EXECUTIVE SUMMARY
In the past 20 years, a growing movement in sustainable energy involving to increase renewable
energy production and consumption, value-added processing has taken off.
The primary goals of the legislation are to:
1. Increase economic development in green energy sector.
2. Create jobs in the renewable energy economy.
3. Improve access to R&D.
It acknowledges and highlights the important role of various markets including:
Local markets
Regional markets
National and international markets
A key goal is to identify infrastructure investments and public policy recommendations that will
support new and existing enterprises that increase local resiliency in todays changing times.
There are both historic and recent crisis and threats on depending to the fossil fuel. The ultimate
purpose is to encourage policies and strategic investments that accelerate the movement toward
strong local and regional renewable energy source systems.
