Introduction

This case study analysis tells the story of a town chief of police caught in a
dilemma of providing his office with the much needed resources and facilities and
ethical considerations. Likewise, the purpose of this case analysis is to provide the
readers with the following:
a) A more thorough analysis of a situation which reveals interesting information
to the reader; and
b) Background on the various solutions available.
This case study also has environmental analysis that deals with the explanations
and reasons to consider it as economic, political, social, etc. This too has problem
definition and alternative solutions that provide choices for readers. The last part of the
case study presents the recommendation as well as explanation on why the solution
was chosen.
Environmental Analysis
A. General Environment
This is a case of economic, political and social. Economic, for the reason that
the investment of windy farm will bring contribute lots of business activities in the town.
Imagine the boom it will create in business for the people. Not only that, additional
economic benefits such as employment and other business that will be created.
Political, because of the increase revenues that will be generated by the LGU for
the taxes and other kinds of fees. As you can see from the case, even the Mayor and
the Sangguniang Bayan have already started counting the benefits whether personal
and political that they will get from it.
Social, because of the impact it will create on the lives of the town people.
Additional job opportunities will surely provide additional financial resources and
livelihood on the people.
Problem Definition

Problem 1
The police station needs to be rehabilitated. Not enough financial resources and
facilities to answer the needs of the inmates. The pieces of evidence are as follow:
a) The jail is rotting, rusting and rife with pests and rodents;
b) Low budget of P 10.00 per day for food;
c) Electric bills are one year overdue and pending disconnection threat from
local cooperative; and
d) Water supply not stable.
Problem 2
The chief of police was visited by representatives of Windy Corp. and its main
contractor, JP Constra, Inc. The representatives forwarded a proposal to the chief. The
pieces of evidence are as follow:
a) To spend at least half a million pesos to rehabilitate the police station;
b) To provide the police with stipend of P50,000 for the duration of the
construction period;
In exchange for the proposal, the police will provide security to the project on a
24/7 basis. They are also expected to help quell any labor unrest and prevent labor
union from being organized.
Alternative solutions

Alternative 1.

Give in to the request of the JP Constra, Inc. workers by providing


the security to the project.

Advantage: If this alternative will be followed, the police station will be


rehabilitated and all problems will be solved.

Disadvantage: Giving in to the request of JP Constra, Inc. will be a case of


ethical dilemma. Utilizing unethical, and sometimes illegal may be easy,
although the means is to obtain a desired result.
Alternative 2. The Chief of Police declines the offer and look for other ways to
rehabilitate the police station such as mobilizing the community and local
government unit to participate in all its efforts and project.
Advantage: The whole community will be involved and thus require less
patronage from

those sectors with hidden motives.

Disadvantage: It might require lots of hard work to convince the community to


participate in this kind of project.
Recommendation and operationalization:
After considering the positive and negative consequences of the alternatives, the chief
of police is advised to consider the second alternative. This is a typical Noble-Cause
Corruption Dilemma. The financial and operational benefits the police station stand to
gain from the offer is a undoubtedly enormous but maybe questionable.
Problems like this must not only be addressed by the Chief of Police. All stakeholders
must be involved because all of them will surely benefit from whatever the community
will gain. The same involvement will also teach everyone a lesson, that is community
involvement. Being involved means being part of the community. In all aspects, when a
person is part of the community, he/she must be involved because it concerns her/him.
The first alternative will always be easy to do. However, whats ideologically more
important to us: the processes used to solve an issue or the end result. The question of
ethical dilemma challenges every law enforcement professional. However, shortcut
methods tend to impact the lives of every member of the community. The law enforcers
have a duty and obligation to do. The end does not always justify the means.
