Universal Declaration
On Sovereignty of
All Walks of Life seeking Good Will
(Approved September 1st, 2006 at the Second Annual Universal Congress of the Sovereign Member
E’States after being graciously presented by His Royal Majesty, Arthur Alexander Augustus, Magnus
Regnant of the Sovereign Earth Alliance, ratified by the Knights of the Roundtable and the Council of
Eclectic and Accord. All in the interest of and for Social Justice, held in the Universal Court of Peace,
Kingdom of Augustus, E’State of Arthur Alexander Augustus, Sovereign Earth Alliance)

IT IS incumbent upon every Walk of Life seeking Good Will, always and everywhere, to protect and
preserve the natural moral principles and fundamental freedoms that govern all Walks of Life by such
societies that presently or otherwise shall exist justly founded upon the unalienable birthrights to which
Nature and Nature’s Supreme Creator entitles them. In the face of ruthless forces that oppose these
cherished principles and freedoms which are self-evident and recognized as our Creator-Given
unalienable birthrights equally given to all Walks of Life seeking Good Will, for the better Ordering of
their State of Life as firmly stated within the Universal Declaration of the Four Freedoms proffered by the
Sovereign Earth Alliance, it becomes an imperative of the highest magnitude that we Stand staunchly by
them and without compromise. These principles are constantly being tested by how we address three
fundamental concerns of today's ever-changing world:

• LIFE: We must advance the sanctity of life against false ideas of indoctrination and defective
institutions that support a scheme to foster a culture of involuntary servitude and death.

• FAMILY: We must Stand by the holiness and uniqueness of the traditional family against all who
would weaken this sacred institution by a rejection of traditional family values.

• OPPORTUNITY: We must build a universal society that dismantles barriers to equal

educational, economic, religious, social, scientific and cultural advancement opportunities for the
many, especially the poor and homeless, so that each individual moral entity can develop to his,
her or their fullest potential. We reject the gross injustice that transpires when an avaricious few
exploit or erect barriers to the opportunities of one or the many.

TOWARD THESE ENDS, we make our appeal to all of Creation, known or unknown, and to the hearts
and minds of every species of moral entities wherever Life is exists, that the rights, dignity and
sovereignty of all Walks of Life seeking Good Will be reinstated and properly respected. And thereby, the
only express just evidence which Good Will shall be recognized among all Walks of Life as the freely
expressed standard of just self-determination by any individual Standing or otherwise, within the
Universal Public Order.

Concordat Universal Declaration On Sovereignty. Page 2 of 12 Item No. 07-21-2006-A1-SEA.

THE FORCES that have fueled a culture of involuntary servitude and death have silenced many: some
through death, others through force, and still others through fear. Charity, Prudence, and Compassion
dictate that we must speak out against these tyrannical forces. May those who are silent find the moral
strength and courage to raise their voices on behalf of all victims of injustice: the politically oppressed,
the economically exploited, and those who have paid the supreme price on the altar of scheming
perfidious expediency.

WE ASSERT and affirm, therefore, before any and all known and unknown State of Standing, the world,
the universe and otherwise known or unknown, and the Almighty and Transcendent Supreme Creator,
and in the Name of all who are Living, those who preceded us, and the untold Generations of the Living
by the Grace of the Supreme Creator to follow, that the moral principles and self-evident rights of which
we speak are fundamental, universal, and unalienable birthrights, and apply to all Walks of Life seeking
Good Will: man and woman, young and old, healthy and infirm, born and unborn.

UNIVERSAL AND TRANSCENDENT PRINCIPLES OF JUST JUDGMENT, which are found in

all the great religions and codes of ethics, must be reflected in our local, national, international and
universal laws and otherwise, and in our institutional environment in which each individual of various
Standing, acquire knowledge of just equal equity in the ethical treatment of all Walks of Life seeking
Good Will. Self-determination by any Walk of Life seeking Good Will must be given ethical sovereign
value and recognition notwithstanding recourse to any present development of educational, economic,
religious, social, scientific and cultural prerequisite of evidence by such Good Will being advanced.

INJUSTICE EXISTS wherever laws and social institutions that shape ours or other cultural
environments deviate from these self-evident principles of equality and all Walks of Life’s unalienable
birthrights bestowed upon us by our Supreme Creator. We can measure the injustice in any social order or
institution by the gap in opportunities they afford those at the top and those at the bottom for sharing
power to make choices, for acquiring material and spiritual security, and for developing to one's fullest
potential. We should be temperate in our methods so that we lift up the deprived without being unjust to
others.

