instrumentairandliquidfuelunitsplusitspowerpostareonstream.Inaddition
toLAB,thecomplexwillproduce6,480tonne/yearofheavyalkylate.Itwill
consume386,000tonne/yearofkerosenewhichwillbesourcedfrom
KermanshahandAbadanrefineriesand19,000tonne/yearofbenzenewhich
willbesuppliedbyEsfahanandBandarImamPetrochemicalcompanies.Basic
engineeringworkwasdonebytechnologylicensorInstitutFrancaisduPetrole
(IFP).TecnicasReunidasofSpainandEnerchimi,alocalcompany,arethe

ofIranhasreachedcommercialproduction.
Inaninauguralspeech,IranianPresidentSeyyedMohmmadKhatami,
commendedthegrowthofIranspetrochemicalindustryasadmirableurging
thatworkshouldgatherpacetofurtherexpandtheindustry.
Hesaidgiventhevalueaddedthepetrochemicalindustrycanprovide,itwas
expectedtoplayamajorroleindevelopmentandgrowthofthewestern
provinces.Inthisrespect,thePresidentnoted,thegovernmenthasplannedto
buildeightpetrochemicalfacilitiesintheprovincesofKermanshah,Hamadan,
Lorestan,IlamandWesternAzerbaijan.

HeurgedthattheindustryshouldbecomefullyfledgedinKermanshahwiththe
developmentofitsdownstreamsectors.Elsewhereinhisspeech,President
KhatamiacknowledgedthecontributionofSpanishcompaniestothe
developmentoftheLABcomplex.
Builtona63hectaressitenearthecityofKermanshah,theplantwas
implementedandisrunbytheNPCsubsidiaryBisotoonPetrochemicalCo.It
produces50,000tonne/yearofLABand6,500tonne/yearofheavyalkylate.
Itconsumes19,000tonne/yearofbenzenewhichissourcedfromEsfahanand
BandarImamPetrochemicalCompanyand386,000tonne/yearkerosenewhich
aresuppliedbyKermanshah&AbadanRefineries.Detailedengineering&
procurementcontractorswereTechnicasReunidasofSpainandEnerchimieof

Workonthefirstphaseis49%complete.Theengineeringworkonthecomplexis99%
completewhileprocurementandsupplyactivitiesandconstructionworkare44%and
35%completerespectively.
Theprojectconsistsoffourprocessplants,a40,000tonne/yeartoluenediisocyanate
(TDI)unit,a40,000tonne/yearmethylenediphenyldiisocyanate(MDI)plant,a
30,000tonne/yearanilineunit,anda56,000tonne/yearnitricacid(NA)plant.TheMDI
plantproduces9differentgrades.
Thestartupforthefirstphase,whichcomprisestheTDIunit,isscheduledforApril
2005.Thesecondphaseisexpectedtobecomeoperationalinlate2006.
TheprojectisbeingimplementedandwillbeoperatedbyKaroonPetrochemicalCo.,a
tripartitejointventurebetweenNPC,Germany'sHansaChemieandSweden's
ChematurEngineering.NPCholdsa40%stakeintheventurewiththeothertwo
partnersholding30%each.
MDI'smainapplicationisinpolyurethanefoams,whichareusedinconstruction,
refrigeration,packagingandinsulation.Itisalsousedintheproductionofelastomers,
coatings,plastics,adhesivesandsealants.CurrentglobalMDIconsumptionis
estimatedatsome250,000tonne/yearwithAsia,notablyChinahavingthefastest
growth.TheUS,followedbyEurope,hasthelargestshareoftheglobalMDI

