Thus it still safe to drink bottled water, but does the consumer have to
play guessing game / Russian Roulete when buying bottled water?

In the old times, the market were dominated with hawkers that
produce their own product; this ensuring safe produce, since the
Hawker itself involved and any fraud could damage the Hawker
reputation.
But, with economics development, were are becoming more
advandced, in all aspects.
The markets are following the trend of global market, without
discrimination.
This include the implementation of complex supply line in
manufacturing/producing products.
With complex supply system, any fault traceability are almost
impossible to detect.
(traceability can still be done, but need more money just to do that)
