Guide for Snow and Ice Control

This guide presents a comprehensive
overview of the components required
for a successful snow and ice control
program. It describes the purpose for
snow and ice control and how to
achieve an appropriate level of
service. The guide discusses the
importance of involving other
jurisdictions, the media, emergency
management services, and the public

in developing policies and practices

to provide the level of service. It
encourages an organizational culture
that promotes the development and
implementation of innovative
practices and procedures to improve
operations, reduce costs, and provide
a safe environment for road users.
Chapters include personnel practices,
equipment types and capabilities,
and the materials and chemicals for
snow and ice removal. The guide also
describes the use of weather
information technologies to improve
resource allocation decisions. 1999.

BRIDGES: LOAD-AND-RESISTANCE FACTOR DESIGN

AASHTO LRFD Bridge Design
Specifications, 2nd Edition
A major step in improved bridge
design and more accurate analysis
methods, which are expected to lead
to bridges exhibiting superior
serviceability, enhanced long-term
maintainability, and more uniform
levels of safety. Based on the loadand-resistance factor design philosophy (LRFD), this book is the
result of a five-year research effort
under AASHTOs National Cooperative Highway Research
Program Project 12-33. The new
specifications have been systematically tested in trial designs in
bridge design divisions of 14
AASHTO Member Departments.
The publication (which supersedes
the 1994 first edition and its 1996
and 1997 Interims) is available in
either U.S. (Standard) or SI (Metric)
versions, or may also be purchased as
an EnglishMetric set. Looseleaf
with binder. 1998. 1,216 pp.

Guidelines for
Geometric Design of
Very Low-Volume Local Roads
(ADT 400)

NEW!

The Guidelines for Geometric Design

of Very Low-Volume Local Roads
(ADT 400) addresses the unique
design issues highway designers and
engineers face when determining
appropriate cost-effective geometric
design policies for very low-volume
local roads. This approach covers
both new and existing construction
projects. Because geometric design
guidance for very low-volume local
roads differs from the policies applied
to high-volume roads, these
guidelines may be used in lieu of A
Policy on Geometric Design of Highways and Streets, also known as The
Green Book. Design values are
presented in both metric and U.S.
customary units. 2001. Paperback.

AASHTO has developed a
computerized software program for
design of pavement structures,
DARWin 3.1, Design Analysis and
Rehabilitation for Windows. The
program is based on the 1993 Guide
for Design of Pavement Structures,
Volume 1, and incorporates both new
and rehabilitation overlay design
methodology and provides extensive
online help for all the inputs, as well
as the ability to perform life-cycle
cost analysis of designs. This version
contains improvements over the
original software released in 1991;
an enhanced user interface makes it
easier to access the products
extended facilities.

SegregationCauses and
Cures for Hot-Mix Asphalt
Historically, segregation has been
measured on a subjective basis with
state inspectors determination based
on visual information only. This is
difficult because, particularly on
surface mix, problems due to
segregation may not appear for
several months. Visual observation
can identify only surface segregation,
leaving that below the surface
undetected. This report, jointly
published by AASHTO and the
National Asphalt Pavement
Association, addresses segregation
and how it can be eliminated to
ensure the production of high-quality
paving mixtures. 1997. Paperback.

Electrical Manufacturers Association (NEMA), and with financial
support from the Federal Highway
Administration (FHWA), is leading
a national effort to develop and
mutually adopt the National
Transportation Communications
for Intelligent Transportation
Systems Protocol (NTCIP). The
NTCIP is a family of standards that
provides both the rules for
communicating (called protocols)
and the vocabulary (called
objects) necessary to allow electronic traffic control equipment
from different manufacturers to
operate with each other as a
system. The NTCIP is the first set of
standards for the transportation
industry that allows traffic control
systems to be built using a mix and
match approach with equipment
from different manufacturers.
Therefore, NTCIP standards reduce
the need for reliance on specific

equipment vendors and

customized one-of-a-kind
software. Traffic control
equipment includes the traffic
signal controls at intersections,
variable message signs along
freeways, environmental
monitoring stations near bridges,
monitoring cameras along streets
and freeways, and several other
types of devices. For a description
of each NTCIP standard, regular
updates on availability, and a link
to http://www.global.ihs.com
where they can be purchased, go
to the AASHTO web site at
www.transportation.org
Detailed information on each
standard and the status of
standards still under development
can be found at the NTCIP web site
www.NTCIP.org/library/
documents.
In addition to standards, AASHTO
and its partners have also
developed a guide on how to
apply NTCIP standards, and have

conducted a number of case

studies on the application of the
standards on traffic signal system
projects and dynamic message
sign projects. The following are
available free for downloading at
www.NTCIP.org/library/
documents.
Additional case studies are
underway on a traffic management
center-to-center communications
project in Texas; two traffic signal
control projects in Mesa, AZ and
Lakewood, CO; and two
environmental sensor system
(road weather information system)
projects in Minnesota and
Washington. These will be
completed and available in
September 2002.
In addition, the latest issue of the
NTCIPnews Newsletter is available
at www.NTCIP.org/library/
newsletter/ntcipnews.pdf.

The purpose of the NTPEP is to pool the professional and physical resources of the individual participating
AASHTO member departments and to focus those resources to test materials of common interest in order to
improve the cost-effectiveness of the participating department operations. In general, the type of testing
performed under the NTPEP will provide information to the member departments that will be used to evaluate
the acceptability of the materials for use in the respective departments. These test data may also be used to
compare the performance of similar materials.

ABOUT
AASHTO
AFFILIATE MEMBERS

The American Association of State Highway and Transportation Officials

(AASHTO) is a nonprofit, nonpartisan association that represents the
member highway and transportation departments in the 50 states, the
District of Columbia, and Puerto Rico. It is the only association that
represents all five transportation modesair, highways, public
transportation, rail, and water. Its primary goal is to foster the
development, operation, and maintenance of an integrated national
transportation system.
Membership to AASHTO is on an agency basis. The U.S. Department of
Transportation is an ex-officio member. A number of transportation
agencies in other countries belong to the Association as affiliate members.
Several sub-state transportation agencies in the United States and several
federal agencies are associate members. Membership is not extended to
individuals or private sector entities.
