The Eco Gozo Regional Development Directorate accepts quotations for the Supply, lay
and installation of vinyl flooring at the Governmental experimental farm, Xewkija
Instructions to Bidders
Bidders shall:
1. Fill in the Details of Bidder Form and sign the declaration included therein.
2. Provide evidence attesting to:
evidence of relevant experience in execution of works of a similar nature (vinyl works) over
the past [4 years], including the nature and value of the relevant contracts, as well as
works in hand and contractually committed. The minimum value of projects of a similar
nature completed shall be not less than [15,000] over the 3 year period.
The minimum number of projects of a similar scope/nature completed in the last 3 years
must be at least 4 in number.
In so listing the end clients, the tenderer is giving his consent to the Evaluation Committee,
so that the latter may, if it deems necessary, contact the relevant
clients, with a view to
obtain from them an opinion on the works provided to
them, by the tenderer.
3. Submit their bid in the tender box by the date indicated on the cover page above at the:

4. Execute the works subject of this quotation in accordance with the schedule of quantities
and any specifications contained therein and in accordance with the best practices of the
trade, to the satisfaction of the contracting authority.
5. Be bound by the Special Conditions and the General Conditions which are deemed to form
an integral part of this quotation document.
6. Submit any queries to email address ecogozo@gov.mt by not later than 4 working days
prior to the closing date for the submission of the quotation.
Bidders are hereby informed that:
7. Where the General Conditions are in contrast with the Special Conditions, the latter shall
take precedence over the former.
8. The contracting authority reserves the right to reject any quotation.
9. The quotation shall be awarded to the cheapest technically compliant quotation.
10. In submitting this quotation, the bidder is declaring that all employees engaged on this
contract shall enjoy working conditions such as wages, salaries, vacation and sick leave,
maternity and parental leave as provided for in the relative Employment Legislation.
Furthermore, s/he shall comply with Chapter 424 of the Laws of Malta (Occupational Health
and Safety Authority Act) as well as any other national legislation, regulations, standards
and/or codes of practice or any amendment thereto in effect during the execution of the
contract.
The bidder is further declaring that s/he accepts without reserve that, in the event that it
is proved otherwise during the execution of the contract, the contract shall be terminated
with immediate effect and s/he shall raise no claims for damages or compensation.
11. Where the General Conditions are in conflict with these Special Conditions the Special
conditions shall take precedence over the General Conditions.
12. Contracting Authority reserves the right to award this quotation in full or in part.
SPECIAL CONDITIONS
1. The performance period for works will be no more than 2 weeks from the issue of the
Letter of Acceptance.
2. The Contractor shall be liable to a deduction of 200 per day, for every day of delay,
including Sundays and public holidays, up to a maximum of 15% of the contracted amount.

It is hereby construed that the bidders have availed themselves of these general
conditions, and have read and accepted in full and without reservation the
conditions outlined therein, and are therefore waiving any standard terms and
conditions which they may have.
These general conditions will form an integral part of the contract that will be
signed with the successful bidder.

Scope of Tender
The scope of this tender includes
the removal of the existing vinyl flooring and associated glue and related materials
the supply and laying of floor homogeneous heavy duty vinyl sheeting and the installation of a
cove former and capping strip system so that the floor covering shall be dressed up to the
wall to form a skirting
the supply and installation of wall vinyl covering which shall be washable and provide an
impermeable finish to be installed on the gypsum wall panelling for a high standard
All items necessary to provide a complete functioning installation shall be included whether or
not they are detailed within this specification

2. The vinyl sheet width shall be 1.5 to 2 metres by a minimum 2mm thickness.
The gypsum boards at the Laboratories at the Government Experimental Farm, Xewkija installed
through a separate contract are to be covered with a vinyl covering which shall be washable and
provide an impermeable finish on the gypsum boards. The colour of the vinyl covering shall be
communicated to the contractor during the course of refurbishment works and prior ordering. The
material shall also have a good resistance to chemicals such as dilute acids and alkalis and shall be
washable. The Contractor shall provide full technical literature of the material that he is proposing.
The wall covering vinyl shall be a homogeneous heavy duty wall covering to be installed on
the gypsum wall paneling detailed in these specifications. It shall be installed either vertically
or horizontally with heat welded seams and colour coordinated rods.

The tenderer shall submit all relevant technical specifications and literature in connection with
the offer. The literature shall include all types of necessary materials and preparations
required before laying the above mentioned vinyl.
The tenderer shall also submit literature for different types and colours of heavy duty vinyl
sheets, and shall include details of skirting and welding reels to match with every colour of the
vinyl offered and the adhesive required for laying of the above vinyl sheets.

The tenderer shall also submit literature and prices for different types and colours of
heavy duty vinyl sheets, and shall include prices for skirting and welding reels to match with
every colour of the vinyl offered, plus the prices for the adhesive required for laying of the
above vinyl sheets.
3. The contractor is obliged to supply and lay a quantity of vinyl flooring according to these
specifications and according to the bill of quantities.
4. The vinyl procured and laid through this tender will be paid for according to the net
measurements of the vinyl flooring as laid in place. Rates must hence account of
cutting, overlaps etc.
6. The vinyl flooring supplied and laid by the tenderer shall be a low maintenance flooring of a
heavy duty, homogeneous, durable, commercial nature. It should be a type of vinyl that does
not require maintenance, especially in terms of seasonal polishing. This means that marks
and that dirt may be removed by normal cleaning. However the contractor will be responsible
for polishing the floor after works are completed.
7. The floor primer shall be of a type which reduces the dusting properties of the sub-floor
and which reduces substantially absorption by the sub-floor of the laying adhesive. It should
also seal the surface of the sub-floor.

9. Tenderers are being requested to quote for providing and laying a water and damp proofing
system before applying the vinyl flooring as detailed in the Schedule of Quantities. The water
and damp proofing system shall be in conformity with the manufacturers recommendations
and shall be such that it does not in any way create any problems to the vinyl floor system. The
Contractor is always fully responsible for the materials and labour employed in the project and
he will still be giving a minimum of eight years guarantee period. The water and damp proofing
system shall be inclusive of all detailing necessary for the full functionality of the system. The
system shall not, in any way, create any problems to any part of the structure of the building
and or its finishes. The Contractor is obliged to give full details supported by the
manufacturers specification and data sheets of the system he intends to apply at tendering
stage.
10. The Employer may decide not to order any particular items and/or works listed in the bill of
quantities and any items and/or works ordered may vary from the amounts shown.
11. With his offer, the contractor shall draw the attention with regards to any works and/or
materials which he considers that should be an integral part of his proposal. He shall give full
details including the rates, quantities and amounts involved in these works and/or materials.
He shall also prove that these works and/or materials must form an integral part of his
proposal and that, at the same time, they are not included in any part of the tender bill of
quantities.
12. The contractor shall submit at tendering stage a list of all similar projects which he has
carried out or in which he has been directly involved. He shall give details of where the project
has been carried out, the materials he has used in the project, the way the works were carried
out, the time frame within which the project was carried out, the number of employees
involved in the project, and any sub-contractors
project and who have provided works and/or materials similar to the project governed by this
tender.
