Description
The Digital Technologies & Operations (DTO) organization is responsible for
delivering a secure, resilient engagement platform that provides a seamless,
personalized convenient experience to our consumers members, prospective
members and non-members.
The Digital Technologies Program Manager is a senior level position responsible for
overseeing a set of projects and releases within our agile enterprise delivery model
from initiation through implementation including phases such as planning,
execution, monitoring/controlling and close-out. The Program Manager will partner
with engineering leads, operations and business product owners to establish
program and project requirements, priorities, and deadlines creation of an
integrated program plan for all of the project components. Ensure project is
completed in accordance with all technology risk, architecture and other relevant
enterprise-wide guidelines and assist with coordinating all resources (staff,
equipment, vendors and consultants) across one or more projects. Must be able to
utilize and effectively communicate technical components of an initiative to
applicable parties.
Responsibilities
Partner with the business product owners to create product roadmaps and
break the work down into a portfolio of projects that drives release planning
Manage the approved budget through the use of financial tools to ensure
accuracy between IT Finance and project(s)
Qualifications
Basic Qualifications:
Bachelor's degree in a related field and/or a minimum 4 years of equivalent work
experience.
A minimum of 10 years of Program/Project Management experience.
Advanced knowledge (broad expertise or unique knowledge) of policies, practices
and systems.
Demonstrates deep understanding and knowledge of IT methods and project
management and applies this in all stages of project/program.
Requires advanced knowledge of own area of functional responsibility and working
knowledge of multiple related functions.
Recognized as a leader in project and program management.
Ability to influence others and build strong partnership with others.
Team and Service oriented.
Understands funding mechanisms including relationship between project/program
budgets, multi-year plan, regional budgets, long-range financial plan, and member
rates.
Demonstrated strategic thinking skills.
Ability to deal with people dynamic with minimal guidance.
Ability to resolve conflict with minimal guidance.
Requires a broad range of highly complex decision-making.
Requires the persuasion, presentation and/or negotiation of functional strategies,
philosophies, policies, and/or opinions in order to substantially impact the function.

Balanced skills to see and understand the big picture while managing the
important details as required