THE ABUSE OF POWER is inevitable, given the inherent imperfection of each individual, touching
upon knowledge, interests, or otherwise which may inhere in each self individually or collectively,
whenever power is overly concentrated and non-accountable to those affected, when that power is
exercised. If we accept Lord Acton's insight that "Power tends to corrupt and absolute power corrupts
absolutely", then society's best safeguard for Justice and against the corruptibility of concentrated power
is decentralized power. And if Daniel Webster is also correct that "Power naturally and inevitably follows
the ownership of property", then, as a fundamental principle, recognizing the sovereign right to acquire
allodial Standing and access to these property rights is essential for keeping all forms of social power
widely dispersed throughout universal society. Aristotle, Maimonides, Aquinas, Ibn Khaldun, George
Mason, John Adams, Jefferson, Abraham Lincoln, Leo XIII, John Paul II and many others have pointed
out that peace and order also follow from a social order that promotes universal access to the ownership of
productive property. Whether or not such individuals were inimical in power to foster each in their time
such principles throughout societies in which they lived, we may use these lives as stepping stones upon
which they used to express these self-evident universal principles and lay down such precious principles
for all Walks of Life to continue to reach for equal justice, opportunity and Universal Peace.

IN CALLING FOR JUSTICE, we also recognize the role of Charity. Justice and Charity, as absolute
values flowing from the Absolute Source of all Creation, are not moral alternatives. Charity without

Justice can never be true Charity. Both are necessary virtues united in a fruitful synthesis. Both radiate
from the Spirit of the Divine and Eternal Supreme Creator. Both have their place in the program which
defends the dignity of all Walks of Life seeking Good Will. They complement, help, support and animate
Compassion in each other. Justice provides a material foundation for a society based on Love. Charity,
which flows from Love, softens the rigor of Justice and ennobles it through Compassion. Both rise up to
ennoble all Walks of Life seeking Good Will to a condition in which, despite their failings, their obstacles
and their harshness which earthly or universal life presents, a fraternal intercourse becomes possible.

TO PROMOTE A CULTURE OF LIFE, a new political socio-economic paradigm is needed, one that
transcends the power-concentrating defects of both traditional capitalism and traditional socialism, one
that is guided by all Walks of Life’s never-ending pursuit of absolute intrinsic values like Truth, Love and
Justice. This new political socio-economic paradigm, is based upon the dignity and economic sovereignty
of every Walk of Life seeking Good Will, and thereby must rest on the fundamental self-evident
Universal Four Freedoms espoused by the Sovereign Earth Alliance; and, by and additional universally
adopted four pillars of a just, economic, social and political order:

First, expanded sovereign capital ownership, for removing barriers to the semblance of participative
justice and decentralizing unreasonable private or public economic power;

Second, the limited economic power of the imaginary corporate nation state, using instead the power
of all Walks of Life seeking Good Will primarily for ending monopolies serving unjust ends, for securing
full equality of economic opportunity, and for establishing sovereign means of access to money and
capital credit for financing expanded wealth production in all fields of scientific and technological fields
of endeavor which foster harmonious intercourse for the advancement of all Walks of Life seeking Good
Will;

Third, the restoration of free and open marketplace, for achieving the equal balance of distributive
justice, measuring the just price, the just wage, and just profits, and maximizing individual cultural
economic choice while protecting just diversity; and

Fourth, the restoration of private sovereign allodial property, as the basic social instrument for
linking each Walk of Life directly to the economic process, for securing individual economic
empowerment, and for balancing distributive justice with participative justice.

WE DECLARE that an economic agenda supporting all Walks of Life seeking Good Will, consistent
with the new political socio-economic paradigm, must be guided by the following just principles, to wit:

