents of PED argue that PEDs are harmful and potentially fatal, and that
athletes who use them are cheaters who gain an unfair advantage, violate the
spirit of competition, and send the wrong message to children. They say PED
users unfairly diminish the historic achievements of clean athletes, and that
efforts to stop PED use in sports should remain strong.
The use of performance enhancing drugs (PEDs) has had a long history at
Olympic Games. Its origin can be traced back to the Ancient Olympics.

SOLUTION
TESTING-EDUCATION
STEP 1) TESTINGOne of the biggest problems in sports has been the lack of drug testing, which
leads to the increase in doping problems. One way to prevent drugs in sports is to
create a strict testing policy for all the sports.
For example: first time offender misses 3 games. Second time offender misses 10
games and so on.
The other way to ensure a clean sport is the frequency of the tests.
The testing also has to be at random. If a player knows when the test is going to
be, they can simply make sure that their system is clean at the time of the test.

STEP 2) EDUCATION High school and youth league coaches should all consult a local doctors office to
find someone who is willing to come talk to their athletes regarding PDE and their
harmful effects.

PROBLEM 5

Transparency has been one of the major problems in the recent past and the
same has led to many allegations been charged on the international body as
well as various national bodies as well.

SOLUTION
Transparency of Funds is one of the most important functions of the organization
and we have here forth decided to incorporate this aspect into the International
Olympics Committee. We have decided to introduce an audit committee in order
to bring transparency in the functioning of the committee.
Committee will be headed Auditor General Chief Auditor Officer
The audit committee will focus primarily on providing the fund flow source and
ensuring transparency.
This will help to track the funds and ensure better fund allocation.

PROBLEM 6

Cost-overruns being incurred and how will the organizing countries bear this
additional cost?

SOLUTION
Past experience says that cost overruns tend to happen in events of this
magnitude. For example, in 2004 Olympic had taken place in Athens. According to
the reports, the event cost them nearly $11billion, which was twice that was
planned. Moreover, many of these extra costs are often hidden from the public by
being shifted to other budgets. Infrastructure costs are but one example of this. It
is important that a tight rein on costs be initiated from the outset and that
oversight be put in place. Scrutiny of estimates and the awarding of contracts by
outsiders are essential. Another aspect of the issues in this area is determining
how to ensure transparency.

PROBLEM 7

A lot of money is spent by the countries in construction of the required venues.

Post the event though, these venues are hardly used. What use could these
future venues be put to?

SOLUTION
Using these venues once the games end can pose many problems; for example,
some are so large that they will have to be reduced in size if they are to be
profitable. Others are specific to sports that may attract little attention. There is a
history of Olympic white elephants that stand empty for years.
To overcome this problem we need publicize such places and make the venues
more available to people. Citizens must be educated and importance of sports
should be incorporated in their minds.
