and treatment, and for other purposes.

Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the Opioid and Heroin

5 Abuse Crisis Investment Act of 2016.

SEC. 2. FUNDING FOR OPIOID AND HEROIN ABUSE PRE-

VENTION AND TREATMENT.

(a) FUNDING.There are authorized to be appro-

9 priated, and are appropriated, out of monies in the Treasf:\VHLC\051016\051016.404.xml

2 of fiscal years 2017 and 2018, to improve opioid pre3 scribing practices and expand access to substance use
4 treatment and to reduce opioid use disorders and overdose,
5 to be made available in accordance with this Act and the
6 amendments made by this Act.

(b) STATE TARGETED RESPONSE COOPERATIVE

8 AGREEMENTS.Subpart 1 of part B of title V of the Pub9 lic Health Service Act (42 U.S.C. 290bb et seq.) is amend10 ed by inserting after section 509 the following:

SEC. 510. STATE TARGETED RESPONSE COOPERATIVE

AGREEMENTS.

(a) IN GENERAL.The Secretary shall enter into

14 additional targeted response cooperative agreements with


15 States under this title to expand opioid treatment capacity
16 and make services more affordable to those who cannot
17 afford such services.
18

(b) AWARDING

OF

FUNDING.The Secretary shall

19 allocate funding to States under this section based on


20
21

(1) the severity of the opioid epidemic in the


State; and

22

(2) the strength of the strategy of the State

23

to respond to such epidemic.

24

(c) USE

OF

FUNDS.Amounts received by a State

25 under this section shall be used to expand treatment ca-

6 section 2(a) of the Opioid and Heroin Abuse Crisis Invest7 ment Act, $465,000,000 is available to carry out this sec8 tion for each of fiscal years 2017 and 2018..

(c) TREATMENT

FOR

PRESCRIPTION DRUG ABUSE

HEROIN USE.Section 331(b) of the Public Health

AND

11 Service Act (42 U.S.C. 254d(b)) is amended by adding


12 at the end the following:

(3)(A) The Secretary shall use amounts made avail-

14 able under subparagraph (B) to support enhanced loan re15 payment awards to increase the number of clinicians in
16 the Corps with medication assisted treatment training to
17 treat individuals with opioid use disorders through loan
18 repayments to clinicians.

(B) From amounts appropriated under section 2(a)

20 of the Opioid and Heroin Abuse Crisis Investment Act,


21 $25,000,000 is available to carry out this paragraph for
22 each of fiscal years 2017 and 2018..

SEC. 511. EVALUATION OF MEDICATION-ASSISTED TREAT-

MENT.

(a) IN GENERAL.In order to assess the treatment

6 outcomes of patients with opioid addiction receiving medi7 cation-assisted treatment, the Secretary shall evaluate the
8 short, medium, and long-term outcomes of such substance
9 abuse treatment programs in order to increase effective10 ness in reducing opioid use disorders, overdose, and death.

(b) FUNDING.From amounts appropriated under

12 section 2(a) of the Opioid and Heroin Abuse Crisis Invest13 ment Act, $15,000,000 is available to carry out this sec14 tion for each of fiscal years 2017 and 2018..

Drug Administration in combination with psycho-

social services, recovery support services, and coordi-

trol and Prevention shall use amounts made avail-

able under paragraph (3) to

(A) pilot test, evaluate, and adapt com-

prehensive tools and dissemination strategies to

convey opioid prescribing guidelines of the Cen-

ters for Disease Control and Prevention in suc-

cinct, usable formats accessible to health care

providers;

(B) develop, evaluate, and publicly dis-

seminate clinical decision support tools derived

11

from the opioid prescribing guidelines of the

12

Centers for Disease Control and Prevention;

13

(C) establish training modules in partner-

14

ship with professional societies and health sys-

15

tems, including online modules available for

16

continuing medical education credits and main-

17

tenance of certification; and

18

(D) coordinate with Office of the Na-

19

tional Coordinator for Health Information

20

Technology to ensure that guidelines developed

21

under this subsection are effectively dissemi-

22

nated and translated into clinical support tools

23

for integration into clinical workflow.

(g) RURAL OPIOID OVERDOSE REVERSAL GRANT

(1) by redesignating subsection (j) as subsection (k); and

(j) RURAL OPIOID OVERDOSE REVERSAL GRANT

11 PROGRAM.

(1) IN

Director may award

grants to eligible entities to implement activities for

14

the prevention, intervention, and treatment of opioid

15

misuse and overdose.

(2) ELIGIBILITY.To be eligible to receive a


grant under this subsection, an entity

18

(A) shall be a rural public or rural non-

19

profit private entity; and

20

(B) shall represent a network composed

21

of participants

22

(i) that include 3 or more health

23

care providers; and

24

(ii) that may be nonprofit or for-

25

profit entities.

(3) USE

OF FUNDS.Amounts

awarded under

a grant under this subsection shall be used

(A) to provide opioid misuse education

and prevention services;

(B) to provide training to licensed health

care professionals and first responders in the

recognition of the signs of opioid overdose and

learn

naloxone;

the

appropriate

way

to

administer

(C) to provide appropriate transportation

11

services to a hospital or clinic for continued

12

care after administration;

13

(D) to refer those individuals with a drug

14

dependency to an appropriate substance use

15

disorder treatment centers where care coordina-

16

tion is provided by a team of providers; and

17

(E) to purchase naloxone and opioid over-

18

dose reversal devices.

(4) FUNDING.From amounts appropriated

20

under section 2(a) of the Opioid and Heroin Abuse

21

Crisis Investment Act, $10,000,000 is available to

22

carry out this subsection for fiscal year 2017..