I. The Ultimate Sovereignty of the Supreme Creator. Only the Supreme Creator is irrevocably,
eternally and universally sovereign. All just and righteous sovereignty of whatever kind or degree derives
directly or indirectly only from the Supreme Creator of Creation, known or unknown universally or
however encountered. And any other claim to such sovereign Standing has no validity whatsoever except
insofar as it relates to a Supreme Creator. Only the Supreme Creator grants direct sovereignty and only
the Supreme Creator may revoke it. The self-evident unalienable birthrights exercised to establish Good
Will by which each Walk of Life seeking Good Will exercises, is incontrovertible evidence of direct
sovereignty granted by an eternal Supreme Creator upon such individual moral entity. No power may
oppose Good Will nor shall deny recognition of such evidence of the sovereignty of Good Will. To do so,
would entail nunc pro tunc a denial of any claim of sovereignty granted and/or entitled thereby, denying
the only true, just claim and rightful vestige or semblance of sovereignty. Which solely exists rightfully,
anchored upon Good Will towards all Walks of Life seeking Good Will—everywhere.
Concordat Universal Declaration On Sovereignty. Page 4 of 12 Item No. 07-21-2006-A1-SEA.
II. The Sovereignty of each Walk of Life seeking Good Will under the Sovereignty of the Supreme
Creator. Every Walk of Life seeking Good Will, of whatever age, degree of competence, state of health
or development, degree of dependence or independence, or size of fortune or ability is from the moment
of conception individually created by the Supreme Creator to exercise free will, responsibility and
personal sovereignty. No agency of whatever kind may lawfully or legally, by whatever means, deny,
ignore, raise barriers to, refuse or destroy this quality of sovereignty. Just as surely as each Life is born
with free will and unalienable birthright of Sovereignty to which Nature’s Law and Nature’s Creator
entitle them, it is Universally just as self-evident that every Sovereign seeking Good Will may require
evidence that any claimed accession or recognition of Sovereignty to act in Good Will must be predicated
upon instruments binding each form of Sovereignty to act in Good faith to keep Peace with one another in
the powers which inhere in the exercise of Sovereignty. If not for just cause, then for the better ordering
of the collective Sovereignty appertaining to any cause which may arise respective thereto, in respect to
any claim in the negative. This is not an unreasonable request of Sovereignty to ask those exercising such
Sovereignty? It might be different if such Sovereignty rested upon the singularity of existence. But when
such Singularity of Sovereignty finds themselves amongst Sovereigns similarly situated by birthright in
the exercise of Sovereignty, would it not behoove Sovereignty first, to recognize each in their particular
exercise thereof, and, then secondly, create agreements with binding formality to administer issues that
may arise respective in the exercise thereof, which might evince the exercise of arbitrary Sovereignty? For
such a Life having been created rests upon the unalienable birthrights granted by the Supreme Creator and
the joint union of Life which agreed in form to join in sovereignty with the Supreme Creator to create a
sovereign life. And when faced with a condition of recognizing Sovereignty Universally, each and every
reasonable Life must in good conscience seek to establish Good Will in the interest of Universal Peace to
maintain such birthrights singularly, jointly and severally which has agreed in form to join in sovereignty
with the Supreme Creator to create and/or recognize a sovereign life.

III. The Family as the Foundation of all just Society. The family is the smallest basic unit of any
society and shall be the primary educational center of true love. In this basic institution created by the
union of man and women and/or as the Laws of Nature and Nature’s Supreme Creator has endowed for
the procreation for each species thereby, and in the image created therein, and thereby, as evidenced by
the Laws of Nature and Nature’s Supreme Creator for any Life to come into existence, individuals should
be able to develop four great realms of the heart:

First, true child's love: Beyond the natural love of little Ones for their parents, every little One should be
taught filial piety and reverence for each of his or her parents and the Supreme Creator, the source of all
true sovereignty and love. Under a true little One’s love, the little One’s conduct is guided, not by fear,
coercion or the desire for privy reward, but by the deep love and empathy each little One feels toward
each parent and toward the Supreme Creator and to avoid the unbearable pain of knowing that he, she or
they has hurt or betrayed his, her or their parent's love or that of the Supreme Creator.

Second, true sibling love: All little Ones should recognize just true sovereignty and share their love with
their brothers and sisters and other family members, and, by extension, with all members of the local and
universal society. To express this just true sovereignty and love, every little One should be taught to live
for others while at the same time remaining true to one’s own self sovereignty and love for which, the
Supreme Creator ordained each to be judged.

Concordat Universal Declaration On Sovereignty. Page 5 of 12 Item No. 07-21-2006-A1-SEA.

