BACKGROUND
ThisprojectisdesignedinresponsetoneedsidentifiedbytheUNHCRMiddleEastandNorthAfricaBureau
(MENA) to document and share good practices on gender equality, including Sexual and GenderBased
Violence (SGBV) prevention and response interventions. This is also in line with UNHCRs 2015 internal
review of gender equality in operations that highlighted the need for information sharing and tools on
genderequalityprogramminginhumanitariancontexts.

ThisprojectisafollowuptoUNHCRsregionalworkshopheldinJordaninSeptember2015,onprevention
of, and response to, sexual violence against men and boys. One of the needs identified during the
workshop was for more information and capacity to strengthen work with male survivors of SGBV. This
project is also in line with the MENA Bureaus Regional Approach to address SGBV in the Syria and Iraq
RefugeeSituationsandtheRegionalApproachtotheProtectionofRefugeeChildrenaffectedbytheSyria
Situation.Inaddition,thescaleofdisplacementintheMENAregion,thenumerousnationalandregional
challenges to gender equality and adequate SGBV prevention and response, and the current gap in
documentedgoodpracticescontributetotheneedforthisspecificproject.

JOB DESCRIPTION
Themainpurpose/goaloftheassignmentisgatheringinformationongoodpracticestopromotegender
equalityintheMENAregion,withtheaimofleveragingandreplicatingpracticesthathavehadapositive
impactonpromotinggenderequality,especiallythroughtheinclusionofmenandboys.
Theconsultantwillconductresearch,analyseinformationanddevelopagoodpracticesreportongender
equalityintegrationintheMENAregionfocussingspecificallyontherefugeeresponsetotheSyriancrisisin

Jordan, Lebanon, Iraq, Egypt and Turkey. The good practice research will focus on gender equality
interventions,targetingthefollowing:
1. Interventions aimed at community engagement to promote gender equality with the aim of
shiftingattitudesandcreatingpositivetransformation.
2. Interventions aimed at increasing the equal and meaningful participation of women and
adolescent girls of concern in all decision making processes in the forced displacement context,
specificallyonwomensinclusionincommunitybuilding,reconciliationandpeaceprocesses.
3. Interventions aimed at prevention and response to SGBV during conflict and displacement that
specificallytargetmalesurvivors.
4. InterventionsaimedatprotectionandinclusionofLesbian,Gay,Bisexual,TransgenderandIntersex
(LGBTI)personsofconcern.

Aqualified,Arabicspeakingconsultant,preferablyalreadybasedinJordan,Lebanon,Egypt,IraqorTurkey
willberecruitedtoconductfieldresearchintheabovementionedcountries.

S/he will begin by conducting desk research followed by field research in the countries in the region.
PotentialgoodpracticeswillalreadybeidentifiedduringthedeskresearchandindiscussionswithUNHCR
and partner staff. The field research will include conducting semistructured interviews based on pre
preparedquestionnaireswithUNHCRandpartnerstaffaswellaslocalNGOsineachcountrytoassessand
document the good practices. This will also include focus group discussions, meetings and field visits to
gaininsightfrombeneficiariesandotheractors.

KEY DELIVERABLES

Final 30 page (15,000 word) good practice report including clear recommendations on further
programming areas. The format of the report will be based on the good practice template
preparedbytheMENABureau.

Additionaldeliverablesare:
Detailedworkplanincludingfieldresearch.
Draftoutlineofthegoodpracticesreport,includingstructureandwordallocation.
AcomprehensivelistoflocalNGOsandinternationalandregionalorganizationsworkingin
theMENAregionongenderequalityandSGBVpreventionandresponse.
Questionnairesdevelopedtoguideinterviews.
Anannotatedbibliographyofalltheresourcesandmaterialsutilizedincludingtheresults
ofthedeskreview.
Twopage mission reports from each country visited for field research detailing key
findingsandcompletelistofinterviews,documentationandmeetings/focusgroups.

PERFORMANCE INDICATOR AND WORK PLAN

Consultant will report to the Senior Advisor, Gender Equality Unit (GEU) in the Division of
InternationalProtection(DIP).Regularmeetingswillbeheldthroughteleconferences.
Consultant will collaborate closely with and share information on a regular basis with UNHCRs
MENAbureau.
Submissionofdetailedworkplananddraftoutlineofgoodpracticereport:MidJuly2016

Desk review completed, pre identification of potential good practices, list of relevant
NGOs/international and regional organisations, draft annotated bibliography and questionnaires:
EndofJuly2016
Missions to be undertaken and twopage mission reports submitted for each country:
August/September2016.

REQUIREMENTS
Education:
Advanceduniversitydegreeinsocialsciences,internationalrelations,genderandwomenstudies
orrelatedfield.
Education and/or training on gender equality, SGBV prevention and response, refugee or IDP
programming,orrelatedfieldswouldbeanasset.
Job Experience:

More than 10 years of experience working in the fields of humanitarian or development


programming,ideallywithrefugeesandIDPs.
5 or more years of experience working on gender equality, including women and LGBTI rights,
SGBVpreventionandresponse,andworkingwithmenandboys.

Languages:

FluentinArabicandEnglish(speech,comprehension,readingandwriting)

Essential Skills:

Past publications in English and/or Arabic, including reports, book chapters or research papers,
written with clarity, conciseness and indepth analysis ideally previous publications on gender
equality.
Proven social science research skills, including semistructured interviews and facilitating focus
groupdiscussions.

Location:
TheGenderEqualityResearcher(Consultant)willbehomebased.
