gathered much information from the ground to help them assess what to prioritize when its
time to move and help those that are affected. According to the affected communities the
wind was stronger than the downpour of rain. Aside from the tasked evacuation centres,
they have constructed evacuation centres in the rice fields and have converted the Bishop
palace into one.
The community had evacuated early and is awaiting updates and information from the
concern offices.
They seemed to be ready and prepared for the storm.
The
telecommunication company Globe is the first one to lose its signal but later on as the wind
and rain gets stronger the other two telecomm companies also lost its signal together with
the power outage in Guiuan.
Majority of the community stated that they are alright and has only minor damages to deal
with, the more important thing that they need is rice, canned goods, noodles and coffee or
any warm dink that they can have in the cold morning.
Our partner SIKAT has already distributed relief packs to the community and is currently
conducting a research regarding the number of evacuation sites in Homonhon, Manicani,
Tubabao and Victory islands.
The local government has been conducting several meetings regarding the progress and has
asked PMPI for its assistance.
Below is the correspondence between PMPI and its community partners on typhoon Ruby
(Hagupit) as it made its landfall in Dolores, Eastern Samar.

UPDATE
We are now using the OSCA day center as our commang post. Perhaps
somebody from your group can attend our meetings so that if there are tasks to
be conducted with the humanitarian partners we can set it up altogether.
9:05am
The typhoon has not made its landfall but some stores are already closed
because people were panic buying.
The next meeting has no schedule yet but we are getting into the assessment of
the damage. As of the moment we are busy identifying evacuation sites that are
stable and low risk. Then we will be identifying evacuees per house followed by
schools that can be an evacuation site.
Asked if we have a list of the contacts of Mayors in Eastern Samar. Father Odick
is asking for it, we cannot find it at the PMPI website, where in the website can it
be found?