Third, true conjugal love: Every little One should be taught the responsibilities of true marriage, where
both spouses subordinate themselves voluntarily to the sovereignty and dignity of the other by honorable
written variation of agreement or by such other evidence representing a commitment between themselves,
and both giving total loyalty and commitment to the well-being, development and happiness of the other,
within the station to which life and duties ever present themselves to each while in union with the other.
The outcome of such teaching is fortuitous in keeping peace for all Walks of Life seeking Good Will in
harmony with one another, wherever Life and Good Will strive to seek out one another to ordain Good
Will and Universal Peace in the interest of the common good of all Walks of Life everywhere.

Fourth, true parental love: Just as the Supreme Creator offers absolute love to each Life, especially
those having the breath of Life within as a sibling of sovereign stewardship for the common Good Will all
Walks of Life, every parent should provide unconditional love to each little One within the framework of
Just Order, and raise each one to become a responsible and loving steward in Good Will for common
good of all Walks of Life, with a true parental heart beyond the family toward all others and all of
creation.

United by common spiritual values and mutual dedication to a culture of Life and humility of heart,
individual moral entities who are more responsible, mature and loving will come forward from widely
diverse backgrounds and cultures to work together in solidarity for building a more perfect, just and
peaceful Universal Order throughout each Creation thereof, for all generations to come.

Since the inviolability of the family is the bulwark of a perfect, good, and just society, and the essential
foundation of a peaceful organized society, no construct of any state or compacts of states or otherwise
shall make any law via the claim to do so by the exercise of legitimate sovereignty as evidence of Good
Will toward all Walks of Life concerning the artificial regulation of the birth of Life, whether the effect of
such law would be to encourage or discourage the same, nor any construct of any state or compacts of
states or otherwise may claim the right of sovereignty to establish and/or shall make any law or adopt any
policy diminishing the special and sacred character of marriage as traditionally and commonly
comprehended as being the institution which creates and brings forth by divine prerogative as evidenced
by the laws of Nature and Nature’s Creator, the off-spring of Life, leaving intact all of marriage's ancient
rights, customs, traditions, liberties and protections that promote the dignity and sovereignty of the parties
which choose to contract to operate within the sphere of divine union in Just Order to bring forth Life in
universal harmony and peace with all Walk of Life seeking Good Will everywhere.

IV. The Right of Free Association. Since sound and universal moral principles are necessary to the
continuation and health of a free and sovereign people, all peoples shall be free to associate with one
another for their common good and to practice any religion or belief of their choice as long as the
freedom, rights and sovereign nature of any others expressions are not endangered. Furthermore,
organized society should protect such associations and practices from infringements by others.

V. The Subordinate Sovereignty of the Nation State. Since a degree of power is necessary to the better
ordering of a sound commonwealth, kingdom or otherwise established, a limited and defined political
sovereignty is delegated to the state of being of such compact state of nature thereof, or any such other of
higher or lower political bodies however created by consent of such people; on condition that the such
consent of the governance thereof, be in accordance with the requirements of the common good, the four

freedoms aforementioned, and the applicable universal moral principles. Serious and egregious violation
of any of these constitutes grounds for revoking political sovereignty from the existing universal
governing body of all Walks of Life, and the subsequent vesting of sovereignty in another more
conducive and responsive stewardship to the needs of a free and sovereign people shall be recognized as
the true and lawful investiture of sovereignty resting thereon, in such forms as such shall protect the
sovereignty of all Walks of Life everywhere.

VI. Duty of the Compact State of Being or any form thereof, to protect All Peoples. All people, man
and woman, young and old, healthy and infirm, born and unborn, or otherwise, are created equal before
the Just Nature of Law from the moment of conception until such death, natural or otherwise, shall have
occurred, and are entitled to the full protection of such Universal Pillars of Natural Law to which Nature
and Nature’s Supreme Creator having entitled them as their unalienable Creator-Given birthrights during
the entire period of their existence. This protection may not be revoked under any circumstances
whatsoever, even conduct appertaining to the just exercise self-preservation of orderly Good Will.

A. No government or state or corporate creations thereof, can be regarded as legitimate which

denies the existence of the life-force of the unborn little One in any and all stages prior to nativity,
beginning at fertilization and which thereby, refuses to protect the unborn little One from all
unreasonable threats to such little One’s life and development as a sovereign just steward of all
Walks of Life everywhere.

