Description of the Change:


In the space below, describe at a high level what and why this change is necessary and how it may affect the current
systems.

This approved Field Guide Alert is sent as part of the normal Field Guide Alert process to
communicate a change in the National recommendation for Ericsson UTRAN configurable
parameters. This Field Guide Alert only dealing with cqiErrors and cqiErrorsAbsent, which are used
to govern the number of consecutive erroneous CQI reports that will trigger an update of the CQI
Repetition Factor.
By setting cqiErrors & cqiErrorsAbset to 0, we are turnning off RBS triggered updates, thus reduce
the physical channel reconfiguration procedures that can time out due to the hardcoded layer3 timer
for this RRC proceduer with a drop as result, since it would typically occur when UEs are in trouble
with the coverage.
Also, When the NodeB initiate updates of the Cqi repetition factor, During physical channel
reconfiguration process, before RNC receive response from UE for the physical channel
reconfiguration complete message, RNC will hold all other mobility processing, there will be blocked
mobility events in these conditions, so calledmobility lock. By turning off this function, we can help
reduce dropped call due to mobility lock.
The algorithm is explained below:
Updates of the parameters for CQI and ACK/NACK transmissions can be done by physical channel
reconfiguration. The update can be triggered in two different ways:

Triggered by RNC when the number of radio link sets are changed
Triggered by a request from RBS

The RBS can initiate updates of the CQI Repetition Factor, CQI Feedback Cycle and ACK/NACK
Repetition Factors using the radio link parameter update procedure. The parameter updates are

initiated by the CQI reception performance. If the CQI report is regarded as non-reliable this is logged
as a CQI error event in the RBS. If the CQI Repetition Factor is set to a value higher than one (1) only
the soft-combined result of the CQI report is counted. The number of error events rule the update
requests (transmission of the Radio Link Parameter Update Indication) according to the rules stated in
Table 1.

The CQI feedback cycle must be updated if an increase of the CQI repetition factor conflicts with
the current setting of the CQI feedback cycle.

In general, the missing CQI report or CQI report error caused by bad quality on HS-DPCCH.
Detection of this bad quality triggers a RL Parameter Update Indication from RBS to RNC, and a
subsequent synchronized Physical Channel Reconfiguration message to the UE. Update is requested
through NBAP Radio Link Parameter Update Indication procedure. Then, RNC initiates Physical
Channel Reconfiguration Procedure. UE, in turn, transmits Physical Channel Reconfiguration
Complete message. Detailed procedure shown in Figure 1.

Parameter is set in RBS on Carrier level. Only UeRcs containing HS-DSCH will be affected. The
reconfiguration procedure will only be triggered if HS-DPCCH performance becomes bad, so the
impact of the parameter change can differ between cells depending on radio quality.
The values in braces indicated[level, Value, Units,Permission]:
cqiErrors [Cell Carrier, 10, , Global] is changed from 10 to 0.
cqiErrorsAbsent [Cell Carrier, 10, , Global] is changed from 10 to 0.
The recommended settings would reduce Physical Channel Reconfiguration due to CQI repetition

The parameter cqiErrors and cqiErrorsAbsent are the cell carrier level parameters belonging to Carrier MO
class.