PetrochemicalSpecialEconomicZoneinBandarImam,southofIranonthenorthern
coastofthePersianGulf.Thecomplexconsistsoffourprocessplants:a30,000
tonne/yearanilineunit,a40,000tonne/yearmethylenediphenyldiisocyanate(MDI)
plant,a40,000tonne/yeartoluenediisocyanate(TDI)unitanda56,000tonne/year
nitricacid(NA)plant.Theprojectisbeingbuiltintwophases.Workonthefirstphase
is84%complete.Thefirstphase'spreliminaryactivitiesarealreadycompleted,while
engineeringanddesignworkis98%complete.Procurementandsupplyactivitiesand
constructionanderectionworkare93%and69%completerespectively.
Thestartupforthefirstphase,whichcomprisestheTDIunit,isforecastforlate2006.
Currently,executionworkmainlyconsistsofequipmentinstallation.Sofar,367items
ofmechanicalequipmenthavebeeninstalled.Meanwhile,fabricationandinstallation
of106itemsofstaticequipmenthavebeenfinishedbycontractors.
TheprojectisbeingimplementedandwillbeoperatedbyKaroonPetrochemicalCo.,a
jointventurebetweenNPC,HansaChemieofGermany,Iran'sPetrochemical
IndustriesInvestmentCo.(PIIC)andSweden'sChematurEngineering,whichisalso
providingthetechnology.NPCholdsa40%stakeintheventureandChematurhas

TheIranianPresident,SeyyedMohammadKhatamiinauguratedfiveoftheNPC'sfacilitieson22June
2004.ThefacilitieswerepartofthedevelopmentprojectswhichNPChadbeenconstructingat
PetrochemicalSpecialEconomicZone,southofIran.
TheprojectsincludedmethanolNo.3,engineeringpolymers,Fajrcentralizedutilities,BandarImam
MTBEandanexportjetty.
Addressingtheinauguralceremony,PresidentKhatamisaidtheachievementsoftheNPCpromisethe
prospectsofabrightfuture.Hesaid"thebloomingstagehasstartedforIran'soil,gasandpetrochemical
sectors,"addingthatinthenexttenyears,theexportrevenuefromIran'spetrochemicalindustrywould
equalthatofitsoilindustry.HighlightingthesignificanceofthepetrochemicalindustryforIran's
economy,PresidentKhatamisaidtheindustrywasasourceforcreatingjobsaddingthatsome11
thousandindustrialplantswerereceivingtheirfeedstockfrompetrochemicalindustry.Hesaidthe
governmentwasdeterminedtoexpandthedownstreampetrochemicalsectortoensureaflourishing

realized.Alsospeakingattheceremony,Iranianpetroleumminister,BijanNamdarZanganehsaidthat
withthecompletionofprojectsatthePetrochemicalSpecialEconomicZone,theZonewouldbe
emergingasamajorhubofIran'spetrochemicalindustry.Hesaidinthepastsixyearsaround$6bnhas
beeninvestedintheindustry.Zanganehnotedthataninvestmentofaround$1.4bnwasmadeforthe
constructionofmethanolNo.3,engineeringpolymers,MTBEandFajrutilitiescomplexesaddingthat
thevalueofannualoutputfromtheseplants,excludingFajr,amountstoaround$400m.
ZanganehalsosaidanotherpetrochemicalhubwasdevelopinginAssaluyehwhichisbasedongas
feedstockfromtheSouthParsfield.Hesaid"by2015,thevalueofIran'spetrochemicalproductswill
reach$20bn."Attheceremony,anumberoftheNPCmanagersandtheofficialsfromthecontracting
companiesinvolvedintheprojectsreceivedAwardofMeritsfortheireffortsfromPresidentKhatami.
TheprojectswhichwereofficiallyopenedbyPresidentKhatamiincludedaworldscalemethanolplant
withanoutputcapacityof1mtonne/yearofgradeAAmethanol.Thefacilityhasbeenimplementedand
isbeingoperatedbytheNPCsubsidiaryFanavaranPetrochemicalCo.
Engineeringpolymers,operatedbytheNPCsubsidiary,KhuzestanPetrochemicalCo.,wasanother
projectinauguratedbyPresidentMohammadKhatami.Khuzestan'sproductionslateincludes10,000
tonne/yearofliquid&solidepoxyresinsand25,000tonne/yearofpolycarbonates.
ThePresidentalsoofficiallyopenedFajrPetrochemicalCo.,acentralizedutilitiescomplex,whichmeets
theneedsofprojectslocatedintheZone.Fajrhasa585MWpowerstationandhasalreadyplannedto
add255MWofelectricitybyNovember2006.ItisalsoplanningtobuildanewUTfacilityattheZone
toproducemoreelectricityandotherutilities.
Besideselectricity,Fajrprovides830t/hofsteam,3,900m3/hofROwater,980m3/hofDMwater,400
m3/hofservicewater,250m3/hofpotablewater,16,500nm3/hofserviceair,15,000nm3/hof
instrumentair,18,000nm3/hofnitrogen,19,000m3/hofoxygenfortheinvestorslocatedwithinthe
zone.
A500,000tonne/yearmethyltertiarybutylether(MTBE)plantwasalsoinauguratedbytheIranian
President.TheMTBEplant,locatedinBandarImamPetrochemicalComplex,consumes186,000
tonne/yearofmethanolasfeedwhichissuppliedlocally.PetrochemicalIndustriesDesign&Engineering
Co.(PIDEC)hasdonethebasicanddetailedengineeringaswellastheprocurementwork.
Thefirstphaseofaportdesignedforloading/unloadingofliquidproductsatthePetrochemicalSpecial
EconomicZone(Petzone)wasalsoinaugurated.Thephaseinvolvesonejettywhichhasa
loading/unloadingcapacityofabout2mtonnesperyearofliquidproductsandcanberthvesselsof
45,000DWT.Theportwillconsistofanotherjettywhichwillhavesimilarcapacitytothatofthefirst
phase.Thesecondjettyisexpectedtobecompletedby2006.Whenfullyoperational,theport's
loading/unloadingcapacitywillreacharound4mtonnesperannum.