B. No entity of whatever form or shape of Life shall be denied equality of justice and protection to
exercise their unalienable birthrights under any form of authority, or colorable law, as a result of
his, her, or their membership in a specific class of individuality, or association of like-kind
however determined within the cultural diversity categorized by ethnic origin, skin color, age, sex,
religion, nationality, language, state of health, condition of dependence or independence, or state
of physical or mental condition or development thereof, while seeking to remain in Good Standing
by such Comity as such shall manifest the conditions therein, for and in the interest of all Walks of
Life seeking Good Will everywhere.

C. No entity of whatever form or shape of Life may be fined, imprisoned, put to death or
otherwise punished, have his, her, or their siblings or those adopted, goods and wealth or such
other holdings thereof, confiscated or his, her, or their enjoyment of their unalienable birthrights
curtailed in contravention of Natural Law or in violation of the common good, save by the Just
Universal Law established upon the Universal Pillars of Justice for all Walks of Life everywhere
and by such Just Due Course of Law recognized in the Universal Maxim, “Where there is an
Injustice to One there is an Injustice to all.”

VII. Sustainable Growth for the Support of Life. Rejecting the notion that economic growth is limited,
which would make scarcity of wealth and poverty inevitable, we declare that all Walks of Life and
development thereof, are only limited by the Supreme Creator's bounty, by our stewardship of creativity
and initiatives, and by the boundless frontier of all Walks of Life's advancing technologies.

Concordat Universal Declaration On Sovereignty. Page 7 of 12 Item No. 07-21-2006-A1-SEA.

VIII. Conservation of Nature. In interacting with nature to promote one's own perfection, every
individual moral entity must respect the whole of creation to the best of his, her, or their ability as each or
collectively, seeks self-preservation. Each moral entity, a steward of nature, remains responsible for
conserving natural forms of existence, each of which is interdependent and shares the same divine origin
with all Walks of Life seeking Good Will everywhere.

IX. Science in the Service of all Walks of Life under the Supreme Creator. Science, a moral entity or
any collective thereof, endeavor’s derived from observing and applying the natural laws of the Supreme
Creator's Creation, should be used for the betterment of all Walks of Life seeking Good Will. However, in
experimenting with science, we must protect the unalienable birthrights of dignity and sovereignty of all
Walks of Life seeking Good Will. No activity should be undertaken which has the potential of abusing the
unique and sacred nature of each moral entity seeking Good Will, a special creation of the Supreme
Creator endowed with the gift of reason and the power to exercise dominion over the rest of Creation. The
duplication of specific moral entities, altering this special creation through cloning or other means, is an
unnatural process, which shall be outlawed. Being that such manipulation is counter to the specific divine
union of moral entities Ordained for the purpose of establishing Life as Ordained by the Supreme Creator.
The term ‘under the Supreme Creator’ essentially and inevitably means the Science of Right Reasoning
of Moral Entities seeking Good Will to establish the advancement of all Walks of Life toward harmony
with all natural occurring Walks of Life in Good Will—everywhere.

X. Right of an Owner to the Fruits of His or Her Labor and Capital up to and including the
exchange of effort or substance for just measure or equal value to output of His or Her labor or
Capital. No moral entity shall be denied or prevented from enjoying the full fruits of his or her labor or
his or her property. This shall include the payment of just market-determined remuneration for a just
return for labor or Capital and the full distribution of the earnings from his property or labor acquired by
such efforts or exchange.

A. As labor-displacing technology continues to supplant and amplify labor in all productive

aspects of the economic process, it is essential that every moral entity be empowered with the
means of acquiring and possessing property, thus supplementing, or, in some cases, completely
replacing the remuneration earnings for labor and Capital with the legitimate earnings of or return
of Capital.

B. Except in extreme cases, where almsgiving and all other recourse has been tried and has failed,
no government or state or corporate creations thereof, nor shall any government or state or
corporate creations thereof, take it upon itself to confiscate and redistribute wealth in order to
provide a living source of remuneration or otherwise for individuals and families deprived of the
opportunity to work or own property. The primary efforts of any society, government or state or
corporate creations thereof, where such is the case, shall be overwhelmingly directed in Good Will
to encourage the conversion of all forms of wasted potential, moral or of such entities otherwise,
into production for the advancement of just stewardship for all moral entities needs seeking Good
Will everywhere. All government or state or corporate creations thereof, shall also remove the
barriers which prevent individuals and families from either engaging in labor or owning wealth-

Concordat Universal Declaration On Sovereignty. Page 8 of 12 Item No. 07-21-2006-A1-SEA.

producing property in order to generate a living resource of remuneration by and through their
own contributions or comparative worth under reasonable and orderly conditions.

XI. Access to the Means of Acquiring Private or such Public Property wherever proffered as a
Fundamental Right of all Moral Entities. Since free and clear possession of a moderate stake of
productive assets is the most immediate and secure safeguard of private and family sovereignty, rights and
liberties, the universal right of access to the means of acquiring and possessing private or public property
wherever proffered for the production of wealth, individually and in association with others, cannot be
infringed when in the interest of Good Will in consideration of any exchange by variation of agreement.

A. Every moral entity shall have the right to accumulate a store of wealth-producing assets to
sustain a decent life during illness, disability, retirement from economic work, or following the
death of a family's principal wealth provider.

B. Concentrated ‘ownership’ and control over all means of sustaining and developing life,
including access to advanced technologies and such social tools as money and capital credit, is
recognized as a great evil and a barrier to the exercise of the rights, independence and
empowerment of the individual sovereignty of each moral entity when designed to hinder
harmonious self-determination of each or all Walks of Life seeking Good Will.

C. Where existing barriers deny widespread individual private or public access to the means of
acquiring and possessing property aforementioned, particularly with respect to labor-displacing
technology, the government, state, or corporate creations thereof or otherwise, shall have the
solemn duty to remove such barriers in order to permit full participation by all moral entities
seeking self-determination in Good Will in the economic process and in the profits from and
control over such technologies and productive assets.

XII. Sovereignty of Capital Credit as the Key to Widespread Private allodial Ownership. Access to
the means of acquiring and possessing property requires individual private access to self-liquidating credit
and money regulated by society, the government, state, or corporate creations thereof, to enable every
moral entity to acquire productive assets in sufficient amounts to sustain life and well-being.

A. To curtail any financial dictatorship over money and credit by any governmental construct of
society, no form of money shall be created or credit extended by any local, national, regional or
global or otherwise central bank, nor corporate creations thereof, except for governmental
auditing, for enabling private sector commercial banks to make morally just and feasible loans that
support productive, market-based, self-liquidating activities and widespread capital private
ownership with the just outcome to sovereign ownership of the production of or private ownership
of allodial property.

B. Credit shall not be extended for non-productive purposes, including loans to government,
and/or corporate creations thereof, or for private consumption or speculation, except out of
existing past accumulations of savings. While the government, and/or corporate creations thereof,
may be allowed to borrow from existing pools of past savings, any borrowing by the government,
and/or corporate creations thereof, to meet budget deficits or to purchase capital assets that are or

can be owned by one or more individual moral entities, must be restricted by the just verifiable
will of the sovereignty of any Walks of Life seeking Good Will everywhere.

XIII. A Just Tax System. No society, government, state or any corporate construct thereof, shall receive
tax revenues as a right, but does so as a grant of monies by all Walks of Life seeking Good Will whose
private labor and/or private capital produces wealth, for the purpose of carrying out the natural function of
the state of services for which such society, government, state or corporate constructs thereof, are
established to preserve and protect the common good of all Walks of Life seeking Good Will. Taxes shall
therefore be levied only for the purposes of raising revenue and not as a substitute for the appropriations
process or for redistribution of wealth as an end in itself. The tax system should encourage maximum
rates of sustainable technological growth and production and shall not tax personal asset accumulations
and/or savings levels of capital self-sufficiency.

A. The most just, straightforward and simple tax arrangement for holding government accountable
for such governmental services to the sovereignty of all Walks of Life is a direct sales tax at the
same rate on all purchases available for consumption, notwithstanding from whatever source
derived, with no prejudice or favored status for different ways in which exchange of goods and
services are rendered. The rate of taxation shall be set at whatever single rate is necessary to
balance the budget of society, government, state or any corporate construct thereof.

B. Dividends and other forms of gain used to repay capital credit or to invest in wealth-producing
assets shall be free from taxation to achieve economic empowerment through broad-based capital
private ownership.

C. Any existing regressive payroll taxes on employers and workers by any society, government,
state or corporate constructs thereof, shall be phased out and replaced by the single sales rate tax
on consumption, by variation of agreement upon joining standing within such construct created for
all Walks of Life seeking Good Will—everywhere.