A1500kmethylenepipelineistobeconstructedfromAssaluyehinIrantotheAzerbaijanandCIS
bordersinordertoaidtheeconomicdevelopmentofthenorthwesterninlandregionsofIran,said
MohammadRezaNematzadeh,presidentofNationalPetrochemicalCo(NPC)anddeputypetroleum
minister.
Inaddition,thepipelinecouldprovidemoreethyleneforexpansionsatBandarImam,throughwhichit
willpass.ThismighthelptheargumentforturningBandarImamintoaneconomicfreezone.
Thepipeline,whichisduetobecompletedinthreeyearswiththeyettobedeterminedcosttobeshared
betweenthegovernmentandNPC,willresultinthecreationofnewethylenederivativepetrochemical
complexesinthecitiesofKermanshah,SanandajandKhoramAbad.Basicengineeringworkonthe
pipelinehasalreadybeencompletedanddetailedengineeringworkhasstarted.
Originally,thepipelinewastohavecarriedethane.However,becauseofthewatershortageinIran
combinedwiththelargeamountofcoolingwaterneededtooperatecrackers,plusthefactthatthethree
citiesareinland,thedecisionwastakentobuildanethylenepipeline.
ThegovernmentiseagertospreadeconomicdevelopmentthroughoutIranasitstrivestoachievethe
targetsetforthethirdfiveyearplan,whichendedinMarchofthisyear,ofcreating700000jobsper
year.Aneconomistestimatedthatthegovernmenthasfallenwellshortofthistarget,onlycreating500
000jobsduringtheperiod.Unemploymentisestimatedat1618%.
Nematzadehaddedthattwopolyethyleneprojects,whichweretohavebeenpartoftheNo8Olefins
crackercomplexatBandarImam,willbebuiltatoneofthethreecitieswithethylenesuppliedbyNo8
throughthepipeline.

Iran'sParsphenol,aprivatelyownedcompany,isaimingtostartconstructionworksonitsplanned
200,000mt/yearphenolacetoneplantbythisyear,HosseinYazdizadeh,presidentofParsphenol
said.Meanwhile,theprecommissioningandstartupofthecompany'sphenolacetoneplantwas
scheduledtobein2010.
Parsphenol'sslowprogressonthisprojectwasalsoaddressedbyYazdizadeh.Hepointedoutthat
themostimportantreasonfortheproject'sdelaywastiedinwithIran'sNationalPetrochemical
Company(NPC)holdupintheconstructionofits"Olefin12"plantinAssaluyeh.Parsphenol's
propylenefeedstockwaswhollyprovidedbyNPC's"olefin12"plant.Itsbenzenefeedstockwould
beobtainedfromNPC'sfourthAromatic(Borzouyeh)plantalsolocatedinAssaluyeh.
YazdizadehaddedthatParsphenolwascurrentlyintheprocessofselectingavailableandreputable
companiesasitapartnerforthisproject.