D. Except for deficits and shortfalls in tax revenues anticipated to be less than ninety days in
duration, the state shall not borrow money to cover a deficit. Any borrowings by the state shall be
from existing pools of past savings without involvement of any private central bank or otherwise.
Monetization of budget deficits shall be strictly prohibited.

E. Under an sales tax described above, which applies to all forms of consumption, from whatever
source derived, a tax on corporate profits and on estates constitutes a direct attack on private
allodial property through the discriminatory and multiple taxation of income from property, which
is strictly forbidden. Corporate income taxes shall be eliminated to the extent that corporate profits
are distributed as dividends to the shareholders without taxation. Inheritance and gift taxes are
strictly eliminated where an estate is distributed to individuals.

Concordat Universal Declaration On Sovereignty. Page 10 of 12 Item No. 07-21-2006-A1-SEA.

XIV. Family Control over the Education of siblings. The rights and duties of parents to guide the
educational, social, religious and moral development of their siblings or those adopted therein, shall not
be violated or usurped by any society, government, state or any corporate construct thereof.

A. In view of the fact that any society, government, state or any corporate construct thereof,
collects tax monies for purposes such as developing centers of education, and that the primary
responsibility for the education of siblings or adopted little Ones resides in the parents, so long as
society, government, state or any corporate construct thereof, collects taxes for education, said
monies shall be disbursed directly to the parents of siblings in the form of equal educational
vouchers, distributed to each such family, providing none preferential options for the rich, poor
and/or other individuals with special educational handicaps. State-funded vouchers may be used in
whatever qualified educational institution the parents select, religious or secular, public or private.
Such disbursement of funds shall not be construed as state support of a specific established church
or religion, as it constitutes a support of the sovereign rights of parents over the education of their
siblings. Qualifications rests solely within the parent’s choice to determine their sibling’s
educational needs so long as such centers of education are founded upon the principles of harmony
and Good Will towards all Walks of Life seeking Good Will—everywhere.

B. Inasmuch as the education of little Ones is not for the primary benefit of society, government,
state or any corporate construct thereof, but of the individual moral entity and the family, any
society, government, state or any corporate construct thereof, shall not burden the educational
curricula of any institutions with programs or agenda promoting or restricting any specific
religion, belief system, ideology, or world view, including a state-centered religion or secular
humanism. Society, government, state or any corporate construct thereof, qualifications for an
educational institution shall be restricted only in regards to seeking Good Will towards all Walks
of Life seeking Good Will and by the ability of the institution to meet minimal educational
standards common to all institutions, and shall not burden public or private institutions with
restrictions and requirements offensive or pernicious to public or private morals, or demonstrating
contempt for sincerely held religious beliefs.

XV. The Role of the State as the Social Instrument of Last Resort in Protecting and Sustaining Life.
In view of the state's role as the social instrument of last resort for protecting the common good, the state
is restricted to providing a strong juridical and legislative order so that all Walks of Life, individually and
in association with others, can fulfill their primary responsibilities for securing their own welfare and
promoting the common good.

A. As all moral entities, man and woman, young and old, healthy and infirm, born and unborn,
have the basic and fundamental right to life, any society, government, state or any corporate
construct thereof, shall have the responsibility to provide a basic subsistence, sufficient to keep life
in the body and at all possible with the on-going ability to fulfill a viable function to sustain worth
individually or otherwise within such capabilities evinced. Such as quality housing, food,
mobility, clothing and such other technical assistance which may benefit the social and spiritual
advancement of each moral entity seeking Good Will with all Walks of Life seeking Good Will—

Will, these fundamental services by all societies, governments, states or corporate constructs
thereof, shall become more readily available with the moral imperative advancement of all Walks
of Life to the ends of seeking Good Will—everywhere.

B. In order to minimize the need for almsgiving and the call upon the state for basic subsistence
which can be provided only through a moderate and fair redistribution of existing wealth, the state
shall make every possible effort to restructure the order of society and remove barriers to
participation so that everyone may be enabled to earn a living by his own contributions, whether
by means of wages paid for his labor, or by means of the profits from his ownership of productive
assets, or ideally from both.

C. The right to life includes a reasonable provision for adequate quality health care, both
comprehensive and preventative, as a means of preserving the well-being of all moral entities. All
societies, states, or any corporate constructs thereof, shall have the responsibility to provide all
Walks of Life within their domains, the means of gaining access to reasonable and adequate
quality health care, generally in the form of health vouchers or direct vouchers for health care.
